Sep 6, 2017 10am Present: OMB Chair Ms. Karlene Hussey Rob Howe (Goodmans)’ legal council representing Brian Domm Farms Ltd. and Hallman Construction Mr. Stephen O’Melia (Miller Thomson) – legal council representing F. McCrea for Waterloo Regional District School Board (re: school proposal inside development lands). Seeking party status. Mr. Eric Davis - legal council representing for Grand Ridge Estates Ltd (South Phase). Also seeking party status. Kelly Yerxa – City of Cambridge legal council Brian Cooper - City of Cambridge planner Two other women on right (unknown) About 40 people in the gallery including Councillor Wolf. The purpose of the pre-hearing was to address the developer’s appeal of City of Cambridge Official Plan Amendments and Zoning Bylaw Amendments in a bid to make changes to existing zoning by-laws. As well there was an opportunity for individuals or groups to seek Full Party status or Participant status for the upcoming hearing. Mr. Howe’s remarks (lrepresenting Brian Domm Farms Ltd. and Hallman Construction): Presented map (Image 1, below) o Noted that lands to the south of Blenheim are Mr. Davis's client (Grand Ridge Estates) o Most of the Brian Domm Farms Ltd./Hallman Construction lands (“LANDS”) were zoned as low density/residential in the Cambridge City Official Plan (“OP”) History of the process for Domm/Hallman: o 2007: Domm/Hallman approached Cambridge city with proposal to develop the LANDS, the city requested the Class Municipal Environmental Assessment (“Collector Road EA”) o April 2011: Collector Road EA work went forward with city and LANDS owner/developers, funded by LANDS owners o March 2014: Collector Road EA completed; city council approved, Region approved, GRCA approved the MESP for that o 'Bump up' of additional requests and changes refused by Minister in 2015 o July 2014: LANDs/LANDS LEGAL made applications to amend the OP and bylaws (at this point Phases 1 and 2 had been completed) “Phase1&2 were satisfied by MESP. Phases 3-5 must still be completed. Phases are allowed to be integrated with planning process.” (note: LEGAL went to lengths to address the issue of the amendments being requested before Phases 3 and 4 were complete, his position seems to be that as these phases are underway and that the MESP should be/will be integrated with planning /road study. He may be paving the way here to argue that because of this integration the city is obliged to address the amendments; this is an issue because
