This, after its launching by the Association of Southeast Asia Nations’ Center for Bio-diversity (ACB), during the 2nd National AHP Conference held at the Town Center, here, last month. As such, the MMRNP becomes the 2nd AHP in region 10 next to Mt. Kitanglad RNP in Bukidnon, the 3rd AHP in Mindanao after Mt. Apo Natural Park in Davao and the 4th AHP in the country after Mt. Iglit Baco National Park in Mindoro. It also became the 29th national protected area to have been designated as AHP in the whole ASEAN Region, after its declaration during the 13th Informal ASEAN Ministerial Meeting on the Environment on October, 2011, together with that of Bukit Timah Nature Reserve in Singapore. Mt. Malindang Ranges Natural Park, now an ASEAN Heritage Park

Philippines, Singapore, Thailand and Viet Nam to conserve their natural treasures that represent the bounty of their nations. The AHP’s were established to generate awareness, pride, appreciation, enjoyment and conservation of the ASEAN’s rich natural heritage through a regional network of representative protected areas and to generate collaboration among ASEAN countries in preserving their shared natural heritage. She said the ASEAN region provides habitat for some of the world’s most enigmatic species and harborsagloballysignificantwealthof biodiversity. In 2004, the MT. Malindang RNP had a protected area measuring a totalof53,028hectareswithfive(5)major habitats: openland/grassland, dipterocarp forest, lower montane forest, upland wetland, and mossy and associated forest.An inventory of plant species in the Mt. Malindang

RNP in 2004, also revealed a total of 1,284 species, 472 genera and 187 families. Among the group of plants, 873 were considered as angiosperms, 20 as gymnosperms, 280 as pterodophytes, 85 as byrophytes and 25 species as lechens. Of the pterodophytes, the number of species recorded represented about 44 percent of 632 species found in Mindanao. Again in 2004, some 257 terrestrial vertebrates were noted in the Mt. Malindang RNP and these included 26 species of amphibians, 33 reptiles, 162 birds and 36 mammals, that included the threatened species, such as, the Philippine Eagle, Philippine Deer, Philippine Tarsier, Rufous Hornbill, Flying Lemur and the Mindanao Warty Pig. Likewise, about 24 birds and three (3) reptile species in the Mt. Malindang RNP have cultural and socio-economic significance to thelocal communities, Uriarte added.

President Benigno S. Aquino III expressed his utmost gratitude to the modern day Filipino heroes who risked life and limb in ensuring that the lives of their fellow Filipinos who were affected by the recent natural

calamities that struck the country were protected and those who bravely searched for former Interior Secretary Jesse Robredo, whose plane crashed just off the coast of Masbate City last month by presenting them with the Bakas Parangal Award.

The President led the presentation of Bakas Parangal awards to these selflessand dedicated heroes at the Armed Forces

of the Philippines Commissioned OfficersClub in Camp Emilio Aguinaldo, Quezon City on Wednesday.

ACROSS THE NATIONPresident Aquino honors Task Force Kalihim and Habagat Heroes with ‘Bakas Parangal’

The Bakas Parangal is given in three categories namely: Bakas Parangal ng Kadakilaan- given to honor the noble service of units or groups and organizations who participated in rescue efforts despite the obvious hardships of the situation; Bakas Parangal ng Kabayanihan- given to the leader of a unit or group that exhibited exemplary acts of heroism; and Bakas Parangal ng Kagitingan- given to individuals who exhibited extraordinary acts of bravery by extending assistance to those in need in times of disaster.

The President presented the third category (Bakas Parangal ng Kagitingan) to the members of Task Force Kalihim and the agencies and private groups who rose beyond the call of duty to assist their fellow countrymen affected as the country was pummeled by the southwest monsoon.

“’Nagpamalas kayo ng di matatawarang dedikasyon at katapangan sa pagtulong sa mga kababayan nating nalugmok sa mga nagdaang kalamidad at trahedya. Mulat kayo sa halaga ng pagsisilbi sa kapwa at sa bayan, lalo na sa mga panahon ng pagsubok,” the President said in his speech after leading the awarding ceremony.

“Mula sa ating mga lingkod-bayang tumindig upang pamunuan at bigyang-lakas ang kanilang mga nasasakupan; sa ating mga kasundaluhang buong-loob na pumronta sa mga apektadong lugar

upang pangunahan ang pagsasalba sa ating mga kababayan; hanggang sa mga nagboluntaryong Juan at Juana dela Cruz na nag-alay ng kanilang panahon at lakas para umalalay sa kanilang kapwa—para sa inyo po ang okasyong ito, at taos-puso po akong nagpapasalamat at tumatanaw ng utang ng loob sa inyong kabayanihan. To the members of Task Force Kalihim, the President said he saluted their perseveranceandvalortoplungeheadfirstinto the depths of the sea searching for a lost comrade.

“Lalo pa pong tumitingkad ang diwa ng kadakilaan ng pagtitipong ito dahil kasama natin ngayon ang mga indibidwal at grupong naging bahagi ng search and rescue operations para kay Secretary Jesse Robredo at ng dalawa pa niyang mga kasamahan. Sampu ng sambayanang Pilipino, sumasaludo ako sa alay ninyong sigasig at kagitingan,” the President said.

Among the awardees honored were maritime divers from the Philippine National Police, Masbate Police Provincial Office,Bicol Scuba Technical Diving Group, the Malapascua divers, Coast Guard Special Operation Unit Bicol, Army Special Forces divers, Air Force 505th Search and Rescue Group and Bureau of Fire Protection 5 Special Rescue Unit. International Monetary Fund (IMF) mentioned external pressures and factors that can impede or have already impeded the progress of some global economies.

But that’s the bad side, the President said. On the other hand, these factors can also open up new prospects for other countries like the Philippines, he said.

“For example, with instances of capital outflowfrommoredeveloped,buttroubledeconomies, emerging markets like the Philippines are given the opportunity to make the most of their competitive advantages and become prime locations for investment. We all need to take advantage of opportunities like this,” President Aquino said.

“The Philippines is truly on the right path. Everyone—from our countrymen and tourists, to leaders of industry both in the country and beyond its shores, to organizations and other governments—share our optimism. And this has allowed us to succeed: to regain our confidence and make the most of evenmore opportunities to achieve inclusive growth for all Filipinos,” he added.

“In the midst of these uncertainties, leaders must ask themselves how they can spark a virtuous cycle of inspiring others to contribute to tangible change that can be felt by the entire society,” he said.

“But in the case of the Philippines, the government is not the catalyst for

the change that has swept the country but the Filipino people,” the President said, noting that each time he seizes any opportunity he always bears in mind that itmustbenefitthelivesofhiscountrymen.

Regardless of the sector a leader represents, the chief executive said, each of them is entrusted with the responsibility of leaving their respective organizations in abetterstatethanwhentheyfirstfoundthem.

The President also highlighted the importance of cooperation between the private and public sectors saying: “I believe that if we continue to support each other, we can do this in our respective fields, and, together, we can give riseto a country that not only rises to meet its potential, but exceeds it regularly.”

The Philippines is in a better position at this time as indicated by the World Economic Forum’s Global Competitiveness Report for 2012-2013, he noted.

According to the report, the Philippines has jumped another 10 spots to rank 65th out of 144 economies, a 20-place jump in rankings since the Aquino administration took office.ThePhilippinesranked85thin2010.

If everything goes as planned, the President said his administration is on track of achieving between 5.0-6.0-percent GDP growth for 2012. The country’s GDP grew by 5.9 percent in the second quarter of 2012. (AS)

Senate body approves MinDA budget

Seeing the need for greater inter-regional collaboration in Mindanao, the Senate finance committee has approved today

and will submit for plenary deliberations the proposed 2013 budget of the Mindanao Development Authority (MinDA).

Senator Franklin M. Drilon, chair of the committee on finance cited the crucial role of MinDA being the primary planning institution of Mindanao and as the integrator of regional programs and projects.

“We have far too long seen Mindanao perennially lagging behind the rest of the country in

terms of development, it’s time we see greater integration of efforts to push for its progress and transformation,” said Drilon.

With a mandate to push for strong participation of all sectors to achieve accelerated socio-economic development for the island, MinDA, he said, carries

Senate body approves MinDA budget

the Mindanao perspective and brings it to national attention.

In its proposed budget for 2013, MinDA is seeking approval of P85 million mainly for integrated planning, policy advocacy and program development services. The office is currently operating on a P60 million budget under FY 2012.

For next year, its allocation will also deal substantially with the setting up of area management offices in clustered regions and subsequent completion of its reorganization and staffing program so it can adequately respond to both Mindanao-wide and inter-regional coordination activities.

“Under its strengthened mandate, MinDA endeavors to face up to the challenge of seeing to it that efforts are exerted to address the imperatives for Mindanao’s development,” said MinDA chair Luwalhati Antonino in a statement.

Antonino added that MinDA’s work is anchored on integration of Mindanao’s agenda and effectively articulating these to national government priorities.

“We look beyond regional concerns as we integrate and harmonize efforts at a Mindanao-

wide perspective,” she stressed. Created under R.A. 9996,

MinDA became a permanent agency in 2010 with mandate to address the need for a coordinated and integrated approach in the formulation and implementation of various Mindanao-wide and inter-regional development plans, programs and projects.

The law strengthened the former Mindanao Economic Development Council (MEDCo), which was created by virtue of an executive order issued in 1992 by then President Corazon Aquino.

MinDA also serves as the permanent Philippine Coordinating Office that works to strengthen the participation of Philippines focus areas (Mindanao and Palawan) in the Brunei Darussalam-Indonesia-Malaysia-the Philippines East ASEAN Growth Area (BIMP-EAGA) sub-regional cooperation.

Among the major initiatives currently being pursued by MinDA include the Mindanao Nurturing Our Waters (MindaNOW) Program, Investment Facilitation, Support for ARMM Reform Agenda, Mindanao Power Development, Mindanao Research and Policy Agenda, and Mindanao Peace and Development Security cooperation.

covenant signing will pave the way for a peaceful Barangy Muti. “The impact of this peace covenant is that we can finally put to rest all grudge and live peacefully. We can see how happy our residents are with this. We have been praying for this to happen and I thank God and the people behind this successful activity for not giving up on achieving peace. God willing, everything will be fine now”, Pawaki said. Muti Elementary School Principal Sammy Francisco also expressed happiness as this will now ease the fear of the students to go back to school. “It was very unfortunate that the conflict between Hasim and Amajad families has also affected the education of the children here. Over 100 students chose not to return to school for fear of their safety. But I am very happy for our students

because they can now come back to school without fear of being caught in a cross fight. The reconciliation of the two families has also helped ensure the bright future of our students”, Mr. Francisco said. Key representatives of both families formally ended the conflict by signing the covenant, shaking hands, and hugging as a sign of their sincerity of putting an end to the problem. They promised to honor the covenant for the sake of peace not just between them but of the entire community. Key figures from the city government, the military, and barangay government signed the covenant as witnesses headed by 2nd District City Councilor Lilia M. Nuño, Association of Barangay Chairmen (ABC) President Abdurahman Nuño, Col. Pascual, Ustadz Abdul Wakil Tanjilil, Deputy Grand Mufti of Region IX, among others. Col. Pascual thanked the two families for finally choosing peace over war, and all the people who have contributed to the success of the peace covenant. “I would like to thank Barangay Chairman Haybi Pawaki, Maj. Abdurajan, Councilor Abduhraman Nuño, Ustadz Wakil, and everybody who have exerted efforts to help reconcile Hasim and Amajad families. Conflicts are part of our lives. But we can always choose peace over it. I am very happy that with this reconciliation, we can all now live normally and in peace knowing that all grudge are now gone”, Col. Pascual said.

PAGADIAN CITY – As part of the Department of Labor and Employment’s campaign to transform 5 barangays in the region with high incidence of child labor into child labor-free barangays, 20 parents of child laborers were beneficiaries of livelihood package from DOLE to serve as start-up capital in some small scale business enterprise.

DOLE Secretary Rosalinda D. Baldoz came over on September 6 to personally look into the progress of the program which was launched on May 30, 2012 in Barangay Bulatok, and discussed with stakeholders other activities and mechanisms that may be undertaken to fully accomplish the success indicators. This was during the Stakeholders’ Forum at Springland Resort Pavilion. She was

accompanied by Undersecretary Lourdes Trasmonte. ARD Virginia L. Bonbon gave a brief overview of the program for Child Labor-Free Barangay which carries the theme, “Pagtutulungan, Pagpapalaya sa mga Batang Manggagawa”. It can be recalled that barangay Bulatok was identified as a pilot area due to the noticeable presence of minors engaged in

the needs of their

Licuanan said in her speech said that the building will help CHED to achieve its goals in becoming a high performing agency adding that the building is a milestone for CHED in the region. The three-storey office building is built inside USEP campus, the University and the Commission entered in a 25-year usufruct agreement for the use of the 500 square-meter property. Edward Aquino CHED chief education specialist and erstwhile OIC regional director said that with the new building they can better serve their clients. “It is a more conducive workplace, more spacious, we can deal more with our clients here.” Aquino said. He also said that clients will not have a difficulty in finding the new CHED building as it is located in a main street in Barrio Obrero, just beside the spanking new University of Southeastern

Philippines gymnasium. The former CHED office was located in a rented house in a street in Juna Subdivision, as their location in a quiet corner inside a residential subdivision made it hard for clients to locate their office. Aquino also admitted that in the past it was ironic that schools are mandated to own their campuses yet CHED which is tasked to oversee them has no property to call its own.The building’s budget which is estimated at P27-million was sourced from the General Appropriations Act. The first floor of the building is the administrative floor, the technical department is located in the second floor and a function room which can accommodate 150 persons is located in the third floor. Construction started in 2011 and by May of this year the CHED transferred to its new office after spending 14 years in a rented home.

BOI stresses on 5-point strategy for investment developmentDAVAO CITY- An official of the Board of Investments (BOI) has stressed on the importance of five-point strategy in order to corner more investments. Luna Gracia P. Ahmad, BOI-Head Office’s Senior Investment Specialist, said an effective promotional strategy must consider five major activities, which include the establishment of an Investments Promotion Center (IPC), passage of Local Investment Incentive Code (LIIC), creation of a Speakers’ Bureau, tag line, and promo collaterals. These insights were shared by Ahmad with the local economic and investment promo officers (LEIPOs) during the two-day Capacity Building on Investment Promotion for LEIPOs of Davao Region last August 15-16 in Davao City which was spearheaded by the Department of Trade and Industry (DTI) 11. “Investment promotion is a local and regional economic development concern. If you are an LEIPO, you have to address the investors’ requirements quickly,” she said. Ahmad said these promo mix activities must answer the image building, investment generation, and investor servicing of a particular area.

“In image building, you are putting together favorable characteristics to hone a positive perception and bolster investment promotion,” she said adding that the role of the local government units (LGUs) is to provide an enabling environment for the investors to be lured. Meanwhile, DTI 11 Investment and Industry Development Division (IIDD) chief Rachel S. Remitio said the department’s partnership with the LGUs is anchored on their common goal of promoting and capturing investments. “To facilitate faster influx of investors, we truly need to device an effective investment promotion strategy along with the LGUs,” she said.Remitio said DTI 11 is optimistic about hitting a bigger investment accomplishment figure at the end of the year. As of June 2012, DTI 11’s investment-related programs, activities, and projects (PAPs) have already recorded an investment of P5 billion. These series of orientation is under the agency’s program “Enhancing LGU Capacity on Climate Change Adaptation and Disaster Risk Management” pursuant to Republic Act 10121- the Philippine Disaster Risk Reduction and Management Act of 2011 and RA 9728 or Climate Change Act reiterating the policy of the State on the need for building capacity of local government units to institutionalize arrangements and measures for reducing disaster risks including projected climate risk and enhancing disaster preparedness.

DILG-ARMM regional secretary Haroun Alrashid Lucman, Jr. said both RAs 10121 and 9728 mandate the DILG to develop and implement a c o m p r e h e n s i v e training program designed to capacitate local government units as they play

crucial roles along with key stakeholders in addressing the global challenges of climate change.

As the program “Enhancing LGU Capacity on Climate Change Adaptation and Disaster Risk Management calls for the need to capacitate LGUs, it is likewise designed to mainstream disaster risk reduction and climate change in development processes leading towards DRR/CCA compliant communities and strengthen people’s capacity to manage stress, maintain basic functions during a disaster.

The schedule of the one day orientation kicks off September 13, 2012 in Sulu, September 15 in Tawi-Tawi and September 17 in Basilan. It is tentatively scheduled on Sept 20 for Lanao del Sur and Sept. 22 in Maguindanao.

TUBOD, Lanao del Norte -Fifty eight elementary public school teachers from different municipalities of the province took part in the two-day training designed for football coaches.

The coaches’ training was held on September 8 and 9, 2012 at the Mindanao Civic Center (MCC) Football Field, Bgry. Sagadan, in the capital town of Tubod. The free workshop is part of Governor Khalid Dimaporo’s Kabataan Sigurado program. “Football is one sports where Filipinos can excel and can compete against the world’s best if given the right training and international

CAGAYAN DE ORO CITY - The Department of Labor and Employment (DOLE) through its Workers Organizational Development Program (WODP) scholarship grant has paved way for the fulfillment of Bea Jane S. Reponte’s dream of becoming a registered nurse.

Bea Jane became a WODP scholar beneficiary when her father, Diosdado T. Reponte, bagged this scholarship prize during the 2007 Search for Most Outstanding Employee in Region 10 sponsored by the Regional Tripartite Industrial Peace Council. His father was a former employee of the Mabuhay Vinyl Corporation located in Iligan City. Bea Jane took a four-year nursing course at the Mindanao Sanitarium and Hospital College in Iligan City and passed the nursing licensure examination last July. “Even at a young age of 8, it was already my dream to become a nurse, finding inspiration from nurses I encountered, especially on how they give care and service to their patients,” relates Bea Jane. She gave due credit to DOLE-10 Regional Director Johnson G. Cañete and Lanao del Norte Provincial Field Office Head, Mr. Remegio D. Cabañog for the timely processing of payments of her tuition fees and allowances.

“I felt the total support from the DOLE family who never fails at giving me encouragement the last four years in my studies,” enthused Bea Jane. The WODP Scholarship Grant is given to qualified individuals for the completion of master’s degree, review courses, or a completion of a 4 or 5-year course. The scholarship grant is transferable to a union member’s qualified dependent and covers the tuition, miscellaneous fees and allowances for the whole duration of the course. Declarador, a member of Amyon Irrigators’ Association in Tulunan , North Cotabato, is one of the first recipients of the Department of Agriculture’s Sikat Saka Program in Soccsksargen Region.

Sikat Saka is a credit assistance initiative of DA in partnership with the Landbank of the Philippines, National Food Authority, Agricultural Training Institute and Philippine Crop Insurance Corporation to help boost production of underprivileged rice farmers in accordance with the government’s Food Staple Sufficiency Program (FSSP).

It is being pilot tested in North Cotabato in Soccsksargen Region as well as in Nueva Ecija, Iloilo and Isabela.

Under the program, Declarador received P50,000 loan grant which he spent on the operations of his 1.5 hectare farm lot.

After deducting incentives for laborers doing the harvesting and threshing, he was able to sell 116 sacks of palay to NFA, which took care of the hauling of the produce.

NFA-North Cotabato provincial manager Fernando Nuñez, confirmed Declador earned P102,000 from the harvest.

NFA paid him P14.99/kg considering that the palay delivered had 23% moisture content.

Had Declador delivered clean and dry palay, Nuñez added, he should have been paid as much as P17.00/kg. The prevailing farm gate price among traders in the area was P15.50/kg.

The other day, Nuñez said he accompanied Declarador to Landbank to pay the P50,000 loan. The remaining proceeds were deposited to Declarador’s ATM

account.Other members of

the Amyon IA have also started harvesting this week.

Besides helping the farmers earn more from the rice farms, Nuñez emphasized, the program has also helped NFA increase its buffer palay stock, which would ensure sufficient supply of rice for next year.

Under the Sikat Saka Program, farmers are granted loans of P42,000/hectare for hybrid rice production or P37,000/hectare for inbred rice production.

GENERAL SANTOS CITY -- The Philippine Army, the Philippine National Police (PNP), and other cause-oriented groups collaborated to clean the debris left by the flash flood that ravaged villages in Malungon late Saturday afternoon.

Torn houses, damaged crops and infrastructures littered barangays Malandag and Datal Tampal after the flash flood, the Municipal Disaster Risk Reduction and Management Office (MDRRMO) said Sunday.

Capt. William Rodriguez, 1002nd Brigade civil military operations officer, told PIA General Santos City on Monday that on Saturday, “two mini rivers or streams jointly flowed together

to Tinagacan River causing it to suddenly overflow and burst with water.”

Rodriguez further said that after the floods have subsided, an “Operation Linis” was done to clean the debris in the areas and has already been completed as of Sunday, Sept 9.

“The Army and PNP personnel together with the Malungon LGU and the community had completed the clearing of flash flood debris in the river banks, roads

and houses of affected families,” Rodriguez said, adding they are on call, especially the military, to help the victims when necessary.

MDRRMO said on Sunday that Level 3 water system was still partially damaged in sitio Mabuhay while Level 2 water system has already been restored in other areas.

MDRRMO added that Macnit Bridge “is now passable” while Kiblat and Kibala bridges

are still undergoing repair. The municipal government has already established alternate routes going to the affected areas.

Mayor Reynaldo Constantino attributed the speedy resolve of the calamity situation in Malungon to “the concerted and collaborative efforts of the different agencies involved to include the community.”

He said the immediate action taken “clearly shows that the Malungon LGU together with its constituents, the PNP, the Philippine Army and other stakeholders like the cause-o r i e n t e d groups are keeping the b a y a n i h a n spirit very much alive” in the area.

Constantino also said that relief operation and assistance will be afforded to affected families and i n d i v i d u a l s

even after they have gone back to their respected villages.

The provincial government of Sarangani, on the other hand, immediately sent its team to the site to distribute relief goods and help local governments and victims with basic needs.

On Sunday, the MDRRMO accounted 432 affected families with 1,546 individuals in barangays Malandag and Datal Tampal. The victims came from sitios Mabuhay and Ilang-ilang of Barangay Malandag and sitio Lamlifew of Barangay

Datal Tampal.Of these, 26 families,

whose houses were washed out by the flash flood, are still at the Malandag Gym evacuation center, MDRRMO said.

The municipal government of Malungon has initially released an estimate of damages in houses and belongings amounting to P7,140,620, with 66 houses totally damaged and 74 houses with belongings damaged.

The number and amount, however, did not include damages on crops, vehicles and public infrastructures, the MDRRMO said.
