Engineering, Fabrication and Supply of Modular Electrical Packages respectively for OCS at Nadua and GGS at East Khagorijan in Dibrugarh
district, Assam
1. This Corrigendum is issued to notify the following: a) In view of queries received from bidders in matter corresponding to
technical SOW, the final OIL’s responses to the queries are generated. All the bidders are requested to refer to Annexure- I attached herewith.
b) Revised Electrical single line diagram for OCS at Nadua and GGS at E. Khagorijan are attached herewith as Attachment – 1&2 respectively.
c) Hazardous area classification drawing for OCS at Nadua and GGS at E. Khagorijan are attached herewith as Attachment – 3&4 respectively.
d) Specification for Lighting Transformer for OCS at Nadua and GGS at E.
Khagorijan are attached herewith as Attachment – 5&6 respectively.
e) Specification for Lighting Fixure and Distribution Board for OCS at Nadua
& GGS at E. Khagorijan are attached as Attachment – 7&8 respectively. f) Revised Price Bid format/SOR is attached herewith as Attachment – 9.
g) Revised Electrical Substation Layout is uploaded separately under
“Technical attachment” tab in e-Tender portal. 2. Extension of the Bid Closing/Technical Bid Opening date as under:-
i) Bid Closing Date & Time : 04.01.2019, 11:00 hrs. IST.
ii) Technical Bid Opening Date & Time : 04.01.2019, 14:00 hrs. IST.
3. All other terms and conditions of the tender remain unaltered.
4. All the prospective bidders are requested to regularly visit OIL’s

1. INTRODUCTION
OIL INDIA LIMITED (OIL) a Government of India Enterprise, proposes to construct two
number of Surface Production facilities primarily for separation of Oil, Gas & Water and
processing of non-associated & associated gas in its producing field at Nadua and East
Khagorijan. The installation will be constructed on Modular design concept with emphasis on
skid mounted prefabricated facilities minimizing construction work at site to the extent possible
as per functional specifications of various process/utility packages. Instead of permanent civil
buildings, containerized offices/structures will be preferred.
The East Khagorijan (GGS) field is located near Dibrugarh town in Assam at a location
approximately 200m south (aerial distance) of LOC# at 27°32’N 95°09’E approx. elevation 121 M
MSL. The field is presently producing from 02 Nos. of wells through a QPS (Quick Production
Setup). Considering the potential of the field it is envisaged that Oil production is expected to
rise to a level of 1000 KLPD from 06 HP wells (02 wells + 04 future wells), 06 LP wells and 06
Non Associated Gas wells. Associated Gas is expected to be around 0.1 MMSCMD. The East
Khagorijan oil field also having the huge amount of non-associated gas potential and it is
expected to produce about 1 MMSCMD of non-associated natural gas from this area. It is also
expected that the field will produce about 800 KLPD of water along with the 1000 KLPD of
crude, so the plant design will be for handling 1800KLPD of total well fluid Oil India Limited
proposes to construct a Group Gathering Station at East Khagorijan to cater to the production in
that area.
Pipelines from Oil & Gas wells to the proposed plant and transfer lines for transporting Dry
Crude, treated Gas, treated water from the proposed plant to outside are not in the Project scope.
Procurement of LAND and construction of boundary wall in the land is not in the project scope
and will be done/ arranged by OIL separately.
KAVIN ENGINEERING AND SERVICES PRIVATE LIMITED is awarded a contract for
Engineering Procurement Construction Management to conceptualize / finalize the requirements
needed for the Oil Collection Station (OCS) at Nadua and Group Gathering Station (GGS) at East
Khagorijan.
2. OBJECTIVE
This specification defines the minimum technical requirements for the design, materials, supply,
Installation, painting, testing, inspection and commissioning of LIGHTING TRANSFORMER system
in Oil Collection Station (OCS) at Nadua and Group Gathering Station (GGS) at East Khagorijan.
VENDOR’s scope of supply shall include the furnishing of LIGHTING FIXTURE as complete and
functional unit, as described by the requisition.

The designed electrical system shall confirm to latest version of statutory and government

5. GENERAL REQUIREMENTS
5.1. All electrical equipment and accessories / material shall be suitable for installation and operation
for onshore application.
5.2. Supplier shall ensure availability of spare parts and maintenance support services for the
offered equipment at least for 20 years from the date of supply.
5.3. Supplier shall give a notice of at least one-year to the end user of equipment and EPCM
CONSULTANT contractor before phasing out the product/spares to enable the end user for
placement of order for spares and services.
The electrical system shall be designed to provide:
Safety to personnel and equipment both during operation & maintenance..
Reliability of service
Minimal Fire Risk
Ease of maintenance and convenience of operation
Automatic protection of electrical equipment through automatic relaying system
Electrical supply to equipment and machinery within the design operating limits.
Adequate provision for future extension and modification
Suitability or applicable environmental factors.
6. SITE CONDITION
All electrical equipment and accessories/ materials are to be suitable for installation and operation
under dusty, humid, corrosive and hostile environment with special degree of hazards. Refer to
‚17039-ND-P-GD-1002, Site Conditions and available utilities‛ for details.
7. SCOPE
7.1 CONSTRUCTION
a) The transformer shall be dry type, ANAN cooled suitable for indoor installations. Transformer shall
be housed in freestanding enclosures of welded sheet steel frames with expanded metal screens of
suitable size or louvers backed by wire-mesh. Transformer and the enclosure shall be suitably
reinforced to prevent distortion during handling. Base channels shall be provided with skids and
pulling eyes to facilitate handling. Tag plate shall be provided.
b) The transformer shall be double wound core type with cold rolled grain oriented silicon steel
insulated laminations and clamped to minimise vibrations and noise. Core fastening bolts shall be
insulated to reduce losses and to avoid hot spots. All parts of the magnetic circuit shall be effectively
connected to earth system.

c) The winding shall be of copper and shall be designed for full load current and to withstand the
thermal and electromagnetic stresses arising due to the through fault current. The current carrying
winding joints shall be electrically brazed.
d) 415V/240V AC, 50Hz, 3 phase, 3 wire, Delta/Delta, 4% impedance, Off Load Tap changer (OCTC)
with ±5% in steps of 2.5%, The windings shall be provided with class B for lighting transformers upto
100kVA and class H insulation for rating more than 100kVA.
e) Different parts of transformers shall be connected by copper flexible for earth continuity purpose.
f) All the fasteners and bolts shall be hot dip galvanised as per IS: 802 or zinc passivated.
g) All surfaces to be painted shall be thoroughly cleaned, descaled, made free from rust and shall be
epoxy painted.
7.2 TERMINALS
a) Windings shall be brought out and terminated in cable boxes.
b) Cable boxes shall be supplied with cable lugs and glands. For power /control cables double
compression cable glands and crimped type tinned copper cable lugs shall be supplied. Gland plate
shall be removable type. For single core cables, gland plate shall be of non- magnetic material.
7.3 ACCESSORIES
Tappings and control gears shall be provided on the Primary side. Tap changer shall be off- circuit
type. Under conditions of external short circuit, the tap changing equipment shall be capable of
carrying the same current as the winding. Unless specified otherwise, tap changer regulation range
shall be +/-5% with each step of 2.5%. Tap changing mechanism shall be easily accessible and it shall
be possible to change the taps without opening the main transformer enclosure.

9. INSPECTION, TESTING AND ACCEPTANCE
Owner’s representative shall be given free access in the works from time to time for stage wise
inspection and progress reporting. Four weeks advance notice shall be given to witness the final
routine test as per IS-11171. These tests shall be performed on the complete assembly at
manufacturer‘s works. Test certificates duly signed by owner’s representative shall be issued as a part
of final document.

10. PACKING AND DESPATCH
The equipment shall be properly packed for the selected mode of transportation i.e. by ship /rail or
trailer. The equipment shall be wrapped in polythene sheets before being placed in crates/cases to
prevent damage to finish. Crates /cases shall have skid bottom for handling. Special notations such as
`Fragile', `This side up', `Center of gravity’, `Weight’, Owners particulars, PO nos. etc., shall be clearly
marked on the package together with other details as per purchase order. The equipment may be
stored outdoors for long periods before installation. The packing shall be suitable for outdoor storage
in areas with heavy rains/high ambient temperature unless otherwise agreed.

1. Lighting Transformer shall be constructed complying to Seismic Zone 5 as per IEC 60068-2-47,59.
2. Type Test Certificate, not more than 5 years old, conducted on similar type of equipment shall be
submitted along with the offer.

1. INTRODUCTION
OIL INDIA LIMITED (OIL) a Government of India Enterprise, proposes to construct two
number of Surface Production facilities primarily for separation of Oil, Gas & Water and
processing of non-associated & associated gas in its producing field at Nadua and East
Khagorijan. The installation will be constructed on Modular design concept with emphasis on
skid mounted prefabricated facilities minimizing construction work at site to the extent possible
as per functional specifications of various process/utility packages. Instead of permanent civil
buildings, containerized offices/structures will be preferred.
The East Khagorijan (GGS) field is located near Dibrugarh town in Assam at a location
approximately 200m south (aerial distance) of LOC# at 27°32’N 95°09’E approx. elevation 121 M
MSL. The field is presently producing from 02 Nos. of wells through a QPS (Quick Production
Setup). Considering the potential of the field it is envisaged that Oil production is expected to
rise to a level of 1000 KLPD from 06 HP wells (02 wells + 04 future wells), 06 LP wells and 06
Non Associated Gas wells. Associated Gas is expected to be around 0.1 MMSCMD. The East
Khagorijan oil field also having the huge amount of non-associated gas potential and it is
expected to produce about 1 MMSCMD of non-associated natural gas from this area. It is also
expected that the field will produce about 800 KLPD of water along with the 1000 KLPD of
crude, so the plant design will be for handling 1800KLPD of total well fluid Oil India Limited
proposes to construct a Group Gathering Station at East Khagorijan to cater to the production in
that area.
Pipelines from Oil & Gas wells to the proposed plant and transfer lines for transporting Dry
Crude, treated Gas, treated water from the proposed plant to outside are not in the Project scope.
Procurement of LAND and construction of boundary wall in the land is not in the project scope
and will be done/ arranged by OIL separately.
KAVIN ENGINEERING AND SERVICES PRIVATE LIMITED is awarded a contract for
Engineering Procurement Construction Management to conceptualize / finalize the requirements
needed for the Oil Collection Station (OCS) at Nadua and Group Gathering Station (GGS) at East
Khagorijan.
2. OBJECTIVE
This specification defines the minimum technical requirements for the design, materials, supply,
Installation, painting, testing, inspection and commissioning of LIGHTING TRANSFORMER system
in Oil Collection Station (OCS) at Nadua and Group Gathering Station (GGS) at East Khagorijan.
VENDOR’s scope of supply shall include the furnishing of LIGHTING FIXTURE as complete and
functional unit, as described by the requisition.

vi. STATUTORY REQUIREMENTS & APPROVALS
The designed electrical system shall confirm to latest version of statutory and government
regulations. As a minimum need to meet and fulfil the requirement of following statutory

concerned authorities:

5. GENERAL REQUIREMENTS
5.1. All electrical equipment and accessories / material shall be suitable for installation and operation
for onshore application.
5.2. Supplier shall ensure availability of spare parts and maintenance support services for the
offered equipment at least for 20 years from the date of supply.
5.3. Supplier shall give a notice of at least one-year to the end user of equipment and EPCM
CONSULTANT contractor before phasing out the product/spares to enable the end user for
placement of order for spares and services.
The electrical system shall be designed to provide:
Safety to personnel and equipment both during operation & maintenance..
Reliability of service
Minimal Fire Risk
Ease of maintenance and convenience of operation
Automatic protection of electrical equipment through automatic relaying system
Electrical supply to equipment and machinery within the design operating limits.
Adequate provision for future extension and modification
Suitability or applicable environmental factors.
6. SITE CONDITION
All electrical equipment and accessories/ materials are to be suitable for installation and operation
under dusty, humid, corrosive and hostile environment with special degree of hazards. Refer to
‚17039-EK-P-GD-1002, Site Conditions and available utilities‛ for details.
7. SCOPE
7.1 CONSTRUCTION
a) The transformer shall be dry type, ANAN cooled suitable for indoor installations. Transformer shall
be housed in freestanding enclosures of welded sheet steel frames with expanded metal screens of
suitable size or louvers backed by wire-mesh. Transformer and the enclosure shall be suitably
reinforced to prevent distortion during handling. Base channels shall be provided with skids and
pulling eyes to facilitate handling. Tag plate shall be provided.
b) The transformer shall be double wound core type with cold rolled grain oriented silicon steel
insulated laminations and clamped to minimise vibrations and noise. Core fastening bolts shall be
insulated to reduce losses and to avoid hot spots. All parts of the magnetic circuit shall be effectively
connected to earth system.

c) The winding shall be of copper and shall be designed for full load current and to withstand the
thermal and electromagnetic stresses arising due to the through fault current. The current carrying
winding joints shall be electrically brazed.
d) 415V/240V AC, 50Hz, 3 phase, 3 wire, Delta/Delta, 4% impedance, Off Load Tap changer (OCTC)
with ±5% in steps of 2.5%, The windings shall be provided with class B for lighting transformers upto
100kVA and class H insulation for rating more than 100kVA.
e) Different parts of transformers shall be connected by copper flexible for earth continuity purpose.
f) All the fasteners and bolts shall be hot dip galvanised as per IS: 802 or zinc passivated.
g) All surfaces to be painted shall be thoroughly cleaned, descaled, made free from rust and shall be
epoxy painted.
7.2 TERMINALS
a) Windings shall be brought out and terminated in cable boxes.
b) Cable boxes shall be supplied with cable lugs and glands. For power /control cables double
compression cable glands and crimped type tinned copper cable lugs shall be supplied. Gland plate
shall be removable type. For single core cables, gland plate shall be of non- magnetic material.
7.3 ACCESSORIES
Tappings and control gears shall be provided on the Primary side. Tap changer shall be off- circuit
type. Under conditions of external short circuit, the tap changing equipment shall be capable of
carrying the same current as the winding. Unless specified otherwise, tap changer regulation range
shall be +/-5% with each step of 2.5%. Tap changing mechanism shall be easily accessible and it shall
be possible to change the taps without opening the main transformer enclosure.
8. NOISE LEVEL

9. INSPECTION, TESTING AND ACCEPTANCE
Owner’s representative shall be given free access in the works from time to time for stage wise
inspection and progress reporting. Four weeks advance notice shall be given to witness the final
routine test as per IS-11171. These tests shall be performed on the complete assembly at
manufacturer‘s works. Test certificates duly signed by owner’s representative shall be issued as a part
of final document.

10. PACKING AND DESPATCH
The equipment shall be properly packed for the selected mode of transportation i.e. by ship /rail or
trailer. The equipment shall be wrapped in polythene sheets before being placed in crates/cases to
prevent damage to finish. Crates /cases shall have skid bottom for handling. Special notations such as
`Fragile', `This side up', `Center of gravity’, `Weight’, Owners particulars, PO nos. etc., shall be clearly
marked on the package together with other details as per purchase order. The equipment may be
stored outdoors for long periods before installation. The packing shall be suitable for outdoor storage
in areas with heavy rains/high ambient temperature unless otherwise agreed.

1. Lighting Transformer shall be constructed complying to Seismic Zone 5 as per IEC 60068-2-47,59.
2. Type Test Certificate, not more than 5 years old, conducted on similar type of equipment shall be
submitted along with the offer.

1. INTRODUCTION
OIL INDIA LIMITED (OIL) a Government of India Enterprise, proposes to construct two number of
Surface Production facilities primarily for separation of Oil, Gas & Water and processing of non-
associated & associated gas in its producing field at Nadua and East Khagorijan. The installation will
be constructed on Modular design concept with emphasis on skid mounted prefabricated facilities
minimizing construction work at site to the extent possible as per functional specifications of various
process/utility packages. Instead of permanent civil buildings, containerized offices/structures will be
preferred.
The East Khagorijan (GGS) field is located near Dibrugarh town in Assam at a location approximately
200m south (aerial distance) of LOC# at 27°32’N 95°09’E approx. elevation 121 M MSL. The field is
presently producing from 02 Nos. of wells through a QPS (Quick Production Setup). Considering the
potential of the field it is envisaged that Oil production is expected to rise to a level of 1000 KLPD
from 06 HP wells (02 wells + 04 future wells), 06 LP wells and 06 Non Associated Gas wells.
Associated Gas is expected to be around 0.1 MMSCMD. The East Khagorijan oil field also having the
huge amount of non-associated gas potential and it is expected to produce about 1 MMSCMD of non-
associated natural gas from this area. It is also expected that the field will produce about 800 KLPD of
water along with the 1000 KLPD of crude, so the plant design will be for handling 1800KLPD of total
well fluid Oil India Limited proposes to construct a Group Gathering Station at East Khagorijan to
cater to the production in that area.
Pipelines from Oil & Gas wells to the proposed plant and transfer lines for transporting Dry Crude,
treated Gas, treated water from the proposed plant to outside are not in the Project scope.
Procurement of LAND and construction of boundary wall in the land is not in the project scope and
will be done/ arranged by OIL separately.
KAVIN ENGINEERING AND SERVICES PRIVATE LIMITED is awarded a contract for Engineering
Procurement Construction Management to conceptualize / finalize the requirements needed for the
Oil Collection Station (OCS) at Nadua and Group Gathering Station (GGS) at East Khagorijan.
2. OBJECTIVE
This specification defines the minimum technical requirements for the design, materials, supply,
Installation, painting, testing, inspection and commissioning of LIGHTING FIXTURE AND
LIGHTING FIXTURE DISTRIBUTION BOARD system in Oil Collection Station (OCS) at Nadua and
Group Gathering Station (GGS) at East Khagorijan. VENDOR’s scope of supply shall include the
furnishing of LIGHTING FIXTURE as complete and functional unit, as described by the requisition.

The designed electrical system shall confirm to latest version of statutory and government

5. GENERAL REQUIREMENTS
5.1. All electrical equipment and accessories / material shall be suitable for installation and operation
for onshore application.
5.2. Supplier shall ensure availability of spare parts and maintenance support services for the
offered equipment at least for 20 years from the date of supply.
5.3. Supplier shall give a notice of at least one-year to the end user of equipment and EPCM
CONSULTANT contractor before phasing out the product/spares to enable the end user for
placement of order for spares and services.
The electrical system shall be designed to provide:
Safety to personnel and equipment both during operation & maintenance..
Reliability of service
Minimal Fire Risk
Ease of maintenance and convenience of operation
Automatic protection of electrical equipment through automatic relaying system
Electrical supply to equipment and machinery within the design operating limits.
Adequate provision for future extension and modification
Suitability or applicable environmental factors.
6. SITE CONDITION
All electrical equipment and accessories/ materials are to be suitable for installation and operation
under dusty, humid, corrosive and hostile environment with special degree of hazards. Refer to
“17039-ND-P-GD-1002, Site Conditions and available utilities” for details.
7. SCOPE
7.1 Lighting Distribution Board (LDB) And Lighting Panels
a) LDB and panels shall be of sheet steel enclosed and shall be fully dust and vermin proof,
providing a degree of protection of IP 52 for busbars, incoming and outgoing feeding
compartment and IP 42 for enclosure for transformer. Outdoor panels shall in addition be
completely weather-proof with a sloping canopy for protection against rain and providing a
degree of protection of IP 55. The sheet steel used shall be cold rolled and 2 mm thick.
b) All boards and panels shall be provided with hinged doors for access to equipment. Doors shall
be gasketted all round with neoprene gaskets. The lighting distribution boards shall be either
wall mounted/ stool mounted or floor mounted depending upon the dimension of DB and shall
be provided with MCCB for incomer and MCBs + ELCB for outgoing feeders. The hinged door of
incomer shall be interlocked so as to prevent opening of the door when the switch is ON and to

prevent closing of the switch with the door not fully closed. However, a device for bypassing the
door interlock shall be provided to enable the operation of the switch with the door open, when
necessary, for examination/maintenance. For wall mounting lighting panels when provided with
ELCBs and MCBs a hinged, latched front door shall be provided with key-locking facility and a
slotted Bakelite sheet inside. Only the ELCBs/MCBs operating knobs shall project out of the
bakelite sheet slots for safe operation and neat appearance.
c) Outdoor LDBs for street lighting/area lighting shall have ON/OFF operation through real time
based timer control in addition to manual control. In this case incomer to LDB shall have
suitably rated contactor in addition to MCCB and same shall be controlled by timer contacts. The
outgoing feeders of indoor LDB used for street lighting/area lighting shall have dedicated timer
controlled contactors in addition to MCB
d) All accessible live connection/metals shall be shrouded and it shall be possible to change
individual fuses, switches, MCCB / MCBs from the front of LDB without danger of contact with
live parts.
e) For floor mounting type LDB, adequately sized mounting channels shall be supplied and for
wall/column/structure mounting type panels suitable mounting straps shall be provided.
f) Adequate interior cabling space and suitable removable cable entry plates shall be provided for
top/bottom entry of cables through glands and or conduits. Necessary number of glands to suit
the specified cable sizes shall be provided. Cable glands shall be double compression screwed on
type and made of chrome plated brass.
g) Aluminium earth bus shall be provided throughout the panel length. Earthing terminal shall be
provided at either side of the panel to suit the OWNER’s earthing conductor.
h) All sheet steel parts shall undergo rust-proofing process which should include degreassing, de-
scaling and a recognised phosphating process. The steel works shall then be painted with two
coats of zinc chromate primer and two coats of final stove enamelled finish paint of colour. For
chemical/corrosive areas, epoxy paint shall be used.
7.1.1. BUSBARS
a) Busbars shall be of copper, unless otherwise specified.
b) Busbars shall be provided with minimum clearances in air.
c) Busbars shall be adequately sized for the continuous current rating such that the maximum
temperature of the busbars, busbar risers/droppers and contacts does not exceed 85˚ C under site
reference temperature. Busbar shall be covered with heat shrinkable coloured PVC sleeves.
d) The busbars, busbar connections and busbar supports shall have sufficient strength to withstand
thermal and electro-mechanical stresses of the fuse/ MCBs let through / cut-off current associated

with the specified short-circuit level of the system.
e) Busbar supports shall be made from suitable insulating material such as Hylam sheets, glass
reinforced moulded plastic materials, or cast resin. Separate supports shall be provided for each
phase of the busbars. If a common support is provided for all three phases, antitracking barriers
shall be incorporated.
7.1.2. BOARD MOUNTED COMPONENTS
a) MCCB/MCBs/ELCBs shall be hand operated, air break, quick make, quick break type conforming
to applicable standards.
b) The feeders shall be provided with MCB/MCCB for overload/short circuit protection. ELCBs of
suitable rating shall be provided for earth leakage protection.
c) Switch shall have provision for locking in both fully open and closed positions. MCBs/ELCBs
shall be provided with locking facility.
7.1.3. Indicating Instruments and Meters
a) Ammeters of appropriate rating, size and type along with CTs, wherever necessary, along with
ON/OFF indicating lamps shall be provided on the front door of the distribution panel.
a) Instruments shall be of minimum 96 mm square size, shall have provision for zero adjustment
outside the cover and black numerals on white dial.
b) Ammeter/voltmeter selector switches having 3 positions and off, with stay put contacts rated 10
A shall be provided when specified.
c) Potential fuses shall be provided at the tap off point from the busbars for the voltmeters.
7.1.4. Instrument Transformers
a) Current and voltage transformers shall be of the dry type, of metering accuracy class 1.0. Unless
otherwise specified, it shall be the responsibility of the VENDOR to ensure that the VA burden
of the instrument transformer is adequate for the meters connected to it.
b) Test links shall be provided in both secondary leads of the CTs to easily carry out current and
phase angle measurement tests. Facilities shall be provided for short circuiting and grounding
the CTs at the terminal blocks.
c) Voltage transformers shall be provided with suitably rated primary and secondary fuses.
7.1.5. Internal Wiring
a) LDB and panels shall be supplied completely wired, ready for the operation. Wiring shall be
carried out with 1100 V grade, PVC insulated, stranded copper conductors. Conductors of
adequate sizes shall be used to suit the rated circuit current.
b) Engraved identification ferrules, marked to correspond with the wiring diagram shall be fitted at

both ends of each wire.
c) All wiring shall be terminated on terminal blocks. Terminal blocks shall be one piece moulded,
650 V, of reputed make, preferably stud type for higher current ratings such that wires are
connected by cable lugs and complete with nuts and washers. Terminals shall be adequately
rated for the circuit current, the minimum rating shall be 20 A.
d) Terminals for circuits with voltage exceeding 125 V shall be shrouded.
e) Terminals shall be numbered and provided with identification strip for identification of the
circuit and additional 20% spares shall be provided.
7.1.6. Labels & Diagram Plate
a) All door mounted equipment as well as equipment mounted inside the boards/panels shall be
provided with individual labels with equipment designation/rating. Also the boards/panels shall
be provided on the front with a label engraved with the designation of the board/panel as
furnished by the OWNER.
b) Labels shall be made of non rusting metal, 3 ply lamicoid or engraved PVC.
c) Inside the door of lighting panels a circuit diagram/description shall be fixed for reference and
identification
7.1.7. RECEPTACLE UNITS
a) The indoor type receptacles units shall consist of socket outlet with associated switch, neon
indicating lamp and plug. The socket outlet and switch or MCB shall be flush mounted within a
stove enamelled/ galvanised 1.2 mm thick CRCA sheet steel enclosure with perspex/insulating
cover. The box may be recessed into or mounted on a wall as per requirements of project layouts.
b) The outdoor type receptacles shall be housed in a 2 mm thick CRCA sheet steel epoxy painted
enclosure with gasketed, hinged door having locking arrangement. The enclosure shall be with
rain canopy and removable gland plate entry from bottom. Composite receptacle with switch
modules housed in a box shall be with degree of protection IP 66.
c) The receptacle units shall be suitable for 240 V, 2 phase, 50Hz supply.
d) Convenient receptacles shall be associated with a switch/MCB of same current rating and the
receptacle shall become live only when the associated switch/MCB is in “ON” position.
e) The plugs shall be provided with cord grips to prevent strain and damage to conductors/wires at
connection and entry points.
f) The types and current ratings of receptacle units shall be as indicated in the Project layout
drawing/price schedule and they shall conform to the applicable standards.

7.1.8. FLAMEPROOF EQUIPMENT
a) The enclosure of all flameproof equipment for use in hazardous areas where gases/vapours of
Group I, IIA, IIB are present, shall be of cast iron/cast aluminium, stove enamel finished.
Chemical corrosion resistant epoxy finish shall be provided.
b) If the enclosures are additionally required to be weather proof, neoprene gaskets shall be
provided to make the enclosure dust and weather proof providing a degree of protection of IP
55.
c) All ferrous parts, exposed to atmosphere shall be suitably plated / galvanised.
d) All internal wiring shall be connected to terminal blocks provided in terminal enclosure on
incoming side.
e) Flameproof cable gland entries shall be provided. The number of required cable entries for
junction/terminal boxes as required for branching, terminating of cables for lighting distribution
shall be provided. All unused cable entries shall be closed by flameproof plugs.
f) Flameproof receptacle unit (socket with associated switch/MCB and plug) shall have interlocking
feature such that plug cannot be inserted or taken out with switch/MCB in “ON” position.
g) Two external earthing terminals shall be provided on the enclosure to suit the OWNER’s
specified conductor. Additionally, one internal earthing terminal shall be provided in
junction/terminal boxes.
h) Adequate mounting lugs with necessary hardware shall be provided for mounting the equipment
on wall/structure.
i) These enclosures shall have inscription warning against opening the enclosure unless the circuit
is isolated. Equipment rating and ON/OFF positions of switches/MCBs shall also be designated.
j) The BIDDER shall indicate that the enclosures have been tested and certified by relevant statutory
authorities for use in hazardous areas.
7.1.9. LIGHTING WIRES
a) The wires for wiring in lighting system shall be 1100 V, 1 core, PVC insulated, unarmoured with
stranded copper conductors. The wires shall conform to the applicable standards.
b) The minimum area of conductors shall be 2.5 sq.mm for light fittings and 5A receptacles and 4
sq.mm for receptacles rated 15 A.
c) The wires shall be coded white for phase/positive of DC and black for neutral/ negative of DC.

8. LIGHTING FIXTURES (LUMINAIRES)
8.1 TECHNICAL REQUIREMENTS
8.1.1. General
a) All the light fixtures and junction boxes along with accessories to be used in hazardous area shall be
certified by BASEEFA, UL, FM, CMRI, PESO or an Internationally Recognised Certification Agency
for the area and service in which they could be used.
b) All the light fixtures and junction boxes along with accessories shall have weatherproof enclosures
(IP-55/NEMA-4 or equivalent) and suitable for the hazard in which they are installed. The
temperature class shall be at least T3 as per IEC, unless otherwise specified.
c) The glass/ polycarbonate used shall be clear and toughened type suitable for use under conditions
involving exceptional risk of mechanical damage. The light fixtures shall have glass sealed into
retaining ring, which, in turn, shall be secured to the body.
d) The lighting fixtures shall be suitable for mounting on poles/ceilings/columns. Suitable fastening
devices such as Clamps/brackets etc required for installation, shall also be supplied.
e) All the lighting fixtures/junction boxes shall be provided with an internal earthing terminal.
f) Special tools, if required, shall also be provided.
g) All the fixture nameplates shall bear the stamp of certifying agency.
The LED fixtures shall be high efficiency, durable, rugged, with minimum lumen depreciation and
designed for ambient temperature of 41 deg C. The fixtures shall have been type tested in a NVLAP
(National Voluntary Laboratory Accreditation Program, USA) accredited laboratory
LM-79 (IESNA) for Total Luminous Flux
– Luminous Intensity Distribution
– Electrical Power Characteristics
– Luminous Efficacy (calculated)
– Color Characteristics
Minimum power factor of LED fixtures shall be 0.9. Light colour shall be white and CRI shall be
minimum 75.
8.2 Normal Light fixtures
These shall be suitable for operation on 240V, 2-Phase, 50 Hz, supply and shall be suitable for the
classified area in which they are installed. Fixture shall have double side entry suitable for armoured
copper cable complete with termination accessories. Spare plug shall be provided to block the
unused entry. The terminals shall be anti-loosening non sparking type and in adequate numbers to
terminate two cables.

8.3 D.C. Emergency Light fixtures
Fixtures shall be suitable for use in Zone 2 area. Fixtures shall have double side entry suitable for
copper cable complete with flame proof termination accessories. Spare explosion proof plug shall be
supplied to block unused entry. The terminal block shall be adequate to terminate two cables.
8.4 Cable Glands and lugs
a) Explosion proof, double compression type, nickel/chromium plated brass cable glands shall be
provided for all Zone 2 equipment.
b) Double compression type nickel/chromium plated brass cable glands shall be provided for all Div. -
2 or Zone 2 equipment.
c) The lugs provided shall be tinned copper crimping type.
9. TESTING AND INSPECTION
Testing and inspection of light fixtures and Junction boxes shall include but not necessarily be
limited to the following:
- A visual inspection shall be made to ensure that the finishing and workmanship are up to the
mark.
- Company reserves the right to witness the final testing and inspection. Prior intimation of at
least 20 days shall be given to enable the Company to depute its representative to witness the
test.
10. PACKING AND TRANSPORT
The lighting fixtures and junction boxes along with their accessories shall be shipped to site
packed in wooden crates. They shall be wrapped with polythene sheets, before being placed in the
crates to prevent damage to finish. Crates shall have skid bottom for handling.

1. INTRODUCTION
OIL INDIA LIMITED (OIL) a Government of India Enterprise, proposes to construct two number of
Surface Production facilities primarily for separation of Oil, Gas & Water and processing of non-
associated & associated gas in its producing field at Nadua and East Khagorijan. The installation will
be constructed on Modular design concept with emphasis on skid mounted prefabricated facilities
minimizing construction work at site to the extent possible as per functional specifications of various
process/utility packages. Instead of permanent civil buildings, containerized offices/structures will be
preferred.
The East Khagorijan (GGS) field is located near Dibrugarh town in Assam at a location approximately
200m south (aerial distance) of LOC# at 27°32’N 95°09’E approx. elevation 121 M MSL. The field is
presently producing from 02 Nos. of wells through a QPS (Quick Production Setup). Considering the
potential of the field it is envisaged that Oil production is expected to rise to a level of 1000 KLPD
from 06 HP wells (02 wells + 04 future wells), 06 LP wells and 06 Non Associated Gas wells.
Associated Gas is expected to be around 0.1 MMSCMD. The East Khagorijan oil field also having the
huge amount of non-associated gas potential and it is expected to produce about 1 MMSCMD of non-
associated natural gas from this area. It is also expected that the field will produce about 800 KLPD of
water along with the 1000 KLPD of crude, so the plant design will be for handling 1800KLPD of total
well fluid Oil India Limited proposes to construct a Group Gathering Station at East Khagorijan to
cater to the production in that area.
Pipelines from Oil & Gas wells to the proposed plant and transfer lines for transporting Dry Crude,
treated Gas, treated water from the proposed plant to outside are not in the Project scope.
Procurement of LAND and construction of boundary wall in the land is not in the project scope and
will be done/ arranged by OIL separately.
KAVIN ENGINEERING AND SERVICES PRIVATE LIMITED is awarded a contract for Engineering
Procurement Construction Management to conceptualize / finalize the requirements needed for the
Oil Collection Station (OCS) at Nadua and Group Gathering Station (GGS) at East Khagorijan.
2. OBJECTIVE
This specification defines the minimum technical requirements for the design, materials, supply,
Installation, painting, testing, inspection and commissioning of LIGHTING FIXTURE AND
LIGHTING FIXTURE DISTRIBUTION BOARD system in Oil Collection Station (OCS) at Nadua and
Group Gathering Station (GGS) at East Khagorijan. VENDOR’s scope of supply shall include the
furnishing of LIGHTING FIXTURE as complete and functional unit, as described by the requisition.

5. GENERAL REQUIREMENTS
5.1. All electrical equipment and accessories / material shall be suitable for installation and operation
for onshore application.
5.2. Supplier shall ensure availability of spare parts and maintenance support services for the
offered equipment at least for 20 years from the date of supply.
5.3. Supplier shall give a notice of at least one-year to the end user of equipment and EPCM
CONSULTANT contractor before phasing out the product/spares to enable the end user for
placement of order for spares and services.
The electrical system shall be designed to provide:
Safety to personnel and equipment both during operation & maintenance..
Reliability of service
Minimal Fire Risk
Ease of maintenance and convenience of operation
Automatic protection of electrical equipment through automatic relaying system
Electrical supply to equipment and machinery within the design operating limits.
Adequate provision for future extension and modification
Suitability or applicable environmental factors.
6. SITE CONDITION
All electrical equipment and accessories/ materials are to be suitable for installation and operation
under dusty, humid, corrosive and hostile environment with special degree of hazards. Refer to
“17039-EK-P-GD-1002, Site Conditions and available utilities” for details.
7. SCOPE
7.1 Lighting Distribution Board (LDB) And Lighting Panels
a) LDB and panels shall be of sheet steel enclosed and shall be fully dust and vermin proof,
providing a degree of protection of IP 52 for busbars, incoming and outgoing feeding
compartment and IP 42 for enclosure for transformer. Outdoor panels shall in addition be
completely weather-proof with a sloping canopy for protection against rain and providing a
degree of protection of IP 55. The sheet steel used shall be cold rolled and 2 mm thick.
b) All boards and panels shall be provided with hinged doors for access to equipment. Doors shall
be gasketted all round with neoprene gaskets. The lighting distribution boards shall be either
wall mounted/ stool mounted or floor mounted depending upon the dimension of DB and shall
be provided with MCCB for incomer and MCBs + ELCB for outgoing feeders. The hinged door of
incomer shall be interlocked so as to prevent opening of the door when the switch is ON and to

prevent closing of the switch with the door not fully closed. However, a device for bypassing the
door interlock shall be provided to enable the operation of the switch with the door open, when
necessary, for examination/maintenance. For wall mounting lighting panels when provided with
ELCBs and MCBs a hinged, latched front door shall be provided with key-locking facility and a
slotted Bakelite sheet inside. Only the ELCBs/MCBs operating knobs shall project out of the
bakelite sheet slots for safe operation and neat appearance.
c) Outdoor LDBs for street lighting/area lighting shall have ON/OFF operation through real time
based timer control in addition to manual control. In this case incomer to LDB shall have
suitably rated contactor in addition to MCCB and same shall be controlled by timer contacts. The
outgoing feeders of indoor LDB used for street lighting/area lighting shall have dedicated timer
controlled contactors in addition to MCB
d) All accessible live connection/metals shall be shrouded and it shall be possible to change
individual fuses, switches, MCCB / MCBs from the front of LDB without danger of contact with
live parts.
e) For floor mounting type LDB, adequately sized mounting channels shall be supplied and for
wall/column/structure mounting type panels suitable mounting straps shall be provided.
f) Adequate interior cabling space and suitable removable cable entry plates shall be provided for
top/bottom entry of cables through glands and or conduits. Necessary number of glands to suit
the specified cable sizes shall be provided. Cable glands shall be double compression screwed on
type and made of chrome plated brass.
g) Aluminium earth bus shall be provided throughout the panel length. Earthing terminal shall be
provided at either side of the panel to suit the OWNER’s earthing conductor.
h) All sheet steel parts shall undergo rust-proofing process which should include degreassing, de-
scaling and a recognised phosphating process. The steel works shall then be painted with two
coats of zinc chromate primer and two coats of final stove enamelled finish paint of colour. For
chemical/corrosive areas, epoxy paint shall be used.
7.1.1. BUSBARS
a) Busbars shall be of copper, unless otherwise specified.
b) Busbars shall be provided with minimum clearances in air.
c) Busbars shall be adequately sized for the continuous current rating such that the maximum
temperature of the busbars, busbar risers/droppers and contacts does not exceed 85˚ C under site
reference temperature. Busbar shall be covered with heat shrinkable coloured PVC sleeves.
d) The busbars, busbar connections and busbar supports shall have sufficient strength to withstand
thermal and electro-mechanical stresses of the fuse/ MCBs let through / cut-off current associated

with the specified short-circuit level of the system.
e) Busbar supports shall be made from suitable insulating material such as Hylam sheets, glass
reinforced moulded plastic materials, or cast resin. Separate supports shall be provided for each
phase of the busbars. If a common support is provided for all three phases, antitracking barriers
shall be incorporated.
7.1.2. BOARD MOUNTED COMPONENTS
a) MCCB/MCBs/ELCBs shall be hand operated, air break, quick make, quick break type conforming
to applicable standards.
b) The feeders shall be provided with MCB/MCCB for overload/short circuit protection. ELCBs of
suitable rating shall be provided for earth leakage protection.
c) Switch shall have provision for locking in both fully open and closed positions. MCBs/ELCBs
shall be provided with locking facility.
7.1.3. Indicating Instruments and Meters
a) Ammeters of appropriate rating, size and type along with CTs, wherever necessary, along with
ON/OFF indicating lamps shall be provided on the front door of the distribution panel.
a) Instruments shall be of minimum 96 mm square size, shall have provision for zero adjustment
outside the cover and black numerals on white dial.
b) Ammeter/voltmeter selector switches having 3 positions and off, with stay put contacts rated 10
A shall be provided when specified.
c) Potential fuses shall be provided at the tap off point from the busbars for the voltmeters.
7.1.4. Instrument Transformers
a) Current and voltage transformers shall be of the dry type, of metering accuracy class 1.0. Unless
otherwise specified, it shall be the responsibility of the VENDOR to ensure that the VA burden
of the instrument transformer is adequate for the meters connected to it.
b) Test links shall be provided in both secondary leads of the CTs to easily carry out current and
phase angle measurement tests. Facilities shall be provided for short circuiting and grounding
the CTs at the terminal blocks.
c) Voltage transformers shall be provided with suitably rated primary and secondary fuses.
7.1.5. Internal Wiring
a) LDB and panels shall be supplied completely wired, ready for the operation. Wiring shall be
carried out with 1100 V grade, PVC insulated, stranded copper conductors. Conductors of
adequate sizes shall be used to suit the rated circuit current.
b) Engraved identification ferrules, marked to correspond with the wiring diagram shall be fitted at

both ends of each wire.
c) All wiring shall be terminated on terminal blocks. Terminal blocks shall be one piece moulded,
650 V, of reputed make, preferably stud type for higher current ratings such that wires are
connected by cable lugs and complete with nuts and washers. Terminals shall be adequately
rated for the circuit current, the minimum rating shall be 20 A.
d) Terminals for circuits with voltage exceeding 125 V shall be shrouded.
e) Terminals shall be numbered and provided with identification strip for identification of the
circuit and additional 20% spares shall be provided.
7.1.6. Labels & Diagram Plate
a) All door mounted equipment as well as equipment mounted inside the boards/panels shall be
provided with individual labels with equipment designation/rating. Also the boards/panels shall
be provided on the front with a label engraved with the designation of the board/panel as
furnished by the OWNER.
b) Labels shall be made of non rusting metal, 3 ply lamicoid or engraved PVC.
c) Inside the door of lighting panels a circuit diagram/description shall be fixed for reference and
identification
7.1.7. RECEPTACLE UNITS
a) The indoor type receptacles units shall consist of socket outlet with associated switch, neon
indicating lamp and plug. The socket outlet and switch or MCB shall be flush mounted within a
stove enamelled/ galvanised 1.2 mm thick CRCA sheet steel enclosure with perspex/insulating
cover. The box may be recessed into or mounted on a wall as per requirements of project layouts.
b) The outdoor type receptacles shall be housed in a 2 mm thick CRCA sheet steel epoxy painted
enclosure with gasketed, hinged door having locking arrangement. The enclosure shall be with
rain canopy and removable gland plate entry from bottom. Composite receptacle with switch
modules housed in a box shall be with degree of protection IP 66.
c) The receptacle units shall be suitable for 240 V, 2 phase, 50Hz supply.
d) Convenient receptacles shall be associated with a switch/MCB of same current rating and the
receptacle shall become live only when the associated switch/MCB is in “ON” position.
e) The plugs shall be provided with cord grips to prevent strain and damage to conductors/wires at
connection and entry points.
f) The types and current ratings of receptacle units shall be as indicated in the Project layout
drawing/price schedule and they shall conform to the applicable standards.

7.1.8. FLAMEPROOF EQUIPMENT
a) The enclosure of all flameproof equipment for use in hazardous areas where gases/vapours of
Group I, IIA, IIB are present, shall be of cast iron/cast aluminium, stove enamel finished.
Chemical corrosion resistant epoxy finish shall be provided.
b) If the enclosures are additionally required to be weather proof, neoprene gaskets shall be
provided to make the enclosure dust and weather proof providing a degree of protection of IP
55.
c) All ferrous parts, exposed to atmosphere shall be suitably plated / galvanised.
d) All internal wiring shall be connected to terminal blocks provided in terminal enclosure on
incoming side.
e) Flameproof cable gland entries shall be provided. The number of required cable entries for
junction/terminal boxes as required for branching, terminating of cables for lighting distribution
shall be provided. All unused cable entries shall be closed by flameproof plugs.
f) Flameproof receptacle unit (socket with associated switch/MCB and plug) shall have interlocking
feature such that plug cannot be inserted or taken out with switch/MCB in “ON” position.
g) Two external earthing terminals shall be provided on the enclosure to suit the OWNER’s
specified conductor. Additionally, one internal earthing terminal shall be provided in
junction/terminal boxes.
h) Adequate mounting lugs with necessary hardware shall be provided for mounting the equipment
on wall/structure.
i) These enclosures shall have inscription warning against opening the enclosure unless the circuit
is isolated. Equipment rating and ON/OFF positions of switches/MCBs shall also be designated.
j) The BIDDER shall indicate that the enclosures have been tested and certified by relevant statutory
authorities for use in hazardous areas.
7.1.9. LIGHTING WIRES
a) The wires for wiring in lighting system shall be 1100 V, 1 core, PVC insulated, unarmoured with
stranded copper conductors. The wires shall conform to the applicable standards.
b) The minimum area of conductors shall be 2.5 sq.mm for light fittings and 5A receptacles and 4
sq.mm for receptacles rated 15 A.
c) The wires shall be coded white for phase/positive of DC and black for neutral/ negative of DC.

8. LIGHTING FIXTURES (LUMINAIRES)
8.1 TECHNICAL REQUIREMENTS
8.1.1. General
a) All the light fixtures and junction boxes along with accessories to be used in hazardous area shall be
certified by BASEEFA, UL, FM, CMRI, PESO or an Internationally Recognised Certification Agency
for the area and service in which they could be used.
b) All the light fixtures and junction boxes along with accessories shall have weatherproof enclosures
(IP-55/NEMA-4 or equivalent) and suitable for the hazard in which they are installed. The
temperature class shall be at least T3 as per IEC, unless otherwise specified.
c) The glass/ polycarbonate used shall be clear and toughened type suitable for use under conditions
involving exceptional risk of mechanical damage. The light fixtures shall have glass sealed into
retaining ring, which, in turn, shall be secured to the body.
d) The lighting fixtures shall be suitable for mounting on poles/ceilings/columns. Suitable fastening
devices such as Clamps/brackets etc required for installation, shall also be supplied.
e) All the lighting fixtures/junction boxes shall be provided with an internal earthing terminal.
f) Special tools, if required, shall also be provided.
g) All the fixture nameplates shall bear the stamp of certifying agency.
The LED fixtures shall be high efficiency, durable, rugged, with minimum lumen depreciation and
designed for ambient temperature of 41 deg C. The fixtures shall have been type tested in a NVLAP
(National Voluntary Laboratory Accreditation Program, USA) accredited laboratory
LM-79 (IESNA) for Total Luminous Flux
– Luminous Intensity Distribution
– Electrical Power Characteristics
– Luminous Efficacy (calculated)
– Color Characteristics
Minimum power factor of LED fixtures shall be 0.9. Light colour shall be white and CRI shall be
minimum 75.
8.2 Normal Light fixtures
These shall be suitable for operation on 240V, 2-Phase, 50 Hz, supply and shall be suitable for the
classified area in which they are installed. Fixture shall have double side entry suitable for armoured
copper cable complete with termination accessories. Spare plug shall be provided to block the
unused entry. The terminals shall be anti-loosening non sparking type and in adequate numbers to
terminate two cables.

8.3 D.C. Emergency Light fixtures
Fixtures shall be suitable for use in Zone 2 area. Fixtures shall have double side entry suitable for
copper cable complete with flame proof termination accessories. Spare explosion proof plug shall be
supplied to block unused entry. The terminal block shall be adequate to terminate two cables.
8.4 Cable Glands and lugs
a) Explosion proof, double compression type, nickel/chromium plated brass cable glands shall be
provided for all Zone 2 equipment.
b) Double compression type nickel/chromium plated brass cable glands shall be provided for all Div. -
2 or Zone 2 equipment.
c) The lugs provided shall be tinned copper crimping type.
9. TESTING AND INSPECTION
Testing and inspection of light fixtures and Junction boxes shall include but not necessarily be
limited to the following:
- A visual inspection shall be made to ensure that the finishing and workmanship are up to the
mark.
- Company reserves the right to witness the final testing and inspection. Prior intimation of at
least 20 days shall be given to enable the Company to depute its representative to witness the
test.
10. PACKING AND TRANSPORT
The lighting fixtures and junction boxes along with their accessories shall be shipped to site
packed in wooden crates. They shall be wrapped with polythene sheets, before being placed in the
crates to prevent damage to finish. Crates shall have skid bottom for handling.
