Objectives of DAO 2013-22
Streamline the existing rules and
regulations on HW management.
Provide technical standards and
requirements of HW generators,
transporters and facilities involved in the
treatment, storage, recycling, reprocess
and disposal of HW in the country.

Why do we need to apply online? Section 7.0 of DAO 2013-22, which states that No wastes shall be
transported or treated without going through the Online Hazardous Waste
Manifest System.
FOR GENERATORS: Section 3.3 HW generators are required to register online
and pay the registration fee to the EMB regional office (RO) having jurisdiction
over the location of the waste generator.
Section 3.3(F) HW generators are required to adhere to the HW transport
manifest system when transporting HW for the offsite treatment, storage
and/or disposal.
FOR TRANSPORTERS: Section 4.1 A person who wishes to be registered as
HW transporter by the DENR shall register online and pay the corresponding
fees to the EMB RO having jurisdiction over the location of the HW transporter.
FOR TSD FACILITIES: Section 5.2.1 A person who wishes to be registered as
Treatment, Storage and Disposal (TSD) Facility by the DENR shall register
online and pay the corresponding fees to the EMB.

PTTs are subject to EMB review and expire six (6) months following approval
Each PTT may have any number of single waste transactions, each represented by a Manifest
the number of Manifests is limited only by the quantity of HW allowed to be treated under PTT
a Manifest may be added as long as the HW quantity approved under the PTT has not been depleted

Permit to Transport Application Process The Generator is responsible for adding a PTT, and is solely responsible for the
selection of the transporter and TSD Facility
Generators are required to coordinate with the Transporter and TSD Facility before
submitting a PTT application in order to obtain necessary requirements and to better
ensure that all registrants understands the terms of the agreement to be imposed
upon them
2 Types of PTT available:
- PTT for L404 only (exclusively for Polychlorinated Biphenyls [PCB] HW)
- PTT for all other HW types
EMB CO processes the applications of PTTs for L404 only
EMB Ros processes all other PTTs
PTTs for L404 only cannot have any other HW listed for treatment; likewise, PTTs for
all other HW types cannot have L404
If a generator needs to have L404 and other HWs treated, at lease 2 PTT applications
need to be made
