These will be distributed to corn farmers in the entire Soccsksargen Re-gion or the provinces of Sarangani, South Cotabato, North Cotabato, and Sultan Kudarat and the cities within these jurisdictions. Zaldy Boloron, DA-12’s corn coor-dinator, said these trichocards should be sufficient for the requirements of the 462,617 hectares of corn field -- Region 12’s target corn planting in 2012. Specifically, these trichocards are aimed at controlling corn borer, con-sidered the most destructive pest of corn. According to the Department of Agriculture – Bureau of Agricultural Re-search, Asian Corn Borer (ACB) dam-age could result in 20 to 80 percent yield loss, even total crop failure dur-ing severe infestation.

Why trichogramma? How can it be of help to farmers?

Trichocards, as the term sug-gests, are cards where eggs of para-sitoid Trichogramma spp are glued. These cards are being used as bio-control agents and have been popular in organic farming systems. The Department of Agriculture in line with its Food Staples Sufficiency Program (FSSP) and its direction to-ward promoting sustainable organic farming is pushing for use of more biological pest controls, including the use of trichogramma cards. Last year, according to the 2011 year-ender report that Agriculture Secretary Proceso Alcala submitted to Malacañang, DA distributed 357,772 trichocards in accordance to its mea-sures to promote natural control


against infestation. Lately, use of trichocards has in-creasingly achieved popularity among corn farmers. According to a report DA in Cagayan Valley Region about 60 to 70 percent of corn farmers in the region has used trichocards for corn borer control. Notably, use of trichocards and other biocons – unlike application of chemical-based control measures -- as-sure control of crop infestation without compromising food safety and environ-mental protection. Trichogramma refers to a number of tiny wasps of the family Trichogram-matidae. They are stout-bodied, minute -- approximately 1/50th of an inch -- wasps. They are considered important bio-control agent as they are egg parasi-toids, primarily of lepidopteran insects such as moths and butterflies whose larvae (caterpillars) feed on plant stems and leaves. As such, they are


effective control against over 200 pest moth species (armyworms, bor-ers, cutworms, fruit worms, leaf worms, leaf worms, leaf rollers, loopers). During the 82nd anniversary of the Bureau of Plant Industries, Agriculture Secretary Proceso Alcala directed bu-reau officials to also propagate more trichogramma for control of stem bor-ers in palay and fruits and shoot bor-ers in eggplants. Female trichogrammatic species parasitize pest by laying eggs inside eggs of lepidopteran insects. When the trichogramma hatch, they begin to eat the developing caterpillar inside the egg, thereby stopping life cycle before they become harmful worms. Parasitized eggs of corn bor-er turn blackish as the young wasps develop inside the egg. After 8 to ten days, the trichogramma emerges as an adult wasp, able to continue parasitiz-ing other moth eggs.

Parasitoids are mass-reared in laboratories usually on eggs of grain moths. The resulting parasitized eggs are adhered to a card. These cards -- trichocards -- are packed, distributed to farmers, and released to fields to control corn borer, tomato fruitworm, sugarcane borer, eggplant shoot/ fruit borer, cacao pod borer and other lepi-dopterous insect pests. According to information from DA-12, the trichocards that they produce contain about 1,000 - 1,200 parasit-izes eggs. Approximately 30 percent of these are female. Borer (ACB) said, a hectare of corn re-quires about 50 to 70 trichocards “if you see three to four ACB masses per 100 plants.” Cards may be hanged on the corn stalk or inserted on a leaf base. It is important to release Tricho-gramma within 20 to 25 days after plant-ing, the technoguide continues. In severe infestations, additional 70 to 100 trichocards may be distributed on the corn field. The field release of Trichogramma is economical, environment-friendly and can be established in the agro-ecosystem. This all-natural, none-genetically en-gineered pest control, reduces to about 30 percent production cost among farm-ers by eliminating the practice of spray-ing synthetic insecticides three to four times.

Where to get Trichocards? Boloron said interested farmers may get trichocards free of charge from the Regional Crop Protection Center (RCPC) located at Barrio 2 in Tacurong City Sul-tan Kudarat. These are also available at the DA Office in Barangay Lagao in Gen-eral Santos City . Those living far from these sources may ask help from the agricultural tech-nicians in their locality or from the nearest municipal or provincial agriculture office for possible access to this assistance.


Malacanang vowed to curb the proliferation

The Philippines has improved in the 2011 Press Freedom Index by the Reporters sans Frontières (RSF) or Reporters without Borders because of better democratic space in the country, a Palace official said on Thursday.

RSF, a Brussels-based organization, said the Philippines has improved slightly in its 2011 Press Freedom Index although it still reels from the stig-ma of the November 2009

The Philippines ranked 140th in the 2011 Press Freedom Index, an annual rating index pub-lished by RSF that covers 178 countries worldwide.

“I think the press is not subjected to the kind of intimidation that they

were in the previous ad-ministration. I think the people see that the vio-lence being committed on media people is being addressed,” Presidential Communications Devel-opment and Strategic Planning Of-f i c e

country’s ranking, Caran-dang said, he doesn’t know the impact of the bill on the press. But he added that even without the FOI bill reporters can still get the information they need through their ingenuity.

He believes, how-ever, that the FOI bill will definitely improve the democratic space in the country.

The Philippines dropped to 156th place a year after the Maguindan-ao massacre, slipping

from its former ranking at 122nd.

Although there is im-provement, the RSF still included the Philippines in its 2011 Press Free-dom Index, together with Pakistan and Afghanistan “where violence and im-punity persist.”

Data gathered by the Regional Disaster Risk Reduction and Management Council (DRRMC) show that a total of 11,047 houses in the region were totally damaged and 27,509 houses were partially damaged because of Sendong. Of those totally damaged, 5,246 were from Iligan City and 5,801 were from Cagayan de Oro City. Likewise, of those partially damaged, 14,874 were from Iligan City and 12,635 were from Cagayan de Oro City.

The Lumbia relocation site is a five-hectare property donated by Xavier University and is now holding some 150 tents provided by the European Union (EU) through Red

Cross. Other 12 transitional houses/bunkhouses will be built along the tents. It has ten rooms and accommodates one family per room. T h e I n t e r n a t i o n a l Organization for Migration (IOM) will also build some 230 bunkhouses, one for every family and just today, some 40 families

received the houses for the symbolic commemoration of the 40th day after the occurrence of typhoon Sendong. The Department of Social Welfare and Development (DSWD) has turned over more than P7-million fund to the 52’nd Brigade of the Armed Forces who will take charge of the construction in the site.

CAGAYAN DE ORO CITY - President Benigno S. Aquino III reiterated today the commitment of the government to provide homes to those affected by Tropical Storm Sendong.

The President made the statement during his visit to the shelter building activity at the Calaanan Resettlement Site in Barangay Canitoan, this city. The 12.4-hectare site is one of the permanent relocation areas in the city for the families left homeless by Sendong. It is a joint initiative of the city government of Cagayan de Oro, Department of Social Welfare and Development, Department of Public Works and Highways, National Housing Authority, and the Habitat for Humanity Philippines that will be responsible in the construction of houses. President Aquino said the shelter build is one of the concrete steps

undertaken by the government to help those displaced by Sendong to get back on their feet and live in normalcy the soonest possible time. He said the government has provided more than P200-million for the construction of shelters at Calaanan recognizing the victims’ need for decent homes. He further said that the government is also focusing on the repair and rehabilitation of the infrastructures devastated by Sendong. The President likewise expressed appreciation to all those who helped and immediately responded to the needs of the victims. He cited the national line

agencies, local government units, non-government organizations, civil society organizations and the private sector. Similarly, he saluted all the volunteers who continuously provide support to the government in the rehabilitation process. After his visit to the Calaanan site, the President also inspected the Xavier Ecoville relocation site in Barangay Lumbia.


Davao City seeks speed cameras

Davao City is eyeing the purchase of speed cameras to detect overspeeding vehicles in city streets and highways. This according to Desiderio Clo-ribel TMC head, who said that the unit is exploring in acquiring one mobile camera which automatically detects the speed of vehicles, the camera unit would roam around Davao to check for overspeeding vehicles particularly Public Utility Jeepneys or PUJs which are mandated to follow a 30 kilome-ter per hour speed limit However Cloribel said that the

cameras are expensive and said that they are open to the possibility of just using manual camera capture, using regular video cams which are cheaper. But he says this will need an ordinance if the manual system will be adopted to catch speed violators. Cloribel says catching overspeed-ing vehicles without cameras is a dif-ficult task, the pursuit vehicles would also resort to overspeeding just to catch the violator. Meanwhile according to figures released from the TMC, about 27,794 traffic violations have been apprehend-ed by the center which is made up of elite Traffic Eagle Squad, Motorcycle units and field personnel. About 23, 838 driver’s licenses were confiscated, 1,395 license plates taken and 1,344 vehicles impounded. On violation of City Ordinance 52, or the prohibition of trisikads (makeshift tricycles) on city streets and highways about 1,806 trisikads were confiscated. ‘Sayaw Pinoy’ 2012 goes to Davao

DAVAO CITY– “Sayaw Pinoy,” the longest running national dance tour featured in this year’s Philippine Arts Festival (PAF), will be staged in the city on February 3-4. The National Commission for Culture and the Arts (NCCA) brings in to Davao City the country’s top dance companies to perform in the dance tour that will showcase colorful tradi-tion of dances and movements in the country. NCCA’s National Committee on Dance head Shirley Halili-Cruz said that the national dance groups to-gether with three local dance troupes in the city will carry-out different dance forms such as classical ballet, folk dance, contemporary and mod-ern dance like hip-hop. The back-to-back performances will be staged at the Philippine Nik-kei-Jin Kai International School and University of Southeastern Philip-pines (USEP) on February 3, and at

SM City Davao and Abreeza Mall on February 4, Halili-Cruz said. She told the media during Wednesday’s Club 888 Forum that that dance tour “aims to reach the grassroots level to discover new tal-ents as well as to connect to more Filipino dance artists.” “Sayaw Pinoy has provided a venue for interaction and collabora-tion among different dance troupes and companies, both professional and upcoming groups all over the country,” she stated. Aside from Davao City, Sayaw Pinoy will also be held in other parts of Mindanao such as in Bukidnon, Dapitan, Dipolog and Pagadian. The dance tour this year will also go to various venues in Luzon, Visayas and the National Capital Re-gion. DENR-12 jumpstarts 2012 implementation of National Greening Program

KORONADAL CITY -- The regional office of the Department of Environment and Natural Resources (DENR-12) here is consolidating efforts to immediately begin the implementation of the National Greening Program (NGP) this year.


DENR 12 Regional Ex-ecutive Director Alfredo S. Pascual on January 18 met with field officials and other program im-plementers to download 2012 targets to eight of the nine Community En-vironment and Natural Resources Offices (CEN-ROs), and additional tar-gets funded out of 2011 savings from NGP.

As agreed, each CEN-RO was assigned a target in terms of the number of hectares and cor-responding number of seedlings to be planted. Per estimates, an hect-are of land should be planted 500 trees.

As part of the activities in project implementa-tion, CENROs must also conduct surveys, map-pings and planning to identify the exact loca-tion of each project.

Late last year, Environ-ment Secretary Ramon J.P. Paje instructed all Re-gional Executive Direc-tors to direct all CENROs to prepare their Annual Procurement Plan for the required seedlings.

To assist in the imple-mentation of the NGP this year, DENR will be hiring

forestry and agriculture graduates as contractual extension officers who help ensure efficient ex-ecution of the project.

DENR Regional Tech-nical Director for Forestry Ernesto L. Lezada said, “We want to see tangible results of this program,” Director Lezada.

On his part, RED Pas-cual encouraged all pro-gram implementers to stay focused on their work, visit planting sites, and replant, if neces-sary.

He also told them that a composite team will discreetly monitor re-ported accomplishments and related activities of the program.

Another team from the Forest Management Bureau, a line bureau of the DENR, will validate this month additional NGP target area of 3,500 hectares with the cor-responding seedling re-quirement, Pascual also announced.

The National Greening Program aims to plant 1.5 billion trees in 1.5 million hectares from 2011 to 2016 for poverty reduction, food security, livelihood development, biodiversity conserva-tion, and climate change mitigation and adapta-tion.

Police undergo training on responding to crime incidenceby Dani Doguiles

KORONADAL CITY -- Investigative and tactical capabilities of police force in the Soccsksargen Region are being enhanced with a training on responding to crime incidents.

PSupt Resty Damaso, information officer of the Police Regional Office 12, said, some 43 po-lice personnel from the provincial and city police offices in Region 12 are undergoing a ten-day Police First Responder Course at the US Naval Training Facility Bldg. in Tambler, General Santos City.

“The primary objective of the training course is to further enhance and develop the knowl-edge and skills of First Responders in the ad-ministration of first aid and basic life support,” Damaso said.

It seeks to enhance the investigative and tactical capability of the police force in respond-ing to crime incidents

and other emergency situations, he added

“The training also pro-vides police officers, es-pecially those tasked to perform patrol duties, knowledge and skills necessary upon arrival at a crime scene as well as different tasks a po-lice officer needs to per-

form in aid of investiga-tion.”

The training also gives basic life support system to crime victims and oth-er emergency situation.

Damaso said, includ-ed in the modules that police trainers are ex-pected to learn cover procedures on handling


specific incidents such as bombing and bomb threats, shooting in-cidents, robbery, and hold-up.

They are also taught proper ways of moving and extricating the vic-tims involved in differ-ent situations as well as tactical moves to protect the responders against hostile environment was being taught, he added.

During the opening program on January 23, P/SSupt Norberto Batis-

laong, OIC of PRO-12’s Regional Directorate Staff, emphasized, “be-ing a first responder is not only our duty as po-lice officers, but also our duty as a citizen of this country. Agusan del Sur blessed with support after calamities

After calamities affected Agusan del Sur, people began to look for resources in order to recover what was lost.

Farmers rose and again prepared their fields for another agricultural challenge. The provincial government also did not waste time. Reports were submitted to concerned na-tional government agencies seeking for assistance to re-cover. Thus, a year ago, on January 2011, Department of Agriculture Sec. Proceso Alcala visited Agusan del Sur and handed over two farm tractors with an esti-mated cost of P4,800,000, four green houses worth P549,260, three comput-er with accessories worth P285,000, five pump en-gine sets worth P389,750, two open source pump worth P170,000, two power sprayers worth P80,000, 12

heads imported boer goats worth P936,000, 50 heads upgraded goats worth P400,000, 100 bags certi-fied seeds worth P120,000, and 15 family drip irrigation worth P270,000. Alcala also considered more than P800,000 for the soil survey and classifica-tion and land use assess-ment study for the agri-in-vestment project in Agusan del Sur. Said amount will be subject for consideration also of DA-13 regional di-rector Reinerio Belarmino. The secretary also nodded when presented with the issue of funding support for the implementa-tion of high value vegetables production worth P1 million. Another P6 million counter-part from DA for the estab-

lishment of liquid nitrogen plant was confirmed. Specifically, for March 16 – September 15 2011 cropping season, Agusan del Sur received a 8,590 bags of certified seeds from Rapid Seeds Supply Financ-ing Project phase 3, which were distributed to 5,448 rice farmers. The seeds were provided at 50:50 scheme where farmers would pay only P600.00 for each bag of certified seeds. The project was financed by the International Fund for Agricultural Development through the Department of Agriculture. On the other hand, the provincial government procured 3,740 bags of cer-tified seeds purposely to re-habilitate damaged areas. The DA also funded anoth-er 3,740 bags as its coun-terpart for the rehabilitation program. A total of 7,480 bags were distributed to farmers. Aside from certified seeds, Agusan del Sur also received inputs assistance under the DA’s Agri-Pinoy Rice Program. Among them are Well Grow Foliar Fertil-izer, Zinc Sulphate and or-ganic micronutrients.



BUTUAN CITY -- Police Regional Office 13 (Caraga) is set to promote 750 of its police commissioned, non-commissioned officers and personnel in a massive ceremonial pinning of ranks rites during the traditional flag retreat ceremonies at the regional headquarters parade grounds on Friday afternoon, a regional police spokesman said.

Police Supt. Martin M. Gamba, chief public in-formation officer of Police Regional Office said this is intended to be a morale booster to the police ranks. He said the police now im-plement its so-called “merit system” wherein those who are deserving appropriately receive their due, awards and promotions. NYC urges youth to make their voices heard through the 9th Parliament of Youth Leaders

BUTUAN CITY -- “We need your voice! Join us usher in change,” said National Youth Commission (NYC) Commissioner Gio Tingson Thursday, marking the opening of the applications to the 9th Parliament of Youth Leaders.

With the theme “Revolutionizing Youth Development,” the parlia-ment aims to formulate policy recommendations to address youth issues in the country. These rec-

ommendations are then lobbied to government leaders to be considered as proposed bills and ad-ministrative policies. It is important to note that during the event, partici-

DIPOLOG CITY -The Philippine Drug Enforcement Agency (PDEA) has arrested 49 individuals in Zamboanga del Norte for violation of Republic Act 9165 in 2011.

In its 2011 Accomplishment Report, the PDEA has enumerated the operations and apprehensions

made and various drug-related ac-tivities conducted throughout the province last year.

Ligutom said with the budget increase, they are also doubling the number of beneficiaries from 5,000 last year to 10,000 this year.More important, SPES will now be a whole year program, unlike in the previous years where it’s only of-fered during summer vacation to help students with their tuition fees

and other needs. Under the program, students will be employed by private partners where 60% of the students’ salaries will be shouldered by the company and 40% by DOLE. Dir. Ligutom said around 40 pri-vate companies are expected to par-ticipate in this year’s SPES program which will start on February, includ-ing Saturdays and Sundays depend-ing on their school schedules. DOLE is advising interested ap-plicants to go to their office or any Public Employment Service Office (PESO). Applicants should be at least 15 to 25 years old, either student or out of school. According to Zamboanga del Norte Provincial Drug Enforcement Officer, Jury Rocamora, 49 individu-als were apprehended in the 35 op-erations conducted in 2011. Of the 35 operations, 31 were executed thru buy-bust; 3 were conducted by virtue of search and warrants; one involving stop and frisk and one involving delivery. As of the result of these opera-tions and apprehensions, 49 cases have been filed in various courts throughout the province. Thirty-one cases were filed in Violation of Section 5; 25 were in Violation of Section 11; 8 were in Violation of Section 12 and 2 cases were filed in

Violation of Section 16. The operations were conduct-ed in coordination and cooperation with the police operatives in the different municipalities. The bulk of the operations were conducted in Dipolog City and Dapitan City with 12 and 11 operations respectively. Apart from operations and ap-prehensions, PDEA has also con-ducted wide information dissemi-nation campaign in the different barangays and schools in the prov-ince and provide the public, partic-ularly the youth of the ill-effects of illegal drugs in a human body. PAGADIAN CITY – The Department of Education (DepEd), Pagadian City division on Tuesday conducted an advocacy campaign on the ‘Early Registration Day’ (ERD) for SY 2012-2013.


Education program supervisor Ma. Diosa Peralta, co-chair of the com-munication’s team in a regular weekly media forum hosted by the Philippine Information Agency (PIA) IX at New Roxan Hotel said the campaign aims to encourage most number of parents to register their children in the ‘ERD’ on January 28, 2012. Peralta said the DepEd secre-tary Armin Luistro on January 11 has issued DepEd order No. 4, series of 2012 declaring January 28, 2012 as the ‘Early Registration Day’ for school year 2012-2013 in all public elemen-tary and secondary schools with the theme “Makapag-aral ay Karapatan Mo, Magpalista Ngayong Enero” to achieve the millennium development goals (MDGs) and the objectives of ‘Education for All’ (EFA). Peralta said the one (1)-day ear-ly registration for incoming kinder-garten, Grade 1 and first year high school in public schools will be con-ducted simultaneously in all regions nationwide. dropping out from school Meanwhile, public school district supervisor Cynthia Rose Cartojano said the agency in collaboration with DSWD and DOH issued policies and guidelines for the implementation of the Universal Kindergarten Education (UKE). “One of the guidelines is the enrollment requirements of the chil-dren”, she added. Cartojano said all children who are born in October 21, 2007 or ear-lier shall be eligible for enrollment in Kindergarten classes. During he registration, Cartojano said the parents will bring certificate of live birth issued by the Local Registry Office/Baptismal Cer-tificate as the documentary basis. “If the document is not available during the registration, the same shall be submitted either on June or within the school year.
