Ninoy Aquino’s martyrdom must inspire young generation of Filipinos, says Palace ofþcial

“Let us pledge to transmit his thoughts and the reasons he took his fateful stand to the generations who were not yet around in 1983, but who continue to enjoy the freedom of choice, thought, and expression that he fought and died for, and which characterizes our country today,” Presidential Spokesperson Edwin Lacierda said in a statement on Wednesday. Secretary Lacierda asked the people to pause in prayer and reflection, and revisit Ninoy Aquino’s undelivered arrival statement available in the original English and Filipino translation on the Official Gazette. Thirty-one years ago, Ninoy Aquino came home to prove that the Filipino is worth dying for, Lacierda

said. With his martyrdom, Ninoy Aquino joined the ranks of other heroes such as Dr. Jose Rizal, Jose Abad Santos, and Aquino’s fellow victims of Martial Law who stood for national freedom and integrity, he added. Ninoy Aquino was assassinated on August 21, 1983 after arriving from several years of living in exile in the US. Three years after his death, his widow, Corazon Aquino was swept to power following the bloodless 1986 People Power Revolution that toppled the Marcos dictatorship.

A recent spate of crimes, such as robberies, assault and the killing and rape of a 23-year old woman in Bulacan, have raised concerns about the people’s security. In a press briefing at the Palace, Presidential Communications Operations Office Secretary Herminio Coloma, Jr. said one of the strategies of the police is to work with communities. “Patuloy ang pagkilos ng ating pamahalaan para tiyakin ang kaligtasan at kapanatagan ng ating mga mamamayan. Isa sa mga mahahalagang elemento dito ay ang pakikipag-ugnayan ng kapulisan sa mga komunidad,” Coloma told reporters. He said it is a proven strategy that when the police and the people work together, they can prevent crimes. When the citizens and the police work together, authorities can easily monitor the movement of people, he explained, adding that the people must always be vigilant to catch criminals.

Another government strategy is the systematic registration of firearms to address the proliferation of loose guns that often end up in the hands of criminals, the Communications Secretary said. “Bahagi din diyan ang pagbibigay ng sapat na kagamitan at modernong equipment sa ating kapulisan na magagamit nila sa investigation, crime detection, at crime prevention,” he said. Fixing the country’s criminal justice system is also a major thrust in fighting criminality, Coloma said, adding that a lengthy trial that leads to the acquittal of suspects gives criminals more confidence in violating the law. “At isa rin ‘yang dahilan kung bakit mayroon tayong security, peace and justice cluster, dahil nga magkakaugnay ang mga suliraning kinakaharap ng iba’t ibang kagawaran,” he added. (UNESCO) inscription of Mount Hamiguitan range wildlife sanctuary as a World Heritage Site is a boon to Davao Oriental, Governor Corazon Malanyaon has said.

Mount Hamiguitan was recently inscribed in the UNESCO World Heritage Site during a UNESCO Conference in Doha, Qatar, Governor Malanyaon said during a press briefing after she paid a courtesy call on President Benigno S. Aquino III on Wednesday morning. “It was declared as a World Heritage Site because of its outstanding universal value. It has a huge biodiversity. It was the endemism actually that caught the attention of the UNESCO people,” she said. Endemism is the ecological state of a species being unique to a defined geographic location, such as an island, nation, country or other defined zone, or habitat type. Mount Hamiguitan, home to about 2,000 people, boasts of pygmy or bonsai forests. According to the UNESCO, Mount Hamiguitan showcases terrestrial and aquatic habitats at different elevations, and includes threatened and endemic flora and fauna species, eight of which are found only at the

mountain range. These include critically endangered trees, plants and the iconic Philippine eagle and Philippine cockatoo, it said. The designation of Mount Hamiguitan as a heritage site is good news to Davao Oriental as it will open a lot of opportunities for the province, especially in terms of eco-tourism, she said. “It is one gift that we would like to share to the world and also a way of showcasing our concern for our environment,” the governor added. The UNESCO encourages the identification, protection and preservation of cultural and natural heritage around the world considered to be of outstanding value to humanity. To fulfill this initiative, the international body adopted in 1972 an international treaty called the Convention concerning the Protection of the World Cultural and Natural Heritage.

DAVAO CITY- Davao City Police Office (DCPO) Director Police Senior Superinten-dent Vicente Danao said he will present more wishlist to the city government after the a training for the city’s Special Weapons and Tactics unit will be conducted. “Mahiya naman tayo kung hihingi agad.” Da-nao said during an inter-view with media during the Kapehan sa Dabaw at SM City last Monday (August 18). Danao said he is confident that the lo-cal government will help as they have been very supportive. “Since I as-sumed office, we received about 22 patrol vehicles already.” The City Police Chief said. “We now have 54 patrol vehicles so there will be no excuse for not doing our jobs.” Danao added. Recently the City Government donated 66 motorcycles to the Land Transportation Of-fice, Traffic Management Group (TMG) and Traffic Management Command (TMC). DAVAO DEL NORTE- - The Land Transportation Office (LTO) chief based on this province announced during the recent Kapihan sa Kapi-tolyo that new license plates will be released in the second half of August. Marietta Piccio, supervising transportation and regulation officer of LTO – Davao del Norte, said that they already received around 4,000 new license plates from the region and will be issuing it on the remaining days of August. “We have just received the plates and we are still counting it for inventory before we will be releasing it,” Piccio said. Piccio said that in claiming the

plates, the owner of the car or authorized agents should bring the original copies of the official receipt (OR) and certificate of registration (CR). She also disclosed that the new standard plates bear seven a l p h a n u m e r i c characters. “Car plates have three alphabets and four numbers;

while for motorcycle plates have two alphabets and five numbers,” she added She also stressed that the license plates have security measures against tampering, theft and falsification. She said among the security features of the new license plates were the bar code and one-way screw. She said that the bar code can determine the car’s identity and make-up as it was programmed for its carrying vehicle. Solis said, the Provincial Search for Best Performing ADACs for this year aims to recognize the importance of the local government units in maintaining peace and order in the local communities. “The search is intended to strengthen the capacity and functionality of the ADACs of the provincial government in the fight against the menace of illegal drugs,” Solis said. An evaluation team composed of selected members of the Provincial Anti-Drug Abuse Council will be visiting the local government units of the province within the

period of September 9 to 16 for a filed validation, Solis added. Solis further said, the search in its initial implementation shall cover the city/municipal level and shall evaluate/validate documents for the year 2013 and the first semester of 2014. The awarding of winners will be included in the Accelerating New Dimensions in Good Governance and Excellence in Local Leadership of ANGELL in October this year. ANGELL is a provincial award mechanism that recognizes outstanding performance and innovations.

BUTUAN CITY - In its continued support to farmers in the re-gion, the Department of Agriculture – Regional Field Office 13 (DA-RFO 13) through the High Value Crops Development Program (HVCDP), turned over to the Provincial and City Agri-culture Offices a total of 23,731 pouches of various vegetable seeds amounting to P1.4 million last August 12 at the DA Con-ference Hall here. The Provincial and City Agriculture Offices will in turn distribute the seeds to their identified municipalities and non-government organizations for planting. The identified beneficiaries are those that are from major

production areas of vegetables such as: Antongalon, Anticala and Pianing for Butuan City; Cabadbaran, Santiago, Buenavista and Jabonga for Agusan del Norte; San Francisco, Bayugan, Esperanza, Trento,

Sta. Josefa, Rosario, Talacogon, Prosperidad and Sibagat for Agusan del Sur; Lanuza, Carrascal and Lingig for Surigao del Sur; and Pamaypayan, Burboanan, San Roque and San Isidro for Bislig City. The seedsdistributed included upland, lowland, spices, and indigenous vegetables. The province of Agusan del Sur received a total 6,257 pouches, Surigao del Norte got 4,122 pouches, Surigao del Sur received 2,381 pouches, Agusan del Norte got 5,721 pouches, Butuan City receive 1,436 pouches while the Province of Dinagat Islands was given 1,421 pouches. The seed distribution is a regular intervention under the vegetable production program. “This intervention aims to lower production cost of farmers as well as provide them access to quality seeds,” HVCDP regional coordinator Lynn A. Pareñas said.

Bislig Vegetable Growers Association chairman Rafael Alba said he is thankful for the intervention as it gives him one less thing to worry about in his farming. “Maayo ni nga programa, dako kini nga tabang sa mga mag-uuma (This is a good program, it can greatly help the farmers),” Alba said. The program also seeks to answer the shortage of supply of vegetables in the region. Caraga’s vegetable production is not enough to meet the demands so it relies on the supply coming from Bukidnon, Cagayan de Oro and other NorMin areas to augment the deficit. Further, the program is also in support to attaining the targeted growth rate of 1.77% in highland vegetable production for the country, and the 1.77% and 1.45% growth rates targeted for the lowland and spices vegetables respectively.


Displaced Caraganon OFWs in Libya receive financial aid from OWWA

One of the OFW repatriates, Jescel Cordova, 24, from Tandag, Surigao del Sur, expressed his gratitude for the government’s effort to rescue OFWs affected by Libya crisis. “I am also grateful to OWWA for the financial assistance they have given, for this amount is already of big help for my family while I search for new employment,” Cordova said. Cordova has worked in Libya for 11 months nearly to

finish his one year contract in Tripoli as a General Assistance in Galaxy Company who is engaged in catering services. Cordova said he was traumatized with his experience. “I was scared by the exchange of ammunitions outside the compound we were staying. Explosions are everywhere which may hit us anytime,” added Cordova. He said it took him and his other co-workers courage and determination to surpass the


warfare area. Accordingly, the Libyan armies escorted them along their way from Tripoli to Tunisia in order to seek assistance from the embassy. Cordova arrived in the country on August 6 through the aid of the Philippine government. OWWA led in the conduct of airport assistance, emergency medical check-up and stress debriefing and provided transport assistance to OFWs on their way to their respective provinces. Godofredo Barao, 42, also expressed appreciation to the government for ensuring their safety. Barao worked for almost 20 months as a pipefitter in Jabel Oil Services contracted by Waha Oil Company located in Libyan Desert. Barao related it was not his first time to work overseas for he has been to Taiwan and Brunei before, but he was terrified with his experience in Libya. He said through the efforts of the Philippine government, the company allowed them to be repatriated. According to him, a plane owned by the company was used in transporting around 500 OFWs going to Tripoli and they

travelled via land going to Tunisia. He arrived from Libya on August 4 at Ninoy Aquino International Airport and like Cordova, he was assisted by a government team led by OWWA. He stayed at the OWWA Halfway Home for some medical check-ups and stress debriefing. Two weeks after he travelled on his way home to Cantilan, Surigao del Sur with all expenses defrayed by the government. Barao said “the monetary assistance granted by OWWA will be used for a business he is planning to startup in addition to his savings.” However, despite their experiences in Libya, Cordova and Barao are still open for opportunities to work overseas. On the other hand, aside from the financial assistance from OWWA, displaced OFWs can also avail of the other assistance under the Assist WELL (stands for Welfare, Employment, Livelihood, Legal) Program of the government which aims to address the issues and concerns of OFWs displaced due to political crisis.

Burning of fossil fuels like oil, coal, gas and others in transportation, manufacturing processes and industry are some human activities that contribute to the increase of carbon dioxide emissions. The use of chemical fertilizers and pesticides, and the process of decomposition in flooded rice fields causes the emission of methane into the atmosphere, includinglivestock production and waste management system like landfills. According to the Intergovernmental Panel on Climate Change (IPCC), global sea level rise was pegged at an average of 1.8 mm per year from 1961 to 2003, or a total of 0.17 for the 20th century. Sea level rise occurs mostly as a result of the thermal expansion of warming ocean waters, the influx of freshwater from melting glaciers and ice and vertical movement of the land itself. Globally, the expected impacts

of CC are numerous. Some are beneficial like the fertilization effect of increased concentration of carbon dioxide which is seen to cause improved harvests, and the warmer temperature in cold countriesleading to less death among the very young and elderly. Another is the practice of 3Rs, Reduce, Reuse and Recycle, conserve water and natural resources, plant trees and encourage others to plant too. Biking/walking through not very far distances would also help and be environment-friendly, do not do anything that would destroy the environment. Creating awareness and behavior change among communities can only be achieved by a vigilant and well-informed citizenry. If the community cares for each other, and work together to save Mother Earth, this would be an era of greater resiliency against calamities and disasters.

DIPOLOG CITY – Checks for grantees of the Special Program for the Employment of Students (SPES) and starter kits have been handed to beneficiaries at the Boulevard Commercial Complex this city.

No less than Secretary Rosalinda Dimapilis-Baldoz of the Department of Labor and Employment (DOLE) together with Undersecretary Rebecca C. Chato, Bureau of Local Employment (BLE) Director Dominique R. Tutay and DOLE-9 Regional Director Sisinio B. Cano personally came here to lead the distribution of checks for 807 SPES grantees who had rendered services to local government units and private establishments in the province. “I commend the DOLE for the strong partnership in SPES and teaching students about hardwork and sense of responsibility,” Governor Roberto Y. Uy said in his message as read by Public Employment Services Office (PESO) Manager Ryan Victor P. Miranda.

The SPES, which is mandated under Republic Act No. 9547, aims to help poor but deserving students to pursue their education by encouraging their employment during summer or Christmas vacations, through incentives granted to employers, allowing them to pay only 60 percent of their salaries or wages, as the other 40 percent will be paid by DOLE. The SPES is open to all qualified high school, college or vocational students or drop-outs and interested employers. “Through SPES, students and out-of-school youths will learn in offices and will gain experience in working,” Secretary Baldoz said. Moreover, starter kits for welding were given to the five graduates of TESDA in the province.

Nonito Oclarit explained that the RTA is still drafting the proposed city-wide traffic rerouting scheme in consonance with the activation of the new traffic signals being installed in different parts of the city. The committee earlier referred to the RTA the request of the National Confederation and Transport Workers Union and its affiliate members in barangay Kauswagan for a new route from Kauswagan to Kauswagan-Puntod Bridge in response to the clamor of the riding public to avail of one ride only

Rebecca Banan, provincial architect, said its design features “kuyamis” (young coconut) as the province’s product. The information kiosk will be designed with “kuyamis” and we will display a television set which will present the salient facets of Misamis Oriental, Banan said.

She added the information kiosk will be located at the ground floor adjacent to the information booth of the Department of Tourism region 10 and the marker at the center façade, approaching the airport. Further, as Governor Emano envisions the province to be the “coconut capital” of the Philippines, then this is the first step, she said. In addition, Capitol is set to put up a tourism marker next week, still at Laguindingan airport.

Twenty MRB-LGUs in northern Mindanao will be extended with technical assistance by DILG-10 in coming up with their own multi-hazard and risk maps on a community level. Target local government units include the municipalities of Cabanglasan, Damulog, Dangcagan,

Don Carlos, Impasugong, Kadingilan, Kalilangan, Kibawe, Kitaotao, Lantapan, Maramag, Pangantucan, Malitbog, Manolo Fortich and Sumilao, all from the province of Bukidnon; and the municipalities of Baloi, Linamon, Matungao, Pantao Ragat and Pantar in the province of Lanao del Norte.


There are already 26 municipalities and five cities trained on GIS since last year. Meanwhile, 36 cities and municipalities of the region which are not traversed by the major river basins will also undergo the same training on September 8-12. They will come from the provinces of Lanao del Norte, Camiguin, Misamis Occidental and Misamis Oriental. According to Atty. Rene K. Burdeos, regional director, DILG-10, GIS is a tool used to map the location of natural hazards and vulnerable sectors

and infrastructures in the society.
