• New Yorkers reduced citywide GHG emissions by 19% since 2005 by 2013.
• More than 80% of the achieved reductions were due to improvements to utility operations, including fuel switching from coal and oil to natural gas.
• The next set of reductions must come from improving the energy efficiency of NYC’s one million buildings.
NYC has realized significant reductions in emissions, but achieving the next set of reductions will be more difficult than the first.

performance and establish a baseline for improvements
• Legislation will lower the cutoff from 50,000 to 25,000 square feet
§ Require lighting and sub-metering upgrades in mid-sized commercial buildings
• Upgrading lighting systems is cost-effective
• Sub-metering ensure commercial tenants pay only for the energy they use
§ Require energy assessments and retro-commissioning for mid-sized buildings
• Energy assessments or “audits” provide detailed information about energy efficiency opportunities
• Retro-commissioning requires adjustments to systems and equipment to ensure optimal performance

• Require a “green” capital needs assessment for all moderate rehabilitation projects financed by the City
• Fund efficiency improvements in exchange for entering into an affordability agreement with the City
§ Coordinate with the State to streamline financing and incentive programs
• Work to deploy $250 million in unspent financial incentives for energy efficiency in NYC
• Ensure NY Green Bank focuses on affordable housing
Franklin Plaza received $4.5 million in financing for energy efficiency upgrades from NYCEEC and is now saving more than $800,000 in lower energy costs.
