• There presently are no avian influenza outbreaks in the USA.

• There was never any avian influenza in Ohio.

• We are approaching another critical time of year when it be-

comes wet and cold - prime time for avian influenza.

• There has been a tremendous amount of sampling of wild

waterfowl in Canada to determine if there is any active virus -

they have found none.

• In the United States, several states' Departments of Natural

Resources have also done a lot of sampling of wild waterfowl

*So, it looks like if there are no outbreaks of avian influenza,

Ohio may open up in January to lifting the ban on showing

The Ohio State Fair Beef Department has adopted new protocols for identifying market beef animals to be ex-

hibited at the Ohio State Fair. These protocols include the use of an electronic identification (EID) ear tag that

has a unique 15-digit number and a DNA sample that will be submitted for all market beef animals that exhib-

itors plan to enter in the 2016 Ohio State Fair Junior Market Beef show.

The DNA collection will be in the form of a hair sample that will be submitted to the Ohio State Fair by Janu-

ary 15, 2016 to meet the ownership deadlines for market beef animals. Along with the DNA hair submission,

each market animal’s 15-digit EID tag must also be included on the DNA packet. DNA packets may be picked

up at an exhibitor’s local Ohio State University Extension Office or at any Ohio Cattlemen’s Association

(OCA) BEST sanctioned show prior to the Jan. 15th deadline.

Any market beef animal that is expected to be show at the Ohio State Fair that has a pre-existing EID tag, such

as an RFID tag, will not need to have an additional EID tag placed in the animal’s ear for State Fair purposes.

For example, if the calf was purchased from a breeder that already included a 15-digit RFID tag in the animal,

or if the animal has been to an OCA BEST show where an EID tag was placed in its ear, a new tag is not need-

ed. The animal’s existing 15-digit identification number will also serve as the animal’s Ohio State Fair identifi-

cation number. Exhibitors of animals not shown at an OCA BEST sanctioned show should contact their county

extension office for an EID tag.

IF you need a kit to ID your steer for the Ohio State Fair, they will be available at steer weigh-in.

Any member interested in exhibiting a market steer at the 2016 Noble County Junior Fair must have the steer

weighed and tagged on Saturday, December 19th at the United Producers Livestock. Weigh-in will be from

9:00 - 11:00 AM. Tune in to WWKC for any weather related cancellations or updates. December 26th will be

the make-up date for weigh-in, if we encounter bad weather.

ADVISORS—TAKE NOTE

Noble County 4-H Camp is scheduled for June 16-19 2016. Any youth, age 14 as of January 1, 2016 is

eligible to apply to be a 4-H Camp Counselor. We are looking for teens that are interested in providing

leadership, being a positive role model and enjoy the camping atmosphere to apply. In addition, we need

adults to serve as camp counselors as well. Application forms are available now. Call the Extension Office

and we will send you an application.

Advisors - Some 4-H Clubs still need to pick up Club Achievement Packets. Included in the packets are ten-

ure certificates, county achievement award pins, and 4-H record books. These need to be presented to your 4

-H members as soon as possible. Also, Honor Club Score Sheets are now due. These must be turned in by

February 1, 2016. Awards will be given at the Advisor’s Banquet in March. If you need a form, contact the

Extension Office.

THANKING FAIR BUYERS

Don’t forget to send a Thank You note or Christmas Card to the buyer of your Junior Fair animal. The busi-

nesses and individuals in our community spent a tremendous amount

of money at the Junior Fair Livestock Sale.

Please remember to thank them for their support!

VOLUNTEER APPLICATION PROCESS

The final deadline to enroll youth into a 4-H Club will be April 1, 2016. Enrollment Forms must be in the

Extension Office that day! Club packets will be available by the end of January, so

clubs can organize early if they choose to help meet this earlier enrollment deadline.

Projects can be added or dropped until May 1, 2016, however no youth can be added

to a club after the April 1st deadline.

4-H ENROLLMENT DEADLINE—IMPORTANT

While we always look forward to our advisors returning year after year, we understand that this is not always

possible. If you do not plan to be an advisor next year, please let us know as soon as possible. If you know

anyone who is considering becoming a 4-H advisor, they must fill out a 4-H volunteer application form,

be interviewed, reference checked and submit to a criminal history fingerprint record check before

they can begin working with a club. In addition, they must attend a mandatory orientation session.

Applicants must pay a $30 fee to have their fingerprints processed. Applications can be picked up at the Ex-

tension Office in the Court House. All new advisor applications for 2016 are due in the Extension Office by

March 1, 2016. Reminder:

If a 4-H volunteer has a break in service, that individual is no longer considered an approved 4-H volunteer. A break in

service means a volunteer did not complete a volunteer enrollment form or stopped volunteering in an approved 4-H

volunteer capacity for a year or more. When a break in service occurs, the individual must reapply as a New 4-H Vol-

unteer and complete the entire volunteer selection process in order to become an approved 4-H volunteer that is able to

work with the 4-H program.

VOLUNTEER & TEEN CONFERENCE

Mark your calendar for Saturday, March 12, 2016 to attend the Ohio 4-H Conference and Bob Evans 4-H

Recognition Luncheon at the Convention Center in Columbus, Ohio. More information about this event will

be mailed to 4-H advisors and teens in the near future.

A 4-H Advisor Up-date will again be held this year. The date for the Advisor Up-date will be Saturday,

4-H AGE GUIDELINES

The age guidelines for 4-H participation are as follows:

Eligibility for 4-H membership begins when a child has reached age 5 and is enrolled in kindergarten as of

January 1 of the current year for Cloverbuds. Membership to the 4-H club (project) program begins when a

child is at least age 8 and enrolled in 3rd grade as of January 1 of the current year. Ohio 4-H membership

ends December 31st of the year in which an individual attains the age of 19.

All Junior Fair Livestock must be on the Fairgrounds by 7:00 AM by Tuesday, August 30, 2016.

Exhibitors not going through the sale once their animal is on the sale bill will be barred from exhibiting at the Fair the fol-

11. ADD: All Grand and Reserve Champion Market Animals including Feeder Calves must be sold through the Jr. Fair

Livestock Sale. All Grand and Reserve Champion market steers, market goats, market hogs, and market lambs will be sold,

slaughtered and urine, tissue and hair tested.

11. Only water may be used for grooming hogs; any oil or what appears to be oil or powder will not be

permitted. No oil, oil based products, or skin and/or hair enhancing products of any type may be ap-

plied to hogs throughout the duration of the fair. These products include but are not limited to: Hog

Heaven, Swine Shine, Show Sheen, Smolder, Sudden Impact, Revive, or baby oil. Shampoo to wash is

allowable. Any animal fitted with anything other than water will be disqualified and the exhibitor and

any assistants who fitted the animal will also be disqualified.

12. No cleaning pens, wheel barrows in aisle-ways or movement of show tack in Taylor Hall during the

Swine Show and Sale Day until the show or sale are over.

VI. Junior Fair Horse Show Projects

B. Project Selection

Delete: The 4-H member must decide before June 1 which horse will be entered in the State Fair Horse

Show tryout and County Championship. ADD: Junior Fair members must identify project horse(s) by

June 1st of the calendar year; this includes primary horse(s) and alternate horse(s). Only ONE horse

can be identified as the primary horse for State Fair Tryouts and must be identified by the June 1st

deadline.

This class is designed as step one of a plan to teach 4-H’ers of all ages to learn the skill of calf roping. All

This class is designed as step two of a plan to teach 4-H’ers of all ages to learn the skill of calf roping. All

Roping in the same year.

2016 JUNIOR FAIR RULE CHANGES—CONTINUED

The National 4-H Council’s Source Book (catalog) is available on-line at

www.4-hMall.org. Check out all the new items. Ideas for holiday gifts

might include 4-H items from the Source Book.

There are some really cute items!!!

OPPORTUNITIES FOR TEENS There are many opportunities available for 4-H members 14 years of age or older as of January 1, 2016. This

is the time for older youth to complete the Ohio 4-H Achievement Record Form for state-wide opportunities

and to apply to be a State 4-H Ambassador. With the Ohio 4-H Achievement Record Form, you can apply in

25 different program areas, such as Beef, CARTEENS, Citizenship & Community Service, Clothing & Tex-

tiles, Companion Animals, Dairy, Dairy Goats, Environmental Sciences, Family Life & Child Development,

Foods & Nutrition, Gardening & Horticulture, Health & Safety, Horse, Leadership, Meat Goats, Mechanical

& Engineering Science, Personal Development, Photography, Poultry, Rabbits, Sheep, Shooting Sports,

Swine and Veterinary Science.

Seniors in high school can apply for State 4-H Scholarships. The Achievement Record Forms and the State 4

-H Scholarship Forms will soon be available on the state 4-H website—www.ohio4h.org. The due date for

state awards using these forms is January 20, 2016 into our County Extension Office. If you need additional

Ohio 4-H members are often also FFA members, sometimes within the same county and sometimes in an

adjacent county. These members especially need to keep in mind the 4-H policy about 4-H projects being

separate from school projects. To keep work in both organizations clearly separate, 4-H members are advised

to take different species in the two organizations or, at the very least to take market animals in one and

breeding animals in the other. See chart for allowable and not allowable examples.

*Exhibitors who have or will sell market animals at another Junior Fair are ineligible to show or sell market animals at the Noble County Junior Fair in the same year.

2016 4-H SCHOLARSHIPS

A 4-H Scholarship Fund has been established through the generous donation of money from several busi-

nesses and many 4-H’ers and individuals. Three scholarships will be awarded to 4-H members from Noble

County in 2016. Requirements for applying for a scholarship will be: 1) Live in Noble county. 2) Must be a

member of the Noble County 4-H program in good standing. 3) A high school senior graduating in good

standing and on time. 4) Must have a cumulative 2.75 GPA or higher. Scholarship forms will be available

after January 1st and they will be due April 18, 2016.

Our 2015 Noble County 4-H Scholarship Recipients are just finishing up their first semester at college. The

2015 Scholarship Recipients were: Jamie Braden, Montana Martin and Emily Smith. Jamie is the daugh-

ter of Scott & Diane Braden and a member of the Junior Leaders. She graduated from Caldwell H.S. and is

attending Baldwin Wallace University. Montana Martin is the daughter of Reggie & Lori Martin and a mem-

ber of the Elk Skyriders 4-H Club. She graduated from Shenandoah H.S. and is attending Washington State
