Masola said the seminar workshop is pushed by the school administration to enhance the competitiveness of their pupils in different art contests not only in the local arena but in the national level as well. Masola also said that “at the end of the training workshop, pupils are able to understand that arts is not only for contest but for recreation.” T h e w o r k s h o p participated in by i n t e r e s t e d grades 4, 5 and 6 elementary pupils was held on w e e k e n d s starting last month and

ended on the first week of this month. The artists-mentors used lectures and hands-on activities in basic color mixing, sketching and technique composition, poster, mosaic and collage making at the sessions held at the school’s audio visual room. The participants were trained to acquire proper knowledge and techniques on arts, so that the school will have a ready pool of artists for local to national competitions in Arts, Masola explained. Teachers who were present in the workshop also actively participated and were also able to learn more about arts and its dimensions.

Sikatuna on outgoing Japanese Ambassador

Ambassador Urabe, together with the Japanese Embassy’s Deputy Chief of Mission Tetsuro Amano and Political Minister Hironori Shibata, paid a farewell call on the President at the Music Room of Malacañang Palace. Present during the conferment ceremony were Foreign Affairs Secretary Albert del Rosario and Cabinet Secretary Rene Almendras. Ambassador Urabe was cited for “his significant contribution to the peace process and development in the conflict-affected areas in Mindanao.” Last March 20, Ambassador Urabe signed eight

grant contracts with recipient organizations for various social development projects in conflict-affected areas in Mindanao. These projects were funded through the Grant Assistance for Grassroots Human Security Projects (GGP) implemented by the Japanese Embassy as part of the Japan-Bangsamoro Initiatives for Reconstruction and Development (J-BIRD). The Order of Sikatuna is an Order of Diplomatic Merit conferred upon individuals who have rendered exceptional and meritorious services to the Philippines.

trained under the Islamic State of Iraq and Syria (ISIS).

“There is reason to be worried...,” said Basilan Bishop Martin Jumoad in a text message. With this, the Catholic bishop said the government should monitor the Filipinos who are reportedly in Iraq. “I hope the government could monitor the 100 Filipinos who are there. I am really worried,” Jumoad

said. Asked on what he thinks is the effect of the reports to Christians, especially in Mindanao, he said, “The worry is there, and it will be heightened when it is done here in Mindanao. I hope our Muslim leaders will do something to neutralize this.”

These include recognition with the most number of firearms recovered during the conduct of various police interventions and its notable accomplishment in the campaign against illegal drugs.

Peralta revealed that their office has listed 39 operations and 50 arrests as well as recovered 44 assorted firearms, two fragmentation hand grenade, and one 60 mm mortar projectile used as improvised explosive device (IED). It has also recorded 50 cases of violation of P.D. 1866 amended by R.A. 8294 or illegal possession of firearms.

Various operations against illegal drugs were also conducted in different parts of the province.

Meanwhile, Peralta was also awarded as the Best Police Commission Officer with achievement award in the field of police administration.

The PRO 12 bestowed the award to Peralta based on PNP Integrated Transformation Program – Performance Governance System (ITP-PGS) and on his initiatives as a provincial director.

On the other hand, President Roxas Municipal Police Station in President

Roxas town of this province received Special Unit Award after its notable performance in defending the police outpost from the attacks of the New People’s Army on May 20 of this year.

According to City Agriculturist Ramon Losanes, the latest project, which included a 420- square meter (sq m) drying pavement, costs P700,000.

The new drying pavement has doubled the size of its original 420- sq m drying pavement built in 2012, also with funding from DA 12.

Losanes added that with the completion of the last project, the seed farm is now fully functional.

The 840 sq m multi-purpose drying pavement, he elaborated, can accommodate 80 to 100 sacks of palay while the mini-warehouse can store 800-1,000 sacks of palay seeds, fertilizers, and other farm inputs.

Farmers in Barangay Rajah Muda are welcome to use the drying facitity, he said, noting further that Mayor Lina Montilla has ordered that no fee will be

charged to farmers who will use the dryer.

Tacurong City’s 8-hectare Seed Farm produces quality certified seeds, which are sold to farmers in the city’s 20 barangays at a very low price.

Each bag of certified seeds can be bought for as low as P900. These seeds are made available every planting season.

Another mini warehouse with multi-purpose drying pavement was installed at Purok Esmeralda, Barangay Upper Katungal for the benefit of the members of the Mindanao Pioneers Agrarian Beneficiaries Multipurpose Cooperative (MINPARBEMCO).

TACURONG CITY, Sultan Kudarat -- At least 455 members of cooperatives across Sultan Kudarat Province has been reached in training-seminars conducted by the Tacurong City Office for Development of Cooperative (ODC) since January.

City cooperative officer Nestor Leguro said the ODC, the lone accredited cooperative training provider in the province, has already held 12 various coop training-seminars not only in Tacurong City but also in the municipalities of Lebak, Kalamansig, Esperanza, Bagumabayan, Isulan, Lambayong, and Columbio.

These events, he added, were able to reach at least 455 members who were equipped not only in matters that pertain to ensuring success in the operation of their respective cooperatives but also in areas where they could improve their living standards.

Leguro further reported that besides the trainings, the ODC has also released over P200,000 aid to three primary cooperatives in Tacurong under its Cooperative Livelihood Assistance Program.

Two more cooperatives are processing their applications for the

livelihood assistance, he added. In his report, Leguro noted

that Tacurong City has already 18 active cooperatives with combined membership of 6,601 as of 2013.

These cooperatives reported a total revenue of P24.45 million last year.

“These figures prove that the significant contributions of the cooperative sector to the economy of the city,” he said, “this is the primary reason why cooperatives get full support from the city government.”

DOLE Caraga tops in LLCS implementation

BUTUAN CITY - Department of Labor and Em-ployment Secretary Rosalinda Dimapilis-Baldoz said yesterday there is no doubt that teamwork among the implementers and the support and cooperation that the DOLE has elicited from its tripartite partners through constant and sus-tained social dialogue will spell the difference in the overall success of the new labor laws compliance system (LLCS).


The DOLE chief stated this observation at the industry-wide consultation cum dialogue that the DOLE Caraga Regional Office organized and hosted at the Almont Hotel Inland Resort to assess the progress of the LLCS’s implementation. Baldoz and Undersecretary Rebecca Chato, head of the DOLE’s internal and labor relations cluster, were at the event to emphasize the seriousness of the DOLE in addressing the issue of ‘5-5-5’ and ‘contractualization’ across all industries and to showcase strategies to accelerate the implementation of the LLCS. Also present at the event were DOLE Caraga Regional Director Johnson Canete, Carlos Eludo, Maritime Industry Tripartite Council (ITC) Vice Chairman; Dulmar Raagas, Mining ITC Vice Chairman-Management; and Elbert Mesa, Security, Manpower, and General Services ITC Vice Chairman-Management, Lt. Anuar Inidal, Acting Station Commander, Philippine Coast Guard, Butuan; and ITC members and representatives. During the dialogue, Secretary Baldoz listened to officials and members of the region’s three industry tripartite

councils (ITCs) who took turns in relating their experiences in complying with the country’s labor laws under the new LLCS. “We wish to inform you, Madam Secretary, that the new approach of the DOLE in implementing the new LLCS has been good business for us. Now, it is the clients who are coming to us wanting us to do business with them,” said Mesa. Baldoz visited Caraga to hear and see for herself the strategies that makes the DOLE Caraga Regional Office tops in the implementation of the Labor Law Compliance System (LLCS). The DOLE Caraga Regional Office has already achieved 44 percent, or 438, of its 2014 target of 999 establishments for joint assessment under the new LLCS. Of those it has jointly assessed, 35 percent, or 151 establishments, have been issued Certificates of Compliance with General Labor Standards and Occupational Safety and Health. It has also issued Certificates of Child Labor-Free Establishment (CLFE) to 24 establishments. In Butuan City, Baldoz presided over the awarding of CoCs to 20 local establishments and Child Labor Free Establishment Certificates to 38 other local companies.(PNA)

To attain the objectives of Food Staples Sufficiency Program (FSSP), the DA set its vision to enhancing effectiveness by strengthening the delivery of extension services to rice farmers and accelerate the adoption of new technologies and “best practices” through the Local Farmer Technician Program (LFTP). the need to increase the number of extension workers remains high as formidable number of farmers are not reached by the limited number of agricultural extension technicians. Dahino, LFTs are very effective partners in carrying out extension services because of their first-hand experiences in rice production. Aside from that, LFTs were also trained on the principles and concepts of rice science enabling them to become rice farming technicians. “Caraga region has now 98 LFTs who were trained and now acted as partners and active players in the development and promotion of modern rice production technologies in low yielding rice-growing areas in the region,” Dahino said. Aside from strengthening

LFTP, community seed banking was also introduced as an extension tool to increase farmer’s access to quality seeds. The facility is controlled and operated by farmers themselves. DA had also invested in trainings to fully equip the LFTs. “My social mobilization, facilitation, and communication skills was enhanced after I went through verious trainings conducted by DA and its attached agencies which made me a more capable Local Farm Technician,” said Felix D. Vasquez, LFT of Cagwait, Surigao del Sur. “Palay Check System, Integrated Pest Management and Agro-Ecosystem Analysis are a few of the rice technologies that were shared to me which I also shared to my fellow

farmers through Farmers Field School,” he added. As part of their incentive, LFTs are provided by the DA P3,000 per month released quarterly. This is to ensure mobility of the LFTs within their area of responsibility and also ensures sustainability of agri-extension services in the barangays.

Nasher Dulay, a freshman student said he is ready to participate in tree planting activity to be undertaken by the school to help solve climate change problem. Dulay recalled that during

his elementary years, he actively participated in tree planting activities conducted by the Boy Scout of the Philippines at the Eco-Park in Bayog. “I am very much eager to plant more trees and will support other activities related to climate change mitigation and adaptation,” Dulay added. Meanwhile, School Principal Danilo Ungang said BNHS has implemented Republic Act 9003 otherwise known as Ecological Solid Waste Management Act, in support of the climate change mitigation and adaptation efforts of the government. “We are teaching our students to be responsible by strictly observing proper disposal of garbage in our school, Ungang concluded.

ZCMC Chief Administrative Officer Violeta Mangaso said a meeting with members of the Zamboanga Press Club was conducted recently to discuss the said hospital policy to the media. Mangaso said the policy provides guidance to both ZCMC and the media in the release of information about the patient. “It is our primary concern that the patient’s right is not put into jeopardy or is not violated,” Mangaso emphasized. Mangaso said the policy on

media relations uphold the right, dignity, privacy, confidentiality and consent of the patient with regard to giving information to media or an interview. Mangaso asked the understanding of the local media that before an interview [with the patient concerned] is granted, the Public Assistance and Customer Care Unit (PACCU) shall present the request [of the media] to the patient and his/her family including the attending physician/head nurse on duty regarding the interview,

ZAMBOANGA CITY – The Department of Energy (DOE) is now holding the 5th Philippine Energy Contracting Round (PECR5) for potentially coal-rich areas all over the country. Eight municipalities in region 9 are covered in the areas to be bid out to private companies for exploration. The contracting period will end in September this year.

position to disclose information about the him/her,” Mangaso further explained. Mangaso clarified that although ZCMC is viewed as a public service institution, medical information is not an open public record. “There are rules to follow and policy to respect,” she said.. “Only ZCMC-accredited media men shall have access to the hospital and patients,” she said. “To be accredited, their managers/station managers, editor in chief shall write us and enumerate the names of their reporters or writers that they want us to accredit,” Mangaso explained. She said, those who will be accredited shall be issued an ID. ‘The ZCMC will set up a media center where the media can hangout as they do their stories or after a coverage. We are also thinking of conducting a regular press conference, probably one a month, ” Magaso said.


In an information-dissemination campaign conducted by the DOE in Garden Orchid Hotel here, it was learned that the eight municipalities are Godod, Baliguian and Siocon in Zamboanga del Norte, and Kabasalan, Alicia, Imelda, Payao and Malangas in Zamboanga Sibugay. Representatives from the local government units of these areas attended the activity, including Zamboanga Sibugay Governor Wilter Palma. DOE Undersecretary Zenaida Y. Monsada explained that the PECR “is a mechanism whereby the government bids out areas with potential indigenous energy resources for exploration and possible development and production”.

“This provides a more transparent and competitive system of awarding petroleum service and coal operating contracts,” Unsecretary Mosada added. According to Engr. Nenito Jariel, OIC-Chief of the Coal and Nuclear Minerals Division, applicant private corporations must be Filipino, and must submit the necessary legal, technical and financial documents on or before September 26, 11:00 am Philippine Standard Time. Failure to submit on or before the deadline will cause disqualification. “An application fee of P50,000 will be collected and non-refundable,” Jariel said. “Only exploration works will be accepted,” he pointed out. The applicants will be screened on criteria including legal qualifications, work program, technical and financial qualifications. Winning applicants will be endorsed on November 21. In the development, production and sale of coal resources, the host LGUs are entitled to the following shares: 20% to the province, 45% to the municipality and 35% to the barangay. Utilization of these shares include 80% to lower the cost of electricity in the LGUs where such source of energy is located, while 20% will be used for development and livelihood. From 2009 to 2013, LGUs have received a total of P22.77 million worth of shares from the coal industry.

TUDELA, Misamis Occidental - The Department of Agriculture (DA) has turned over the Mitugas-Gala farm-to-market road (FMR), the first to be completed using the 2013 Bottoms-up Budgeting (BUB) process in Misamis Occidental to the municipal government unit, here, last Aug. 20.


A project involving the concreting of 747 linear meters (0.75 km.), the FMR had an allocation of P6,000,000, but was contracted at a cost of P5,889,165.62 by MDB General Construction, based in Catadman, Ozamiz City, and completed, last July 31, this year. “The project now eases the lives of the farmers, who in the past, needed to walk for hours through Gala’s winding road and cross a river, just to bring their farm produce, mostly on foot, to the junction of Mitugas,” barangay captain Juan Gumilos of Gala said, during the turn-over ceremony. The junction serves as the “tabo” or meeting/market place for the “komprador” or traders, set every Friday, as no mode of transport reaches Gala and motor vehicles are only up to the junction. “The farmers don’t have the money to pay for the fare of more than P100 per person and an equal amount for every sack of cargo on board a ‘habal-habal’ or motorcycle, if they
