The ‘One Learner – One Estate Agency’ Youth Empowerment Brigade Programme will target the youth and previously disadvantaged persons. It is estimated that approximately 10 000 intern estate agents will be sourced over a three-year period to take part in the programme.

The programme is available to matriculants, FET (TVET) college graduates, university and university of technology graduates and persons with disability.

Upon completion of the 12 month internship period and after having been certificated against the NQF Level 4 real estate qualification, intern estate agents will be required to enrol for and pass the Professional Designation Examination (PDE 4);

Intern estate agents having met these requirements can apply for a status upgrade and will have acquired the Professional Practitioner in Real Estate (PPRE);

CURRENT STATUS OF THE PROJECT

. Unfunded Mandate:

The “One Learner One Estate Agent Initiative” was first introduced at EAAB Summit in October 2012. The following Interns were recruited by Principals from previously disadvantaged background:January 2013 – December 2013 – 1945 InternsJanuary 2014 – December 2014 – 2737 InternsJanuary 2015 – May 2015 - 1485 InternsTotal 6167 Interns

CURRENT STATUS OF THE PROJECT

Funded mandate:We have signed contracts with SSETA in respect of placing 906 learners and interns with Host Employers. SSETA have agreed to fund the project at R36 000 per learner /Intern over the 12 months period.

We currently have placed 798 interns and learners official commencement date (18th of June 2015):

88% of the learners have signed all the contractual documents as per SSETA requirements:

92 Interns (Target of 200)

705 Learners (Target of 706)

100% Black people (Indians, Coloureds, African)

60% of Black women

CURRENT STATUS OF THE PROJECTThe SSETA funded programme

commencement date was 18th of June 2015. This programme has been in operation for 3 months.

.The skills providers have commenced with the classroom training which will be performed over the next 6 months. This training commenced during the month of August 2015.

The stipends have been paid by EAAB for both July and August 2015. The July cycle ranges from 18th June 2015 to 17th July 2015. The August cycle ranges from 18th July 2015 to 17th August 2015. The July and August 2015 Invoices for Refund have been sent to SSETA.

CURRENT CHALLENGES OF THE PROJECT

TIMELY PAYMENT OF STIPENDS, DUE TO THE FOLLOWING:•Late submission of attendance registers from Host employers.•Incorrect or invalid banking details received from learners/interns.

We communicated cut-off dates to Host employers in respect of attendance register submission.The payroll department has requested actual stamped bank statement and ID information.

CURRENT CHALLENGES OF THE PROJECT

INSUFFICIENT FUNDS TO MANAGE THE PROJECT

•Mentorship fee is restricted to R1,000 per learner/Intern per annum.(i.e. over the 12 months) Inadequate from Host Employer point of view.•Admin fee is restricted to R1,200 per learner per annum. (i.e. over the 12 months)•We have paid R1,5 million in admin (compared to a budget of R1,2 million)•We expected to pay for the learners Fidelity Fund certificate.

CURRENT CHALLENGES OF THE PROJECT

INSUFFICIENT FUNDS TO MANAGE THE PROJECT

•Possible Resolutions:

•Allocation of transformation fund to the One Learner One Estate Agent empowerment fund.

•Allocation of CPD surplus to the One Learner One Estate Agent empowerment fund.

CURRENT CHALLENGES OF THE PROJECTMIS-COMMUNICATION BETWEEN HOST

EMPLOYER, LEAD EMPLOYER AND LEARNERS HAS LEAD TO THE FOLLOWING:Lead employer/ Host employer unaware of interns/learners resignations.

Replacement of learners/interns by Host employer without the necessary approval by SSETA and EAAB.

Learners/Interns on the Master data file which have not started the programme. (Learners are not responding to phone calls or e-mail communication)

CURRENT CHALLENGES OF THE PROJECT

Possible solutions:Audit to establish the current state of learners/interns on the programme. i.e. number of learners/ interns resignation, number of learners/interns participating on the programme but not listed on the SSETA quality assured database.

Rigorous communication with learners and Host employers to ensure that they aware of the programme commencement and timetable going forward.

WAY FORWARD

MOU signed with South African Council for Graduate Cooperatives (SACGC).. SACGC will raise funds to finance 3000 unemployed youth and graduates in 2015/16 as part of one intern one estate agent.

Second Application send through to SSETA to fund 1700Placements.

Negotiations with Estate Agency with Training Academy’s to recruit interns with Programme criteria.

WAY FORWARD

Awareness campaigns with provincial MEC of the “One Learner One Estate Agent” Youth Brigade Programme.

Awareness campaigns to obtain more pledges for 2015/16 4700 placements batch. (Campaigns start in October/November 2015 in the Eastern Cape and Western Cape)

Awareness is also through Community Radio Stations.

Engagements with disability groups.
