PROGRAMME DESCRIPTION
Numerous conditions have to be fulfilled for an athlete to become an Olympian, which explains the aim of this programme, namely to give all athletes the chance to enjoy the best possible conditions to qualify for the Olympic Games.
For PyeongChang, the budget for this programme was USD 10,000,000.
Objective of the programme
Offer the NOCs a programme of scholarships aimed at the athletes preparing and attempting to qualify for the XXIII Olympic Winter Games PyeongChang 2018.
The programme is designed so as to increase the competi-tiveness level at the Olympic Winter Games rather than arti-ficially increasing their universality.
Only NOCs with athletes demonstrating proven winter sports experience and technical ability could make use of the programme.
The NOCs selected their candidates in consultation with the national federations ( NFs ) concerned at the beginning of 2016.
Starting in March 2016, Olympic Solidarity analysed a total of 491 candidatures from 88 NOCs, with technical advice from the different winter sports International Federations ( IFs ).
Procedure for allocating a “PyeongChang 2018” Olympic scholarship
The first scholarships were activated in November 2016. The programme continued until the start of the Olympic Winter Games in PyeongChang in February 2018, thus covering two winter seasons.
The period after the Olympic Winter Games was devoted to closing all the files.

Profile of the athletes
The candidates had to demonstrate a technical level that was high enough to allow them to qualify for the Olympic Winter Games PyeongChang 2018, and had to have taken part in international competitions recognised by the winter sports IFs.
For their part, the NOCs had to make sure that any athletes found guilty of actions contrary to sports ethics as estab-lished by the Olympic Charter and the International Olympic Committee were not put forward as candidates for an Olympic scholarship.
The individual scholarship
An individual scholarship offers the athletes selected two advantages:• A monthly fixed-amount training scholarship to cover the athlete’s training costs• A fixed-amount travel subsidy for the athlete to cover the costs of transport to take part in the Olympic qualifying competitions.
The NOCs were invited to nominate athletes for whom an Olympic scholarship would have a significant impact on their training, and who had no other means of funding for this.
The flexibility of the scholarship programme allowed each NOC to have its own objectives and apply different selection criteria, which resulted in great diversity among the athletes with scholarships.
An agreement governing the allocation conditions is signed by the NOC, the NF and the athlete. Each athlete granted a scholarship is assessed every four months, and their partici-pation in the various qualifying competitions is monitored regularly.

CATEGORY AAimed at NOCs which had fewer than 10 athletes at the Games in Sochi.
• Number of individual scholarships allocated to each NOC identical to the number of athletes in their delegation in Sochi.
• NOCs with 1 athlete in Sochi could request a maximum of 2 individual scholarships.
CATEGORY BAimed at NOCs which had between 10 and 59 athletes at the Games in Sochi.
• A maximum of 10 individual scholarships allocated to each NOC.
CATEGORY CAimed at NOCs which had 60 or more athletes at the Games in Sochi.
A global Tailor-Made financial subsidy was offered to these NOCs with the largest teams.
The NOCs used the funds in accordance with their priorities, namely:
• Use of the subsidy in the form of individual scholarships allocated to selected athletes.
• Use of the subsidy to supplement the NOC’s general preparation budget ( organisation of training camps, etc.).

In line with the principles approved by the Olympic Solidarity Commission and to avoid artificially increasing the univer-sality of the Olympic Winter Games, the support was split into 3 categories ( A, B and C ), based on the participa-tion of the NOCs and their athletes in the Olympic Winter Games Sochi 2014.

The success of the programme is judged by the percentage of scholarship holders who take part in the Games. Allow-ing the athletes to qualify is thus the main objective, and for this reason these scholarships were aimed chiefly at prepar-ing and funding the athletes’ participation in the numerous qualifying events.
This support to help NOCs prepare and try to qualify their athletes for the Olympic Winter Games PyeongChang 2018 was provided through 2 types of financial assistance :• Individual scholarships• Tailor-Made scholarships or grants.
Of the 435 individual scholarship holders ( Categories A + B ) who benefited from the programme, 268, meaning 62 %, qualified for the Olympic Winter Games PyeongChang 2018.

For the Olympic Winter Games, all athletes, including the Olympic scholarship holders, must qualify through the qualification systems established by the IF for each sport. The criteria were different for each sport, which explains
the variation of 57 to 76%, according to the sport, in the number of individual scholarship holders qualifying for this edition of the Games.
