OGMORE VALLEY COMMUNITY COUNCIL MINUTES OF THE ORDINARY MEETING OF THE COUNCIL HELD ON, TUESDAY 25 th April 2017 Those present: Councillor David Owen, Vice Chairman in the Chair Councillors: Mrs. M. To receive apologies for absence. Resolved: Apologies for absence were noted by Members. 2. To receive any declarations of interest (if any) from Members. Members are invited to declare personal and prejudicial interests in items on the agenda. It is a requirement that declarations from a member include the nature of the interest and whether it is personal or prejudicial. Resolved: No declarations were received. 3. Items for the Police Representative. Resolved: Crime figures were circulated. The Clerk is to object in the strongest terms that no attendance has been made by PCSO nor PC’s in the previous months. 4. To Approve the Minutes of the Ordinary Meeting of the Community Council held on Tuesday 28 th March 2017. Resolved: That the Minutes of the Meeting of the Council were approved and accepted as a true record of the proceedings. 5. To Approve the Minutes of the Planning Committee held on Tuesday 28 th March 2017. Resolved: That the Minutes of the Planning Committee was approved and accepted as a true record of the proceedings. Councillors names who were in attendance at the meeting were added by amendment.

6. To Approve the Minutes of the Finance and General Purposes Committee meeting held on Friday 11th April 2017.

Resolved: That the minutes, including recommendations, decisions and financials of the

Finance and General Purposes Committee meeting was Approved.

7. Matters arising from the Minutes. Resolved: No matters arose.

8. Annual Return FY15/16

A report was read by the Clerk from BDO regarding matters to be addressed. Resolved: That the report was accepted and noted by members and that it was agreed that

the Clerk would alter the box amounts as per suggestion. The Annual Return for FY15/16 was approved and signed by the residing Chairman, Cllr. D. Owen and the Clerk.

9. Annual Return FY16/17

The Clerk reported that the Annual Return had been completed and was being audited by the Internal Auditor, which had not yet been returned for presentation to the council. The External Audit date is 3rd July 2017.

Resolved: That the Annual Return is brought to the June Ordinary Meeting of Ogmore Valley

Community Council. This will enable the new council to view and approve the Annual Return.

10. Statement of Accounts

Details were given as Current Account @ £36,340.75. It was reported that a sum of approx. £13,000 was still to be debited. Reserve Account – £15,150.21 14 day Select - £12,941.03

Resolved: That item 10 was noted.

11. Budget Review FY17/18 Resolved: That item 11 be deferred to the Finance and general Purposes Committee

Meeting in June, due to the elections.

12. Wales Audit Office Invoice

An invoice for FY15/16 was received @ £404.10. Resolved: That item 12 was approved.

13. Request for Funding – Nantymoel Boxing Club

A request for funding was received as below: We are a Non-Profit making Club. Unfortunately, due to keeping the costs low to enable everyone to use the classes and facilities, we are currently in a position where we cannot replace the make shift boxing ring that we’re currently using. This made this ring out of scaffolding and welding but it does not meet the current Health and Safety specifications and as the Club is getting more popular, we have to adhere to more precautions. We have been told that the current ring could potentially close the clubtherefore, we are urgently requesting funding for a new ring @ £2,500. The aims of Nantymoel Boxing Club, are to promote fitness, discipline, friendship, fair play and respect for all the community and particularly young people, and, to enable young people to develop and participate in the local community, and to improve the self-confidence of young people and reduce fear of crime. To increase quality of life by providing a constructive alternative to anti-social behaviour, such as drugs and alcohol abuse, and to provide positive role models and social inclusion with interaction with our coaching staff and other young people. We train amateur boxers Tuesday and Thursday and Ladies BOXFIT Monday and Wednesday With costs of £2 for under 17 and £2.50 for over 17's. Member numbers for the Boxing Club are approx 20 per night. Ladies are approx 18 per night.

Resolved: That £2,500 be granted.

14. Request for Funding – Nantymoel Boys and Girls Club and Community Centre – Storage Container.

Resolved: That item 14 is deferred to the Finance and General Purposes Committee.

15. Pennant Walters – Pant-y-Wal – Up-date.

Resolved: The Clerk is to send a further request to Dale Hart to attend a meeting of OVCC.

16. Old Nursery Site, Nantymoel – Up-date.

The Clerk, Cllr. Mrs. L. Hill and Cllr. Mrs. J. Harris, met with a representative of Centregreat to discuss the costs around making the area of the old nursery site safe to enable its use by the local community. A quote had been received at £36k.

Resolved: That further quotes are to be obtained.

17. Boys and Girls and Community Centre, Memorial Hall, Nantymoel Up-date.

Friends of the Berwyn and Nantymoel Boys and Girls Club have now set up a new charity; 'Nantymoel Boys and Girls Club and Community Centre' We have extended the remit of the Boys and Girls Club to include the larger community. The building is available to hire outside of the hours of Boys and Girls Club to community groups and organisations or members of the community looking to meet or use for birthday parties etc. We've been working very closely with BCBC, Wales Cooperative and REACH in order to comply with the terms of the £200,000 funding promised by BCBC on the closure of the Berwyn Centre and are have put out to tender on works required to refurbish the Memorial Hall Building. PLEASE NOTE - Due to the timescale of this project ALL WORKS, INVOICES AND PAYMENTS MUST BE COMPLETE BY 31 MARCH 2018. Therefore all quotations must be received by 4pm 28th April 2017, including a Schedule of Works. When quotations have been received, they will make up information required to finalise the Business Plan and submit to BCBC for their approval. It was also reported that REACH had supported a further grant application to Jewson of £10,000.

Resolved: That item 17 was accepted and noted.

18. Signing of the Minutes Resolved: All document pages relating to the above named minutes were signed by the Vice

Chairman, Cllr. D. Owen, in the Chair, and, witnessed by Community Council Members Present.

19. The Annual General Meeting of Ogmore Valley Community Council, will be

held on Tuesday 9th May 2017 at 6.30pm in Blackmill Youth and Community Centre.

20. The next Ordinary Meeting of Ogmore Valley Community Council will be

held on Tuesday 9th May 2017, following the AGM in Blackmill Youth and Community Centre.,

21. There will be no Committee Meetings in May due to the elections.

24. One Voice Wales Information - ERDF funding for the following: Call for Small Scale Renewable Energy Proposals

Around £14m of EU funds are available for more small scale community renewable energy proposals. We are encouraging more proposals to come forward to benefit from £10m available in West Wales & the Valleys and £4m in East Wales. Any organisation (public, private, third sector) can apply.
