Introduction to an OCP

• Future oriented, guiding policy document • Reflects the desires of the community • Contains maps, objectives and policies • Informs through public engagement • Adopted as a formal bylaw • Guides local and regional decisions • Influences other tools, such as zoning • Has statutory requirements (Local Government Act)




What an OCP can do: • Provides certainty for future development decisions • Limit decisions by the Council to only those which

are consistent with the objectives and policies included in the Plan




What an OCP cannot do: • Obligate the Council to undertake projects in the Plan • Commit the Council to specific expenditures • Force any action identified in the Plan • Rezone land, but provides direction if future rezoning

is considered

• Green Municipal Fund grant • Incorporate sustainability principles

Roles and Responsibilities

• Council • Provide input, review document, and ultimately adopt OCP

• Committees • Represent the highest interests of the community • Act as a link between the process and community • Engage the larger community

• Consultant - Urban Systems (and others) • Planning and policy • Infrastructure and urban design • Public consultation



Roles and Responsibilities

• Community • Review past results of consultation • Think big about where you want Parksville to be in 20+ years, and then about the 1, 3 and 5 year steps to get there • Focus on land use first • Be realistic about the role of an OCP



Timeline

• Complete OCP update in 2012 • Jan - March: Review, Re-group and Re-engage • March - September: Community Engagement and Draft Plan Development • September - December:

Referrals, Finalize Document, Bylaw process, Public Hearing, Plan Adoption
