LOCATIONThe three available development sites are located in Macclesfield within the unitary authority of Cheshire East. Macclesfield is the second largest town in the Borough.

The sites are located approximately 500 metres to the east and north west of the town centre respectively and are conveniently located for access to the comprehensive range of amenities on offer in Macclesfield Town Centre. Macclesfield is the largest retail centre in the Borough and a town with significant character, originally developed around the silk and textile industries. The sites are within walking distance of Macclesfield Rail Station, located on the West Coast Mainline, with direct trains to Manchester, Birmingham and London. Macclesfield is also well connected via ‘A’ roads linking it with Stockport/Manchester to the north, Buxton to the east, Leek to the south and Knutsford and the M6 Motorway to the west.

BACKGROUNDAll three sites are currently occupied by The King’s School Macclesfield, which is one of England’s leading schools, with a reputation for delivering outstanding education for over 500 years. The school has been in existence in Macclesfield since 1502 and has been based at the principal Cumberland Street site since 1854.

The school is set to relocate to a new purpose built facility at Derby Fields, Alderley Road, Macclesfield and is to dispose of the existing sites in order to assist in the relocation to the new site.

Simultaneous vacant possession of the sites will be provided to the selected bidder (or bidders) upon completion of the new school at Derby Fields.

The sites are to be sold on an informal tender basis. Bidders can choose to bid on one, two or all three of the available sites.

DESCRIPTION AND SITUATIONThe site at Fence Avenue measures approximately 13.53 ha (33.43 acres) and is located approximately 0.5 km east of the centre of Macclesfield and currently comprises The King’s School’s Girls’, Infant and Junior Divisions. The boundary to the east is formed by the Macclesfield Canal. The western edge of the site, fronting Fence Avenue and including the original school building, is bounded by Victoria park.

The site benefits from outline planning consent, subject to signing of the S106 Agreement, for the delivery of up to 300 units. As part of this consent, the front part of the main school building, which currently comprises the girl’s senior school, is to be retained.

There is a 2.3 acre parcel immediately north of Coare Street which is included within the planning application boundary but excluded from this sale. DESCRIPTION AND SITUATIONThe sites at Cumberland Street and Pownall Street sit within the built up area of Macclesfield and are surrounded predominantly by residential properties. The Cumberland Street site comprises the historic school site which includes two Grade II listed buildings. This site extends to 2.14 ha (5.3 acres).

The second and smaller site is located to the east of Cumberland Street on Pownall Street. This sites extends to 0.11 ha (0.28 acres) and currently comprises the school’s science block. The building takes up the majority of the site’s footprint and is a 3 storey brick built property.

FENCE AVENUEFence Avenue and Westminster Road have the benefit of outline consent, subject to signing of the S106 Agreement, to deliver up to 450 units, that being 300 units on Fence Avenue and 150 units on Westminster Road. The Fence Avenue application can be found on the local authority website under reference number 15/4287M. The S106 Agreement stipulates that 10% of the first 280 units at Fence Avenue and the first 140 units at Westminster Road are required to be delivered as affordable units. Specifically they are required to be delivered to the market at a 20% discount to open market value into perpetuity.

30% of any additional units provided above the 280 unit and 140 unit threshold are to be provided as affordable. The tenure type and unit size of these units shall be agreed with the Council before the development commences.

In addition to affordable housing, an education contribution is required at a rate of £1,222.22 per unit. This excludes any dwellings which are to be provided for people over 55 years old or for any units which include only a single bedroom.
