Dizon, relative to their attendance in the "Workshop on Basic GenderAwareness and Development (GAD) Concepts, Gender Analysis and GADPlanning and Budgeting for the Bureau of Customs" held at the Lohas Hotel,Clark Special Economic Zone, Pampanga on May 11 to 15, 2015.

The workshop focused on the mandate to create and increase genderawareness in all areas of work/places of assignments, pertinent provisions of RA.9710, otherwise known as the "Magna Carta for Women", giving emphasis onproviding equal opportunities to female employees and the requirement for theallocation of funds for GAD activities.

As a requirement to create and increase gender sensitivity and awareness inthe Enforcement Group, the undersigned concurs to the recommendation for theconduct of GAD activities in coordination with the Interim and Training DevelopmentDivision (ITDD) to be attended by all ESS personnel. Also to establish a bulletinboard or a GAD Corner in all district offices.

SUBJECT Workshop on Basic GAD Concepts, Gender Analysis and GAD Planning andBudgeting for the Bureau of Customs

The undersigned, together with Ms Janice Belinda O. Dizon and the otherRepresentatives of the Bureau of Customs coming from different Collection Districts of tuzon,Visayas and Mindanao attended the above-mentioned Workshop held on May 11-15, 2015 atLOHASHOTEL,Clark Freeport Zone Pampanga.

Atty. Rey Roland F. Bergado, Head of the Technical Working Group-GAD Focal PointSystem (GFPS)welcomed the participants and Director Jose A. Abundo, Finance ManagementOffice delivered the Inspirational Message for the participants. The Resource Speakers were MsCathy Villegas and Ms Reina Olivar from Philippine Commission of Women (PCW).

During the Workshop, the participants were informed and reminded of their roles,duties and responsibilities being the permanent members of the GFPS. As such, they aremandated to create and increase awareness in their respective areas of assignments on theprovisions of Republic Act (RA) No. 9710 (Magna Carta of Women, Rule IV, Section 37, C of theIRR). The emphasis on giving equal opportunities to female employee on assignments beingstereotyped for male, being sensitive to gender issues and concern both to internal andexternal clients and empowerment of women and gender equality were extensively discussedduring the workshop. These subject matters are very important and vital for the bureau inorder to attain its Mission and Vision and ultimately to meet its target for Revenue Collection.

It is worthy to note that under Republic Act 9710, 5% of the GM Budget for the bureau(5% of 3 Billion Pesos is PiS million} is allocated to GAD Activity yearly and to avoid the issuanceof Audit Observation Memorandum (AOM) from the Department of Budget and Management,it is imperative that we should spend this budget to all GAD Activities such as InternationalWomen's Day Celebration, being held every is" day of March every year, construction ofcomfort rooms and barracks for both male and female internal and external clients,establishment of Day Care Centre/Area for breastfeeding mothers, etc.

In order to mainstream gender in the bureau as a strategy to promote and fulfilwomen's human rights and eliminate gender discrimination in their systems, structures,policies, programs, processes and procedures, more trainings and workshops are needed for all

the GFPS members such as GAD Capacity Development Training, Gender Sensitivity Training,Trainings-onGenderMainstre-aming_Ev-alu-ation Framework-and other GADre~ated -train-in-gs.-~tis expected that these trainings will be conducted in the near future.
