ST. JOSEPH, Mo. — Governorsfrom several states along the Mis-souri River plan to meet with offi-cials from the U.S. Army Corps ofEngineers to discuss recent his-toric flooding along the river, Mis-souri Gov. Jay Nixon saidWednesday.
Nixon said during Friday’smeeting in Omaha, Neb., governorswill question Brigadier Gen. JohnR. McMahon, commander of theU.S. Army Corps of Engineers’northwest district, about decisionsthat led to this year’s floodingalong the Missouri River and itstributaries.
The Corps of Engineers, whichmanages the river’s flow by hold-ing and releasing water from a se-ries of reservoirs in upstreamstates, has said the releases fromthose reservoirs have been neces-sary to deal with high levels ofspring rain and snowpack in north-ern states.
Also scheduled to attend themeeting are the governors ofKansas, Nebraska, North Dakota,South Dakota and Montana, plusrepresentatives of the governors ofIowa and Wyoming.
“The threat from the flood of2011 is still very real,” Nixon said.“Water is moving downstream athistoric rates and at historicvolumes.”
Nixon said he also planned toemphasize to the governors of up-stream state’s the importance offlood control along the river.
“Historically the upstreamstates have not placed, you know,flood control at the top of their listwhen it comes to management ofthe river,” Nixon said at a newsconference at the Remington Na-ture Center, located along theflooded banks of the MissouriRiver, which has been flooding inthe northwest corner of Missourisince early June.
“I think this particular summer... has heightened their under-standing of how important flood
control is,” Nixon said. “The stateof Missouri’s position on rivermanagement is clear. Flood controlmust be the top priority.
“First and foremost, I hope tohave a solid discussion ... and tryto bring them to our side of thediscussion about how vital floodcontrol is,” he said.
Corps spokeswoman Sarah Riv-ette said corps officials werepleased to be able to meet with thegovernors Friday.
“We’re looking forward to beingable to meet with our stakeholdersand talk to the about the way thatwe manage the river,” she saidWednesday. “We’re excited to be apart of that and have thisconversation.”
Nixon also said financing leveerepairs and recovery from otherdisasters, including the Joplin tor-nado, will be a priority during aspecial legislative session plannedfor September in Jefferson City.But he said it was too soon toknow how much money will beneeded to repair or rebuild the
state’s extensive levee systems.“Rebuilding our levees isn’t op-
tional, it’s essential,” he said.Lanny Meng, a northwest Mis-
souri farmer, attended Nixon’snews conference and said he hasworked with the corps on MissouriRiver issues in the past as an offi-cial in a northwest Missouri leveedistrict.
“Always before whenever I wasat these meetings, the upperbasin states ... when we would
champion flood control in Mis-souri, they would pooh-pooh us,”Meng said. “Flood control wasn’timportant for them.
“And now our governor isgoing to a meeting of governorswhere they’re going to discussflood control. This was unheard oftwo years ago, unheard of thatupper basin states would con-sider flood control important.That’s wonderful news.”

Man Doubting ObamaTo Be Discharged
OMAHA, Neb. (AP) — The AirForce is discharging a Nebraskaman who refused to report toduty in Germany earlier thismonth because he doubts Presi-dent Barack Obama’s citizenship.
Staff Sgt. Daryn Moran becamea hero of the so-called birthermovement by sharing his viewson websites of groups that believeObama is not eligible to serve aspresident.
However, other things con-tributed to the 41-year-oldMoran’s discharge, including com-ments he made about Obama’sdecision to allow gays to serveopenly in the military. Moran sayshe’s receiving an honorable dis-charge, but the Air Force onWednesday would confirm onlythat he’s being discharged.
I-90 Rollover KillsOne, Injures Two
SIOUX FALLS (AP) — Statetroopers are investigating a fatalone-vehicle crash on Interstate 90west of Sioux Falls.
The state Department of Pub-lic Safety says one person diedand two others were injured whenan SUV left the highway around11:20 a.m. Wednesday and rolledinto a ditch.
Troopers say a female passen-ger trapped under the SUV died atthe scene, and the driver and an-other passenger were hospital-ized in Sioux Falls with seriousbut non-life threatening injuries.
Neb. Student Info Sys-tem Will Save Millions
LINCOLN, Neb. (AP) — Offi-cials say a combined student in-formation system that supportsthe University of Nebraska andthe Nebraska State College Sys-tem will save the state nearly $22million.
The Lincoln Journal Star saysthe system, unveiled Wednesday,provides a number of online serv-ices to students, allowing them topay their bills, register forclasses, accept financial aid andprovide access to their accountsto their parents. Officials say thesystem also provides school offi-cials greater ability to track stu-dent data, including graduationand retention rates.
The Legislature in 2008 ap-proved a joint budget request forthe system, which will cost $20million instead of the $42 millionit would have cost for separatesystems.
Tribe Gets $6.8 M ForVeterans Cemetery
SIOUX FALLS (AP) — U.S. Sen.Tim Johnson says the RosebudSioux Tribe will get a $6.8 milliongrant from the Department of Vet-erans Affairs for an American In-dian veterans cemetery.
The South Dakota Democratsays the Sicangu Akicita OwicaheVeterans Cemetery will be thefirst in the nation establishedjointly by the VA and a federallyrecognized tribe and could serveas a model for others.
The tribe says the cemeterywill be on 80 acres of land about10 miles from the junction of U.S.Highways 18 and 83. RosebudSioux veterans, spouses and de-pendents will be eligible for burialthere. The tribe will be responsi-ble for upkeep.
Crow Creek ElectsKeeble As Chairman
FORT THOMPSON (AP) — TheCrow Creek Sioux Tribe has givenits acting tribal chairman the po-sition officially.
Wilfred Keeble has been unani-mously elected to the chairmanposition by the tribal council.
Keeble had been named in-terim chairman after then-chair-man Duane Big Eagle Sr. wasfound guilty in federal court twoweeks ago on bribery and con-spiracy charges.
Council member Peter Leng-keek tells the The Daily Republicthat he’s looking forward to mov-ing forward with the council androoting out the corruption intribal government.
A federal jury convicted the61-year-old Big Eagle for his rolein a scheme that rewarded tribalofficials for giving constructioncompanies contracts for newbuildings at the tribe’s school.
