JOSEPH, Mo. — Governors from several states along the Mis- souri River plan to meet with offi- cials from the U.S. Army Corps of Engineers to discuss recent his- toric flooding along the river, Mis- souri Gov. Jay Nixon said Wednesday. Nixon said during Friday’s meeting in Omaha, Neb., governors will question Brigadier Gen. John R. McMahon, commander of the U.S. Army Corps of Engineers’ northwest district, about decisions that led to this year’s flooding along the Missouri River and its tributaries. The Corps of Engineers, which manages the river’s flow by hold- ing and releasing water from a se- ries of reservoirs in upstream states, has said the releases from those reservoirs have been neces- sary to deal with high levels of spring rain and snowpack in north- ern states. Also scheduled to attend the meeting are the governors of Kansas, Nebraska, North Dakota, South Dakota and Montana, plus representatives of the governors of Iowa and Wyoming. “The threat from the flood of 2011 is still very real,” Nixon said. “Water is moving downstream at historic rates and at historic volumes.” Nixon said he also planned to emphasize to the governors of up- stream state’s the importance of flood control along the river. “Historically the upstream states have not placed, you know, flood control at the top of their list when it comes to management of the river,” Nixon said at a news conference at the Remington Na- ture Center, located along the flooded banks of the Missouri River, which has been flooding in the northwest corner of Missouri since early June. “I think this particular summer ... has heightened their under- standing of how important flood control is,” Nixon said. “The state of Missouri’s position on river management is clear. Flood control must be the top priority. “First and foremost, I hope to have a solid discussion ... and try to bring them to our side of the discussion about how vital flood control is,” he said. Corps spokeswoman Sarah Riv- ette said corps officials were pleased to be able to meet with the governors Friday. “We’re looking forward to being able to meet with our stakeholders and talk to the about the way that we manage the river,” she said Wednesday. “We’re excited to be a part of that and have this conversation.” Nixon also said financing levee repairs and recovery from other disasters, including the Joplin tor- nado, will be a priority during a special legislative session planned for September in Jefferson City. But he said it was too soon to know how much money will be needed to repair or rebuild the state’s extensive levee systems. “Rebuilding our levees isn’t op- tional, it’s essential,” he said. Lanny Meng, a northwest Mis- souri farmer, attended Nixon’s news conference and said he has worked with the corps on Missouri River issues in the past as an offi- cial in a northwest Missouri levee district. “Always before whenever I was at these meetings, the upper basin states ... when we would champion flood control in Mis- souri, they would pooh-pooh us,” Meng said. “Flood control wasn’t important for them. “And now our governor is going to a meeting of governors where they’re going to discuss flood control. (AP) — The Air Force is discharging a Nebraska man who refused to report to duty in Germany earlier this month because he doubts Presi- dent Barack Obama’s citizenship. Staff Sgt. Daryn Moran became a hero of the so-called birther movement by sharing his views on websites of groups that believe Obama is not eligible to serve as president. However, other things con- tributed to the 41-year-old Moran’s discharge, including com- ments he made about Obama’s decision to allow gays to serve openly in the military. I-90 Rollover Kills One, Injures Two SIOUX FALLS (AP) — State troopers are investigating a fatal one-vehicle crash on Interstate 90 west of Sioux Falls. The state Department of Pub- lic Safety says one person died and two others were injured when an SUV left the highway around 11:20 a.m. Wednesday and rolled into a ditch. Troopers say a female passen- ger trapped under the SUV died at the scene, and the driver and an- other passenger were hospital- ized in Sioux Falls with serious but non-life threatening injuries. Neb. Student Info Sys- tem Will Save Millions LINCOLN, Neb. (AP) — Offi- cials say a combined student in- formation system that supports the University of Nebraska and the Nebraska State College Sys- tem will save the state nearly $22 million. The Lincoln Journal Star says the system, unveiled Wednesday, provides a number of online serv- ices to students, allowing them to pay their bills, register for classes, accept financial aid and provide access to their accounts to their parents. Officials say the system also provides school offi- cials greater ability to track stu- dent data, including graduation and retention rates. The Legislature in 2008 ap- proved a joint budget request for the system, which will cost $20 million instead of the $42 million it would have cost for separate systems. Tribe Gets $6.8 M For Veterans Cemetery SIOUX FALLS (AP) — U.S. Sen. Tim Johnson says the Rosebud Sioux Tribe will get a $6.8 million grant from the Department of Vet- erans Affairs for an American In- dian veterans cemetery. The South Dakota Democrat says the Sicangu Akicita Owicahe Veterans Cemetery will be the first in the nation established jointly by the VA and a federally recognized tribe and could serve as a model for others. The tribe says the cemetery will be on 80 acres of land about 10 miles from the junction of U.S. Highways 18 and 83. Rosebud Sioux veterans, spouses and de- pendents will be eligible for burial there. The tribe will be responsi- ble for upkeep. Crow Creek Elects Keeble As Chairman FORT THOMPSON (AP) — The Crow Creek Sioux Tribe has given its acting tribal chairman the po- sition officially. Wilfred Keeble has been unani- mously elected to the chairman position by the tribal council. Keeble had been named in- terim chairman after then-chair- man Duane Big Eagle Sr. was found guilty in federal court two weeks ago on bribery and con- spiracy charges. Council member Peter Leng- keek tells the The Daily Republic that he’s looking forward to mov- ing forward with the council and rooting out the corruption in tribal government. A federal jury convicted the 61-year-old Big Eagle for his role in a scheme that rewarded tribal officials for giving construction companies contracts for new buildings at the tribe’s school.
