On May 25, the construction
site for the Prosub-EBN project,
located in Itaguaí, Rio de
Janeiro, was visited by members
of the Odebrecht S.A. Board
of Directors, including its
Chairman, Emílio Odebrecht,
and Marcelo Odebrecht,
Managing Director of
Odebrecht S.A. They toured the
area where a shipyard and naval
base will be constructed for the
assembly, launch, operation
and maintenance of four
conventional submarines and
Brazil’s first nuclear propulsion
submarine.
The construction work for the
Ship Yard and Naval Base, which
are part of the Submarine
Development Program, is being
undertaken by Odebrecht
Infraestrutura and Odebrecht
Engenharia Industrial for the
Brazilian Navy.
The first phase of the project
will involve the construction
of the Metal Structure
Manufacturing Unit (UFEM),
the shipyard and naval base.
The construction work, started
in 2010, should be concluded
in 2015. The second phase will
involve the construction of five
submarines. The first (one of the
conventional ones) will be ready

The members of the Odebrecht S.A. Board
of Directors visit the construction work
for the Prosub-EBN project in Rio de
Janeiro
in July 2017. The transfer of technology by the French
company DCNS (Direction des Constructions Navales et
Services) is one of the highlights of the development.
A LOOK INSIDE THE PROJECT
The board members and Marcelo Odebrecht were
welcomed by Benedicto Júnior, Business Leader at
Odebrecht Infraestrutura, directors and teams from
the company, Odebrecht Engenharia Industrial and
Odebrecht Defesa e Tecnologia.
The first activity of the visit was the sharing of
information on the project. He pointed out the
synergy and complementation of the skills shared
between DCNS, Odebrecht and the Navy as one of
the main trademarks of the project. Fabio Gandolfo,
Development Director, commented on the Brazilian
Navy’s growing perception with relation to the private
partner, which also helps drive the priority projects for
the country.

and for the country. “It is a
high-impact project from the
perspective of knowledge
acquisition,” said Luiz Almeida.
“Odebrecht is making a strong
entry into this new area, which is
defense.”
After the presentation at the
construction site auditorium was
finished, the visitors then headed
to UFEM, where all the metal
piles necessary for the project
will be made. On the installation
along a 95,000-m2 area, the unit
will be formed by production and
manufacturing installations (pipe
shops), a painting workshop and
assembly center, among several
others, and should be completed
in November 2012.
From UFEM, the group headed
to the North Area, a support site
for the manufacturing of piles
(they will be stored there for later
use). In the future, the area will
be used as a support structure,
which will include a hotel and
support installations for the
shipyard and base activities.
The third and last part of the
visit was dedicated to the heart
of the project: the South Area,
the site for the installation of the
construction and maintenance
shipyards and the naval base.
At this time, with approximately
10% of the Prosub-EBN
construction work completed,
Odebrecht is dredging in
Sepetiba Bay, where the
shipyards and naval base will
be constructed. Approximately
8.3 million m3 of soft clay will
be dredged. The next stage will
involve the creation of a sand
landfill with a planned volume
of approximately 6.6 million
m3. The dredging and landfill in
these volumes will provide the
conditions necessary for the
creation of the area in which the
shipyard and naval base will be
installed.
INNOVATION IN FAVOR OF
THE ENVIRONMENT
One of the highlights of
this work is the dredging
of the soil contaminated
by heavy metals, a result of
the pollution over the years.

of contaminated soil will be
transported (by a suction
dredge) into pockets inside
which the polymer treatment
will occur. From the pockets,
the material will be carried
in pipes to over 70 high
resistance geotextile bags, in
which it will be sealed.
These bags are being
previously disposed at the
Contaminated Deposit Unit
(UDC), a 100% sealed basin
that uses a PAD (high density
polyethylene) cover. On top
of this cover will be a layer of
gravel, which will allow for
the drainage of water that
is pumped together with
the soil. Later, this water will
be drained from the bags
and carried once again out
into sea, this time free of
the contaminated material
– which will remain inside
the geotextile bags, thereby
helping to preserve the
environment.
The project is being undertaken
in compliance with the licensing
requirements of the Brazilian
Institute of the Environment and
Renewable Natural Resources
(IBAMA), which permanently
monitors the progress of the
actions developed at the
construction site.
Prosub-EBN will also
contribute significantly
toward worker training.
Through the Continued
Professional Qualification
Program - Acreditar (“Believe”),
it will train 2,000 people until
the end of the construction
work in 2015.
At the end of the visit,
Emílio Odebrecht, Marcelo
Odebrecht and Benedicto
Júnior met with the team
heading the contract and
with participants of the
Young Partner Program and
emphasized the importance
of the development for
Brazil. They also cited the
opportunity that the young
professionals have to receive
training, one focused on
self-development, in one of
the many different services
existing at the project and
during its implementation.

To train communication professionals
about the practices of the agro-energy
sector, the Sugarcane Industry Union
(UNICA), in partnership with ETH
Bioenergia, held the first edition of “Agro-
Energy Underway - Improvement Program
for the Sugar-Energy Sector.” The event
was held on May 13 and 14, in rural Goiás,
one of the main fronts of expansion of the
Brazilian sugarcane industry.
The meeting, promoted by the
AGORA (“NOW”) Project – an initiative
that publicizes the benefits of the
production and use of clean, renewable
and sustainable energies – gathered
23 journalists from different states of
the country and abroad, such as the
newspapers Jornal do Commercio, from
Pernambuco, Valor Econômico, from São
Paulo, and O Tempo, from Minas Gerais,
as well as the television channels, Terra
Viva and Rede Globo, the magazine Isto É
Dinheiro, broadcaster Agência Estado and
website Tilt Financial Times. “Journalists
transmit knowledge and that was an
excellent opportunity to qualify them,” said
Alfred Szwarc, Emission and Technology
Consultant at UNICA.

level of industrial automation at the Rio
Claro Unit surprised me,” said Belintane.

A LOOK INSIDE THE SUGAR-ENERGY SECTOR
During the visits to the agricultural
and industrial area of the ETH unit, Luís
Felli, the professional responsible for
Agroindustrial Operations, and José Carlos
Teixeira, Supervisor of the Goiás Center,
provided the details of the production
process and the company’s practices, such
as the labor training program.
During the presentations, Alfred Szwarc
spoke about “New Technologies” and about
the importance of the industry of flex
vehicles (that use ethanol and gasoline) in
Brazil, and Luiz Augusto Horta Nogueira,
consultant for the United Nations
Economic Commission for Latin America
and the Caribbean (ECLAC) and professor
of the Federal University of Itajubá,
discussed “Sugarcane in the Brazilian
Energy Matrix.”
The UNICA Sustainability Manager, Luiz
Fernando do Amaral, addressed the topic
“International Market,” and Marcos Fava
Neves, graduate in Planning from the
School of Economy, Administration and
Alfred Szwarc spoke about “New Technologies” and commented on the use of flex vehicles (ethanol and gasoline) and hybrid vehicles (electric energy and ethanol) in the country

São Paulo (FEA/USP), spoke about
the “Domestic Market” and showed
data that exemplify the potential
growth of sugarcane in the national
energy matrix over upcoming years.
“Fifteen years from now, my hope
is that the sugar-energy sector
will supply 20% of the country’s
electric energy,” said Neves. “In the
international market, we will be
responsible for 60% to 65% of the
global sugar production,” he said.

the Goiás State Ethanol Producers’
Industry Labor Union (SIFAEG),
André Rocha; the President of the
Mato Grosso do Sul Bioenergy
Producers’ Association (BIOSUL),
Roberto Hollanda; and the two

Altieri; and spoke with the State
Secretary of Agriculture, Antônio
Flávio Lima, and the State Secretary
of Industry and Commerce,

100% MECHANIZED PLANT
Created in 2007, ETH Bioenergia operates nine
plants in three Brazilian states: Goiás, Mato Grosso do
Sul and São Paulo.
The Rio Claro Unit, visited by the journalists
during “Agro-Energy Underway,” was inaugurated in
August 2009. The plant began operating with 100%
mechanized planting and harvesting and the milling
capacity for 4.5 million tons of sugarcane per harvest.
ETH expects that in 2012, the unit will reach a
milling capacity of 6 million tons to produce 530,000
cubic meters of ethanol and 450 GWh of electric
energy through the burning of sugarcane bagasse
(bioelectricity).

In the Huambo Province, in Angola’s Central-
South region, and approximately 120 km from
the capital, in Gove, Odebrecht Angola
(subsidiary of Odebrecht América Latina e Angola)
is currently building the Gove Hydroelectric Power
Plant Facility (AHE), which includes the
rehabilitation of the dam, the construction of the
power station and substation, as well as the ins-
tallation of a village for the plant operators and a
small airport. With 60 MW of installed power, one
of the development’s goals is to regularize the flow
of the Cunene River.

After the conclusion of the dam construction
work, scheduled for December of this year, it will
be possible to store water during the rainy
season for later use during the dry season in order
to generate energy that will supply the region of
Huambo and Bié and for the agricultural facilities
located farther down the river.
In addition to the construction activities, the
project promotes the region’s sustainable growth,
with the installation of a family farming program
that should benefit 3,400 people by December of
this year.

A LEGACY FOR GOVE
Since the start of the project in 2008,
several residents from the communities
located near the development have been
contracted by Odebrecht Angola to work
on the construction. With the improvement
of the population’s quality of life and
increase purchasing power, the Gove
region economy earned a new dynamic.
Concerned with maintaining this
scenario, besides directing the 1,200
Members – 780 of whom are from the
region – to other projects after finishing
the construction work, the company
is also turning to agriculture to
guarantee the sustainable development
of the communities and prevent a rural
exodus. Based on the experience acquired
with the construction site garden, created
to balance the workers’ daily meals, the
company launched the Semear (“Sow”)
Project in 2009 with the support of the
Huambo Province Agrarian Environment
Institute (IMA).
Semear will support the creation of a cooperative for the farmers to continue forward with the project

The social inclusion program trains the wives
of Members for the production of foods in the
community garden installed near the Gove AHE
construction site. “We want to prevent the region
from going back to what it was like before the
construction project, when people basically ate
corn and manioc root, cultivated during the rainy
period,” explained Fernando Koch, Administrative
and Financial Manager. “During the dry months,
the availability of foods was even scarcer,” he said.
The 32 farmers, who receive orientations from
five Members of Odebrecht and IMA, already
harvest a wide variety of produce, vegetables and
fruit, also receiving the help of an irrigation system
installed near the lake formed by the dam.
The Semear Project also offers literacy cour-
ses and classes on health and personal hygiene
- primarily about HIV, malaria, birth control and
caring for newborns. During the daily work in
the garden, the participants are divided into
three groups. The first tills and prepares the
earth, plants and harvests, the second
attends the practical farming classes and the
other learns in the classroom.
Recently, the project received the permission
to cultivate produce in areas reserved for military
operations. The planting and first harvests should
take place in December of this year. “Another
positive result achieved was the increased
self-esteem of the Members and their wives,” said
Carlos Augusto Baptista Vieira, the professional
responsible for General Services, who also
participates in Semear.
Until the end of this year, a cooperative
will be created to manage the program that
will receive the support of the province
government and consolidate partnerships to
sell products.

the city of Santos, located along São
Paulo’s coast – was decisive for the
process to implement the O2 tools.
The Oracle information system is
gradually replacing MyWebDay to
make Odebrecht’s support activities
more efficient.
The mobilization began in
September 2010, with the start of
the related training. In January of
this year, the teams received the new
basic system package (the Oracle eBS,
XRT, Mastersaf, Engmat, PeopleSoft
and SD2000 tools) and the work was
intensified after the contract was
chosen as one of the pilot projects
for the installation of the PeopleSoft
Sub-Contract and Payroll modules in
May. Embraport was the first contract
to debut its work operating within the
SD2000, the O2 support tool designed
for Safety, Health and Environment
activities.

POSITIVE RESULTS
The engagement during
the initial installation phase
was visible in the accounting
results for January-April of
this year, closed within the
deadline date. The number
of Members who operate
Oracle in the contract
increased from 17 in
January 2011, to 100 in May.

IT COMPLETES FIRST SUB-CONTRACT
MODULE PHASE
At the start of May, the IT area
completed the first installation phase for
the new Sub-Contract module.
Using Oracle technology, the module
– which is fully integrated with the O2
system – manages and administers
the subcontracted suppliers at the
construction project, such as labor and
equipment supply companies and
consulting firms.
Already used in MyWebDay, the
tool was improved and now offers
direct communication with O2. “The
changes transformed the module into
a system that best serves the project,
with a simpler user interface,” explained
Cristian Kambourakis, the professional
responsible for the IT area Sub-Contracts
Project. During the first phase of
installation, Embraport received the
system ‘base.’ It is estimated that the other
functionalities will be installed gradually
until July.
Documentation control, including
the scanning of system documents,
the improvement of the measurement
process – which allows for some service
to be used by more than one city
from a single contract item –, and the
re-activation of the payment advance
integration are among the improvements
for the new Sub-Contracts module.

PIONEER IN LATIN
AMERICA
The Tocoma Hydroelectric
Power Plant, constructed

The program, launched on May
23, is promoting the digital
literacy of children from the
teaching institutions in nearby
communities.
During the first phase, to be
concluded in July of this year,
33 students from the Dr. Jose
Agosto Mendez School and
21 students from the Luisa
Cáceres Arismendi School,
both in the municipality of
Angostura, are learning to use
Microsoft Office programs and
e-mail tools.

The first group, which includes
30 Members from the Baixo
Tejo Sub-Concession and
Belverde Viaduct project – the
widening of a highway and
construction of a new viaduct
–, located in the Metropolitan
Region of Lisbon, in Portugal,
completed the computer class
on May 10.

With the start of Hit the Net,
the project team realized
that the biggest obstacle
is not the lack of access to
computers, since many of the
participants have a computer
at their homes. Instead,
it is the absence of basic
computer knowledge and the
hesitation when working with
technology.
Manuel Alves, assembler
and one of the participants,
revealed that his 21-year-old
daughter has used a computer
since she was little, but that he
never had the opportunity to
learn to operate it. “The more
computer knowledge I can
acquire, the more chances at
professional growth I’ll have,”
said Alves.
At the end of the course, held
at the Elias Garcia School
Grouping, located next to the
construction project, the two
Members who most stood out
during the program – based
on the criteria of participation,
performance and attendance
– received one free laptop

MOATIZE ALREADY
HAS THREE ROOMS FOR
PROGRAM

Mozambique through the
project to construct and
operate a coal mine for
the company Vale, in the
municipality of Moatize,
and with the partnership
of Odebrecht International,
Microsoft Brasil, Vale
Moçambique Foundation,
Hewlett-Packard (HP) and
the airline company TAP -
Transportes Aéreos Portugueses.
It was the first project in Brazil
to receive the program.
Currently, there are three
laboratories in operation: one
at the Moatize Coal Project,
another at the Armando
Emílio Guebuza High School
in Cateme, and a third at the
Dom Bosco High School.
A total of 310 students
participate in the program,
including community residents

More than 300 people, including Members and residents of the communities, participate in Hit the Net in Moatize
and Members working on the
construction project. By the
end of this year, some 1,500
should be assisted.
The educational proposal
includes two modules: the
basic level, with a focus on
digital literacy, in which the
student learns to handle
the equipment and learn
basic computer skills;
and the advanced level,
where participants learn
to use websites and online
services, e-mail and other
communication systems, as
well as the Microsoft Office
programs.
The course uses the
Microsoft methodology
with the e-learning system,
without the need for
teachers, but with volunteer
monitors. The program lasts
for two months and has a
course load of 32 hours.

“The passage through CFR-I
gave me a new perspective on
life and changed my opinion
with relation to agriculture and
the opportunities found in the
field,” said the youth.
That same year, his father
joined the Bahia Southern
Lowlands Heart of Palm
Producers’ Cooperative
(COOPALM) and since then has
developed his own heart of
palm plantation. “We plant and
harvest and the cooperative
sells it,” he said. “We see the
return from our work; we feel
like we own it and we feel
stronger, since we aren’t alone.”

Father and son then began
to work together cultivating
the heart of palm. Gradually,
the young man introduced the
new planting techniques he
had learned, helping to boost
the family’s productivity. “My
father raised us on what he
learned from my grandfather,”
he said. “Now, I’m having the
opportunity to teach him lots of
things. We are great partners,”
said the youngest of the three
Santos boys, who is not the
family’s only producer. His older
brother always worked in the
field and currently owns his
own property.
Antônio Filho is following in
the footsteps of his brother.
With the support of COOPALM,
he planted one hectare and a
half of heart of palm and now
cares for his own cultivation.
The new rural entrepreneur also
plans to join the cooperative. “I
want to increase my property,
and I always try to apply the
knowledge I acquire at CFR-I,”
he said. His father also believes
in this path: “I am happy to have
my sons working the land,” he
said. “We get everything we
need from the country.”

of the Republic of Peru, Alan
García, participated in the
signing of the investment
commitment contract between
the Peruvian government
and Generación Huallaga,
a company controlled by

Hydroelectric Power Plant,

country. The plant will be built

One April 18, Members of the company
Daewoo Shipbuilding & Marine
Engineering (DSME) – the shipyard in
South Korea where Odebrecht Oil and
Gas (OOG) built the Norbe VIII and Norbe
IX drilling rigs and site to the installation
of the ODN and ODN II drilling rigs –
celebrated the record of 8 million man-
hours worked without time loss accidents
at the projects of the four units.
This number was reached by 2,500
workers during the period of January
2010 to April of this year. To achieve the
result, OOG and DSME worked together to
implement Workplace Safety, Health and
Environment (SSTMA) rules at the shipyard
and correct problems to improve the
quality of the work.
Pedro Mathias, Project Manager at OOG,
represented the company during the
ceremony organized by DSME to celebrate
the new record. Members of OOG and
managers of the South Korean shipyard
also participated in the celebration.

On May 3, 20 students from the Construction
and Urban Development Management
course at Eindhoven University of Technology
in Holland visited some of the Odebrecht
Infraestrutura construction projects in Rio de
Janeiro.
At the Maracanã remodeling project, the group
visited the “Sidewalk of Fame” – a space in the
stadium that pays tribute to Brazil’s biggest
soccer stars –, and the field, the site that will
host some of the games and serve as the stage
for the closing ceremony of the 2014 World Cup.
The university students also visited the new
General Osório Subway station in Ipanema. They
rode it until the Mirante da Paz (“Peace Outlook”)
high atop the Rubem Braga Complex – a
structure with elevators that transport residents
from the low income communities of Cantagalo
and Pavão-Pavãozinho to the Ipanema station.
Civil engineer Amanda Parro accompanied the
group and explained the challenges faced by a
construction project in the city’s urban zone.

In Camaçari, Bahia, Odebrecht Engenharia
Industrial participated in the campaign “The
Center against Dengue” through the Braskem
Project and other companies – Braskem, Du
Pont, Dow Chemical, Paranapanema, Ultracargo,
Elekeiroz and Petrobras. The campaign was
divided into two phases.
The first, held on May 6 in the neighborhood
of Dias D’Ávila, gathered 300 people, including
the coordinators and technicians of the region’s
Zoonose Center, community health agents,
members of the Community Defense Center
(NUDEC) and the Community Council, professors,
students, municipal public school employees,
in addition to 49 volunteers from the eight
companies. Participants went on a walk to
publicize the ways of preventing the disease.
On May 20, the neighborhood Parque
Florestal received the second phase of the
campaign. More than 100 volunteers, oriented by
professionals from the Zoonoses Control Center,
visited over 1,300 residential and commercial
buildings and terrains. Materials that could
accumulate water and become breeding grounds
for the mosquito that transmits the disease were
removed. The volunteers also distributed tarps
to cover empty barrels and pamphlets about the
importance of combating dengue.

and Ivonne Lozano, the
professional responsible for
People and Organization, who
discussed the Organization’s
history and Odebrecht
Entrepreneurial Technology
(TEO). “Our main challenge
is to transform all of our
knowledge into team work,”
said Marco Duran during the
opening for the event. “We
will be in different countries
and different places within
the countries,” he said.

professionals were divided
into groups for a practical
activity on synergy, strategies
and goals.

Antônio Hydroelectric Power
Plant in Rondônia involves careful
animal rescue work, developed
by over 160 professionals
hired by the Santo Antônio
Energia Concessionaire, which
is responsible for the plant. The
team gathers biologists, assistants,
veterinarians, safety technicians
and nurses and has already
rescued over 23,000 animals from

in Paraíba, and the Research
Center for Neotropical Raptor

Angola (ALA), promoted the 2011 Internal
Workplace Accident Prevention Week (SIPAT).
This is the second consecutive year the
subsidiary has held the event.
The event included conferences involving
local and international specialists, who shared
their knowledge and experiences with over 550
participants, including Members of the Company
and partner companies, as well as students and
employees of public entities in the country that
operate in the construction area. Themes such
as Safety and Health Management in Tunnel
Construction, Identification and Assessment of
Environmental Impacts, Work at Heights and
Noise and Vibrations in Civil Construction Areas
were addressed in the lectures.
The Accident Prevention Program (PreVer)
was presented in the country during SIPAT, with
the presence of Sérgio Leão, the professional
responsible for Sustainability at the Engineering
and Construction Operations, Carlos Alexandre
and Antônio Gaspar, both from Odebrecht Latin
América and Angola. André Rabello, Managing
Director of Odebrecht Panama, confirmed
the commitment of the contract directors to
overcoming the program’s challenges and
continuously seeking to minimize serious
accidents at the construction sites.
SIPAT also hosted an exhibit related to the
topic of Workplace Health and Safety, called
Odebrexpo 2011, in which companies and
entities presented safety equipment and the
efforts undertaken in the country within this
sphere.

and OAS, the Arena Salvador Consortium
– responsible for the construction work to
build the Fonte Nova Arena in Bahia’s capital
– created its Intern Training Program with a
multi-disciplinary strategy.
The students take part in a rotating and
planned program and will work in different
sectors of the company. The maximum time of
permanence in each area is six months.
During the internship period, the interns
are evaluated each month by the leaders
and can discuss the program with the People
and Organization area. There is also the
identification of the areas for improvement
and the youth can participate in volunteer
programs to develop their public speaking
skills as well as in other courses in partnership
with teaching institutions.
Currently, 22 university students from the
Business Administration, Architecture, Civil
Engineering, Oil and Gas Engineering and
Communication courses are participating in
the program.

International Fair (FIB), which gathered more
than 120 national and international companies
at the Ombaka National Stadium with aims
of promoting local entrepreneurship and
publicizing the economic and industrial
potentials of the country’s Central-South
region.
At the Odebrecht Angola booth, visitors were
able to learn more about the Organization’s
global operations and the company’s
construction projects in the province, such as
the Benguela Waters Integrated Project, Lobito
and Baía Farta, the Revitalization Project for the
Catumbela, Cavaco and Coporolo Rivers and
the Catumbela Airport, among others.
