I refer to your letter dated 24th June 2019 regarding matters raised during the recent Public

Accounts Committee. I wish to provide the following information;

1) a note on any difference in remuneration for social workers recruited by Tusla as

opposed to those employed via agencies;

Outlined in table 1 below is a weekly Social Worker salary (1st Point) 40,619euro with

standard tax deductions.

The additional deductions for Public Sector employees are highlighted i.e. Pension

deductions of 54.5 and Pension Related Deductions (tax) of 36.74. This gives a difference of

approximately 91.24 net in weekly remuneration.

2) a note on the Five Rivers agency contract, to include details of remuneration paid to

them;

Five Rivers Fostering is a private fostering agency operating in Ireland since 2002.They have

approximately 42 staff and operate nationally with their head office in the Dublin area. Five

Rivers Fostering's main objective is to be a leading provider of high quality foster care

services. Five Rivers philosophy is to provide as normal an environment as possible for

children and young people who cannot live with their own families. Five Rivers Fostering

has a wide range of foster families throughout Ireland who can meet various placement

needs.

Currently Tusla are undertaking a procurement for Private Foster Agencies that is currently

before Tusla’s senior management team for approval. All private fostering agencies funded

by Tusla are currently outside procurement.

Children and Young People’s Services Committees (CYPSC) are a key structure identified by

Government to plan and co-ordinate services for children and young people in every county

in Ireland. The overall purpose is to improve outcomes for children and young people

through local and national interagency working.

CYPSC are county-level committees that bring together the main statutory, community and

voluntary providers of services to children and young people. They provide a forum for joint

planning and co-ordination of activity to ensure that children, young people and their

families receive improved and accessible services. Their role is to enhance interagency co-

operation and to realise the national outcomes set out in Better Outcomes, Brighter Futures:

the national policy framework for children and young people 2014 - 2020.

The ultimate goal is to improve outcomes for all children and young people in Ireland. Each

committee is chaired by a Tusla Senior Manager or a senior manager from the local

authority. Tusla employ the National Co-ordinator and CYPSC coordinators.
