GFIA president Valentin Pabinguit said the association, which was established in November 16, 2007 with only 18 members has successfully implemented rice production, livestock dispersal and organic farming to increase agricultural production and to boost the income of marginalized farmers. At present, there are 32 members of GFIA.

Pabinguit said on July 25, 2008, GFIA received livelihood assistance

from MRDP-CFAD amounting to P250,000 with 20% counterpart from the local government unit of Kumalarang through Mayor Allan P. Damas to finance its rice production project. “The money was used to procure farm inputs such as seeds, fertilizers and pesticides to be distributed to its members. We do not release cash amount to our members but only farm inputs so as not to abuse the program since others may take advantage of it,” Pabinguit said in vernacular. He explained that GFIA members can avail these farm inputs through a loan scheme

whereby they will be charged only 10% of the total cost of these farm inputs after four (4) months in time for the harvest season of palay. “If a member will loan farm inputs in the amount of P1,000 it will only bear a minimal interest of P100,” he said.

Livelihood Program

To further enhance the livelihood skills of its members, Pabinguit said the officers also implemented livestock dispersal program. “Under this program, GFIA provides members swine and feeds, while they only put up a pig pen. When it will be sold, they will have to pay the price of the pig and the total amount of feeds consumed,” he elucidated. He said that they adopted sustainable organic farming thru vermi-composting saying that aside from generating an income through the sale of compost, earthworms, and vermi-waste, it will help make the soil fertile. “We have produced sacks of vermicompost organic fertilizers

sold at P250 per sack to outsiders, while at P200 for our members,” he said. Good stewards of government funds Through the stern leadership and frugality of Pabinguit, GFIA has acquired farm implements and equipments such as thresher, hand tractor and carabao with a total cost of of P104,000. The implements were used

(We have implemented these livelihood programs to liberate us from unscrupulous local traders who manipulated us, buying our produce at a lower cost and pushing us to avail of high interest loans),” Pabinguit said. Sound management and Hard work

Pabinguit humbly admits that even if he did not finish his elementary education, he was able to manage the organization effectively. “Ang kalampusan nga naangkon karon sa GFIA nagsumikad sa matinud-anong suporta nga gihatag sa DA, ni Mayor Allan Damas, Municipal Agriculturist Corazon Gomonit, sa akong mga kauban nga opisyales ug miyembro, busa ako ang kinasingkasing nga nagpasalamat kanila (GFIA’s success is attributed to the sincere support extended by the DA, Mayor Allan P. Damas, Municipal Agriculturist Corazon Gomonit, my fellow officers and members thus, I heartily thank them),” Pabinguit concluded. Meanwhile, Damas said he was very grateful that GFIA was adjudged as Best People’s Organization in Region IX for its outstanding implementation of MRDP Community Fund for Agricultural Development (CFAD) on May 14 in Davao City, where no less than President Benigno Simeon Aquino III conferred the award to the GFIA president.

In a press briefing held in Malacañang on Monday, Presidential Spokesperson Edwin Lacierda said the new mining policy, laid down in Executive Order No. 79, allows more mining investments to come in but regulates where and how much of our resources can be used.

“The administration recognizes any

investment and therefore it behooves the administration to study these issues properly, especially in the light of the new EO and the light of investments in mining,” Lacierda said.

President Aquino’s directive identifies zones closed to mining applications – either for contracts, concessions or agreements – including areas in the National Tourism Development Plan, critical areas and island eco-systems, prime agricultural lands covered by RA 6657, strategic agriculture and fisheries development zones and fish refuge and

sanctuaries declared as such by the Department of Agriculture.

Mining is not allowed in areas already identified under the existing laws on mining, agrarian and protected areas, as well as in sites that may be determined by the Department of Environment and natural Resources (DENR).

Mining contracts, concessions and agreements approved prior to the issuance of the new directive remain binding provided that companies comply with existing laws, rules and regulations, and the terms and conditions of the grant. (rck)

The Aquino administration welcomed reports that the Clark International Airport was ranked 3rd best airport in the world by the London-based Financial Times Business Group, a Palace official said on Monday.

“We welcome the assessment made by the London Financial

Times Group. Certainly, we are in the process of improving our airport facilities,” Presidential Spokesperson Edwin Lacierda said during the regular press briefing in Malacanang on Monday.

“That has been the commitment made by Transportation and Communications Secretary Mar Roxas to the President and, therefore, the said agency will exert all its best efforts to improve the facilities of not only Clark but also the other airports,” Lacierda said.

President Benigno Aquino III vowed to improve the Ninoy Aquino International Airport, Mactan Cebu International Airport and other airports before the end of his term.

The President also assured that new airports will be built in the different parts of the country, which includes the New Bohol Airport in Panglao, New Legaspi Airport in Daraga and Laguindingan Airport in Misamis Oriental.

“As you know, NAIA-1 is undergoing rehabilitation in phases. We will be improving the facilities of NAIA-2 and NAIA-3,” Lacierda said.

The London-based Financial Times Business Group also ranked Clark Freeport Zone 8th best freeport zone in the world.

With the Financial Times ranking, the Clark Freeport Zone is now part of an elite list of freeport zones in the world, including the Dubai Airport Free Zone (Dafza), the Dubai International Financial Centre in UAE and Shanghai Waigaoqiao Free Trade Zone in China. (js)

Red tide continues to affect coastal waters of Masbate, parts of Mindanao

Red tide toxin continues to affect four coastal waters in the country, the Bureau of Fisheries and Aquatic

Resources (BFAR) latest bulletin show. In its Shellfish Bulletin

del Norte and Misamis Occidental; Balite Bay, Mati, Davao Oriental and coastal waters of Milagros in Masbate remained contaminated with paralytic shellfish poison.

MBMS said that all types of shellfish and Acetes specie or alamang gathered from the four coastal waters were not safe for human consumption.

But it said that fish, squids, shrimps and crabs were safe to eat provided that they were fresh and washed thoroughly, and internal organs such as gills and intestines were removed before cooking.

Juan R. Relox Jr. said that he deemed it as their obligation to issue the bulletin to alert all residents in the area of the presence of the poisonous red tide toxin.

Relox said that the type of toxin in the Zamboanga area was more infectious and riskier than the type of toxin that infested waters of Bataan, Zambales and Pangasinan months earlier. BFAR shellfish bulletin

also showed that Matarinao Bay in Eastern Samar and the rest of coastal waters in the country, including Manila Bay which circumvent Cavite, Las Pinas, Paranaque, Navotas and Bulacan; Bataan, Zambales and Pangasinan in Luzon remained safe of the toxic red tides.

the province’s national disaster consciousness month celebration, which also features firefighting, basic life support-cardiopulmonary resuscitation, and first-aid responders contest among high school students.

DILG-10 holds consultation conferences on EO 66 by Elaine O. Ratunil

CAGAYAN DE ORO CITY - The Department of Interior and Local Government (DILG)-10 is holding a series of consultations with the mayors and executives from the Department of Education and Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) for the smooth implementation of Executive Order 66.

Executive Order 66, which was signed by President Aquino early this year, enumerates the rules on the cancellation and suspension of classes and work in government offices due to disasters and calamities like floods and typhoons. The following are the guidelines in the cancellation or suspension of classes in public and private schools

and work in government offices: When Signal No. 1 is raised by PAGASA, public and private pre-school and kindergarten classes in the affected areas are automatically suspended. At Signal No. 2 the suspension will also include elementary and secondary classes. When Signal No. 3 is announced, classes in all levels and work in all government offices are canceled. In instances where there are no storm signals announced by PAGASA, the local chief executives (LCEs) as chairpersons of their respective Local Disaster Risk Reduction and Management Councils (LDRRMC) may implement a localized suspension of classes in both public and private schools and work in government offices. In his speech during the culmination program, the governor emphasized the need to learn and put into practice what has been discussed in trainings or seminars. Romualdo said he is very happy that they have zero casualties. Before he closed his speech,

the governor also reminded the local government units in the province, down to the barangay captains, to manage their disaster quick response funds efficiently, noting that the country is yet to face more than 50 typhoons this year, excluding low-pressure area disturbances.

NEDA-10 to hold regional forum on disaster risk and climate changeby Apipa P. Bagumbaran

CAGAYAN DE ORO CITY - The National Economic Development Authority (NEDA)-10 conducted a regional forum on disaster risk reduction and management (DRRM) and climate change adaptation (CCA), today, July 31.

The forum, held at Pearlmont Inn, this city, focused on topics that will contribute in building safer communities in Northern Mindanao through the identification of high risk or disaster-prone areas from which appropriate DRRM options will be prioritized, according to Leon M. Dacanay Jr, engineer, regional director of NEDA-10. He said there will be a series of presentations on the highlights of the provincial disaster risk and v u l n e r a b i l i t y assessment report by the provincial governors of the five provinces in the region. The forum is a strategic venue of sharing the assessment reports among the five provinces for possible areas of collaboration along the crafting of DRR-CCA strategic

options, he added. Dacanay further said that the Philippine Atmospheric Geophysical and Astronomical Services Administration, Mines and Geosciences Bureau, Department of Public Works and Highways, and other agencies also shared their DRR-CCA-related programs and projects geared towards mainstreaming disaster preparedness for safer communities.

launch of the Ugmad Komunidad program of the governor. Talikud, the biggest among the islets of the Island Garden City of Samal (IGCS) is a favorite stopover of tourists as it boasts of long white sand beaches and coral reefs considered as one of the best diving sites in the world. Yet, the growth of the island’s tourism industry did not truly worked for the people, as they perennially suffered from bad road conditions and lack of economic opportunities.“Lisod kaayo ang dalan kaniadto ug menos pa jud ang panginabuhian sa mga lumulupyo, ilabi na ang mga kababainhan (we suffered from bad roads and we lacked economic opportunities, especially the women,” said Tacsanan. The progress of the island, however, took a dramatic turn when Gov. del Rosario choose it to become a showcase of a pro-poor tourism-led development strategy. Along with the P20 beltway is the concreting of a 2.99-kilometer road that cuts across the island that also comprises the barangays of Sta. Cruz, Linusotan and Cogon. The island also become the launching pad of the governor’s centerpiece program Ugmad

Komunidad early this year, which converged the tourism, sports and livelihood programs of the province. The program aims to make the benefits of development trickle down to the poor, by bringing them into the growth process through livelihood opportunities.“Dako jud ang kaayuhan nga nahatag sa maong mga proyekto sa katawhan sa isla (these projects have brought tremendous benefits to the people),” Tacsanan said, after serving as tour guide when the del Rosario went to see the progress of the circum road last July 25, 2012. The governor also conferred certificates of completion to 48 housewives who finished the 2-day livelihood seminar on fish processing in Barangay Sta. Cruz, under the Ugmad program. KALAHI-CIDSS yields better governance: MayorSAN ISIDRO. DAVAO ORIENTAL - The implementation of Kapit-Bisig Laban sa Kahirapan-Comprehen-sive and Integrated Delivery of So-cial Services (KALAHI-CIDSS) has revolutionized government system because it has allowed the com-munities to have a say in choosing what they need for development. Edgar Flor V. Saulon, mayor of this municipality, said what he appreciates about the project is that it helps the “community to open their mind.” “Maganda to kasi walang menu (This project is good because it has an open menu),” Saulon said, explaining that this system has allowed the community to help in coming out with sub-projects that they really need. The community-driven development (CDD) approach of the project, he explained, shows that the democratic system has matured as it indicated the evolution of government processes from being too centralized to tapping the involvement of those who truly need the project. “So if it is for the people, paano mo iimplement yong mga programs and projects na talagang totoong pupunta doon sa taong bayan, hindi doon sa taong malalim yong bulsa (How should one implement the programs and projects that will truly benefit the people, and not those people with deep pockets),” he said.

The KALAHI-CIDSS, a DSWD-implemented project, is done through community consultation from sub-project conceptualization until implementation. The community is not only consulted, but its involvement extends even in the disbursement of funds and the procurement of materials and services. “I really appreciate how this program was conceptualized,” Saulon said, pointing out that its beauty is the involvement of the community in the processes. “Ito ang maganda, kasali sila. Sila pa yung mag canvass, magpa-bidding. Tinuturuan yung mga tao na maging engineer. Baka yung mga engineer natin hindi na kailangan (The beauty of the project lies in the community’s involvement. People in the communities do the canvassing and the bidding. They are also taught engineering matters. Perhaps our engineers will not be needed),” he added. He reasoned that allowing the people to participate in project implementation provides them self-determination including the leeway of allowing them to find solutions to their immediate needs. “Eh kung hindi na nila kaya (If they cannot do it), if they need my assistance, that’s the time [I will help]. Kasi kung every time nandun ka, hindi sila matuto (Because if you are always there for them, they cannot stand on

their own),” he said. The KALAHI-CIDSS implementation has also allowed the people to widen their horizon. “Nagre-react na sila. Marunong na silang mag observe (They now react, they now know how to observe)” he said, adding that this has led the public officials to be on their toes.

Allah River dams to resume operation Aug 1By Dani Doguiles

KORONADAL CITY, South Cotabato -- Two dams of the Allah River Irrigation System (RIS) will be operational on August 1 after three months of closure.

National Irrigation Administration (NIA)-South Cotabato Chief Ramon Bugacia, engineer, said Dam 1 in Colonggolo, Surallah, South Cotabato and Dam 2 in Bai Saripinang, Bagumbayan, Sultan Kudarat will begin

releasing water to its service areas on Wednesday as originally planned.

Both dams were closed on May 1 this year.

Ala RIS is one of the largest dams in Soccsksargen Region.

It has a combined coverage of 12,046 hectares in South Cotabato and Sultan Kudarat and serves about 8,800 farm families.

Bugacia, however, explained that although the irrigation service

has been resumed, “construction and repair works specified under the P138-million project allocation will still continue.”

“The entire project is being targeted for completion in December this year,” he said.

In an earlier interview, Bugacia said, the budget was the largest allocation the Allah RIS has received so far. It was also the first time that it underwent rehabilitation since its commissioning in 1972.

The project is in accordance with the Aquino administration’s efforts to upgrade the country’s irrigation system in line with the mandate to achieve food self-sufficiency and

zero rice importation.Total shutdown of

the Allah RIS dams was supposedly planned for four months or until end of August. However, during a series of meetings between NIA-South Cotabato, Office of the Provincial Agriculturist, affected irrigators associations, and other stakeholders, schedules were adjusted to reduce the closure of dams to three months.

Meanwhile, Reynaldo Legaste, South Cotabato provincial agriculturist, said the three-month shutdown of the irrigation system has not deterred the activities of rice farmers in the province.

“Of the 9,000 hectares affected by the closure of the dams, approximately 6,000

hectares were still planted,” Legaste told PIA-12 in an interview during the provincial grand farmer’s field day on July 12.

He said the onset of the rainy season has provided farmers with opportunity to continue with their planting activities.

Favorable rice harvest in the province could also continue, he said. “Most likely we will not experience the expected lean months due to the shutdown of Allah RIS.”

Bugacia said after the dams have been rehabilitated, it is expected to be restored to its original capacity 40 years ago.

ALABEL, Sarangani, - The Philippine Commission on Women (PCW) has partnered with Sarangani province as among its pilot provinces for the implementation of the country’s three-year cooperation agreement with the government of Spain in addressing

gender discrimination issues.

The partnership is aimed at strengthening the institutional capacities of national and local governance on human rights and economic empowerment with a gender focus on the implementation of the Magna Carta

of Women called the PCW-AECID Project.

AECID or the Spanish Agency for International Development Cooperation supports the PCW’s mandate under the Magna Carta as the over-all monitoring and oversight agency in ensuring the implementation of the law.

known otherwise as Republic Act 9710, is the Philippines’ national translation of the international human rights treaty which seeks to “eliminate discrimination against women by recognizing, protecting, fulfilling and promoting their rights especially those in the marginalized sectors.”

The memorandum of agreement, signed on July 25, spelled out Sarangani’s potentials to support women’s economic empowerment as a “fulfillment of the women’s human rights through the development and implementation of convergence programs for this purpose.”

Governor Migs Dominguez however took it as a challenge of how to provide substance and a “heart and soul” to the Magna Carta and the Gender And Development (GAD) program with only a very few percentage of the population being aware of this law.

In his conversation with PCW executive director Emmeline Versoza, Dominguez could hardly

believe that out of the 100 million Filipinos, only 10,000 reported cases on the VAWC (Violence Against Women and Their Children) were filed recently in which he disclosed there might be more unreported cases only that victims were hesitant or unaware of the said law.

Versoza said the project would not just cover the violence issues but would cover as well other issues like health, education and economic. “It is now important also to provide and recognize the women’s productive capabilities because they do have economic rights and that if they are economically productive according to Pnoy in his SONA, there should be responsible parenthood.”

“What we are really after is shared parenting, shared child rearing responsibilities for both men and women so that both men and women are provided with equal opportunities for their full development,” Versoza said.

“Our hope,” she said, “is that we make real

As government workers, as government officials signing these international treaties and signing into these laws, this means that we have the duty and the obligation to observe, protect, and provide the rights that are translated into programs and services.”

“We have to reach out to the communities especially the women and tell them they are the rights holders. They should know that they have rights. They should know to demand these services from us who have the duty to do so,” Versoza added.

Other pilot provinces are Albay, Aklan, Oriental Mindoro, Iloilo and Surigao del Norte. of illegal logs in the area contributes to the occurrence of pervasive child labor. “Many children as young as seven years old regardless of gender were victims of this cruel activity and this will exacerbate the incidence of illiteracy, malnutrition and exploitation among children,” Famacion said. “If these children are working and are not given proper education, they will grow-up to be delinquents and contribute to societal decay,” she added. “Thus, there must be a convergence of initiatives to put a stop to child-labor activities in this region. As part of DILG’s commitment of promoting good governance in local government units (LGUs), the department will focus its support through the formulation of ordinances against child labor in the barangay and the creation and strengthening of the Barangay Council for the Protection of Children (BCPC) with the primary aim to eliminate child laborers in the barangay as provided in the MOA,” Famacion said. Aguada Barangay got the nod of the judges and was awarded as the best booth. This year, the different city department heads, including some units of the Philippine National Police, compete for the veggie cooking contest. The clustered departments displayed their cooking abilities in preparing nutrition-rich meal that is cost-efficient and palatable, most especially for kids. The entry from the Provincial Police Office won first place with their vegetable barbeque (stir-fry mix vegetables with barbeque sauce). The recipe of Ginataang Kalabasa at sitaw with bulad and Kalderay won second and third places, respectively.

In her message, Isabela City Mayor Cherrylyn Santos-Akbar urged the public to plant vegetables in their respective backyard, as she anchored her message to this year’s theme “Pagkain ng Gulay Ugaliin, Araw-araw itong ihain.” She reiterated the benefits of eating vegetables and encouraged parents to make it a daily habit to serve kids with vegetables. Every year, the city government has been very supportive of the City Nutrition Committee’s efforts, especially on programs that entail public participation in nutrition celebration activities.
