2. Eligibility Criteria

The Firm participating in the tender enquiry should fulfill the following qualifying requirement.

1. The participating bidders should have GST registration with central Excise Department, PF Registration, ESI registration, PAN Card and labour license (if required).

2. The bidder should have executed same nature of work in any Thermal power stations of minimum unit capacity of 110 MW or above during last five (5) years as on the date of bid opening as per below. (I) Single work contract of value not less than 80% of estimated cost.

2. Eligibility Criteria (For TN/Civil/03/ 2017-18)

i) The participating bidder should have G.S.T. Registration P.F. registration, PAN card, ESI & service tax registration, labour license (if required).

ii) The bidder should have experience of similar nature/ cleaning works under any Govt./Semi Govt./Govt. undertaking in past five years for executing completed works for value not less than:- i. Single work contract value not less than 80 % of estimated cost.

or ii. Two works contract value each not less than 50 % of estimated cost.

or iii. Three works contract value each not less than 40 % of estimated cost.

iii) The bidder have to furnish the Satisfactory performance certificate of similar nature/cleaning works

in related field duly signed by the officer not below the rank of Superintending Engineer /order placing authority of concerned organization.

iv) The Average annual financial turnover of bidder during the last three (03) financial years, ending 31st march of the previous financial year, should be at least 50 % of the estimated cost. For this purpose any one of the following documents may be submitted:-

a) Audited balance sheet of last three financial years.

b) Annual return filed with income tax department / TDS certificate of last three financial /

years.

NOTE- The technical evaluation of the bids shall be done on the basis of above criteria’s. The offer of the bids not

fulfilling above conditions fully or partially are likely to be ignored.

3. The bidder will have to register themselves on website http://www.eproc.rajasthan.gov.in for

participating in this tender. For this purpose Digital Signature Certificate (DSC) have to be obtained from- any agency approved by CCA. This DSC will be used to sign the bids submitted online by the bidder. Unsigned tenders will not be entertained and will be rejected out rightly.

4. The tender for works shall remain open for acceptance for the period of 120 days from the date of opening of pre-qualification / technical bid or up to such period as detailed out in tender document.

5. If any tenderer withdraws his tender prior to expiry of validity period as mentioned at S. No.6 or mutually extended period or makes modifications in the rates, terms and conditions of the tender within the said validity period, which are not acceptable to the department, or fails to commence the work in the specified period! fails to execute the agreement, the department shall without prejudice to any other right or remedy be at liberty to forfeit the amount of earnest money given in any form absolutely. If any contractor, who having submitted a tender does not execute the agreement or start the work or does not complete the work and the work has to be put to re-tendering, he shall stand debarred from participating in such re-tendering in addition to forfeiture of earnest money/ security deposit and other action under agreement. If there is strong justification of believing that the tenderer or his authorized has been guilty of mal- practices such as submission of forged documents, influencing individually or politically, his offer will be liable to rejection and in such case his earnest money shall be forfeited.

6. All tenders, in which any of the prescribed conditions are not fulfilled or which have been vitiated by errors in calculations, totaling or discrepancies in figures or words or other discrepancies, will be liable to rejection.

7. No conditional tenders shall be accepted and will be rejected summarily forthwith. 8. The department will not be responsible for any delay on account of late submission of tender due to

online submission. 9. Physical submission of bids is not allowed.

10. The bidder shall ensure that scanned copy of all the schedules as asked in tender document have

been filled up and attached with the bid submitted in electronic format. 11. The acceptance of the tender will rest with the competent authority who does not bind itself to accept

the lowest tender, and reserves to itself the authority to reject any or all the tenders received without assigning any reason.

12. No refund of tender fee/e- tender processing fee is claimable for tenders not accepted or forms not submitted.

13. All other conditions shall be prevailing as detailed out in the departmental tender document (in the respective sections/ volumes).

viii) The Average annual financial turnover of bidder, during the last three (3) financial years, ending 31st march of the present year as on date of bid opening, should be at least 100% of the estimated cost. For this purpose any one of the following documents may be submitted:- e) Audited balance sheet of last three financial years.

f) Annual return filed with income tax department / TDS certificate of last three financial / years.

3. Bidding document (Non-transferable) shall be issued prima facia to those bidders who are meeting the

qualifying requirements after preliminary scrutiny of documents furnished by them. Issuances of

bidding documents however, shall not automatically mean that such bidder fulfill/meet the qualifying

requirements.

4. Tender documents including technical specification can be obtained from this office of on any working

day by enclosing copy of documents as per pre-qualifying requirements. Required Tender cost shall be

deposited in the form of D.D. drawn in favour of the Accounts Office, KaTPP, RVUN, Jhalawar. Tender

documents will be sold up to 5.00 pm in office hours up to due date as mentioned above and shall be

received up to 3.00 pm on due date of opening and shall be opened at 3.30 pm on the same day in the

office of Dy. Chief Engineer (Civil), Administration building First Floor, Kalisindh Thermal Power Project,

Near Village Undal, Jhalawar in the presence of bidders attending it.

5. The required EMD in the form of Demand Draft shall be submitted along with the tender in a separate

envelop. The tender received without EMD shall not be opened.

6. KaTPP reserve the right to reject any or all bids or cancel/ withdraw the NIT for the subject packing

without assigning any reason whatsoever and in such case no bidder/ intending bidder shall have claim

arising out of such action.
