Regulations of VD Prevention Law
Article1. Medical doctor'sinstructionsprovided forin the provisionsof Article6 of the VD Prevention Law
(hereinafterreferredto as the Law) shall be executed by word of mouth or in written from on the following
items: ' '

Harmful effectsof the disease.
Means of treatment and other necessary matters concerning the treatment thereof.
Preventive medicines and implements, and other preventive methods.
Punishments provided forin the provisionsof Articles26, 28, 30 and paragraph 2 of Article32 of the
Law.
Article 2. According to the provision of Artcile 6 of the Law, physicians shall inquire or investigate on the fol-
lowing items, and report them :
1. Name, date of birth, sex distinction, occupation, ;md place of living of the patient.
2. ^Diagnosis.
3. Date of exposure.
4. Date of symptoms perceptible.
5. Whether medical treatments have been given before or not, and when and where the treatment was
given, if any given. '・
6. Name, sex distinction, place of living and occupation of the person who, is deemed to have infected
the patient with the disease.
7- Name, sex distinction, place of living and occupation of the person or persons to whom the patient
has committed an act liable to infect him or them with the disease.
8. Other necessary matters.
Article 3. A competent, officialunder the provisions of Articles 11 and 12 of the Law shall be limited to the
officialsof local government, of city, town or village, or of health centers who are the physicians.
Article 4. "When health examination is operated by Governor of the urban or local prefecture under the provi-
sions Article 12 of the Law, he -shallbefore-hand seek for the approval of Minister of Welfare, with the
following items stated on the written program thereof:
1: Locality and condition of the spreading of VD.
2_. Name and site of the hospital or clinic which shall operated health examination.
3. Objects of health examination.
4. Means of health examination.
5. Estimation of expenses for the operation of health examination.
6. Other necessary items.
After the health examination under the previous paragraph is operated, the governor of local government

shall promptly report the resultsthereof to the Minister of Welfare.
Article 5. The bacteriologicalexamination under the provision of Article 13 of the Law shall be carried out by
the following methods:
1. Syphilis Darkfield examination, or more than two of the sercologicaltests specified by Minister
of Welfare.
2. Gonorrhea...Microscopicexamination of gonococcus, or cultureexamination.
3. Lymphogranoloma venerum Frei test.
Article C>. Those who want for the governor to take steps as provided forin paragraph 3 of Article 15 of £the
Law, shall receive certificatefrom the chief of Health Center in jurisdictoryarea of the patientin accordance
with the instructionof prefecturalgovernor, and submit the abjve certificateto doctor concerned or the dire-
ctor of hospitalor clinic.
Article6-2. Prefecturalgovernor shall,in accordance with the certificateprovided forin the preceding paragraph,
pay a part or whole of the expenses to doctor concerned or the directorof hospital or clinic.
Article7. When a hospitalor clinicis going to be establishedunder the provisionsof Article16 of the Law by
a local government or city, town or village,the approval of Minister of Welfare shall tfeobtained, statingthe
followingitems:
1. Reasons of the set-up.
2. Name and site.
3. Means of management.
4. Outline of the building thereof and a ground-plan.
5. Outline of equipments.
6. Fixed number of staffand personnel. .
7.< Date of inauguration expected.
8. Estimates on annual expendituresand incomes.
Article7-2. When a public or private hospitalor clinicis going to be made the substitutionsuitable by local
government, or city, town or village, the approval of Minister of Welfare shallbe obtained, statingthe fol-
lowing"items:
1. Reasons of necessitatingthe substitutehospitalor clinic.
2. Name of the person managing it (with his personnal history).
3. Name and site.
4. Number of staffand personnel.
5. Outline of the building and equipments of the hospitalor clinic.
6. Capacity of medical servicesfor day-patientsand in-patients,in the scope of substitution.
7. Numbers of the patientsin the past (monthly average).
8. Estimates on annual expedituresconcerning substitution.
9. Term of using as the substitutehospitalor substituteclinic.
10. The written agreement, (copy)
Article7-3. The term of using as the substitutehospitalor clinicshall be within one year, and the renewal of
the term thereofshall be made in accordance with the formalitiesunder preceding paragraph. When the sub-
stituteagreement in going to be cancelled,the applicationwith good reasons shall be made for the approval
thereof by Minister of Welfare.
Article8. An identificationcard provided for in Article23 of the Law shall be made according to the form
shown on the affixedpaper.
Supplementary Provision:
This MinisterialOrdinance shall come into as from the day of its promulgation and applied as from the Sep-
tember 1, 1948.

Articles abstracted from the VD Prevention Law
Article 22. The governor of prefecture, if he deems it necessary for the enforcement of this Law, may order
competent officialsto visit the present residence or permanent address of persons suffering from VD or
of the persons in whom there is reasonable evidence to suspect the presence of VD or the place where
such patients are doing their business, and make necessary inspection or inquiry.
Article 23. The health officialsconcerned, when they examine as provided by Article 11 or |Article 12, or
visit or make necessary examination or inquiries shall carry with them certificatesof their 'official post
and show if persons concerned request them.
Article 24. Persons, who are dissatisfiedwith dispositions made by the profectural governor, the mayor of
the city, or the headman of the town or the village under authority of this Law of orders thereunder,
may appeal thereon to administrative government agencies.
Article 25. Those who are ordered by prefectural governor or competent officialsof local government to take
health examination in accordance with the provisions of Articles10, 11 and 12, may appeal to the court
for the withdrawal of the order in case they claim the order violates the provisions of Articles 10, 11
and 12 of of this Law. *
2. "When the above appeal is made, the health examination shall not be executed until the decision is
fixed.
3. In case the governor of a prefecture orders a health examination, he shall notify the individual con-
cerned that he has a right to appeal to the court before the health executed,
Remarks:
1. This identification card shall be handled carefully. In case the card has been lost or destroyed, the
fact shall be reported to the prefectural governor immediately.
2. In case of expiration of the available period and change or retirement of the position, the card shall
be returned to the prefeclural governor.

Representatives
Effective on and after September 8, 1943 the Regu-
lation concerning the allotment of duties in the Secreta-
riat of the House of Representatives was amended as fol-
lows :

Duties in the Secretariat of the House
of Representatives
Article 1. The following two Sections and five Divisions
shall be instituted in the Secretariat of the House of
Representatives:
1. Secretarial Section

3. Proceedings Division
4. Committee Division
5. Records Division
6. General Affairs Division
7. Guard Division
Article 2. The Secretarial Section shall take charge of
the affairs relating to :
1. Custody of officialseals of the Speaker and the
Vice-Speaker.
2. Duties of the Speaker and the Vice-Speaker.
3. Receipt of documents other than Bills addressed
to the Speaker and dispatch of documents in the
name of the Speaker.
4. Status of Members of the House.
5. Leave of absence and non-attendance of Members
of the House.
6. Resignation of Members of the House and filling
of vacancies thereof.
7. Dispatch of Members of the House.
8. Compilation of a manual of the House of Repre-
sentatives and the Members' biographical sket-
ches.

Article 3. The Liaison Section shall take charge of the
affairs pertaining to:

sed bills.
5. The custody of the original of passed bills and

The Data Section shall take charge of the affairs
relating to:
1. Collection and arrangement of data within the
House.
2. Acceptance and custody of books, magazines, jo-
urnals and periodicals, and preparation of index
cards.
Article 5. There shall be in the Committee Division the-
First, the Second and the Third Sections.
The First Section shall take charge of the affairs
relating to :
1. The Diet Management Committee, the Library
Management Committe and the Disciplinary Me-
asures Committee.
2. Special Commttiees.
3. The Joint Conference of Both Houses and the-
Joint Legislative Committee of Both Houses.
4. Election and resignation of committee members.
5. Other matters relative to committee meeting.
The Second Section shall take charge of the affa-
irs relating to :

under the charge of the First Section.
The Third Section shall take charge of the affa-
irs relating to :-
1. Adjustment of referred Bills and reference data. *
2. Reports and written reports of Committees.
3. Minutes of proceedings of committee meetings.

Article 6. There shall be in the Records Division the-
First Shorthand Section, the Second Shorthand Sec-
tion, the Translation Section and the Shorthand wri-
ters Training School.
The First Shorthand Section shall take charge
of the affairs relating to:
1. Shorthand writing of the plenary session and
, compilation of the minutes thereof.
2. Shorthand writing of the meetings of the Diet
Management Committee, the Library Manage-
ment Committee and the Disciplinary Measures
Committee and compilating of the minutes there-
of.
3. Shorthand writing of the meetings of Special
Committees and compilation of the minutes the-
reof.
4. Shorthand writing of the meeting's of the Joint
Conference/of both Houses and the Joint Legis-
lative Committee of Both Houses and compilation
of the minutes thereof.
5. Other matters relative to Shorthand writing.
The Second Shorthand Section shall take charge
of the affairs relating to:
Shorthand writing of the meetings of standing
committees other than those falling under the charge
of the First Shorthand Section, and compilation of
the minutes thereof.
The Translation Section shall take chage of the
affairs relating to :
1. Translation of the minutes of the proceedings. ~
2. Translation of official documents, reference and
other materials.
The Shorthand Writers Training School shall
take charge of the affairs relating to :

Article 7. There shall be the General Affairs Section,
the Accounts Section, the Repairs Section, the Printing
Section and the Welfare Section in the General Affa-
irs Division.

1. Custody of officialseals.
2. Receipt and dispatch of officialdocuments.
3. Compilation of the Official Bulletine of the Hou-
se of Representatives.
4. Distribution of bills, minutes of proceedings offi-
cial bulletines of the House of Representatives
and other documents.
5. Status, appointment and removal, pay, reward
and punishment of the secretariat personnel and
employees of the House.
6. Compilation of records for the Official Gazette.
7. Ceremonies.
8. Custody of documents other than bills.
9. Matters not falling under the charge of any
other Divisions or Section.
The Accounts Section shall take charge of the
affairs relating to :
1. Preparation of budgets and settlement of accou-
nts.
2. Revenue and expenditure.
3. State property?
4. Purchases, receipts and disbursements and custody
of articles.
5. Motor-cars.

The Repairs Section shall take charge of the
affairs relating to :
Building and repairs.
The Printing Section shall take charge of the
affairs pertaining to:
1Printing of the minutes of the proceedings.
Printing of bills, reference data and others.
The Welfare Section shall take charge ,of the

1. Member's lodgins.
2. Secretariat personnels' mutual aid association.

The numbers of the Imabari City consolidated public
loan for the harbour expence, and of the Tmabari City
water-works public loan renewed for the first-time, which
aue to repay in September of this year (1943) have been
dicided as follows by means of arawing.
