    Business groups in the State of Johor in Malaysia consider putting up big investments in Cotabato, said Mayor Japal Guiani Jr. Guiani revealed the news following his recent three-day visit to the said state by invitation from the Secretary General of Johor.

    The local chief executive,

    with City Administrator Dr. Danda Juanday, was able to talk with several business groups in the area, including Iskandar Regional Development Authority, the planning arm of Johors State Government.

    Iskandar RDA is a government office that assesses all the incoming investments in Johor. Mayor Guiani and officials in Johor talked about the possibility of expanding t h e i r investments to Cotabato City.They discussed several opportunities such as importation of goods such as coconuts from Cotabato City as these are considered essential commodities in Johor but are of limited supply.One major deal, the Mayor added, is the possibility of Iskandar RDA to build a processing plant close

    their response was very positive, Mayor Guiani said.They visit was highlighted by the signing of a Memorandum of Understanding between the City Government of Cotabato and the cooperatives in Johor, headed by the IMCOOP, for a partnership between Johors and Cotabato Citys cooperatives.

    The IM Coop is handling the cooperatives or the MSMEs in Johor and they are the ones selling food and non food items to them at very low prices. This is how they are helping their little businessmen to growby selling them high quality products that are also found inside grocery stores but at more than half its price, Mayor Guiani added.

    The city government of Cotabato has been in full support of the citys Micro, Small, and Medium Enterprises by giving them financial assistance and providing them with business trainings, inviting them to trade fairs in the city and even in other parts of the country.

    The MOU between IMCoop and the City Government is seen as the start of a fruitful relationship between the business groups in Johor and in this city.

    The third group of investors that city officials have talked with was the Johor Corporation.

    This group owns hundreds of companies that are operating around South East Asia. This corporation owns all the branches of KFC and Pizza Hut in Malaysia, Singapore, Thailand, and India.

    After the the meeting, Johor Corporation executives expressed plans to visit Cotabato City for the possibility of putting up stores here.

    Our visit to Johor has been very fruitful and successful. We have talked to many business groups and we were able to see how they are doing it in Johor. This is the main purpose of this trip. We want Cotabato City to have a direct link to Malaysia for us to have successful business partnerships with them soon, Mayor Guiani said. Engr. Rey Trasmontero, one of the city governments electrical engineers, also joined the team to Malaysia to inspect the two generator sets that the Government of Johor is planning to donate to Cotabato City.

    But since these generator sets were already used and some parts needing replacement, the Malaysian government has opted to give two brand new generator sets to Cotabato City.

    Engr. Trasmontero said although the new generators are smaller than those originally set for donation, these can still supply sufficient energy to the entire City Hall.

    Officials from the State Government of Johor are planning to come to Cotabato City anytime next year to reciprocate the visit.

    MANILA-- The United States Department of Labor (US-DOL), in its 2014 report on Findings on the Worst Forms of Child Labor last September, cited the Philippines as having achieved significant advancement in its efforts to eliminate the worst forms of child labor.

    It is the third year in a row that the report has cited and commended the Philippines.

    For three years in a row, DOLE has led in helping the country achieve significant advancement in its efforts to eliminate the worst forms of child labor, said Baldoz in a press conference last week.

    This year, the department continued to make significant strides in the national anti-child labor campaign, especially in poor communities. The campaign is unique in that it is being waged alongside delivery of projects to combat poverty.

    To back up the USDOL report, the labor and employment chief said as of November 2015, DOLE, through the Bureau of Workers with Special Concerns (BWSC), has certified 106 barangays as child labor-free, bringing to 159 the number of

    certified barangays that are free of the menace since 2014.

    The campaign for Child Labor-Free Barangays, a campaign initiated by Baldoz when she became labor and employment Secretary, aims to contribute to the vision of a Child Labor-Free Philippines through influencing change and obtaining commitment and support from various stakeholders to make barangays, the countrys basic political unit, free from child labor.

    Secretary Baldoz also said that in 2015, DOLE regional offices have awarded Child Labor-Free Certificates to 58 establishments, bringing to 163 the number of establishments certified as child labor-free since 2013. The Child Labor-Free Establishment Certificate is conferred to a company or establishment that is not employing child labor and not using products or materials

    produced through the use of child labor. The grant of a Child Labor-Free Establishment Certificate aims to promote compliant and socially-responsible business practices.

    Also during the year, the DOLE provided 5,084 parents of child laborers with livelihood through the Kabuhayan para sa Magulang ng Batang Manggagawa (KASAMA). This came in the form of livestock raising, Negokart and business starter kits, materials for mat weaving and soap making, food vending or carinderia, and hair cutting and cosmetology sets.

    Meanwhile, in 2015, another anti-child labor intervention, Project: Angel Tree, has granted the wish of 2,905 child laborers and children at-risk. Project: Angel Tree builds up of a network of patrons and supporters of NACLPcalled angelswho

    pool or donate resources for child laborers education and other needs, such as food, clothing, shelter, mentoring, livelihood, school supplies, medical assistance and other work and training opportunities. The angels could be non-government organizations, private institutions, and other partner government agencies.

    In 2015, the DOLE, through its Sagip Batang Manggagawa Quick Action Teams, conducted 10 rescue operations, one each in NCR, Regions IV-A, VII, XII, and six in Caraga. During the rescue operations, DOLE and members of the team removed or rescued 28 child laborers from hazardous activities, bringing to 3,431 the number of child laborers rescued since the inception of the program in 1993. These child laborers were mostly found working in KTV bars/night clubs.

    Manggagawa (SBM) is an inter-agency quick action mechanism that respondsdetects, monitors, and rescues child labourersto cases of child labor in extremely abject conditions. DOLE handles administrative cases and leads the teams, working with the DSWD, National Bureau of Investigation, Philippine National Police, local government units, and non-

    g o v e r n m e n t organizat ions in raids of suspected child labor lairs.

    In the same year, five establishments found engaging six minors in prostitution were p e r m a n e n t l y closed and one establishment engaging two minors in hazardous work was temporarily

    closed by the DOLE in Caraga Region. This brings to 47 the number of establishments closed by the DOLE since Republic Act No. 9231 was enacted in 2003. A total of 178 children were removed from these 47 establishments. (DOLE)

    simpler and more efficient for all concerned, DTI Secretary Gregory L. Domingo said. The DTI recently d e l i s t e d d e p a r t m e n t administrative orders (DAOs) that are already out of time, obsolete, or no longer used due to change in environment, and in doing so, eradicate redundancies in the agency.

    DAOs are rules, regulations or guidelines prescribed by the Department Secretary that cover the implementation of laws, executive orders, and agreements and fall within the purview of the Departments various offices and attached agencies.

    The intention is to reduce inefficiency in our processes, especially for frontline services and at the same time make matters simple and readily understood by the public, and in this way, empower our consumers

    and improvecompetitiveness of businesses, especially micro, small and medium enterprises, Domingo said.

    Domingo added that this endeavor is expected to protect consumers, enable businesses to flourish, and encourage people to start new businesses. After our inventory and thorough examination of all business and consumer policies and procedures, we were able to reduce the number of active DAOs from 257 to 124, Domingo said.

    The other 133 DAOs were no longer included for circulation. These DAOs were repealed, amended, superseded or abolished by subsequent or new DAO or law. The obsolescence of a DAO is contained in itself or the new DAO affecting it.

    The remaining DAOs were validated with the various DTI functional groups that have jurisdiction over them, and now contained in the document named Compendium of Active DAOs in DTI.

    This compendium can be found in the Departments general records section, library, and digital systems. Soon, it will be published online and accessed in the DTI website (www.dti.gov.ph).

    We will continuously share our experience on this effort to other national government agencies to encourage and guide

    them in taking similar actions to streamline their official issuances, Domingo said.

    Domingo added that through this effort, we expect not only speedy and efficient delivery of public services for our Departments stakeholders but initiate the change in the entire Philippine government.

    With efficient and quality government transactions, we can help put in place the underpinnings for an enabling environment that can improve the peoples living standards and promote inclusive growth in the country, Domingo said. (DTI)

    Peace panels welcome Marcos assurance to pass BBL within Aquinos term

    MANILA -- The peace panels of the Government of the Philippines (GPH) and Moro Islamic Liberation Front (MILF) yesterday lauded the optimism of Sen. Ferdinand Marcos Jr. that the Bangsamoro Basic Law (BBL) will see the light within the time left of the current Congress.

    In a letter addressed to peace panel chairs Miriam Coronel-Ferrer (GPH) and Mohagher Iqbal (MILF), Marcos said he is confident that the Senate would do its best to pass the proposed measure within the remaining session days of Congress after considering all the amendments introduced by the Senators.

    On its last session-day last December 16, the House of Representatives concluded the period of interpellation on the proposed bill. Rep. Rufus Rodriguez, chair of the ad hoc committee on the BBL, vowed to pass the bill when Congress resumes session in January. The Senate, on the other hand, failed to deliberate on the Bangsamoro law on its last week of session this December.

    Marcos letter was in response to the open letter of the peace panels sent to Congress asking legislators to work for the immediate passage of the draft law on the Bangsamoro.

    Time is of the essence, and opportunity knocks only once, the GPH and MILF peace panels expressed in the letter. We are

    at the cusp of closing a major armed conflict that has divided our people for decades. But we cannot reach our destination without the goodwill and show of statesmanship from our leaders in the august halls of Congress, in whose hands the legislative power lies.

    The peace panels also emphasized the importance of passing the BBL to continue the decommissioning of MILF forces and weapons, generate positive effects on the succeeding administration, and arrest the spread of extremism.

    We ask you, our legislators, to open your hearts and to give our Bangsamoro brothers and sisters this one good chance to enjoy the right to peace, and partake of meaningful reforms and development, the peace panels said.

    The positive statement of Sen. Marcos on the passage of the Bangsamoro bill, came weeks after he was quoted in news reports saying that the measure is dead since Congress just run out of time to pass it. (OPAPP)

    These battlecry brings together the five key services; Occupational Safety and Health, Workplace Relations, Productivity, Occupational Skills Enhancement, and Livelihood Assistance in empowering workers and sustaining enterprises. It will stir a new kind of culture that strongly fosters safe and harmonious workplace; healthy, productive, and skilled workforce; improved business performance; greater market access; and more employment opportunities. The activity started with a Walk for a Cause themed Ang Bata Amomahon ug Paeskwelahon, Dili Patrabahuon participated by its attached agencies, partners, and stakeholders. The walk started at Guingona Park and finished at Robinsons Place-Butuan. A registration fee of P20.00 was collected in support to the DOLEs Child Labor Prevention and Elimination Program. After which, a short program was conducted that showcases giving recognition to the convergence with stakeholders in the delivery of programs and services. During the

    event, RTWPB Caraga gave due recognition to several mining companies who implemented the Productivity Based Incentive Scheme, and these are: Carrascal Nickel Corp.; Frasec Ventures Corp.; and Adnama Mining Resources Inc. Service Quality trained establishments were also given a seal of recognition such as Almont Inland Resort, Inc.; VCDU Prince Hotel; Butuan Grand Palace; Island Seafoods Restaurant; MJ Santos Hospital; WingOn Inc.; Philippine Gateway Hotel Surigao; Tavern Hotel Surigao; Isla Cabana Siargao; and La Entrada Resort. Labor Laws Compliance Officer and DOLE Provincial Heads were also given credits for their untiring support and partnership to RTWPB Caraga programs and services.

    Instead of firecrackers, use other merry-making instruments/ activities to produce sounds/noise such as car horns, torotot, videoke, parlor games, drums and other musical instruments, DOH Caraga regional director Jose Llacuna, Jr. said. He added that in case of an injury due to firecrackers, wounds must be immediately washed with clean, running water until all visible dirt and gunpowder residue is removed; put pressure with a clean, dry cloth or bandage when there is tearing of body part or skin and proceed to the

    nearest health facility for proper medical attention. This years DOH campaign is Tetano: Nakamamatay, Huwag Pasaway; Sa Paputok May Goodbye. The health department had also issued an advisory which gives tips on food and alcohol intake for holidays.     ZAMBOANGA CITY The Department of Health (DOH)-9 urged local government units in the region to ban the sale and use of firecrackers this holiday season especially during the New Year revelry.

    This Book Giving Program of the Rotary Club of Dipolog is part of its 65th Founding Anniversary celebration. Accordingly, these books will be distributed to 18 municipalities and 45 barangay libraries in the province. Among the beneficiaries are the municipalities of Rizal, Roxas, Jose Dalman and Siayan. Provincial Librarian Merely Timonan expressed her gratitude

    for the books they received from the donors. These books will be a big help to the youth, students, teachers and other professionals as they can use these books freely, she added. Meanwhile, she acknowledged the generosity of Rotary Club of Dipolog because of its donation and for being a channel to acts of kindness from other foundation.

He said the campaign will mainly focus on encouraging the public to use alternative ways in welcoming the New Year like the use of safe merry-making instruments and alternative noise-makers such as party horns (torotot) or even by playing loud music to eliminate if not lessen firecracker-related injuries. DOH-9 reported that there had been zero casualty and 16 cases of firecracker-related injuries in 2014, which was 100 percent higher compared to 2013 with only eight firecracker-related injuries. The surveillance team of DOH-9 also registered at least four cases of stray bullet. Most

    of firecracker-related injuries involved the use of piccolo (40 percent), five star (13 percent) and fountains (13 percent). Brilliantes noted that victims of firecracker-related incidents mostly came from the province of Zamboanga del Sur (40 percent); Isabela City, Basilan (40 percent); Zamboanga del Norte (15 percent) and Zamboanga Sibugay (5 percent). The health official underlined the need for serious cooperation of LGUs and the public to achieve zero casualty in welcoming 2016. This years anti-firecracker campaign of DOH is anchored on the theme: Sa Ingay Walang Sablay, sa Paputok Goodbye Kamay.

    IPIL, Zamboanga Sibugay The Department of Trade and Industry recently organized the Ipil Chamber of Commerce and Industry (ICCI) to spur economic activity here and elected its first set of officers. The induction ceremony was held at Roderics Resort, Taway, this municipality.

    With a vision to strengthen commerce in Ipil town and nearby municipalities, DTI Provincial Director, Engr. Al-Zamir I. Lipae encouraged the ICCI to be the voice of the business industry and an active catalyst in local chambers of development in the province.Mrs. Elgie C. Dar, one of the Board of Directors, made a comprehensive presentation on the Philippine Chamber of Commerce origin, mission, vision and thrust. ICCI President, Mrs. Ma. Bella C. Javier welcomed all the guests and fellow members. Furthermore, she stressed that success in the local chambers can be achieved through a

    professional organization working in close cooperation with various stakeholders in public and private sectors. The highlight of the event was the induction of the pioneer officers of ICCI who took their oath and were officially inducted by Engr. Lipae. They are the first set of officers who will lead the business undertakings in Ipil town and Zamboanga Sibugay province in a wider horizon with more opportunities ahead. ICCI is a first step towards bigger ventures. DTI is driven to support and guide ICCI along in its focused advocacy on business growth. It is a window for sustainable growth.

    Task force intensifies campaign against illegal firecrackers

    In its campaign against illegal firecrackers, the Regional Task Force on Illegal Firecrackers (RTFIF) in Region 10 conducted on December 22 a simultaneous inspection of fireworks stores in Cagayan de Oro: Agora, Carmen, Cogon, Bulua and Puerto.

    Department of Health (DOH) airs concern over firecracker injuries in the region based on its firecracker injury registry over the last 10 years.

    Data shows the numbers of reported cases on illegal firecrackers are increasing all over Northern Mindanao. In the previous year, a total of 87

    cases fireworks and pyrotechnics related injuries were recorded. Majority of the cases were males and most cases come from Misamis Oriental, said Dr. Adriano P. Subaan, assistant regional director, DOH in northern Mindanao. Seventy One percent involved children younger than 14 years old. Meanwhile, the Philippine National Police (PNP) bared the list of illegal firecrackers. It include big triangle, super lolo and equivalents, mother rocket, OG, plapla, pillnox, piccolo, pop-pop, watusi, goodbye Philippines, goodbye Earth, other firecrackers/pyro devices that could endanger life and limb, unlabelled firecrackers/ pyrotechnic devices and instructions attach, imported firecrackers/ pyrotechnic devices. Among the list, piccolo is still the

    leading cause of firecracker-related injuries. Republic Act 7183 or An Act Regulating the Sale, Manufacturer, Distribution and Use of Firecracker and other Pyrotechnic devices under 2012 revised limits the number and type of firecrackers and pyrotechnics manufactured to promote health and safety.     If ambulant vendors have no permit, automatically it is illegal. All the items displayed therein or offered for sale are already illegal. Regardless if there is DTI or content of gun powder or branding, these are no longer issues because of the mere fact that they are selling in the areas which are not designated by the Local Government Units (LGUs). Those areas that were given special permits by the LGUs do not necessarily mean that because they were given permits, all they sell is legal. Consistent with and in furtherance of public health, safety, order and national security, RTFIF was created as an inter-agency initiative, advocacy, partnership and cooperation to boost

    and/or augment the campaign of FOH and the BFP against the use of illegal firecrackers and pyrotechnic devices in Region 10. It is also created to support the PNP in their campaign, monitoring and enforcement of RA 7183. RTFIF, is composed of DOH, DILG, PNP, Department of Trade and Industry (DTI), Bureauf of Fire Protection (BFP), Department of Labor and Employment (DOLE), Commission on Higher Education (CHED), Department of Education (DepEd), Philippine Information Agency (PIA), Cagayan de Oro City Police Office (COCPO), Cagayan de Oro City Fire Department and Local Government Unit of Cagayan de Oro.     DOLE 10 conducts career coaching to MisOr studentsTAGOLOAN, Misamis Oriental - The Department of Labor and Employment Region 10 (DOLE-10), through its Eastern Misamis Oriental Provincial Field Office (EMO PFO), in coordination with the Local Government Unit (LGU) of Tagoloan conducted a Career and Employment Coaching Seminar to some 266 students of Tagoloan Community College on 11 November 2015, in Tagoloan town, Misamis Oriental.

    DOLE-10 EMO PFO Head, Errol Natividad commended the support of Josephine C. Almuena, the schools designated College Guidance and Counselor during the said activity. The advocacy concentrated on Labor Relations, Labor Market Information (LMI), and Career Coaching. It is important that graduating students are well informed on the basic labor standards in preparation for work after graduation, Natividad said. The topic on LMI tackled on the supply and demand of jobs in the country and abroad. The students were provided with the birds eye view of in demand jobs, as well as the hard-to-fill jobs. Natividad also informed that the activity focused more on career coaching, providing in depth explanation and discussion on skills enhancement and the techniques for a successful

    job interview. Also advocated was on strenghtening and boosting ones skills for faster employment. On behalf of College President Dr. Rolando D. Acoriba Jr., Almuena thanked the DOLE-10 EMO team for the time spent on employment facilitation and at the same time taught the students some helpful tips in landing a successful career in the future.
