National Incident Management System—FFY09 Requirements:
Letters to the Governor of each of your states were sent by the FEMA Administrator detailing the requirements for FY2009. A generic copy can be found at http://www.fema.gov/pdf/emergency/nims/AllGovernors_2009_NIMS_ImplementationLetterIMSI.pdf Included is a requirement for ICS-400. Here is the specific language: For 2009, States should continue to follow all guidance contained in the 5-Year NIMS Training Plan, released in February 2008, to include implementation of ICS-400: Advanced ICS training.
