    The country is now marching towards abetter future with the steady transformationof economic, political and social sectors. Andnecessary amendments to the relevant lawsand regulations are being made, and economicand investment policies and investment lawsare under review to be compatible with othercountries.

    At a time when direct foreign investmentsare being invited, it is necessary for all the civilservants to help the country prove its integrityto the international community.

    Looking at from the point of view of thecountry going through a transition, it seemsinevitable that we still have to cope with theissue of corruption, which is one of the majorsetbacks to the democratization process,although the new administration does nottolerate the dishonest behaviour.

    It’s no exaggeration to say that the peoplehave long been fed up with corruption andbribery cases, all of which wreck thecompetitiveness of businesses and industriesat the expense of the country’s interest.

    Corruption not only adds unnecessarycosts at the expense of consumers but alsoinstills the negative mentality, especially amongthe youth, that corruption is acceptable. Evenin the light of recent corruption scandals, itseems some departmental officials still cannotrefuse a bribe.

    The country will never be reformedunless the corruption issue is seriously tackledand those found guilty are properly heldresponsible for their actions. The countrywould not face serious financial problem ifthere is no corruption and irregularities deeplyentrenched in some government departments.

    It is imperative that the newadministration proves the validity of everycase that is brought to public attention. If aninvestigation pinpoints any culprit, he or shemust be punished as an example. In this context,the need for a review of the judicial systembecomes apparent. We can no longer allowcorrupt civil servants to get away with theirselfish actions.

    NAY PYI TAW, 21 May—Union Minister for MinesU Thein Htaik attended China-ASEAN Mining CooperationForum and Promotion Exhibition 2012 at NanningInternational Convention and Exhibition Centre inNanning of Guangxi Province, the People’s Republic ofChina on 11 May.

    The forum was attended by the Guangxi Provincegovernor, the deputy minister of Land and Resources ofChina and related high-ranking officials from 10 ASEANcountries.

    Fed by dry brush, wildfires persist inSouthwest

    PHOENIX, 21 May—An Arizona wildfirewhipped up by winds and dry conditionsthreatened to trigger more evacuations onSunday, just as firefighters were nearly donebattling the biggest of four blazes in the state.

    Fires in Arizona, New Mexico andColorado have forced the evacuation ofseveral small towns and torched more than 65square miles (168 square km) of forest, brushand grass in the US Southwest.

    The Arizona blazes were the first majorwildfires in the state this year after a record2011 fire season in which nearly 2,000 firesconsumed more than 1,500 square miles (3,900square km), according to the NationalInteragency Fire Centre.

    The so-called Gladiator Fire was thegreatest concern for firefighters on Sunday.After getting a respite from winds onSaturday, they faced a combination of dryvegetation and higher winds on Sunday andthe days ahead.

    BEIRUT, 21 May—Two people were killed and 18 werewounded in overnight clashes in Beirut, Lebanon’s NationalNews Agency said on Monday, the latest bloodshed fuelledby tensions over the uprising in neighbouring Syria.

    Two killed, five injuredin Iraq’s violence

    BAGHDAD, 21 May — Two people werekilled and five others wounded in separatebomb attacks in central Iraq on Sunday, thepolice said.

    In Iraq’s northern central province ofSalahudin, a civilian was killed when a stickybomb attached to his car detonated in al-Qadisiyah District in northern the provincialcapital City of Tikrit, a source from theprovincial operations command told Xinhuaon condition of anonymity.

    In a separate incident, a roadside bombwent off near a police vehicle in the samedistrict, injuring two policemen, the sourcesaid.

    BOULDER, 21 May—Earth’s ecosystems are still capable of soaking up more carbon as greenhouse gasesaccumulate in the atmosphere, a US study finds.

    Researchers with the National Oceanic and Atmospheric Administration say the research contradictsseveral recent studies that suggested the world’s natural “carbon sinks” have reached or passed their capacity,and in fact total capacity has increased roughly in line with rising emissions, ScienceNews.org reported.

    “The sinks have been more than able to keep up with emissions,” Pieter Tans, an atmospheric scientistat NOAA’s Earth System Research Laboratory in Boulder, Colo, said. Measurements of the greenhouse gascarbon dioxide show levels are rising steadily, from 316 parts per million in 1959 to 392 parts per million today.

    Forests can sequester carbon dioxide through photosynthesis, while oceans take it up proportionally aslevels rise in the air, researchers said. Researchers monitored 42 marine sites where carbon dioxide levels havebeen measured for decades to analyze how much CO2 was in the atmosphere above each of these sites over time.

    “Less carbon dioxide has remained in the atmosphere, relative to the amount of fossil fuel emissions, todaycompared to 50 years ago,” Tans said. Exactly how the sinks are keeping up is unclear, researchers said.

    One possibility is that forests are regrowing in parts of the world more than scientists had thought, orthe oceans may be taking up significantly more carbon than had been estimated, they said.—Internet

    Antibiotics prevent UTIs better than probioticsNEW YORK, 21 May—

    Antibiotics are still better thanprobiotics at preventingurinary tract infections, but atleast “good bacteria” don’tadd to a person’s antibioticresistance, a new studyconcludes. Recurring UTIs arecommon among some womenand low-dose antibiotics aresometimes used to preventthem. The worry is thatoveruse of the drugs alsoreduces their effectiveness bymaking disease-causingbacteria like E coli resistant.

    “This is an increasingworldwide problem, resultinginto less and less treatmentoptions for (severe) bacterialinfections in all countries ofthe world,” Dr SuzanneGeerlings, from the AcademicMedical Centre at theUniversity of Amsterdam inThe Netherlands and one ofthe new study’s authors, wrotein an email to Reuters Health.

    The absence of increasedresistance among womentaking the probiotics meansthat “lactobacilli may be anacceptable alternative forprevention of UTIs, especiallyin women who dislike takingantibiotics,” the researcherswrote in the Archives of InternalMedicine. The study, however,had several limitations.

    Geerlings and hercolleagues recruited 252women between January 2005and September 2007 for a trialto compare the use ofantibiotics and probiotics toprevent UTIs.

    The participants, wholived in communities surroun-ding the medical centre, wereall postmenopausal — a timewhen vulnerability to UTIsincreases because ofhormonal changes, accordingto the researchers.

    All the participantsreported having had at leastthree UTIs in the year beforethe trial began, and the averagenumber was seven.

    The women wereseparated into two groups ofabout the same size. One grouptook a single dose of theantibiotic co-trimoxazole(Bactrim, Septra and others)every day for twelve months,while the other group took two

    capsules containingLactobacillus rhamnosus GR-1 and Lactobacillus reuteri RC-14, both types of beneficialbacteria, daily.

    All the participants alsotook placebo pills so thepatients and the peopledispensing the pills wouldn’tknow who received whichtreatment — to minimize anyinfluence on the study’sresults. The researchers thentracked how many UTIsoccurred in each group ofwomen over a year. They alsocollected vaginal swabs andsamples of the women’s urineand feces every month to testfor the presence of goodbacteria and infection-causingbacteria like E coli.

    In addition, women took amonthly survey asking aboutsymptoms of UTIs, side effects,other infections and antibioticuse. Overall, the antibiotics wereslightly better at keeping UTIsat bay. About 69 percent of thewomen in the group taking theantibiotic had one or more UTIswithin the year. On average,the antibiotic group had 2.9UTIs per woman.

    As for the probiotic group,about 79 percent had a UTIwithin the year, with an averageof 3.3 UTIs per woman.

    People who have a parentwith high blood pressure canreduce their risk ofhypertension with moderateexercise, US researchers say.

    Lead author Robin PShook, a doctoral candidatein the Arnold School ofPublic Health at theUniversity of South Carolinain Columbia, said the studytracked a group of 6,278predominantly Caucasian

    adults ages 20-80 for anaverage 4.7 years. Thirty-three percent of participantsreported a parent hadhypertension.

    Government proposes exposing New Zealandairlines to foreign control

    WELLINGTON, 21 May —The New Zealandgovernment is proposing toscrap foreign ownershiplimits on New Zealandairlines, Transport MinisterGerry Brownlee announcedon Monday.

    However, Air NewZealand, the national carrier,would be exempt from thenew rules, said Brownlee in astatement to launch adiscussion document on NewZealand’s international airtransport policy.

    Brownlee said the policyreview proposed continuingto seek inter-governmentagreements with liberalizedinvestment criteria, providedcertain criteria were met.

    The review proposedremoving limits on foreignownership of New Zealandairlines, which were currentlyset at 25 percent ownershipby any one foreign airline, or35 percent by foreign airlinesin total.

    “It is important to notethat changes to the ownership

    of Air New Zealand are notbeing considered as part ofthis review,” Brownlee said.

    New Zealand control ofAir New Zealand would “takeprecedence over any changesto general policy,” saidBrownlee, referring to thegovernment’s plan to selldown its shareholding in AirNew Zealand to 51 percent.

    The document alsooutlined immediate prioritiesfor negotiating new air servicesagreements focusing on EastAsia and South America.

    Australia’s Qantas to cut 500 jobsSYDNEY, 21 May—Australia’s largest

    airline Qantas Airways announced onMonday that it will cut 500 jobs followinga review of its heavy aircraft maintenanceand engineering operations in Australia.

    The airline said it would consolidateheavy maintenance work into Brisbane inQueensland and Victoria’s Avalon.

    Qantas said the restructure was necessaryas there was not enough heavy maintenancework required for three separate facilities andthe introduction of new technology andmodern aircraft would lead to a further 60percent reduction in heavy maintenancerequirements over the next seven years.

    As a result of the restructure, heavymaintenance on Boeing 737 aircraft will move

    from its base at Tullamarine in Melbourne andbe maintained in Brisbane along with B767aircraft and Airbus A330s, the airline said. Thebase at Avalon will continue to maintainBoeing 747s.

    “There will be a net reduction of 500positions as a result of the restructure,” Qantassaid in a statement on Monday. The airlinesaid 422 jobs would go from its Tullamarineand 113 positions would be axed at Avalon.

    But 30 new line maintenance jobs willbe created in Melbourne and five in Sydney,Qantas said. The airline said consolidatingheavy maintenance and other engineeringinitiatives would save the company up to 100million AU dollars (98.54 million US dollars)annually.—Xinhua

    DHAKA, 21 May—Bangladesh’s trade deficit swelled to 6.59billion US dollars in the first three quarters of the current fiscal yearending next month, a 13.04 percent increase from a year earlier,official statistics showed on Sunday. Statistics of the BangladeshBank showed that the country exported 17.683 billion US dollars ofgoods while it imported items worth 24.269 billion US dollars in theJuly-March period of the current fiscal year (July 2011-June 2012).

    Annular eclipse seen across JapanTOKYO, 21 May—An

    annular solar eclipse wasvisible over a wide area ofJapan on Monday morning,giving thrills to observersacross the nation.

    For the first time in 932years, the rare astronomicalevent could be seen from awide area of Japan includingTokyo, Nagoya and Osaka.It was seen from KagoshimaPrefecture in the southwestto Fukushima in northeasternJapan.

    An annular eclipseoccurs when the sun, moon,and Earth are exactly in line.Instead of obscuring the sun,the eclipse creates a brightring, called an annular,around the moon’ssilhouette.

    In Japan, the moonbegan sliding in front of thesun from around 6 am.

    At Cape Muroto inwestern Japan, a partialeclipse began at around 6:15am, and the “ring of fire” wasformed about one hour later.

    The point where theannular eclipse is visiblemoved from west to east in aquick succession, fromOsaka to Nagoya to Tokyoand then Fukushima.

    The eclipse was visiblein more places thananticipated because the

    weather cooperated at thelast minute, despite forecastsfor cloudy skies in manyareas.

    GUATEMALA CITY, 21May—Guatemala’s Fuegovolcano belched burninglava and black ash into thesky early Saturday, leadingthe government to issue anairplane advisory and closesections of highway.

    The volcano, about 25miles (40 kilometres)southwest of the capital,erupted about 2:45 am (0745GMT), spewing a column ofash up to 16,400 feet (5,000metres) above the crater andlaunching burning red lavanearly 1,300 feet (400 metres)high.

    The national emergencycommission issued anadvisory, warning planes notto fly within a 25-mile (40kilometres) radius of thevolcano. The La Aurorainternational airport inGuatemala City remainedopen.

    The commission alsoclosed two stretches ofhighway threatened by lavaflows that reached the baseof the mountain.

    Guatemala’s four activevolcanoes have a history ofcausing shut downs.
