Use of solar energy is one of the essential features of a Smart City. In order toachieve minimum 19% Qf energy reQuirement from sQI~r energy, Roof Top S~r (RTS)projects provide a clear opportUnity .for smartdtles as they do not require pooling of land

or separate transmisSion facilities, unlike ground mou'nte~ solar projects. The Ministry ofNew and Ren~wableEnergy (MNRE) under their National olar Mission, provides finandalassistance (30% of. bench mark cost or project cost which ver is less) for developing RTS

Subject: 500 MWp Grid Connected Solar Rooftop Power Plant Scheme of MNREimplemented by SEcr

Madam/Sir,

, As you are aware, Government of India has taken up an ambitious target ofinstallation of 1, 00,000 MW of Solar Power by year 2022, out of which 40,000 MW is to beachieved through Roof Top Solar (RTS) Power Plants as a part of Clean ClimateCommitments. Solar Cities will pay a vital role in achieving this target. The Ministry has also'selected'Your city to be developed as a Solar City.

2. This Ministry has initiated major programme to support all States/UTs in developingSpy systems on rooftops and vacant spaces. Roof Top Solar (RTS) power provides a clearopportunity for using vacant roof tops of buildings for generating solar power. This can beused for reducing own demand and energy billing as also for earning revenue. RTS projectshave the added advantages of minimal tec1mical losses and of obviating need of supporttransmission system or land acquisition.

-3. In this direction~ to expedite commissioning of RTS projects on rooftops and vacantspaces, this Ministry had directed Solar Energy Corporation of India (SECI) to undertakecompetitive bidding at national level as follows:

(a) 500 MW tender for residential, social and institutional buildings;(b) 1000 MW tender for Government and PSU buildings

4. The Letters of Award (LeAs) have been finalized on 28.10.2016 for 500 MWptender (a). List of selected vendors are given in Annexure-I. The second national tender (b)will be taken ,up shortly.

5. Under both tenders, capacities have been allocated for all the States and UTs so thatall InstitutionslUniversities have the option of participating in the tender. Further, bothoptions of CAPEX Model (investments made by and project owned by roof top owner.agency) and of RESCO Model (investment to be made by developer who recovers it over25 years) are available in these tenders. In view of the economies of scale, the national leveltenders should be able to ensure cost effective solutions.

6. You are hereby requested to kindly get the potential ofRTS aggregated for the targetbeneficiary segment in your city and avail the services of the successful vendors selected inthe competitive bidding mentioned in Annexure-I, for expeditious implementation of RTSprojects for Government/PSUs sector, demand may be collated for inclusion in tender (b)highlighted in para 3.
