A military offensive was being conducted in Maguindanao Province as an offshoot of the Mamasapano incident on one hand, while the communist rebels intensified their atrocities in Davao Region on the other.

Even then, authorities put much premium on strengthening the city’s security by mustering the support of the barangays, police and military contingents.

The Task Force Davao and the Davao City Police Office worked round-the-clock to ensure that everyone attending the various events was safe.

Various arts, cultural, musical, culinary, sports and street events were held during the celebration. Mayor Rodrigo Duterte thanked the people for their support.

He was happy that the 78th Araw ng Dabaw ended without any

major problem.

Duterte called on everyone to remain united.

“In this city, nobody is given a special treatment. I always tell the Lumads, Christians and Muslims, do not talk about religion. We can always talk peace,” Duterte stressed.

MANILA - The Department of Budget and Management (DBM) has released an initial P400 million to the Department of Environment and Natural Resources (DENR) for their Mangrove and Beach Forest Development Project (MBFDP) under the National Greening Program.

DENR mangrove-beach forest plan gets P400-M seed fund

The amount, representing 40 percent of the total P1.0-billion funding requirement of the project as recommended by the National Disaster Risk Reduction and Management Council (NDRMMC),

will be charged against the Rehabilitation and Reconstruction Program (RRP) under the FY 2014 General Appropriations Act (GAA).

Government—with the participation of concerned stakeholders from both local government units (LGUs) and the private sector/non-governmental organizations (NGOs)—will develop mangroves and beach forests in areas affected by Typhoon Yolanda and other disasters that hit several regions in the country. Budget Secretary Florencio “Butch” Abad said, “All of our rehabilitation efforts will need to be grounded on ensuring the safety of communities against natural disasters in the future. That’s why comprehensive preparation and prevention are key elements in our policy of Build Back Better, which includes the replanting of mangrove and beach forests on our coastlines.”

Among the priority sites of the project are: areas affected by Typhoon Yolanda; areas affected by siege and unrest (Zamboanga); areas damaged by earthquakes (Cebu and Bohol); and other areas damaged by Typhoon Pablo (Region 11 and 13). The estimated land area of 27,400 hectares covered by the project can be broken down to 22,000 hectares of mangrove forests and 5,400 hectares of beach forests.

The project will include the following activities: site preparation, nursery development, mangrove and beach forest planting, and maintenance and protection. The P400-million fund will cover the initial requirements to undertake critical activities:

OPAPP Secretary calls on ASEAN support on Bangsamoro

CEBU - Philippine woman peace negotiator has called on ASEAN support for the Bangsamoro process.

For subsequent releases of the fund, the DENR has to submit requirements—including identified sites for target planting activities and actual seedling/planting activities (with geo-tagged photos)—to the DBM.

Abad said, “Our country’s natural resources not only shower us with abundant riches but also provide us with a natural defense against typhoons and storms. That’s why proper management of resources is part of the Administration’s strategy

in climate change mitigation to safeguard our countrymen against future calamities.”

Under the FY 2015 GAA, the National Government allotted a budget of P21.7 billion to implement their Build Back Better strategy that integrates a preventive approach with efforts that focus on climate change adaptation and mitigation (CCAM) and Disaster Risk Reduction Management actions and interventions.

Teresita Deles, secretary of the Office of the Presidential Adviser on the Peace Process (OPAPP) urged participants and leaders of the members of the Association of the South East Asian Nation to support the country’s move to ensure stability in the island of Mindanao.

“Today I make an abiding appeal for your support to call upon your leaders, be they in government or in the private realm – and all your great communities for that matter – to stand for our dream of the Bangsamoro,” Deles said in her keynote speech in the two-day workshop on Strengthening Women’s Participation in Peace Processes and Conflict Resolution.

She said the voice of ASEAN has always been important for all generations of Filipinos as it has always been the repository of our most ardent aspirations forged in deep commonalities of culture, identity, and ways of transformation. She further said that ASEAN member states are at various stages of engagement in peace processes.

Deles said some ASEAN

countries are parties to armed conflict and are engaged, preparing to engage, in peace negotiations to end the violence and achieve sustainable political settlements.

Here in the Philippines, it is already preoccupied in ensuring faithful implementation of signed peace agreements, while continuing to build national consensus behind final political solutions.

On the other hand, Deles said, just like Malaysia’s role in the Philippine Bangsamoro process and Indonesia and Brunie who assisted in keeping the ceasefire mechanisms functional, there are country-members of the ASEAN who stand as third party

mediators, facilitators and hosts of peace talks.

“ We must sustain our efforts at all levels,” Deles said.

In relation to the theme, Deles said, the Philippines is the first country that has a national roadmap protecting and including women in the peace building.

“The Philippines is the first country in ASEAN, followed by Indonesia, that has adopted and is implementing a National Action Plan on Women, Peace and Security, which contains specific pillars or targeted outcomes on women’s empowerment and participation in conflict resolution and management, peacemaking, peacekeeping, and peace building,” she said.

The chair of the peace panel UP Professor Miriam Ferrer s a woman and there are two crucial women members under her.

However Deles said, the actual participation of women in formal peace processes among ASEAN member states has been very limited, especially in Track 1 – ranging from 9.9 to 25.8 per cent.

According to her, it falls short of the international commitment of a 30 per cent quota for women’s political participation.

Furthermore, three ambassadors to the ASEAN were also present in the opening ceremony of the activity initiated by the ASEAN Institute for Peace and Reconciliation (AIPR).

These were Dato Hasnudin Hamzah, Malaysia; Stig Ingemar Traavik, Norway and Koichi Aiboshi, Japan.

“We hope to encourage women to be more involved as with men in the peace process,” Hamzah said in his welcome remarks.

Topics of the workshop include Overview of Women’s Participation in Peace Processes and Conflict Resolution among ASEAN member States, United Nations Security Council Resolution 135 as an Instrument for developing and Consolidating Women, Peace and Security and Best Practices on Women, Peace and Security. Justice for SAF 44, Mindanao peace, foremost in President Aquino’s mind, says Palace official

MANILA - President Benigno S. Aquino III remains committed to serving justice to the families of the 44 police commandos who perished in the January 25 Mamasapano clash, and to achieving lasting

peace in Mindanao, a Palace official said on Wednesday. “He remains firmly committed to rendering justice as well as pursuing the peace process,” Deputy Presidential Spokesperson Abigail Valte said. “It would be unfortunate if the peace process suffers or is stopped because of this particular incident,” she said.Valte said the President recognizes

the feelings of the grieving families as well as the general public.

DAR AgNor land distribution program reaches 94%, benefits over 20 thousand farmers By: Gil E. Miranda

BUTUAN CITY - Thousands of farmers are now landowners of the land they till. After 27 years since former President Corazon C. Aquino signed the Comprehensive Agrarian Reform Program (CARP) Law on June 10, 1988,

the Department of Agrarian Reform (DAR) in Agusan del Norte empowered agrarian-beneficiaries by way of social justice brought about by equitable distribution

of lands. Since the program’s implementation in the province, the hectarage distributed is now 94 percent or 40,423 hectares had been handed out of the revised provincial CARP scope of 43,216 hectares and the number of beneficiaries benefitted reached to 20,312 farmers. The past 14 years of program’s implementation, since year 2000 have been an upward slide with a total of 22,860 hectares distributed, posted a 57 percent growth. This record breaking performance since Provincial Agrarian Reform Program Officer (PARPO) II Andre B. Atega, CESO V, took over DAR this province in 2004. PARPO II Atega, CESO V, said that the DAR Secretary Virgilio delos Reyes ordered to deliver all of the remaining land acquisition and distribution (LAD) balance this year 2015. The directives was given during the assessment in Manila when DAR Caraga regional director Faisar Mambuay presented the CARP Status report of Caraga. Mambuay eventually requested an audience to PARPO II Andre B. Atega with program implementers in this province for the discussion on

the LAD status for this year, 2015 and ensures the target in this province is on the right track. During the meeting, PARPO II Atega, introduced innovative approach to accelerate land distribution. The goal is to distribute the remaining 2,793 hectares [2015 target] of land to deliver before the first semester ends. “All LAD targets are targeted in the first semester and a weekly monitoring, with the aid of Office Performance Commitment and Review (OPCR), ensures the progress on land distribution in this province,” PARPO II Atega said. PARO II Andre Atega honored DAR employees and staff and all CARP Stakeholders in this province who since in his administration have tirelessly pushed the CARP forward. Because of their dedication and commitment to the objectives of the program, farmer-beneficiaries have improved and cooperative turned a bank-like operation. Their stories are proofs that life after agrarian reform interventions in this province can indeed be better.

Surigao Norte tourism sector bares Climate Change action plan

SURIGAO CITY - The local tourism industry laid out action plan for climate smart economic growth in Siargao Island and Surigao City. In a two-day workshop on Promotion for Green Economic Development (PROGED) cum Value Chain Workshop held at two venues on March 9-10 at Cherinicole Beach Resort, Gen. Luna, Siargao Island and on March 12-13 at Parkway Hotel, this city, a number of stakeholders and key players in the tourism sector formulated an action plan to address growing concerns of

climate change and its potential consequences to the long term viability of various enterprises. Technical experts from GIZ or Gesellschaft für Internationale Zusammenarbeit (GIZ) of Germany in the persons of Angie Resurreccion and Raquel Capio facilitated the activity while providing vital inputs to the participants.

Department of Tourism (DOT) Caraga regional director Leticia ”Letty” Tan discussed on the greening of the tourism industry while Ramil J. Leongas, Trade and Industry Development Specialist of the Department of Trade and Industry (DTI) presented various possible greening strategies for the small, and medium enterprises (SMEs) in the value chain.

Among the pressing concerns relative to the expected impact of continuously changing climatic pattern and growing environmental pressures are the challenges on how to keep and maintain the natural endowment of identified tourist destinations more particularly in Siargao and Bucas Grande islands protected areas as well as providing the needed vital infrastructures and support facilities such as power,

water and transportation. Meanwhile, DTI provincial director Celestino L. Negapatan expressed his heartfelt gratitude for the financial and technical support of GIZ and for making the activity a remarkable success in terms of creating awareness to the tourism industry players, the potential effects of climate change and helping them formulate action plans for their respective enterprises and collectively for the whole local tourism industry. A total of 130 participants joined the activity and actively participated in the discussions and workshops conducted in two locations. Sixty participants attended the session in Gen. Luna, Siargao while 70 stakeholders joined the workshop in Surigao City. SURIGAO CITY - Bacuag town mayor Sheila Mae. O. Cebedo officiated the turn-over and blessing of a new station building for the Philippine National Police (PNP) on March 16, 2015 at Bacuag poblacion, this province.

The new PNP building worth P4.6 million courtesy of the Department of Interior and Local Government (DILG) was constructed with the assistance and support of Governor Sol F. Matugas. Mayor Cebedo, who presently chairs the League of Municipalities of the Philippines (LMP) – Surigao del Norte chapter, also donated office tables and chairs, beside a complete set of computer items for office use. Cebedo was joined by

members of the Sangguniang Bayan headed by Vice Mayor Columbano Manliguis, Jr., and League of Barangays headed by the Provincial Federated President Ebro Joy Orquina who is currently serving as Provincial Board Member. She then thanked PNP regional director David Yalong Ombao for being competent, experienced, and versatile. She also cited the priceless contributions of Col. Henry Dar of the Philippine Army, provincial

Our heartfelt gratitude to our PNP national headquarters for helping us realize our dream,” Mayor Cebedo said. Mayor Cebedo also thanked the entire police force for shelling out funds to realize the dream of Bacuag PNP to have their own building and for putting Bacuag a top priority especially in constructing PNP building to cater the needs and meet the demands of the clients in the police station. “I encourage the municipal police personnel to be inspired with the new building which was praised as the most ‘decent and

beautiful’ in the province. And I hope that your new house is not only decent in appearance but also in acts and deeds,” said Mayor Cebedo. Rest assured, Cebedo added, that the local officials will always support your programs and activities for the betterment of our people so let us help one another for the peace and harmony of Bacuag. Alone we can do so little, together we can do so much. May God bless us all,” she concluded. The two-storey PNP building has a spacious chief of police office, other offices intended for the children and women’s desk, intelligence and investigation department, separate prison cells for both men and women inmates, comfort rooms and a covered rooftop which could be used for several functions.

Postbank opens in Dipolog By Mary May A. Abellon

DIPOLOG CITY – The Philippine Postal Savings Bank, Inc. (Postbank) officially opened its new branch here recently with its President and Chief Executive Officer Cesar N. Sarino and Executive Vice President Higenio Fabian gracing the occa-sion.

Postbank is a gov-ernment savings bank and a government-owned and controlled corporation created with the end in view of encouraging savings and providing access to financial credit to

the “unbanked areas” of the country. It is different from other government banks like the Land Bank of the Philippines (LBP), which is primar-ily created to serve the agricultural sector and

Development Bank of the Philip-pines (DBP) which was created for the industry sector, said Sa-rino. “We are a government bank and our prime duty is public ser-vice,” Sarino told the media men in a press conference. “The essence of government is service. We may have a mis-sionary task. Second, we are al-ways smiling. We are going to ar-eas that really need our help. And when we are offering our help, it is important that we are smiling. We are more friendly, coopera-tive and helpful,” he explained. Accordingly, 37 percent of the total municipalities in the country have no bank at all. That is why Postbank desired to ex-pand their reach to places with no bank and those places with only one rural bank. Postbank provides services like commercial banking such as

loans and deposits. It also offers microbanking services to small entrepreneurs allowing them to borrow at least P5,000. “We are hoping that through you as members of the local me-dia, you will spread the servic-es we have in Postbank,” Sarino said. Meanwhile, Postbank has 25 branches in the country and Di-polog was chosen as the center of Postbank in Zamboanga Pen-insula. Postbank will soon be imple-menting its new financing pro-gram in cooperation with Depart-ment of Agriculture (DA) and the Zamboanga del Norte Grains In-corporated to help the farmers in the province. “We are encouraging every-one to open savings account with Postbank for only P500 as an ini-tial deposit,” said Belina G. Do-mingo, Postbank consultant.

GSIS-Pagadian conducts first offsite UMID enrolment in Sibugay By Alma L. TingcangIPIL, Zamboanga Sibugay - The Government Service Insurance System (GSIS)-Pagadian branch conducted its first offsite UMID card enrolment here on March 16-17, 2015.

The UMID card enrolment is part of the service desk package that the GSIS has established ev-ery 3rd week of the month in the province of Zamboanga Sibugay. The service desk, manned by Ronyl L. Reyes and Mardy I.

Bartido entertained queries, re-ceived loan applications, retire-ment applications, maturity ben-efits and other claims such as death and funeral benefits. Among those who availed of the offsite UMID card enrolment

ZAMBOANGA CITY – The Employees’ Compensation Commission (ECC) is intensifying its advocacy efforts to promote its services to uniformed personnel all across the region.

“Our men and women in uniform are most prone to work-related hazards since they are front-liners,” said Jerrick Go of the ECC. “We need to make them

aware of the benefits they are entitled to be able to assist them whenever work-related contin-gencies happen.” On Tuesday (March 17), the

ECC celebrated its 40th anniver-sary. In the local level, the ECC together with its mother agency the Department of Labor and Em-ployment (DOLE) participated in a nationwide simultaneous infor-mation-dissemination campaign on its services for uniformed per-sonnel including members of the Philippine National Police (PNP), Bureau of Jail Management and Penology (BJMP) and the Bureau of Fire Protection (BFP), which was held at the LM Metro Hotel here. Go said that similar orienta-tions would be conducted in the different provinces here.

DOLE-IX Regional Director Sisinio B. Cano encouraged the participants to learn more about the ECC. “The ECC has been around for 40 years, but it has only been in Zamboanga barely 3 years,” Cano said. “We need to advocate our services especial-ly to the uniformed personnel. These discussions will provide you with the adequate informa-tion on social protection when-ever the time comes when you need them.” Earlier, the families of the eight SAF-44 from the region have already received P20 thou-sand each in funeral benefits.

According to Go, they are now working out for the employees’ compensation special pension for the SAF members’ kin, which will provide additional monetary reparations for the families. The ECC is a government agency mandated to provide meaningful and appropriate compensation to worker in the event of work-related contingen-cies. Among its functions include claims disposition, rehabilitation of occupationally disabled work-ers (ODWs) through trainings and other interventions, and in-formation dissemination on the Employees’ Compensation Pro-

gram (ECP). Under the ECP, all workers from both government and pri-vate institutions may avail of the benefits provided they are SSS (except self-employed or volun-tary members) and GSIS mem-bers, including members of the AFP, PNP, BFP and the BJMP. ILIGAN CITY - Three activities in a row highlighted the International Women’s Day celebration in Iligan at the city public plaza on March 8.

Dubbed as ‘3 in 1 sa Adlaw sa Kababayen-an’ (3 in 1 on Women’s Day) started with a Fun Walk at 6:30 a.m., from the city high school grounds to the city’s thoroughfare and converged at the city plaza for a program. This was attended by thousands of women, including men, from the city’s 44 barangays, from the local government unit employees, national

government line agencies, other civic groups, the academe, ladies from the Philippine National Police (PNP) and Armed Forces of the Philippines-Philippine Army (AFP-PA), and different women associations, this city. The Fun Walk which is an inter-barangay, means having fun while walking. For a group to stand out, it could have its own chanting, song, dance or body movement. The group may project or convey certain relevant messages in placards or through the costumes and accessories that the members are wearing. The Fun Dance, on the other hand, is any kind or form of dance would do as long as the music and the actions are not demeaning to humans. It could be a group and individual dance. Dance movements could be spontaneous interpretation of the songs that played most likely the songs entitled “Happy” by Pharell Williams and “Break the Chain” (One Billion Rising-Revolution). Thirdly, Fun Games whose participants could be by voluntary basis, in group or individual games. All three activities had corresponding prizes, all for fun in ‘Adlaw sa Kababayen-an’ (Women’s Day). In the evening was A Night

of Poetry and Music by selected women performers, and film showing, at the city public plaza. Anita Sescon, officer-in-charge, Iligan City Gender and Development Office (GAD), said she has coordinated with all women’s group as to their participation to celebrate and give importance to the events calendared for the Women’s Month in March. This is a joint undertaking of ICGDO, Local Council of Women in Iligan City, City Sports Office and the Youth Affairs Office of the City Mayor. While mayor Celso G. Regencia of Iligan in his message said women of today play various roles from households to the corporate and political world. The mayor challenged each woman to stand for her rights, defend and fight for a fairer and equal society that knows no gender, race and religion. Let the women sector be the precursor of change and proves to become one of the best hopes in the city, and in our country, he said. This year’s celebration bears the international theme, “Make it happen.” Locally, the adopted theme in our country, “Juana Desisyun Mo ay Mahalaga sa Kinabukasan ng Bawat Isa, Ikaw Na.”

BIR regional director Alberto Olasiman said their collection target for 2015 is higher by P1.887 billion from the region’s P10.574 billion goal last year. “The region’s revenue goal has consistently increased, in fact, the goal this year is twice as much as that assigned to the region in 2011, said Olasiman during the launching of the 2015

tax campaign in the region. He is optimistic that the goal of P12.461 billion will be attained with the support of all the stakeholders in the region. TESDA ISO certification will play role in ASEAN integra-tion

DAVAO CITY- The In-ternational Standards Organization (ISO) certification received by TESDA (Technical Education Skills Devel-opment Authority) will play a key role in the ongoing Asean integra-tion. The world is recog-nizing the skills of our tech-voc graduates. “ TESDA Director-General Sec. Joel Villanueva said during a press confer-ence in Davao City held last March 17. He said that before the ISO certification tech voc graduates would

need five years work experience, with the ISO certi-fication the 5-year work experience is being waived. TESDA was given an ISO 9001:2008 cer-tification in 2012 by TUV SUD PSB Philippines, for its two major pro-grams, Technical

Vocational Education and Training Program Regis-tration and Competency Assessment and Certifi-cation. Based in Munich, Germany TUV SUD PSB is the country’s leading multinational certifica-tion and inspection body which provides inspec-tion, certification, valua-tion, validation, training and testing services. “Region XI was one of the first regions in the country to be ISO cer-tified.” Sec. The Task Group for Babak Dis-trict will establish their Post at the Babak Wharf; Task Group for Sa-mal District will locate themselves at Penaplata Freedom Park where the Incident Command Post will be established and the Task Group for Kaputian District will also estab-lished their post near the Kaputian Beach Park while the Talicud Island Task Group, to established their post at the point of entry Barangay Sta. Cruz Wharf and at Barangay Linus-otan. The Maritime Police will con-duct shoreline patrol over areas from Barangay Adecor to Barangay Balet while the NFEM to cover areas from Barangay Balet to Barangay Kanaan and Philippine Coastguard to watch over areas from Barangay Kanaan over Talicud Island to Barangay Ad-ecor. The PNP will also conduct mo-bile patrol along the major thorough-

fares in the mainland and some of the beaches. The City Investment and Tour-ism Office (CITO) will establish In-formation Booths in major point of entry particularly in Babak Wharf and the Tourist Police Post will also be manned on these days to give as-sistance to tourists and visitors.
