INumerous methodologies were used to study and survey the tools, systems andmodem approaches related to “Quality”, “Management”, “Economy” and theirinteractions during the past four rounds of International Quality ManagementConferences. These resulted in traceable impressions on the development ofmodem management knowledge in organizations and on national strategicplanning.In early 90s, along with social and economic evolutions of the country and thenecessity of meeting customers’ needs, new management concepts wereconsidered by organizations. The need for meaningful and appropriate transferof management knowledge necessitated the formation of an academicassociation to identify, recognize and exchange of information., Following thecelebration of four successful rounds of conference and considering the recentenvironmental and social changes and experiences, the permanent ConferenceSecretariat believes that the attitudes of the past decades is no longer adequatefor meeting today's needs.Therefore, the Conference Secretariat in Quality Management Society of Iran,is launching the 5th Conference to address “the development of NationalQuality Strategy”. The secretariat’s objectives areto monitor economic andsocial evolutions in order to remove past-decade obstacles considering thedevelopment of the 6th National Development Plan and programs promisedby the new government.The 5th Conference has taken positive evolutions of the present governmentas a good omen and aims to review and explain dimensions and componentsof National Quality Strategy. To this end, the conference will be held on30th - 31st October 2016 at Shahid Beheshti University InternationalConference Centre (SBUICC) to address “Quality Movement, SustainedSuccess and Competitiveness” as its pivot.

Concentrating on national economic enterprises, the goal of the Conference isto gather scholars and competent authorities to propagate applied knowledgeof management and the real insight into national and international revolutionsfor expanding management and quality development in governmental andprivate organizations. The International Quality Management Conferenceoffers an opportunity for information to be exchanged effectively betweenhundreds of experts, authorities and managers of organizations andenterprises. These groups of experts refer to conference hoping to findsolutions and ideas for their problems. The results of these ideas will beexpressed in the Final Statement.

The four previous Quality Management conferences were held within theyears of 1998 to 2004, which their final statements had broad impacts inunderstanding and implementing quality management principals in Iran.The First International Quality Management Conference with theme of“Principles and Concepts of Total Quality Management” was held inNovember 1998 when the term of “Quality Management” was still new inthe country. Second International Conference on Quality Management withthe title of “Quality Management and Reform in the Service Sector” was heldin December 2000 and as a result, the resolution No 180/13 was officiallyissued by The Iranian High Council of Administrative Affairs addressing thenecessity of implementing QM principals in Public Sector. In December 2002,Third International Conference on Quality Management with the title of“Quality Management, the Gate to Global Economy” aimed to create a bridgebetween Management and Economy. The biggest achievement of thisconference was its final resolution, consisted of several clauses that wasratified by the President of Iran for the implementation and had great impactson the country’s economic growth. Fourth International Quality ManagementConference with the title of “Quality Management and SustainedCompetitiveness” was held in December 2004 when the country was in theprocess of deep economic and social changes. The conference had a seriousimpact on the fourth “National Development Plan” in which, 8% averageannual growth of GPD was predicted. Parallel with the country’s internalchanges, international developments such as technological, social andeconomic changes, forced all countries around the world including Iran tobecome much more competitive than ever.
