The Department of Trade and Industry (DTI) region 10 gave the local media in Cagayan de Oro a chance to check one of their assisted groups in Bukidnon, the Hineleban Foundation Inc. Located in Kalugmanan, Manolo Fortich, Bukidnon, DTI has granted the foundation, through its Shared Service Facility (SSF) program, P3,635, 480 worth of equipment including one unit coffee roaster, mechanical dryer, coffee grinder and band sealer to increase value of the coffee produced by its farmer beneficiaries. According to Renee Araneta Perrine of Hineleban Foundation Inc. that 100% Arabica is grown up in the mountain. Bukidnon highland tasted good, it’s called sweet coffee, she said. However the Indigenous People (IP) needed livelihood, so they came up with the idea of “transformational partnership” where they provide technology, inputs and value formation classes and courses. The foundation have about 600-700 coffee farmers. Arabica coffee is known to be the supreme of all coffees, the good news?

It’s here in Mindanao.

In fact, coffee was their first livelihood and it’s been their sixth year of harvest this year, 2015. Further, the company buys back the berries at 300% more than any trader would buy from them. They simply cut the traders that go between and buy directly from the community. Perrine said, “We’ve been building the processing facility through the help of DTI grant such as the roasting machine, grinder and sealer.” And this is the only farm in the entire Asia that has from seedling, to harvesting, to processing to roasting, to packaging and sales, she added.

For a greater cause Together with the efforts of local farmers in the foothills of Bukidnon, Hineleban Foundation Inc. has pioneered

According to DTI regional director Linda O. Boniao, the foundation has been producing roasted and ground coffee for a while now and is in the process of tapping the export market. The provision of the equipment will not only make its processing Food and Drug Administration (FDA) compliant but will enable them to meet the required volume and quality required in the export market as well. Right now, their coffee can be checked at all Healthy Options stores nationwide.

Government intensifies preparation against effect of ‘El Nino’

TESDA infuses P65M training fund for IT-BPO industry

MANILA - The Technical Education and Skills Development Authority (TESDA) beefed up its support to the Information Technology-Business Process Management (IT-BPM) with the infusion of fresh funding for the training of its potential workers.

He noted that concerned government agencies are working together to minimize the effect of El Nino.

“Kumikilos na ang iba’t ibang ahensya ng pamahalaan sa pangunguna ng Kagawaran ng Agrikultura upang bigyan ng karampatang tulong ang mga magsasaka at manggagawa sa kabukiran, tulad ng pamamahagi ng mga drought resistant na punla ng palay, maging ang pagsasaayos ng kanilang mga cropping season upang maiwasan ang mga tinaguriang disaster-prone na mga buwan alinsunod sa inilatag na El Niño mitigation

In a statement, TESDA said it will channel P65 million worth of scholarship vouchers for the pre-employment training and retooling of incoming workers in the industry, according to separate Memorandum of Agreements (MOAs) recently signed by TESDA Director General Joel Villanueva with the Healthcare Information Management Association of the Philippines (HIMOAP) and Animation Council of the Philippines (ACPI). The training will be carried out through TESDA’s Training for Work Scholarship Program (TWSP). “Prospects for continued growth are bright for the IT-BPO

industry, and we should be able to capitalize on this opportunity,” Villanueva said. “We will continue to provide quality education and training to have a pool of skilled and employable youth for these firms,” he said. The separate MOAs stated that HIMOAP get P50 million worth of scholarship vouchers, while ACPI will get P15 million. The training will complement the excellent infrastructure and support that the government continues to provide, which make the Philippines the top destination for IT-BPM firms, Villanueva said. The agreement with HIMOAP will focus on training for Medical Transcription Finishing Course NC II, Medical Transcription NC II and Medical Coding and Billing NC II. Beneficiaries under the MOA with ACPI will be trained to get employed in the animation industry. According to the agreements, the partners committed an employment rate of at least 75 percent within six months from the scholar’s

graduation.

HIMOAP also pledged to formulate a fund replenishment scheme to extend the mileage of the scholarship program. Signing the separate agreements were Villanueva for TESDA, Myla Rose Reyes for HIMOAP and Juan Miguel del Rosario for ACPI. HIMOAP is a non-stock and non-profit organization which aims to promote the Philippines as a destination of choice for outsourced healthcare information management services (HIMS). ACPI is an organization recognized and supported by

the Philippine government whose aim is to promote the animation industry globally with the intention of creating an identity for the Philippines to be considered amongst the preferred countries that service the animation industry. The MOAs are for the continuous partnership among TESDA and the two organizations for the training of workers in the IT-BPM industry. (TESDA)

GPH-MILF peace process seeks to address root causes of Mindanao conflict – DelesMANILA - The ongoing peace process between the Government of the Philippines (GPH) and Moro Islamic Liberation Front (MILF) is among the measures being pursued to substantially reduce threat to security and peace and order in Mindanao from armed groups that foment lawlessness and instability in the South, Presidential Adviser on the Peace Process Teresita Quintos Deles said on Saturday.

“Peace between government and MILF means peace with the largest, most organized armed group which has been fighting government for decades. Ending this armed conflict means that this organized armed body ceases to fight the government and instead becomes a partner in addressing the problems facing the country, including problems of lawlessness in the South,” she said.

“It enables the effective exercise of the rule of law over areas previously outside its reach and ungovernable. Certainly, that must have some value in achieving our national aspiration for shared security and shared prosperity,” she added.

Her statement came after a published news report quoted a study funded by the World Bank which noted that political violence related to rebellion

and insurgency inflicts the “largest human cost” that affect Philippine development.

Deles said the government had early in the Administration concluded that negotiating with the MILF, which has concluded with a peace agreement and its legal iteration, the Bangsamoro Basic Law (BBL), would make efforts to address the root causes of the conflict in Mindanao more effective. Deles said despite efforts by critics to paint the Mamasapano incident as proof that the BBL won’t address the threat from armed groups in Mindanao, the peace agreement with the MILF and the establishment of the proposed Bangsamoro in the BBL would be an indispensable big step towards disarming not just the MILF but other threat groups in Mindanao.

“The decommissioning process will cover not only the MILF but also other armed groups. Hence, the BBL will have a multiplier effect,” she said.

Under the Comprehensive Agreement on the Bangsamoro which the government and MILF signed on March last year, the

MILF agreed to decommission its firearms and weaponry and its 11,000-strong Bangsamoro Islamic Armed Forces (BIAF) in exchange for the establishment of a political entity with genuine autonomy to replace the Autonomous Region in Muslim Mindanao. Its fighters would undergo a normalization process so they could resume lives as ordinary citizens, and not as combatants anymore.

The CAB -- a product of more than 17 years of peace negotiations between the Philippine government and the MILF -- has also made the MILF, the biggest armed group in Mindanao, to undergo a transformation from a secessionist movement to a political group with intentions to participate and field candidates in the coming elections.

“The challenge is tough but unavoidable and doable through a combination of MILF cooperation and government law enforcement,” Deles said. “Rule of law begets trust and vice versa. Together both will encourage people to choose lawful ways to resolve conflict or to sustain life,” she added. (OPAPP)

Olympians Eric Buhain and Elma Mu-ros Posadas—two of the most bemedalled ath-letes both on the local and global arena—and football star Yannick Tua-son will be on hand to help mold the young ath-letes in the Palaro. Davao del Norte is hosting the 2015 edi-tion of the school-based games supported by the Tagum Agricultural De-velopment Company Inc. or TADECO, Damosa

Land, Davao Packag-ing Corporation (DPC), Davao International Container Terminal, Inc. (DICT) and Pearl Farm Beach Resort. More than 1,000 Girls Scouts, leaders join 38th nat’l encampment in Davao

TORIL, Davao City-- Some 1,300 Girl Scouts and adult leaders from various Girl Scouts coun-cils nationwide waved red, blue, yellow and pink flaglets as they converged at the ground of Alano Regional Program and Training Center during the opening last Saturday of the 38th National En-campment of the Girl Scouts of the

Philippines (GSP). Grouped according to sub-camp names: Agila, Mt. Apo, Du-rian and Waling-waling, they came marching, waving flaglets while singing with all their hearts the “Girl Scout Ignite”, a song which delivers the message of friendship, discovery and pursuit of a dream to make a difference in this world. The 38th National En-

big stage, with athletes who were as strong or stronger than I was,” said Buhain, who got into swimming at an early age to combat asthma. “It was a different feeling competing in the Palaro and it was very inspiring.”Muros Posadas had her taste of Pal-aro in as much the same way as Buhain. “It’s in the Palaro where I learned to strive harder and always do my best during training and com-petition,” Muros Posadas said.Tuason belongs to a well-off family but could not discount the lessons in life he earned from his Palaro experi-ence.“The Palaro is and will always be a level playing field. Bannering the theme, “I Imagine. I Achieve. I Serve.”, this year’s encampment takes the par-ticipants outside of Camp Alano for offsite adventures dubbed as “A Walk through my World” which features their visit to SM Lanang Premiere Science Discovery Center. “They will also be per-forming Dance Mob and watch Imax 3D movie at SM Lanang,”GSP Nation-al President Salud Bagalso revealed in a statement. The “Eden Nature’s Park Experience” and the “Race Around the Park” are other off-site activities that participants will be undertak-ing to explore nature and have fun while developing teamwork. Bagalso also revealed that the 38th Encampment includes activities to prepare the girls for di-saster occurrence through the “Rope Challenges DRRM Training” which is an in-camp training designed to prepare for adverse global effects of climate change. Meanwhile, Bagalso said that the “Free Being Me” global part-nership project with the World Asso-ciation of Girl Guides and Girl Scouts (WAGGS) will also be launched in this year’s encampment “for the girls to fully develop their self-esteem and

body confidence”. Through such activity, the girls will learn that body confidence and self-esteem can be developed through “valuing their bodies, stand-ing up to social pressures and sup-porting others to be more confident”. Participants of this year’s GS encampment come from 79 councils of the 96 Girl Scouts coun-cils from Luzon, Visayas and Mind-anao. Davao del Norte Girl Scout Council in cooperation with Eastern Mindanao Region plays host to this year’s 38th GS National En-campment supported by the provin-cial governments of Davao del Norte and Compostela Valley and the city governments of Tagum and Davao. Nutrition scholars to convene in Gensan

KORONADAL CITY, South Cotabato, Apr. 13 -- Thousands of barangay nutrition schol-ars from across Mindanao will gather in General Santos City on April 28 and 29 for the Mindanao leg of the National Confer-ence of Barangay Nutrition Scholars (BNS).

In a notice sent to Philippine Information Agency 12, Assistant Secretary of Health Maria-BernarditaT. Flores said the biennial gathering will be held at the KCC Conven-tion and Events Center and will be hosted by the National Nutrition Council (NNC) of the Department of Health and the LuzViMin BNS Federation, Inc.

Participants are BNSs from Zambo-anga Peninsula, Northern Mindanao, Davao Region, SOCCSKSARGEN Region, CARAGA and the Autonomous Region in Muslim Min-danao.

Prior to this, BNSs from National Capi-tal Region and Southern Luzon regions gathered at the Crowne Plaza Galleria Ma-nila in Ortigas Avenue, Quezon City on April 7-8.

Those from Northern Luzon Regions and the Cordillera Autonomous Region will convene at Vigan Convention Center in Vi-gan City on April 15 and 16 while those in Visayas will meet at the Waterfront Cebu

“The conference will also serve as a venue for BNSs to convene into a general assem-bly to discuss various concerns of the national federation,” she said.

The event will also be un-derscored by the launching of The Barangay Nutrition Schol-ars Handbook, a guidebook for community nutrition advocates

KORONADAL CITY, South Cotabato, Apr 13- The 1st run of the Small Medium Enterprise Roving Academy (SMERA) in South Co-tabato started on March 30, 2015, an official of the Department of Trade and Industry said.

Anchored on the theme, “BNS: Bigay Todo sa Nutrisyon at Serbisyo!” conference top-ics will cover the Updated Philippine Plan of Action for Nu-trition 2015-2016 and the re-sults of the review of the BNS program which will give recom-mendations for the amendment of PD 1569 or “Strengthening the Barangay Nutrition Program by providing for a Barangay Nu-trition Scholar in every baran-gay” legislated in 1978.

They will also discuss the lat-est nutrition education strat-egies and tools to promote healthier diets such as the “Pinggang Pinoy”: Healthy Food Plate for Filipino Adults as well as the “10 Kumainments”, the Nutritional Guidelines for Filipi-nos (NGF).

Participants will also plan the nationwide annual nutrition campaign during the Nutrition Month celebration in July.

Musico likewise stressed that his mother was so happy upon knowing that she and his father can go upstage to award his medal since his name was not placed in the program as one of the awardees. BUTUAN CITY - A complete transformation from being notorious timber poachers into defenders and protectors of forest by a group of lumads in Barangay Padi-ay, Sibagat, Agusan del Sur is unfolding before the eyes of the Department of Environment and Natural Resources (DENR) 13 officials as offshoot of the National Greening Program (NGP) of the government. “I am happy to know that the NGP has able to change the behavior and attitude of a group of Indigenous People known for their notoriety as illegal loggers and poachers,“ DENR 13 regional director Nonito M. Tamayo said. Tamayo was referring to

this week to personally convey the agreement reached by the leaders of the federation in the “pulong-pulong” they conducted that night. The federation, in a show of sincerity and appreciation to the NGP, would like to confer upon DENR Secretary Ramon JP Paje and Director Tamayo the title of “Datu” and “adopted brothers” of the Manobo tribe under the jurisdictions of Certificate of Ancestral Domain Title (CADT) No. 116 covering 20,000 hectares and CADT 039 covering an area of 51,000 hectares.

According to Datu Subang their lives have been changed completely to better owing to the NGP of Secretary Paje. He said the whole members and families of the Manobo indigenous people of the two CADTs are forever grateful to Secretary Paje who introduced the program to the tribe through

the DENR Regional officials. “We thought in previous years that no government program was good enough to solve our financial needs until the implementation of NGP in our area proved us wrong.” Datu Subang said. “We realized the NGP is more beneficial,“ he added. Datu Subang is now maintaining a 70-hectare coffee plantation in barangay Padi-ay, where virgin forests are still intact. “Realizing that I am being left behind among my neighbors

of the packages of opportunities to earn income through the NGP offered by the DENR, I finally joined the stream,” he said. He said new learnings about business opportunities through cash crop plantation like coffee was shared by Senator Bam Aquino

in a seminar. Hence, he said, the 21 chairmen of their federation went with him to attend a short course about sustainable coffee plantation at Musuan State University sponsored by the Department of Trade and Industry. Fresh from the seminar, Datu Subang requested for coffee

seedlings of Arabica and robusta varieties which he planted in between the trees on a virgin-forest land in that mountain village. “Since the trees are very helpful in the growth of coffee, we never thought of cutting but protected and preserved them,“ he said. Datu Subang said at the height of illegal logging activities in Agusan del Sur, the members of the federation were engaged in timber poaching. “We cut those trees inside our ancestral domain,” he said. “We felt bitter when EO 23 was imposed by the DENR hence, we could no longer trade freely those trees that we harvested,” Datu Subang said. He said that he even bought a bulldozer to scrape those standing trees in that vast virgin forest lands but he decided to resell the heavy equipment at a much lower price when he thought otherwise the DENR operatives will catch their activities up sooner or later. He said the members of the federation are fully convinced of the NGP. They are maintaining at least 1,200 hectares of rubber and coffee plantation in that area. “We are waiting for the right season to harvest coffee,” said

Datu Subang. By that time, he said, most of the members of the federation will be millionaires.

Director Tamayo on the other hand offered the technical expertise of the DENR to develop the area through the NGP. “We can still develop more areas for expansion of the coffee and rubber trees within the ancestral domain of Datu Subang,“ he said. Director Tamayo said the DENR has intensified the anti-illegal logging drive in Caraga Region which is aimed at eliminating timber poaching and illegal logging activities by June 30, 2015. He said Datu Subang could enlist some members of the federation to be trained and deputized as forest officers to strengthen the campaign.

The sound of the tap by a member of the PRO 13 band and a three-volley fire gun-salute performed by seven all-female police volley firers followed by the flower offerings of the families of the fallen officers concluded the wreath-laying rites. In his message, Hon. Escatron reviewed the heroism of the Filipinos and American soldiers during the Japanese occupation on World War II, when Major General Edward P. King of the United States Army was forced to surrender with 76,000 Filipinos, Chinese and American soldiers to the Japanese at dawn of April 9, 1942. The soldiers were then forced to take the 90-mile (about 145 kilometers hike) to Camp ‘O Donnel in San Fernando Pampanga. Thousands, according to Escatron, died during the death march due to maltreatment, starvation and dehydration before they could reach the camp. “After 73 years had passed but the act of bravery and heroism of our soldiers were not forgotten…a constant reminder to us that there were heroes who fought, sacrificed and

offered their lives so that we can attain freedom and democracy,” Escatron said. Escatron also said that along with the national observance of the “Araw Ng Kagtingan” the Thursday morning gathering for the inauguration, blessing and wreath-laying of the newly finished “PRO 13 Police Officers Memorial” was also a commemoration for those police officers in this region who were killed in the performance of their duties. He commended the regional police headed by CSupt. Ombao in coming up with the project “which served as a memorial fitting to honor, the heroism and bravery of police officers who offered their lives in the performance of their duties, whose names were inscribed in the memorial wall.” According to him that the memorial will constantly remind us Caraganons and as Butuanons in particular and as Filipinos in general on the heroism and sacrifices of our police to protect us from lawless elements. “May this memorial be also an inspiration and a source of courage and pride to our police officers to continue protecting and serving the country and the community with so much dedication,” Escatron said.

DSWD to hold second round of household assessment

with 46 variables. The Listahanan is a nationwide information management system that identifies the poor and near poor families who are potential beneficiaries of assistance from social protection programs and services. This will serve as a database of poor families which will then be used as basis for the programs of public and private agencies engaged in social protection.

The FDA had issued Advisory 2014-10 warning consumers against false, deceptive and misleading claims and promotional ploys on “Alkaline Water” and “Oxygenated Water.” FDA observed that there are vendors who declare that “alkaline or oxygenated water” removes every known chronic disease condition, acts as a strong anti-oxidant, slows the aging process and promotes greater absorption

of nutrients. In addition, alkaline water is said to be rich in oxygen and that increased amount of oxygen boosts physical performance. Finally, FDA, in the same advisory, states that therapeutic claims made on drinking water as a promotional tool must be proved by valid clinical trials. Consequently, DTI business name processors will no longer allow the use of those words in the water refilling business name registration.
