Minutes of: Rossford Board of Education Organizational Meeting

and Budget Hearing

Held on: Wednesday, January 5, 2011

The Rossford Board of Education met in special session on Wednesday, January 5,

2011 at the Bulldog Center Conference Room, 719 Dixie Highway, Rossford, Ohio.

President pro tempore Ken Sutter called the meeting to order at 4:00 p.m. The

following members answered roll call: Jackie Brown, Dawn Burks, Brian Hughes,

Diane McKinney, and Ken Sutter.

Ken Sutter was elected President and Jackie Brown was elected Vice President of

the 2011 school board.

1-11 Jackie Brown moved that the Rossford Board of Education approve the issuance of a

bond for the President of the Board of Education in the amount of $20,000 as

stipulated by Ohio law. Dawn Burks seconded the motion. Upon roll call, all

members voted yes and the President declared the motion carried.

2-11 Brian Hughes moved that the Rossford Board of Education set the dates of its 2011

regular meetings as follows and further resolve that meetings of the Board shall

take place at the dates, times and places as scheduled unless appropriately

changed by Board action:

January 24 Board Room at Bulldog Center 5:30 p.m.

February 28 Board Room at Bulldog Center 5:30 p.m.

March 21 Glenwood Elementary School Cafeteria 5:30 p.m.

April 18 Eagle Point Elementary School Cafeteria 5:30 p.m.

May 16 Bulldog Center Conference Room 5:30 p.m.

June 13 Bulldog Center Conference Room 5:30 p.m.

July 18 Rossford High School Cafeteria 5:30 p.m.

August 15 Indian Hills Elementary School Cafeteria 5:30 p.m.

September 19 Rossford High School Cafeteria 5:30 p.m.

October 17 Bulldog Center Conference Room 5:30 p.m.

November 21 Bulldog Center Conference Room 5:30 p.m.

December 19 Bulldog Center Conference Room 5:30 p.m.

Jackie Brown seconded the motion. Upon roll call, all members voted yes and the

President declared the motion carried.

3-11 Dawn Burks moved that the Rossford Board of Education establish the Board of

Education Service Fund in the amount of $9,500 for 2011. Jackie Brown seconded

the motion. Upon roll call, all members voted yes and the President declared the

motion carried.

4-11 Dawn Burks moved that the Rossford Board of Education set the amount of $125 per

meeting as the level of compensation for members in attendance, with no limit on

the number of meetings per year, as previously approved by Resolution 4-05.

Brian Hughes seconded the motion. Upon roll call, all members voted yes and the

5-11 Brian Hughes moved that the Rossford Board of Education approve Ohio School

Boards Association; Scott, Scriven & Wahoff; Spitler, Vogtsberger & Huffman;

Spengler, Nathanson, Heyman, McCarthy & Durfee; Squire, Sanders & Dempsey;

Bricker and Eckler; and Robison, Curphey & O’Connell as legal counsels for

calendar year 2011. Dawn Burks seconded the motion. Upon roll call, all members

voted yes and the President declared the motion carried.

6-11 Diane McKinney moved that the Rossford Board of Education approve the standing

authorizations for the 2011 calendar year as listed:

A. Advances on Tax Settlements: This authorizes the Treasurer to secure

advances from the Auditor when funds are available and payable to the

District.

B. Investments of Interim Funds: This authorizes the Treasurer to invest

interim funds at the most productive interest rate whenever interim funds

are available.

C. Payment of Bills: This authorizes the Treasurer to pay all bills within the

limitation of the appropriations resolution as bills are received and when

merchandise has been received in good condition.

D. Employment of Temporary Personnel: This authorizes the Superintendent

to employ such temporary personnel as is needed for emergency situations.

Such employments are to be presented for approval by the Board of

Education at the next regular meeting.

E. Appointment of Purchasing Agent: This authorizes the Superintendent to

serve as the purchasing agent for the school district.

Dawn Burks seconded the motion. Upon roll call, all members voted yes and the


7-11 Diane McKinney moved that the Rossford Board of Education recognize the RACT

(Rossford Association of Classroom Teachers) and OAPSE/AFSCME, Local 384

(Ohio Association of Public School Employees/American Federation of State,

County, Municipal Employees) as the two bargaining agents for the school

district. Dawn Burks seconded the motion. Upon roll call, all members voted yes and

the President declared the motion carried.

8-11 Jackie Brown moved that the Rossford Board of Education amend a resolution

approving volunteers for the 2010-11 school year to include Brian Hughes and

Karen Hughes. Dawn Burks seconded the motion. Upon roll call, Mrs. Brown voted

yes, Mrs. Burks voted yes, Mr. Hughes abstained, Mrs. McKinney voted yes, and Mr.

Sutter voted yes. The President declared the motion carried.

9-11 Jackie Brown moved that the Rossford Board of Education approve the following

volunteers for the 2010-11 school year:

Charles Reynolds, Jr., Bowling

Brian Hughes, Ski Club

Karen Hughes, Ski Club

Dawn Burks seconded the motion. Upon roll call, Mrs. Brown voted yes, Mrs. Burks

voted yes, Mr. Hughes abstained, Mrs. McKinney voted yes and Mr. Sutter voted yes.

The President declared the motion carried.

10-11 Diane McKinney moved that the Rossford Board of Education approve and adopt the

budget for Fiscal Year 2012 as submitted, and authorize the Board President to

Dawn Burks seconded the motion. Upon roll call, all members voted yes and the


Kathy LaSota, Ohio School Boards Association representative, conducted a Board

workshop. Topics of discussion included:

Finding common ground

Leading change

Mrs. McKinney was excused at 6:05 p.m.

11-11 Dawn Burks moved that the Rossford Board of Education adjourn the Board

Organizational Meeting and Budget Hearing of January 5, 2011 at 8:28 p.m.

Brian Hughes seconded the motion. Upon roll call, Mrs. Brown voted yes, Mrs. Burks

voted yes, Mr. Hughes voted yes, and Mr. Sutter voted yes. The President declared the

motion carried.
