PROCEEDINGS

OF THE

ONE HUNDRED AND SEVENTY-FOURTH ASSEMBLY

OF THE

GRAND COUNCIL OF ROYAL AND SELECT MASTERS OF ALABAMA

The Dothan Council #65 opened the Council in proper form. The

Illustrious Master Charles A. Hartley, Deputy Illustrious Master C.

Sterling Hughes, Principal Conductor of the work Bud Himes, Captain

of the Guard Tim Ivey, Conductor of the Council Jerry Ogletree,

Steward Gene Nelson, Treasurer Larry Walker, Recorder Tom Nesbit,

Sentinel Mickey Sego, Chaplain Jamie A. Smith. The opening of the Council was done without the aid of books and from memory. It was a

most impressive opening of our Council Annual Meeting.

After the Dothan Council completed the opening ceremony, Right

Eminent Grand Commander Jack Wade, and Most Excellent Grand High

Priest James Tidmore declared their respective bodies opened to

receive and introduce in state and out of state Distinguished guest

and Dignitaries.

The One Hundred and Seventy-Fourth Annual Assembly of the Grand

Council of Royal and Select Masters of Alabama was held in the

Banquet room of the Hilton Perimeter Park South, Birmingham, Alabama

on February 24th, 2012, AD, 3012 ADep

Most Illustrious Grand Master, Companion Teddy R. Grogan, JR.

declared the One Hundred Seventy-Fourth Assembly open after

ascertaining that all present were Royal and Select Masters and that

a constitutional number of Subordinate Councils were represented.

To the Officers, Past Most Illustrious Grand Masters, Companions,

and Distinguished Guest of the Grand Council of Royal and Select

Masters of Alabama:

It is my pleasure and distinct honor to welcome each and every

one of you to the One Hundred Seventy-Fourth Annual Assembly of the

Grand Council of Royal and Select Masters of Alabama. Thank you for

being here. This is not only the time to conduct the business of the

Grand Council, but to renew old friendships and to make new ones. We

would like to extend to each and every one a cordial and fraternal

greeting and we hope and pray that your visit will be and has been a

most enjoyable one here in Birmingham.

To our guests from our Sister jurisdictions, many of whom have

traveled many miles to be here, we extend to you every courtesy and

all the hospitality that can be afforded to you. We pray that you

will have a most enjoyable stay. If there is anything any of us can

do to make your visit better, please let me or any officer know.

STATE OF THE CRAFT

The decline in membership continues in our councils, but I

believe there is hope for the future. I believe we will see more men

coming into our fraternity. The reasons are twofold. First,

everything I read about the generation of Americans born from 1982-

2002, known as the Millennials, will change our culture. This

generation is predicted to be more civic minded and more likely to

join organizations like the Masonic Lodge than the generation before

them. Second, the favorable publicity our fraternity has received

from movies like “National Treasure” and books like Dan Brown’s The

Lost Symbol have created nationwide interest in Masonry. We need to

be more involved in our communities. We need to let the public know

that we are more than just a group that meets a couple time a month,

and “who knows what goes on behind those four walls”.

On a positive note, if you remember last February we voted to

change our investment strategy to try to maximize our return. The

Finance Committee along with our Grand Secretary/Recorder and Grand

Treasurer met with Randy Holcomb of BB&T Investments last August to

begin developing this plan. Also I would like to take this

opportunity to thank Ron Thomas and Hiram Williams for the work they

put into developing our new meeting schedule. We understand that

this is a work in progress, and if any of the Companions/Sir Knights

see where we can improve our new format we would appreciate your

input.

NECROLOGY

We are truly thankful that our Supreme Master has been fit to

leave our Grand Line intact this year. However, our hearts are

saddened by the loss of many good companions. May the Supreme Master

fold his loving arms around our departed brethren. Our Illustrious

Grand Chaplain will have more through his report.

DISPENSATIONS

On October 17th, 2011 I granted dispensation for Eureka

Council # 5 to wear York Rite uniforms/aprons in the Huntsville

Veteran’s Day Parade. On May 3rd, 2011, I granted dispensation for

Tuscaloosa Council #4 to move their charter to Moundville and change

the date of their meeting to Tuesday after the Blue Lodge meeting.

This was due to the destruction of Rising Virtue Lodge during the

April 27th, tornado. On May 9

th, 2011 I granted dispensation for

Florence Council #74 to meet and vote out of turn in order to bring

their candidates to the Birmingham Metro York Rite spring class.

AUDIT

I authorized the Grand Recorder to turn all books and files

of the Grand Council of Alabama over to the Audit Review Committee

for their inspections and audit.

Visitations

During this year I was able to visit the Grand York Rite

sessions of South Carolina, North Carolina, Georgia, and

Mississippi. The highlight of the year was being able to attend the

Southeastern York Rite Conference in Chattanooga, Tennessee. This

conference was a lot of fun and a great experience. I would

recommend this meeting to every York Rite Mason. I attended the

Southeastern Grand Master’s Conference at Stone Mountain, Georgia. I

was also able to attend the Triennial in Raleigh, North Carolina. I

represented the Grand Council at the annual meeting of the Most

Worshipful Grand Lodge of Free and Accepted Masons of Alabama last

November. To those York Rite Bodies in Alabama I did not get to

attend, I sincerely apologize. My work kept me from attending may

functions.

CONCLUSION

Companions, I would like to thank each of you for allowing

me to serve as your Most Illustrious Grand Master this past year.

Companions, I have served as a Grand Officer of this Grand York Rite

since first being elected as Grand Master of the First Veil of the

Grand Chapter in February of 1996. Today ends my journey through the

Grand Lines. Words cannot express how much I appreciated all of the

support you have shown me during these years. This has been an

experience I will never forget. I have made friends that will last a

lifetime.

To the Right Eminent Grand Commander Jack Wade and his Lady

Brenda and Most Excellent Grand High Priest James Tidmore, Lynn and

I want you to know what a privilege it was to serve with you. To the

Grand Recorder Hiram Williams and his Lady Cindy, there are just not

enough words to express our gratitude for all of your work and help

in making this a great year for me. A special thanks to Companion

Lee Campbell for making sure our York Rite Officers meeting in

Prattville went as planned and to Brother MacArthur Davis for

cooking the best steaks in Alabama. I also want to thank the

Piedmont York Rite Bodies for all their support. Those Companions

and Sir Knights have always been there when I needed them. I want to

say a special thank you to my Grand Marshall, Companion Charles

“Poochie” Singleton and his Lady Judy. They traveled many, many

miles this year with Lynn and me. They represented the Grand Council

of Alabama in a way that would make everyone proud.

The biggest thank you of all goes to my wonderful wife,

Lynn. I don’t think she knew what she was getting into when we

married almost forty years ago. Lynn has supported me in all my

Masonic endeavors, but she is probably looking forward to the time

when I am not gone all the time. Thank you, Lynn, for travelling

with me this year. It wouldn’t have been nearly as much fun without

you.

To the Most Illustrious Grand Master, Grand Officers, and

Companions of the Grand Council of Royal and Select Masters of

Alabama:

We, your Finance Committee, submit the following report for your

consideration.

We have examined the Review of the Grand Council Balance Sheets as

reported by the Audit Committee and find them in order and recommend

your approval. We have reviewed the insurance and bonds on the

Treasurer and Recorder and find them adequate in coverage.

We changed our investment policy last year and now have our money

invested with BB&T thru their bond department and we are drawing

interest at a higher rate than what CD’s are paying.

This Budget was prepared by this committee; we were assisted by

the Grand Illustrious Master, Grand Recorder and Grand Treasurer.

We recommend the budget be accepted as printed.

Notes to Financial Statements

Note 1 – Summary of Significant Accounting Policies

A. Basis of Accounting

The Grand Council’s policy is to prepare its financial statements on

the cash basis of accounting. Under this method certain revenue and

the related assets are recognized when received rather that when

earned and certain expenses are recognized when paid rather than

when the obligation is incurred. Accordingly, the accompanying

financial statements do not purport to present the current financial

position.

B. Inventories

Inventories are carried at the lower of cost determined by the

first-in, first-out method, of market.

C. Property and Equipment

Property and equipment are recorded at cost and were depreciated

over the estimated useful lives of the related assets. Depreciation

was computed on the straight-line method for financial reporting

purposes.

Note 2 – Tax Status

The Grand Council is exempt from federal income tax under Internal

Revenue Code Section 501©, and from state income tax under Alabama

Code Section 40-18-32. An information return is filed each year on

IRS form 990.

Note 3 – Restricted Assets

A Triennial Reserve account is established as a reserve to cover

expenses for specific officers to attend the Triennial Meeting.

During the year there was an increase in the balance of this reserve

account to $ 1,350.00

REPORT OF COMMITTEE ON RITUALISTIC WORK

To the Most Illustrious Grand Master, Grand Officers, and

Companions of the Grand Council of Royal and Select Masters of

Alabama:

There has been no request for assistance in conferring the

ritualistic work of the Council by any Council or individual in the

state nor has there been any questions regarding the rital or any

request for clarification of the work. Presumably the ritual is

written clearly enough that no assistance is required. However, it

should be noted that the Committee on Ritualistic Work is at the

disposal of any Council that may have a need for assistance.

The Committee wishes to thank Most Illustrious Master for his

trust and for allowing us the opportunity to serve this Grand

FRATERNAL CORRESPONDENCE

To the Most Illustrious Grand Master of the Grand Council of Royal

and Select Masters of Alabama:

This is the report of your Correspondence Committee for this year.

Your Committee on Fraternal Correspondence begs leave to report that

during the year many Companions have exchanged e-mails with the

jurisdictions they are Grand Reps to but no specific information has

been furnished to your committee. One exception was the contact by

Companion Tom Craig and his counterpart did not respond but the

Grand Secretary/Recorder responded. I am sure that many contacts

were made and attempted but no reports were made. This committee

needs all Grand Reps to inform the committee in writing of their

contacts and results.

Your Committee on Fraternal Correspondence thanks the MIGM for the

opportunity of serving this Grand Body and move for adoption of this

report.

REPORT ON NECROLOGY

To the Most Illustrious Grand Master of the Grand Council of Royal

and Select Masters of Alabama:

Jesus said unto Martha, “I am the resurrection, and the life; he

that believeth in me, though he were dead, yet shall he live; and

whosoever liveth and believeth in me shall never die.”St.John11:25-

26.

As Grand Chaplain of the Grand Council of Royal and Select Masters

of Alabama, it becomes my sad duty to report to you that since we

last met, 58 of our beloved Companions have been called by the Great

Architect of the Universe to their Heavenly home. “The memory of the

just is blessed.” It is with a heavy heart, that we bid our

companions a fond farewell. Our prayers go out to the Wives and

Families of these Companions. May we ever keep them in our hearts.

We thank GOD that our Grand line was kept intact this year.

Most Illustrious Grand Master, would you cause this Grand Council to

rise and bow their heads in silence in a moment of silent prayer for

our departed Companions?

In closing may I say that this is not the end, but a brief

interlude, as we step across the Great Divide, to that final moment

when we shall meet again, to abide together forever.

MEMBERSHIP COMMITTEE REPORT

To the Most Illustrious Grand Master and Companions of the Grand

Council of Royal and Select Masters of Alabama.

It is the responsibility of this committee to report the status of

the membership relative to the Grand Council of Alabama and the

subordinate Councils. As you may have guessed from your observations

in your local Councils the general trend continues in a downward

slide. This general downward slide in membership is nothing new, as

it has been occurring for the several decades.

As reported each year, there are two main causes that contribute to

the downward trend in our membership numbers. Death and Suspensions

for non-payment of dues are the two factors with the greatest

contribution to our current status. Besides praying for our departed

Companions and their families there is nothing we can do to combat

the membership losses due to death. There are things within our

control that we can work on to reverse the trend of membership loss

from Suspensions, such as working on retention as well as recruiting

new members from our local Blue Lodges.

It is the recommendation of this committee that each local Council

establish a Retention Committee to contact those Companions that are

subject to being suspended and determine the root cause of their

decision to not pay their dues. There are several alternatives open

to addressing the known reasons, whether it is relief for a

Companion that is in distress or for a Companion that does not see

the benefit from his membership in the local Council, we can explain

the opportunities for him to become active and provide the list of

benefits that are provided to others from his support of his local

body.

Our last recommendation of this committee is that we ensure that we

are recruiting Quality into our Fraternity and our local bodies.

There are untold stories where a small group of committed and

dedicated men have been able to overcome untold odds against their

success. If everyone in the group is focused on the goal and

everyone is working toward that goal, there is nothing outside of

their capabilities.

To the Most Illustrious Grand Master and Companions of the Grand

Council of Royal and Select Masters of Alabama

The Youth Committee offers their compliments and gratitude to

each member of the Grand Council of Alabama for their monetary

support. It is hoped that each Companion understands that their

monetary support of DeMolay and Rainbow Girls is actually an

investment in the future of Masonry and in Alabama Masonry in

particular. While money is very important to any organization, the

most important asset is the people and their time.

As the axiom goes, Time marches on and no man can stop time or

regain lost time/opportunities. It is with this in mind that the

Youth Committee asks you to consider an alternative contribution to

our Youth organizations. Think about making a time investment in our

Youth. Go to a meeting and just visit with the young Ladies and

Gentlemen, which will show them that you are interested in their

lives and their progress.

If you will visit once, then you will want to visit again and again.

One day you may even wish to become a part of the Youth

Organizations as an Adult Leader. Being with the youth if good for

us and it is good for them-a true win-win situation.

The observations of the Youth Committee are that our youth do an

outstanding job with their ritual and have the energy to make a

difference in the world. Join with your Youth Committee in showing

them that we fully support them in their future development.

ELECTION OF GRAND COUNCIL OFFICERS 2012-2013

There being no further business to come before this Annual Assembly

of the Grand Council, the Grand Council proceeded to the election of

officers for the ensuing year. All the officers, except the

Illustrious Grand Steward were elected by acclamation.

Companion James C. McGee of Mobile Council #12 was elected by

secret ballot to the station of Grand Steward. Companion McGee

accepted his election to the office.

This Grand Council was concluded with prayer and retired to

refreshment for the open Installation of Grand Officer for the

incoming year.

INSTALLATION OF GRAND COUNCIL OFFICERS

FOR 2012 – 2013

The Grand Council officers were installed by Deputy General Grand

Master of the South East Region Richard S. Agster, Installing

Marshall Teddy R. Grogan, Jr., and Installing Chaplain Rev. Richard

R. Losch.

The new Grand Master, Companion Jimmy D. O’Dell was invested with

the jewel and apron of his office by his wife, Stephanie

.

All business of this Annual Assembly being concluded, Companion

O’Dell, declared the 174th Session of the Grand Council of Royal and

Select Masters of Alabama duly closed after the chaplain had

pronounced the benediction.

JIMMY D. O’DELL

Most Illustrious Grand Master 2012 - 2013

Companion Jimmy D. O’Dell was born May 19th, 1943 in Anniston,

Alabama. His parents were J. D. O’Dell and Dora Lou O’Dell (both

deceased). He graduated from Walter Wellborn High School in Anniston

in 1961. He served in the United States Air Force from 1961 to 1984,

retiring at the rank of Master Sergeant. He was married to Stephanie

A. O’Dell on September 27th, 1968. This marriage resulted in two

children a son Douglas and a daughter Janice. They have been blessed

with five grandchildren. A retired firefighter, Jimmy now serves on

the Board of Registrars, Chairman of the Board of Directors at the

Anniston Water Works and Sewer. Jimmy and Stephanie are active in

Kiwanis and Vietnam Veterans of America.

Masonic History

Companion O’Dell is a member of Anniston Masonic Lodge #443; serving

as Worshipful Master in 1993-1994, as a dual member he has served as

chaplain at Lozahatchee #97 in Piedmont. He has been active in the

York Rite Bodies, serving as High Priest, Thrice Illustrious Master

and Eminent Commander in the Anniston York Rite Bodies and is a dual

member of the Piedmont York Rite Bodies. He is a member of Alabama

Priory #31, K.Y.C.H. and is Past prior. He is a member of Emrys W.

John York Rite College #179 in Birmingham. He is a member of Vulcan

Council of Knight Masons #22 and served as Excellent Chief in 2008.

In 2003 he was ordained in Jerusalem Tabernacle XXXII Royal Arch

Knight Templar Priest and is serving as Fifth Pillar. He is Past

Puissant Sovereign of Benjamin Franklin Conclave, Red Cross of

Constantine serving 2005 -2006. He is a member of Alabama College of

Societies Rosicrueciana in Civitabulas Foederatis located in

Huntsville, Alabama. He served as Most Excellent Grand High Priest

of the Grand Chapter of Royal Arch Masons of Alabama in 2005-2006.

He is currently Most Illustrious Grand Master in the Grand Council

of Royal and Select Masters of Alabama for 2012-2013. Companion

O’Dell has also served as Grand Commander of the Grand Commandery of

Alabama in 2010-2011 and he received the Knight Templar Cross of

Honor in 2003 and Knight Commander of the Temple in 2007. He served

as Prophet Monarch of Dinar Grotto, Mystic order of veiled prophets

of the Enchanted Realm located in Hoover, Alabama in 2009. He is a

member of Birmingham Valley, Ancient and Accepted Scottish Rite

Masons and received the honor of being knighted as Knight Commander

of the Court of Honor in November 2009.

Proceedings of the Thrice Illustrious Master,

Order of the Silver Trowel The Fifty Seventh Annual Meeting of the Thrice Illustrious

Master, Order of the Silver Trowel, was held at the Birmingham Metro

York Rite Temple, Birmingham, Alabama on February 25th, 2012. Thrice

Illustrious Master Jack Wade opened the Council in full Form, and

appointed Trice Illustrious Companions Phillip Sherman and Maurice

Himes to the elections committee. Thrice Illustrious Master

appointed Companion Thomas Nesbit and Robert Mayer were appointed to

audit the books of the Trice Illustrious Recorder/Treasurer

The Business of the Council was deferred until after the

conferral of the Degree of Thrice Illustrious Master upon the

candidates.

The ritual team performed admirably in the anointing the

following candidates: Marion P George, Charles W Singleton, Thomas L

Enloe, Mickey L Sego, Charles A Hartley (Active, John H Willis,

Buddy M Wilson, and William L Smith, Officers conferring the Order

were:

Following the ritual work, minutes were adopted as printed in

the 2011 proceedings. The audit committee reported that the Trice

Illustrious Treasurer/Recorder’s books were in order. Upon proper

motion and second, the Council donated $100.00 to the Cryptic Mason

Medical Research Fund, Inc. Honorary membership in the Alabama Order

of the Silver Trowel was bestowed upon Illustrious Companions

Richard Agster, Southeast Regional Deputy General Grand Illustrious

Master, Bobby Joe Kitchen, Southeast Regional Deputy General Grand

High Priest, William Greenen, Conductor of the Council of Arizona

and Harry Allen, Most Excellent Grand Illustrious Master of Georgia,

Most Worshipful Sterling Hughes, Grand Master of the Grand Lodge of

F & AM of Alabama, made brief remarks and introduced 3 appointed

Grand Officers and 8 Grand Lodge committee members.

ALABAMA GRAND YORK RITE HOLDING COMPANY

To the Grand Officers and members of the Grand York Rite of Alabama:

The holding company has little to report for the year 2011. The

offices of the Grand York Rite made no request for the purchase of

any new office equipment or any out of the ordinary purchases this

past year that would require approval of the Board.

The three year term of Most Excellent Companion Emory J Ferguson

having expired he was nominated and elected by unanimous vote of the

Companions and Sir Knights attending the 2011 Grand York Rite

Convocation to an additional three year term.

President Emory Ferguson called for a meeting of the Holding Company

immediately following the closing of the Grand Council for the

purpose of electing officers for 2012 which resulted in the

G....On August 4, 1947, Companion Willis E. Glazner was appointed Acting Grand

Recorder following the death of Companion Guy T. Smith.

H....At the Annual Assembly in 1947, Companion C. H. Stubinger was elected

Grand Recorder

I....At The Annual Assembly of the Grand council of R. & S. M. of Alabama held

on February 11, 1957, companion Charles H. Stubinger was elected Most

Illustrious Grand Master to serve in that capacity during the election of

officers. Most Illustrious Companion James M. Jones was elected Grand Recorder

to serve for the same period of time.

J....On June 27, 1960, following the sudden death of Companion Charles H.

Stubinger, Companion Thomas Leon Cochran was appointed Acting Grand Recorder

K....On September 16, 1960, following the resignation of Companion T. L.

Cochran, Companion Gordon L. Evatt was appointed Grand Recorder.

L....On December 1, 1960 companion Varna A. Rushton was Appointed Grand

Recorder to succeed Gordon L. Evatt who resigned

M....Grand York Rite office was moved from Montgomery to Birmingham after

election of Thomas W. Oliver as Grand Recorder in 1962

N....At the Annual Assembly on February 1973 Thomas W. Mann was elected Grand

Recorder. Thomas W. Oliver was elected Grand Recorder Emeritus.

O....Annual Assembly date changed to last Monday in February.

P....As proof of continual effort of Alabama to promote York Rite Unity, the

first combined meeting of the Grand Chapter, Grand Council, and Grand

Commandery was held in February 1974

Q....On November 1, 1974, The Grand York Rite office was moved to a new

location at 3621 5th Avenue South, Birmingham, AL 35222

R....On October 1, 1979 the Grand York Rite office was moved to a new location

at 5504 ½ 1st Avenue North, Birmingham, AL 35212

S....on May 16, 1980, James A Kile was appointed Grand Treasurer to Succeed

Hoyt McClendon who resigned.

T....At the Annual Assembly, February 1981 Hoyt McClendon was elected Grand

Treasurer Emeritus

U....On September 1, 1991, Companion Thomas W. Mann and Companion James A.

Kile resigned and Most Illustrious Companion Fred W. McCluskey, Jr. was

appointed as Grand Treasurer and Companion Arthur C. Harding was appointed as

Grand Recorder.

V....At the Annual Assembly in February 1992, Companion Thomas W. Mann was

elected as Grand Recorder Emeritus and Most Illustrious Past Grand Master

(Honorary). Companion James A. Kile was elected Grand Treasurer Emeritus. Most

Illustrious Companion Fred W. McCluskey, Jr. was elected Grand Treasurer and

Companion Arthur C. Harding was elected Grand Recorder.

W....On January 13. 1999 the Grand York Rite office moved to a new location at

3430 Ratliff Road, Birmingham, AL 35210

X....On October 1st William C. Havens Renounced Masonry. MacArthur Davis,

Deputy Grand Master assumed the duties as Acting Grand Master and Presided

over the Annual Assembly on February 23, 2003

Y....On December 31st, 2005 Companion Fred W. McCluskey, Jr. and Companion

Arthur C. Harding resigned and Companion Robert C. Grigsby, Jr. was appointed
