Inauguration
Two Day NAAC Sponsored National Seminar on “Sustenance of Quality in Higher
Education with Special reference to Teacher Education in J&K”
The IQAC of the Institution organized Two Day NAAC Sponsored National Seminar
on the theme “Sustenance of Quality in Higher Education with special reference to
Teacher Education in J&K” on 19th
& 20th
of March, 2015. The inauguration of the seminar
was held on 19th
of March, 2015 with the registration of paper presenters.
Prof. Gurmeet Kour introduced the inaugural ceremony of the Seminar at 10:30 a.m
sharp & gave an over view of the Institution and talked about visits by the distinguished
people like Jawaharlal Nehru Nehru, Zakir Hussain, Abul Kalam Azad and contribution of
College Alumini. She focused on the damage caused by floods through photographs of the
institution.
Prof.(Dr.) Parveen Pandit, Principal, Govt. College of Education, Srinagar in her welcome
address formally welcomed all the Guests with fervour & zest. The guest included the paper
presenters, scholars, & academicians chairpersons. Prof. (Dr.) Parveen Pandit emphasized
the need for sustenance of quality in Higher Education with special reference to Teacher
Education in J&K. She related the quality achieved with its sustenance in the light of the
hazardous inundation of flood which has given set back to the college property. It lies within
the hands of human work to compensate for the gigantic loss, and she wished for a due
administrative support to run her mission on the Pedestal of progress & prosperity. She
asserted that the present seminar was held with a view to empower the minds of the
teachers in connection with sustenance of quality with the scientific temperament &
innovative cognizance. She also emphasized the need for revision & restructuring of B.Ed
programme keeping in view the need for quality teachers at school education so that the
quality can be grown, implemented, sustained & enhanced throughout the educated
institutions from School to University system.
Prof.(Dr.)Anita Rampal, Faculty of Education, University of Delhi, in her special address
stated the need for two year Teacher Education Programme for instilling the quality at the
grass root level & producing quality teachers for schools. She emphasized the need for co-
ordination in Teacher Education system & need for dedicated Teachers Education cadre. She
discussed quality teaching as the mirror of reflection on the part of students through their
feedback & also the timely reaction given by them after getting reinforced.
In her keynote address Prof.(Dr.) Poonam Batra, Faculty of Education, University of Delhi,
emphasized the teacher education issues for quality. She stressed on the institutional
mechanism to improve & sustain quality of schooling, quality education to meet the
challenges of diversity, equity & social justice. The teacher trainees need to engage with the
learner, understanding the children in the school setting & recommended for the continuum
of knowledge for guiding a quality Teacher Educator.
Prof.(Dr.) Mehraj-ud-din, Honourable Vice Chancellor, Central University of Kashmir
reflected on the sustenance of quality & enhancement in Higher Education, so that the
teachers should get equipped with sound matter & sound quality. He appreciated the work
of resource persons for their commendable job in the field of Teacher Education. He pointed
out to the gap in teaching & learning & the gap of linkage from primary school to University
education & the key role to be played by the teachers for quality education implementation.
He talked about the disparity in school education in terms of uneven teacher’s student ratio,
lack of infrastructure & the involvement of all stake holders to play a pivotal role for quality
outcome.
The session ended with the vote of thanks presented by Prof. Munawar Syed, IQAC
Coordinator. The rapporteurs for the inaugural session were Prof. Nuzhat Qazi & Ms.
Imrana.
Valediction
The seminar ended on 20th
of March, 2015 & the Valediction function was held at 4:00 p.m.
The Chief guest of the session was Prof. (Dr.) Mohmmad Ashraf Wani(Dean Academics,
University of Kashmir) & Special guest was Prof.(Dr.) Nelofar Khan, (Director, Directorate of
Distance Education, University of Kashmir). Many guests, scholars, & academicians
participated in the function. Prof. (Dr.) Parveen Pandit, (Principal) welcoming the guests
emphasised that sustenance of quality in Higher Education depends on the implementation
of quality mechanism at the school education with a special role to be played by the
teachers & relevant teacher education programmes.
The report of the seminar was presented by Prof. Seema Naz & Prof. B. A. Bhat of the
two parallel sessions held in Hall I & Hall II & focused on the following recommendation:
• Institutions of higher education in J&K must vigorously pursue to launch B.Voc. (bachelors in
vocation) courses in the areas identified as per local industry needs.
• CBC system be introduced in Higher Education and proper vertical linkages be developed
with Institutions.
• Colleges of Teacher Education must establish greater linkages with schools for reciprocal
development.
• Distribution of marks in evaluation and examination (internal and external) be rationalized.
• Continuous and comprehensive evaluation type of assessment/evaluation be followed for
internal marks at all levels.
• Teacher education programs must continuously synchronize with textbooks/curriculum at
school level.
• Blending or integrating modern technology in the curriculum.
• Reframing of B.Ed. program according to the NCFTE 2009 guidelines.
• Streamlining the admission policy in higher education institutions with regard to the delay
caused, particularly in teacher education institutions for in time deputation of untrained
pupil teachers.
• Admission at undergraduate level , be restricted to the intake capacity of every institution
granted on the basis of admission test.
• BOSE needs dedicated academic wing that is qualified & capable of under taking the
responsibilities for framing curriculum for elementary classes.
• Dedicated cadre for teacher education.
• Setting up of IASE & SCERTs in the state.
Follow up Actions
The institution has invited all the stake holders from the affiliating university i.e. University
of Kashmir & govt. representatives whereby they were informed about the outcomes of the
seminar. The institution has further decided to...
• Submission of proposal for B.Voc to Govt. & University by the concerned Higher
Education Institutions.
• Proposal to be submitted through Director Colleges to the University of Kashmir for
implementation.
• Linkages will be established.
• The matter to be taken up with the Controller of Examination soon.
• The frequency of tests presentation, assignments, action researches, micro –lessons
& macro- lessons to be enhanced.
• Revision of Curriculum at B.Ed level to be communicated to the University of
Kashmir.
• Stress to be laid on the introduction of ICT & to integrate it with pedagogy.
• The matter to be taken up with the University of Kashmir & department of higher
education of J&K.
• Communicated to BOPEE & department of school education Govt. of J&K.
• The matter has been conveyed to University of Kashmir & Higher Education
Department.
• The recommendation to be conveyed to the BOSE J&K.
• The proposal has been already sent to the department of higher Education.
• The ministry of HRD Govt. of India has already approved the establishment of IASE &
SCERTs & Govt. of J&K has been approached for the implementation of the proposal.
The 40 paper presenters participated in two days from the University of Kashmir, Degree
Colleges, self- financed B.Ed Colleges , Lal Bahadur Shastri University, Delhi & University of
Delhi.
The technical sessions were chaired by the academicians (former & present) from the
University of Kashmir, Central University of Kashmir & Govt. Degree Colleges.
The certificates were distributed by the Chief Guest Prof. (Dr.)Mohmmad Ashraf Wani,
Dean Academics, University of Kashmir, among the participants of the seminar. Prof. (Dr.)
Mohmmad Ashraf Wani, in his valedictory address praised the academic work of the
Principal, Organizers of the seminar, paper presenters & staff of the College. He laid stress
on the sustenance of quality in Higher Education, which is the need of the hour. He also
emphasized qualitative teacher education & pin pointed Govt. College of Education, as the
treasure house of knowledge, lead College in J&K for teacher Training & for the
dissemination of knowledge & skills through pragmatic approach. The vote of thanks was
presented by Prof. Showkat Afza, she thanked the J&K Bank for being co-sponsors. The
session was anchored by Prof. Gurmeet Kour. The rapporteur for the session was Prof. S. D.
Ahanger.
