The Department of Energy (DOE) has called on constituents in Davao Region to practice proper power

saving measures to contribute to the nation’s energy efficiency and conservation (EE&C) efforts.

Domingo provided tips on energy conservation, starting with a pointer on the importance of basic energy audits such as knowing how many appliances and how much energy the appliances use. Wide Fund for Nature (WWF) as a preliminary activity for the worldwide celebration of the Earth Hour 2012 on March 31. Domingo advised the participants to buy more energy efficient appliances citing a tip on buying air conditioning units which consume the most electricity power. In his cooling tips, he recommended air conditioning unit with higher Energy Efficiency Ratio (EER), adding that units should be installed in coolest and shady part of the room. He said that air conditioning unit

should only be used during warm days like in summer season, and

advised to use electric fans in conjunction with the air

condition units. Thermostat of air

conditioning unit must be set at

c o m f o r t a b l e temperature, and the electric fan setting must be set at comfortable level, he said. Domingo also advised regular cleaning for both aircon and electric fan units, and that cooling system of the aircon should be checked annually. In heating water, the DOE official recommended the following tips: lower thermostat; repair faucet leaks; reduce the amount of water use; insulate water heater and pipes; install aerating, low-flow faucets and showerheads; and conduct regular inspection. Domingo gave out cooking tips emphasizing the suggestion of not using the stove as heating device; using pressurized cooker; and avoiding the use of microwaves to heat foods. He reminded households and office employees as well as the students to always turn off lights when not in use in any room, and recommended to use Compact Fluorescent Lamps (CFLs) instead of the Incandescent Bulbs (IBs). For the drivers, Domingo provided tips such as monitoring fuel consumption; planning travels; driving sensibly and to gas up

wisely. He also emphasized to get rid of all extra weights from the vehicle; to turn

off engine while waiting; observe proper maintenance and to keep

tires properly inflated, among others.

One that day, residents are urged to switch off lights for one hour starting at 8:30 p.m. as a stand against global warming and to ensure a sustainable future. Director Ana C. Cañeda of the

Civil of Defense, Region 10, and Chairperson of RDRRMC-X said all heads of departments, agencies, bureaus, and offices, including government-owned and controlled corporations are encouraged to

Australia in 2007. In just three years it has grown to be the largest voluntary mass-action event in human history, uniting over one billion people worldwide.

organize their own Earth Hour event in their respective community or locality to widen the reach of the campaign by switching off lights in the respective homes and communities, and to use various communication channels to promote Earth Hour 2012, including official websites, community newsletters, and blogs. Earth Hour is a global campaign to showcase what can and is being done all over to combat climate

change. Earth Hour is a worldwide initiative showing how individuals, communities, businesses, and governments can address the threat of global warming if we resolve to work on it together. Meanwhile, Earth Hour began in one city in 2007 when more than two million individuals and 2000 businesses in Sydney, Australia turned off their lights for one hour, Saturday March 31, 2007.

Iligan City to join the observance of Earth Hour 2012ILIGAN CITY, Lanao del Norte - The city government of Iligan supports the observance of Earth Hour 2012 on March 31.

The office of Mayor Lawrence Cruz has prepared a memorandum to all department heads, office heads and city hall employees directing them to join the activity. The activity involves the switching off lights starting at 8:30 to 9:30 p.m. on March 31 in our respective homes to help the fight against global warming phenomenon, said Mayor Cruz. Aside from city hall employees, the people in the city are also urged to join the worldwide campaign. Earth Hour began in Sydney, Australia in 2007, and in just three years it has grown to be the largest voluntary mass-action event in human history, uniting one billion people worldwide. OPAPP to release P10 million for DavNor

The Office of the Presidential Adviser on the Peace Process

(OPAPP) will be releasing in April a P10 million fund for peace and development projects in nine local governments units of Davao del Norte. In an interview, OPAPP area manager for CARAGA and Compostela Valley Corridor Oliver Binancilan said that the fund will be released through the Payapa

at Masaganang Pamayanan (PAMANA) program. He revealed that such fund will be coursed through the provincial government of Davao del Norte as the implementer of projects designed to address problems identified through the Systems Approach Conflict Analysis (SACA). Target areas of the project implementation are the nine municipalities of Carmen, Panabo, Sto. Tomas, Braulio

E. DUjali, New Corella, Asuncion, Talaingod, Kapalong and San Isidro. During the two-day training workshop on Mainstreaming Peace and Development in Local Governance in the Province of Davao del Norte held in Tagum City from March 27 to 28, Binancilan said that each LGU will be receiving P1 million worth of projects. P1 million to fund the setting up of a rebel returnee half-way house project of the Armed Forces of the Philippines (AFP), the MotorCop project of Davao del Norte Provincial Police Office (DNPPO), the Peace Center of St. Mary’s College, and to support the rolling out of the Peace and Development Convergence Program of the provincial government. Binancilan, however said that the provincial government will first have to comply the requirements such as project proposals and program of work, and that a memorandum and agreement (MOA) on the project implementation shall have been signed. He assured target LGUs to receive the project due them as project implementation will be monitored by a group under the Regional Peace and Order Council with the active participation of the civil society. “There will be a third party monitor,” he said. Meanwhile, Binancilan is optimistic that this time LGUs in Davao del Norte will be providing the appropriate solutions to conflict situations now that they’ve gained knowledge on SACA which he has viewed as a tool of identifying internal and external stressors leading to conflict occurrences. Applying SACA involves five steps, enabling LGUs to “deepen understanding of the causes

and context of conflicts in their localities.” First, critical incidents have to be identified by setting geographical boundaries of the conflict being analyzed, looking at the possible causes referred to as critical incidents leading to the conflict, and by evaluating such critical incidents based on the degree of violence they brought to the locality. Second, stressors have to be identified whether they fall under security, economy, and justice matters which can “exacerbate” the risks of violence. Third is to trace the weak and illegitimate institutions whether they be government, civil society or community. OPAPP describes illegitimate institutions to be lacking of “credible political processes to make decisions that reflect shared values and preferences”, and that it looks at weak institutions to be ineffective in their discharge of agreed duties, particularly the provision of security, economic oversight, services and justice. Weak institution also refers to the inability to mediate the stresses and to manage increasing expectation as well as low levels of trust. The violent conflict will also be analyzed as to its effects on the lives of the people, on the development projects and initiatives, and on community relations. (PIA-11/ Jeanevive Duron Abangan)

Transport group awaits provisional fare hike approval by Mai Gevera Macapagat

DAVAO CITY – A transport group in Davao region is now waiting for the approval of the filed petition for a 50 centavo increase in public utility jeepneys after the region was exempted from the lists of regions granted with the said fare increase. Land Transportation Franchising and Regulatory Board (LTFRB) Region 11 operations officer Edgar Violan bared that the LTFRB 11 regional office supported and strongly recommended the petition of the South Eastern Mindanao Diversified Drivers Operators Cooperative (SEMDDOC). In Mindanao , only Regions 9 and 10 were included in the

provisional fare increase while Regions 11, 12, ARMM and 13 still have to file a separate petition to be granted with an increase. SEMDDOC chair Manny Duran explained that PUJ drivers in Davao Region suffer the same problems with those in Luzon and Visayas. “ Ang kita sa driver diretso na lang gyud sa gasulinahan. Unta apilon pud nila ug sabot ang kahimtang sa mga driver nga ania diri sa Region

11.” (The income of PUJ drivers goes directly to gasoline stations. Little is left for them and their family. We hope that they’d understand the situation of drivers here in the region), said Duran. LTFRB 11 lauded the strict compliance of PUJ drivers here as they did not insist to collect additional fare when the provisional rate increase order clearly exempted this region. However, Violan said that once the petition is granted, the LTFRB assured the riding public that it shall give enough time for dissemination before the actual implementation. Farmer associations, IAs receive P21-M farm machineries from DABy Dani Doguiles

KORONADAL CITY, South Cotabato –- Some 131 farmer groups and irrigators’ associations in Soccsksargen region will receive P21-million worth of farm machineries from the Department of Agriculture today, March 30.

Information from DA 12 indicated that these include P18.6-million worth of machineries to 126 farmer groups in four provinces and two

cities in the region under the Agri-Pinoy program and P2.4 million worth of machineries as award to five outstanding irrigators’ associations

in the area.DA-12 regional

director Amalia Jayag-Datukan, these will be distributed to the farmer groups’ and IA’s respective governors and chief executives in a turnover ceremony at the Research Outreach Station in Tupi, South Cotabato.

C o n g r e s s i o n a l representatives of districts where they belong are also invited to witness “the realization of these noble initiatives” considering that they too took part in achieving these.

Machineries set for distribution to 126 farmers’ groups include 37 rice threshers, 112 hand tractors, and 5 four-wheel drive tractors.

The project is part of the Agri Pinoy Rice Program’s Mechanization Project to provide mechanization facilities to enable farmers improve their productivity thru appropriate and efficient mechanization technologies.

“This is in line with the Agri Pinoy Food Staple Sufficiency Program pushed by secretary Alcala, which is also one of the top priorities of President Benigno Aquino III,” Datukan added.

Beneficiaries of these interventions are registered farmer-cooperators willing to collaborate in the implementation of the program.

By province, distribution of the farm machineries will be as follows: 33 hand tractors, 11 threshers and two 4-WD tractors for North Cotabato Province; 34) hand tractors, 10 threshers and two 4-WD tractors for Sultan Kudarat; 33 hand

tractors, 11 threshers and one 4-WD tractor for South Cotabato; and 9 hand tractors and 4 threshers for Sarangani Province.

Two hand tractors and one 1 thresher will be awarded to farmers in General Santos City while a unit of hand tractor will be given to farmers in Cotabato City.

Datukan explained that 85 percent of the total estimated cost will be shouldered by DA and the remaining 15 percent equity will be the paid by the proponent farmer-cooperators.

This “85-15% counterpart scheme” encourages a sense of ownership for the beneficiaries, she said.

“Beneficiaries should utilize the mechanization facilities in accordance with their intended use, allow access and use by farmer-members and shall not in any way sell or mortgage the units,” she emphasized.

Just recently, Datukan along with the bids and awards committee chairman RTD Jimmy M. Olivo and other BAC and technical working

Group members conducted inspection to ensure that the units are in place, of good quality and will satisfy farmers’ aspirations to own durable farm machineries.

“Our farmers deserve the best quality. This is the reason why DA now has strengthened the Bids and Awards Procurement process,” as embodied in Government Procurement Reform Act or Republic Act 9184, she added.

Besides farmer-cooperators, five irrigators’ associations are also set to receive machineries from Sec. Alcala in recognition of the former’s exemplary performance.

GENERAL SANTOS CITY -- The Foundation for the Philippine Environment (FPE) in Mindanao announced a series of sub-regional activities geared toward highlighting the importance of conserving biodiversity as it celebrates its 20th year anniversary this year.

The year-long celebration is anchored on the theme: “FPE+20: Celebrating Two Decades of Biodiversity C o n s e r v a t i o n and Sustainable Development.”

Among the activities in the celebration are the regional consultative group (RCG) meetings among civil society organizations (CSOs) in Mindanao.

The third series of RCG meetings cum FPE 20th year celebration for South Cotabato-Sarangani-Genera l Santos (SoCSarGen) and Maguindanao-North Cotabato-Sultan Kudarat (MagNoCotSuK) will be held on April 9-10 at the Sarangani Highlands Garden in Tambler, this city.

Organizers said the year-long celebration will carry other regional activities like forum, tree planting, fun run and photography contest, among others.

Among the activities for the RCG events include the interaction/guesting with the media; opening and

viewing of exhibits; FPE video presentation on two decades of its biodiversity c o n s e r v a t i o n and sustainable development work; institutional report/ sharing of case studies on best/remarkable biodiversity conservation sustainable development practices by NGO/PO partners; presentation of the Mindanao regional environmental agenda; National Greening Program; and Rio+20 Agenda on Sustainable Development;

This is also a venue for non-governmental organization (NGOs), people’s organizations (POs) and other CSOs to exchange information and share experiences, as well as discuss issues and concerns on environmental conservation in their respective bioregions, she said.

As an example, Amante recalled his experience when he started to assume the position right after the election in May 2010. He said the city government had a P23 million deficit in the city’s coffers or treasury and to top it off, the city had almost P100 million in mandatory fees like electricity bills, Government Service Insurance System (GSIS) premiums, and Bureau of Internal Revenue

(BIR) taxes, as well as unpaid contracts with an outstanding loan of P1 billion… “Indeed, this is a picture of a city in financial crisis,” he added. With the crafting and implementation of reforms in the city government, Amante said that by 2011, the city government was able to close the book of accounts with some P400 million in the bank enough to pay for projects and other payables. F u r t h e r m o r e , Mayor Amante said that as far as bureaucracy is concerned, the city has now adopted the corporate spirit and each department has been required to formulate a performance and result driven annual work plan being evaluated at least every six months. The transformative g o v e r n a n c e implemented by the Amante administration strongly supported the transparency and accountability governance of President Benigno S. Aquino III as embodied in the Philippine Development Plan for 2011-2016.

The main objectives of the program are to be able to contribute to the more effective dispensation of administrative justice in the agency; be able to apply the new rules (RRACCS) in both disciplinary and non-disciplinary cases that may be lodged before the agency; and be able to understand and appreciate the procedural guidelines that would

govern the disposition of civil service cases and matters. According to Teofila Rosales, chief of the Department of Labor and Employment (DOLE) field office here, their pledge of commitment targeted up to 1,165, but benefactors came up short of six students. In the entire province, nine municipalities and

two cities are taking part in the SPES implementation and six private businesses as well. An increase of more than 40 percent of recipients this year enjoy the SPES compared from last year. DOLE has allocated P2,246,352 for their 40

percent counterpart of the wages. The SPES program aims to help poor but deserving students to pursue their education by providing income or augment their income through encouraging their employment during summer and/or Christmas vacations.

P7-M worth of pirated DVDs, paraphernalia seized in Zambo city By Michael Vincent D. Cajulao

ZAMBOANGA CITY – Elements of the Optical Media Board (OMB), City Government enforcers and the police seized at least P7 million worth of pirated DVDs and other equipments used for production of these illegal items in a surprise operation in downtown Zamboanga City last Monday. The operation resulted in the confiscation of around 20,000 pirated DVDs, nine television monitors, 17 audio and video players, nine speakers and a computer central processing unit (CPU), and empty discs. OMB Official Atty. Cyrus Valenzuela who personally headed the operation turned over the confiscated materials to City Mayor Celso Lobregat. These confiscated items will be subject for destruction. The city government recently destroyed P30 million worth of pirated DVDs

and other related equipments in its continuous bid to eradicate piracy in the city. According to City Assistant Administrator Elmer Apolinario, some of the establishments raided were the same violators in last month’s raid.
