Introduction This document is an Equalities Impact Assessment (EqIA) of the Issues and Options for the Core Strategy and Development Control Policies Development Plan Document (DPD) that has been prepared by the Council. The Core Strategy will set out a long-term spatial vision and strategic objectives for the Borough. It will also contain a spatial strategy, core policies and a monitoring and implementation framework. The Core Strategy will set the strategic direction for the Council’s Local Development Framework (LDF) up to 2025/26. The Development Control Policies DPD will set out generic policies that will manage development in the Borough. Here in Oldham, the Core Strategy and the Development Control Policies DPD will be prepared as a single document. (From this point on the DPD is referred to simply as ‘the Core Strategy’.) There are a number of key steps to be undertaken in preparing the Core Strategy. These include issues and options, preferred options, submission document and independent examination. The Issues and Options is the first formal stage in the preparation of the Core Strategy. It describes the key challenges facing the Borough and the possible choices that are available to address these. It sets out broad issues that the Core Strategy will have to consider and presents alternative spatial options to help shape the future development pattern of the Borough. However, in preparing this document, it is recognised that a great deal of thinking about the Borough’s future direction, role and prospects has already been undertaken in recent years by the Council, key partners, the community and stakeholders, and therefore the Issues and Options has great regard to this earlier work. The Issues and Option sets out three alternative spatial options, which are: Option A Focused Regeneration Option B Urban Concentration Option C Urban Concentration including Planning Expansion. Full details of these three alternative spatial options can be found in the Issues and Options Report The purpose of the EqIA is to assess the potential impact of the three spatial options on the various equalities categories within the Borough.

Findings of the Equalities Impact Assessment At this stage the three alternative spatial options are not considered to have any adverse impacts on the various equalities categories within the Borough. How to comment on the Equalities Impact Assessment The Issues and Options Report and the EqIA are both subject to public consultation. There is an opportunity to comment upon the findings of the EqIA by using the Comments Form (see Question 12). The deadline for submission of any comments is indicated on the public notice and comments form.

Option A (Focused Regeneration) would focus new developments on regeneration areas, including Oldham Town Centre and the District Centres, at strategic locations such as Hollinwood and at major public transport nodes and corridors such as Metrolink.

The Issues and Options Report suggests a series of strategic objectives for the Core Strategy. Thirty five economic, environmental and social objectives have also been identified as part of the Sustainability Appraisal.
