THE FIRE ERUPTED BETWEEN 4:30 AND 5 PM, AND AT ITS PEAK REQUIRED THE EFFORTS OF MORE THAN 17 VEHICLES FROM HFD. Firefighters battled against low water pres- sure, and the lack of fire hydrants on the North side of HSPVA. This required them to string lines from more than two blocks away to establish enough pressure and volume to bring the flames under control. One fire- fighter was overcome by the heat and had to be transported by ambulance. Others were treated on scene. No residents of the apart- ments were injured during the fire, which appears to have completely destroyed the inside of the building. This, the third major fire within a quarter mile in the past year, points out the difficulties in controlling fires in our densely developed neighborhoods. Act Now to Save First Montrose Commons! [CONTINUED FROM PAGE 1]

The answer is – NOTHING!

Nothing except intense, sustained political pressure on our elected representatives on City Council!

This is an election year, and Candidates for Mayor —Brown, Locke, & Parker— have voiced “concerns” for “our historic neighborhoods”, and the need to “do more to protect our neighborhoods.” None has articulated a plan in the form of revisions to the City’s Development Ordinance (Chapter 42) that would accomplish such lofty goals.

If we are to save FMC from the fate our neighbors in Southampton and Broad Oaks face, we must act now!

� We should support the Stop Ashby High-rise Organization. (stopashbyhighrise.org) This means not only displaying signs and bumper stickers, but supporting them with contributions for their legal expenses. Their organization is much larger and better funded than any that FMC could muster. It just makes sense to help them win the war that we cannot afford to fight ourselves!

� We must question every candidate for City office about what they will specifically do to amend Chapter 42 to include height restrictions, or to sponsor a city-wide referendum to implement such an amendment.

� And finally, we must insure that our bid to become a Designated Historic District within the City of Houston does not fail for lack of a few signatures!

Highlights of August’s FMC Meeting THIS ART ICLE IS A BRIEF SUMMARY OF THE JUNE 2009 FMC MEETING. IT DOES NOT CONSTITUTE THE OFFICIAL MINUTES OF THAT MEET ING.

PERSONS WHO WISH TO OBTAIN A COPY OF THE OFFICIAL MINUTES SHOULD CONTACT THE ASSOCIATION’S SECRETARY AT www.firstmontrosecommons.com/OFFICERS BY MARYANNE MCBRAYER, FMC SECRETARY—AUGUST 18, 2009– President Jason Ginsburg opened the meeting at 7:04 pm. and announced that Lynn Edmundson, the expected guest speaker, would not be able to attend.

HISTORIC DISTRICT DESIGNATION: Lawyers from HISD and the City have determined that since HISD is a public entity, they are not bound by the Preservation Ordinance, and cannot sign the petition; the square footage or their land will not count toward determining our Historic District. Jason reported that Several HISD board members expressed support for the petition. When that property is sold to a private individual or company, it would be subject to HD rules.

Steve Longmire reported that the HD has 1,200,000 square feet and we are 34,500 square feet short of our goal. There are two land owners who together own 42,700 sq ft, but have not responded yea or nay. Their five properties would bring us over the amount still required. If they do not sign, we need a minimum of seven additional signatures. The FMC Board will meet August 26 to discuss on the best way to get the needed signatures. Any help will be appreciated and Jason can be contacted through the FMC web site, firstmontrosecommons.com/officers.

NATIONAL NIGHT OUT: The state of Texas moved this celebration to October due to the heat of August. This will be Tuesday, October 6. We need a planning committee. Please e-mail one of the officers via the FMC website, firstmontrosecommons.com/officers if you are willing to help.

ELECTION OF OFFICERS: Our Bylaws require elections each November. We need a slate of candidates by November 1 for publication in the newsletter. The Board will form a nominating committee at its August 26 meeting. Please contact a board member if you are willing to serve as an officer.

Jason introduced Johnny Kerr and Jeff Sabins who informed the group about their services called Story Matters, preserving personal histories via interviews. Those interviewed will receive a DVD for family records. They may be contacted at www.everystorymatters.com.

CIP CONSTRUCTION: We anticipate design and planning for our street recon-struction project to begin in August or September, and an engineering firm should be chosen soon. Jason will contact Wanda Adams to find out if an engineering firm has been selected yet. The design must consider those streets that will be part of Metro’s Urban Transit Corridor—these include

three blocks of Roseland, two on Stanford, one block of Greely and two blocks on Milam — all being north of Richmond. CM Adams committed at the July FMC meeting to construct all North-South FMC Streets to the Urban Transit Corridor specifications. Designs should be complete by June 30, 2010.

KAREN DERR, A CANDIDATE FOR CITY COUNCIL AT-LARGE POSITION 1 (currently occupied by Peter Brown) spoke briefly about her involvement in neighborhood issues and encouraged everyone to exercise their right to vote.

CITY WIDE PIP MEETING: Tom McBrayer said the next meeting will be held on September 8, 7:00 pm at 1600 State Street. District Attorney Pat Lycos will be the featured speaker. Our participation is encouraged.

The City proposes to REVISE CHAPTER 42 to make everything out to the Beltway an “urban neighborhood.”, and to do away with minimum lot sizes in favor of density. Peter Brown’s website gives information on this and we are en-couraged to read it and make Council Members aware of our thoughts on the matter.

Phillip Kropf made three announcements:

� Montrose Car Care on the corner of W Alabama and Montrose is under new management and they want to be a good neighbor. They have constructed an attractive security fence around the property.

� Center Point is replacing our old electric meters with “smart meters.” No one will have to come out to read the meter; it will be done electronically

� Recycle bins were picked up and returned. At some point, we will be part of the new recycling program using one bin for all recyclables, but the city jumped the gun on our area.

The meeting closed at 8:00 pm.

FMC Board Quarterly Meeting Summary BY MARYANNE MCBRAYER, FMC SECRETARY—AUGUST 26, 2009–FMC Board Members Jason Ginsburg, Robert Power, Steve Longmire, Joan Leslie Taylor, Kristina Lumbreras, Barbara Skjonsby and Mary Anne McBrayer met for the regu-lar quarterly session from 6 – 8:20 pm at Absinthe on Richmond Avenue.

HISTORIC DISTRICT DESIGNATION (HDD)— Board Members approved and signed letters addressed to owners of four large tracts of land within the proposed His-toric District boundaries whose signatures are needed to meet the 51% land area threshold required by the City’s Historic Preservation Ordinance. There will be a Special Board Meeting to discuss only Historic District Des-ignation after the letters are distributed and we have answers from these owners. The Board decided not to pursue getting HISD to sign the HDD Petition since it would have no effect on our application.

NEARTOWN — The Board approved payment of an invoice for Neartown dues.

NATIONAL NIGHT OUT — NNO will be on Tuesday October 6. The Board approved a budget for food and entertainment. The Association will provide soft drinks. Neighbors will be asked to bring a covered dish to share and to bring their own alcoholic drinks. The Holiday Party will be discussed later.

ELECTION OF 2010 OFFICERS will be held at the November FMC meeting. The Board will act as a nominating committee and will publish a notice in the newsletter soliciting candidates. All current members are willing to serve another year. The positions of President and Director of Membership can be separated with another member being added to handle membership.

HISTORICAL COMMITTEE — The Board authorized the Historical Committee to meet with Randy Pace and Robert McWhorter to discuss development of a Master Conservation Plan for FMC. The Plan would provide guidelines for developers and new construction. The Historic Committee will report to the Board their recommendations before action is taken. The Board au-thorized the purchase of a recorder for the Oral Histories Project.

Finally, the Board approved plans for a retreat to develop a mission state-ment, to state goals and objectives of our neighborhood association. This will be scheduled shortly after the first of the new year. E-mail Steve your ideas.

Two new State Laws take effect September 1st that affect all of us here in FMC. The first bans the use of Cell Phones in School Zones except when the vehicle is parked or in case of an emergency. Be aware – there are TWO SCHOOL ZONES in FMC: The area around HSPVA, and the 700-800 Blocks of Sul Ross, in front of the Foundation School for Children.

The second law required the ALL PASSENGERS in a vehicle MUST WEAR SEAT BELTS, regardless of their location in the vehicle.

So, let’s all BUCKLE UP & PUT THE CELL PHONE DOWN while driving through FMC! And while we’re at it – Keep an Eye Out for the New Kids who are just learning to walk in the neighborhood!

intense heat while battling the apart-

ment fire on the corner of West

Alabama and Stanford August 21st.

Efforts to fight the fire were hampered

by a lack of water pressure during the

initial stages, and by a lack of nearby

secondary fire hydrants.

Crews had to pull lines from two

blocks away to provide adequate

water supplies to extinguish the fire.

One firefighter was taken to hospital

by ambulance. Fortunately, no

residents were injured.

JUNE 2009– WHILE THE MONTH OF JUNE SAW ONLY NINE

REPORTED INCIDENTS, IT WAS NOTABLE SINCE THREE OF

THOSE NINE WERE AGGRAVATED ASSAULTS. Only one was on the street while two were in apartments. Also, June saw the addition of a new category of crime — theft. It differs from robbery in that robbery is face-to-face; theft is not.
