TIME, DATE, PLACE The regular meeting of the Board of Education was called to order by President Don Scholl at 6:00 p.m. on Tuesday, September 9, 2014, in the District Office Board Room, 2271 West Louise Avenue, Manteca, California, teleconference with Trustee Evelyn Moore, Holiday Inn Express, Breakfast Room, 845 E. Main Street, Green River, UT 84525. Members present other than President Don Scholl were: Sam Fant, Manuel A. Medeiros, Evelyn Moore Deborah Romero, Michael Seelye, and Nancy Teicheira. Lastly, President Scholl stated that at the last Board meeting during closed session the Board approved the appointments of William Slikker as the high school vice principal at Manteca High School, and Nicole Burrows as the high school vice principal at Lathrop High School. Mr. Scholl introduced and congratulated Mr. Slikker and Ms. Burrows. PUBLIC HEARING Receive Input From Public Regarding Education Code Section 60119 for the Purpose of Encouraging Participation by Parents, Teachers, Bargaining Unit Leaders, and Members of the Community of the Availability of Textbooks and Instructional Materials Consistent With the Curriculum Framework Adopted by the State Board President Scholl opened the public hearing and stated that the Manteca Unified School District Board of Education is required to hold a public hearing at which the Board shall encourage participation of parents, teachers, bargaining unit members, and community members, to discuss the availability of textbooks and instructional materials aligned to the contents standards for each student to use in class and to take home consistent with the community interest in steps to ensure content and cycles of the curriculum framework adopted by the state board. Public notices were posted at each school site and at the District Office. Prior to the end of the eighth week of school the Board of Education is required to hold this hearing and make a determination, through a resolution, as to whether each student, including English Language Leaners, in each school in the District, has been provided a standards-aligned textbook and instructional materials, to use in class and to take home in each subject, consistent with the content and cycles of the state curriculum frameworks. President Scholl declared the public hearing closed as no one spoke to this item. STUDENT BOARD REPRESENATIVE Ashley Lopez reported on behalf of Alyssa Burch, Student Board Representative from Manteca High School that Leadership has been preparing for Homecoming with floats, many activities and dances. The theme this year is “Heroes of Tomorrow” meaning military, firefighters, doctors, and policemen. The different days for dress up include: Manteca wears pink, tie-dye, class theme, twin day, and extreme green and white ending the week on Friday. Lunchtime activities included pink elephant, junk in the trunk and what would Zohan do? They are looking forward to powder-puff on Wednesday, September 17. Leadership VOL is on the same day (September 17) and will go to Lathrop High School for the day. Ashley shared the many successful activities on campus from Tiki Tango to Club Rush. The Honor the Code has become a huge program at Manteca High and they take immense pride in the success it has brought. The program is grown that among the students last year, one month they ran out of bracelets. The students like to see how many they can collect and faculty enjoys giving them to students. They have ordered new colored bracelets this year and designed a new Honor the Code T-shirt. The program has changed such as the incentives for the bracelets or how many T-shirts are given. Ashley awarded the Board members and the Superintendent with a bracelet for believing in Manteca High and for being Proud to be MUSD! Ashley reported that Manteca High looks forward to the many things to come and also looks back at the many accomplishments. Last year they established the new athletic training facility, new Environmental Studies pathway, hired new staff members, remodeled the agricultural building, and they continue to paint the school green. Finally, from the past to the present and off to the future, everyone works hard to honor their name and follow in their tradition of excellence.

SUPERINTENDENT’S REPORTS Presentation of Check From the Soroptimist International of Manteca to the Health Services Department Caroline Thibodeau, Director of Health Services, introduced Betty Ingell with Soroptimist International of Manteca who presented Mrs. Thibodeau with a check in the amount of $9,000 to be used toward the homeless program. Over the past 25 years, Soroptimist has graciously donated to MUSD to support the counseling programs benefiting many of our students. Mrs. Thibodeau is very grateful to their many contributions as well as the Local Control Funding that have been able to fund the program. This brings the total donations from Soroptimist to $311,500 to help support students to enhance their education. Superintendent Messer expressed his appreciation to Soroptimist International for going above and beyond in supporting our students. Nutrition Education Program Update Patty Page, Director of Nutrition Services presented a brief PowerPoint presentation of the Nutrition Education program, which included their goal to serve over 4.5 million meals this school year. Even though they did not meet that goal, Mrs. Page was very proud to report that they provided 4,499,575 meals. The program also served over 103,000 summer meals. The meal program is extremely important to the students in the District they are currently at 64.13% free reduced. She reported on the different events Nutrition Education participates in such as Planet Party, AgVenture, Dr. Seuss, and the Healthier US Challenge. Mrs. Page stated that Manteca USD is one of seven percent who have achieved the Healthier US Challenge Award. Nutrition Education has worked with partners including Breakfast in the Classroom, Parks and Recreation (Cities of Manteca, Lathrop and Stockton) serving summer school meals in 32 park locations, provided serve-safe certification for the students. Additional partners include Health Services, local County Public Health, Give Every Child A Chance, and Leadership on Green Initiative Committee (LOGIC). Mrs. Page also reported that they are proud to be able to contribute to the General Fund for custodial time, and school site assistants to MUSD for the support provided to them. Mrs. Page proudly reported that this school year they branded their name of Nutrition Education and will no longer be recognized as Nutrition Education. She is proud to be part of a district that encompasses different departments in the importance of educating our children. She appreciates the opportunity to be part of the educational process. She continued to report that Healthy Hunger Free Kids Act of 2010 continues to create changes. She expressed her appreciation to the teachers and principals for their support in following these regulations. This year we will be audited for the child and adult food care prep-program specifically the snack and supper programs. The implementation of a computerized digitized inventory will allow them to monitor the food costs in addition to ordering groceries online. Thirteen principals have volunteered for a three-year program that will help create environments that encourage physical activities and healthy eating. Finally, to make things easier for parents, no charge for reduced price meals this school year, and the PayPams online lunch deposits help parents keep track of what their student(s) eat. The website provides many resources for parents such as PayPams. With the rocket scan they are able to process 100 applications per hour; they have about 8,000 applications per year. Finally, the Board members were invited to have lunch with the students at the school sites and experience what they experience. She is very Proud to be MUSD and thanked the Board for the opportunity to contribute. REQUESTS TO SPEAK Karissa Kammen (student) said that she is here tonight on behalf of what she hopes is the female student body. She is concerned with the current dress code. She referred to the restrictions of clothing when she was in the eighth grade such as not being able to wear rips in pants because it may provoke the male student body. Karissa said that society these days, referencing to clothing, have adjusted over the years and the school district is not taking that into account. She asked for consideration and to review the dress code policy. Daniel Rosas (community member) is seeking volunteers to help with the Measure G campaign. He invited everyone to the Measure G rally that will be held at East Union High School in the cafeteria on Wednesday, September 10, at 6:30pm. He encouraged all to attend the rally and receive information regarding the measure. Daniel provided his email address and phone number for those who wish to volunteer. He is in support of the measure. James Griffin (community member) spoke in support of Trustee Sam Fant and referenced a recent article in the Bulletin asking for his resignation. James said that Mr. Fant had an influence on the implementation of the programs in the Weston Ranch community. He asked that the Board ignore the comments made in the newspaper. Jill Fritchen (community member) commented that she has lived in Weston Ranch for 24 years and believes there has been representation in the community. A high school was built (Weston Ranch High), a stadium was built, maps are painted, playground equipment installed, farm day event, etc. She said that there are a lot of good people in the area. Jill thanked Trustee Teicheira for her assistance with getting the playground installed at August Knodt Elementary School. Richard Smith (community member) spoke in support of Trustee Fant. Richard said that Mr. Fant has worked hard in trying to get back what Mr. Fritchen (former Board member) tried to build in Weston Ranch. He said that in his opinion if the article stated negative things about Mr. Fant they must not be true. Diedra Davi (community member) planning commissioner for the City of Stockton and serves on the executive committee for NACP. She is a mother and a member of the Weston Ranch community. She spoke in support of Trustee Fant. Diedra feels that he has brought programs to the community that has helped the children. She feels that having Mr. Fant on the Board brings diversity. Recess President Scholl called for a recess at 8:02 p.m. and the meeting reconvened at 8:11 p.m. ACTION ITEMS Award of Contract for Devices and Deployment Services (RFP #P1415-001) Mr. Messer stated that in December 2013 the Board took action and directed administration to take the District digital in 2015. Administration has reached out to powerful partners who have joined in the efforts in guiding the District in the appropriate path through the Going Digital project.

Under the leadership of Colby Clark, Director of Informational Technology, and along with multiple partners we have completed phase I and created the infrastructure in less than nine months (30 campuses) allowing our students and staff to access the digital world. We are now in phase II which is the deployment of the student devices and our partners Microsoft and Intel, ultimately Panasonic and Microsoft Store, will help guide the District in this path. Mr. Messer shared the prototype (3E device) presented by Intel and said that it has the functionality of the Surface Pro (teachers’ device) which will be given to the students. The device is a 2-in-1 tablet with the ability to have a keyboard, 12-hours of battery life, very durable, active stylus, microscope, temperature probe, Microsoft 8.1, and PowerPoint. The Board members have a copy of the scope of work (currently confidential) ultimately the scope of work that will be on a PEPPM contract. Administration is seeking Board authorization to enter into the final contract with PEPPM. The Board’s legal counsel has reviewed and will continue to review the contract along with the partners’ legal counsel. Next, Mr. Messer wholeheartedly thanked Victoria Brunn and Colby Clark for their involvement with the process. They have put in well over 250 hours of staff time. Mr. Messer assured that they represented the District and the Board very well. Colby and Victoria worked well with our partners to deliver the best options. Superintendent Messer said that the partners are present tonight to show their strong support and commitment to the success of our students. He noted that as we take our students digital in 2015, the deployment can be modeled throughout the United States. Mr. Messer introduced the partners and expressed his sincere appreciation and gratitude to them for their support and commitment. Scott T, Vice President of Education in Health Care Panasonic North America and Lawrence Snapp the Senior Director of Microsoft Retail Stores. Scott said that it is humbling to be present at the Board meeting. He shared that when they first met Mr. Messer and his team and understood the vision, it was not hard to get passionate about the process. He then rallied his resources to make sure that the deployment goes well. Mr. Reggie Jackson will be the face of Panasonic to the Manteca community. Jennifer McGregor has been solutionizing in creating this whole thing to make sure it fits. Steve G. is the brains behind the scene. Jason Lewis is the national sales manager and partnership with Reggie to make sure that we have two faces to the Manteca organization. Lastly, Nancy Scholar is the brain behind the Panasonic 3E which she created. Panasonic is committed and they take this very personally. They have donated hundreds of hours of their organization’s time to make sure this goes successfully. Scott fully intends to be there himself to make sure all is done properly. They are very excited about where this is going and are committed to making this successful. Mr. Reggie Jackson thanked Superintendent Messer and the Board for giving them the opportunity. He said that being a true partner is going above and beyond what is expected. Reggie assured the Board that they will do that. For about six months, Reggie has worked with the District and will continue to until the completion. More importantly, the idea that closing the achievement gap and providing strong instructions to students and being the forefront of the decisions made go toward that end goal. Nancy S. thanked the Board and reviewed the analysis of education in particular in grades K-12 was the most transformative industry they felt they could apply their technology. It is not only about the technology

going into the classroom, but it is a layer of intelligence, layer of analytics, layer of predictive analytics that they can possibly provide to the District, teachers to enable them to understand their students in a 360 perspective. Nancy said that there is a lot of technology that can impact today and more being developed. They welcome this opportunity to work in this endeavor. Next, Mr. Messer introduced folks from Microsoft Store. Lawrence Snapp, Senior Director of Microsoft Stores is responsible for the business partners of the Microsoft Retail Store. Lawrence introduced the team starting with Eduardo Gonzales, Palo Alto store manager, Michael Solari, community development specialists, Steve from Washington, a solution architect, and Sam, point person on the ground in northern California has been involved since the Surface Pros. Lawrence said that it is very impressive what the team has done as far as the vision. Lawrence pointed out that the Microsoft Retail Store is a part of Microsoft Corporation. In the 39 years, Microsoft has created platforms and technology for others to build from. Over the last five years, they have opened over 100 retail stores to be the face of Microsoft. They are now opened seven days a week with over 3,000 associates staffing the stores to be part of Main Street. They have educational leaders and trainers in each store. Microsoft sees this as the beginning of a lifelong relationship between the people that are the students today that will be leaders of tomorrow and the technology that they are able to empower them with so that they may reach their potential. Lawrence added that the proposal will also provide assistance to help the parents. Because without the parents the students often struggle. They are proud to present some of the elements of value added services beyond the device that they believe will help create the compelling solution in the short and long term for the student body. The four key elements are the value added services onsite events, train the trainer program, student support line, and parent benefits. In partnership with Panasonic they appreciate the opportunity. The Microsoft Store helped deploy the Surface Pros and paid for the trainers, and their staff worked onsite imaging the computers to ensure success. Trustee Seelye inquired about the possibility (in the future) in having a store locally, and/or bring the technology in the forefront of our community. Microsoft responded that the Microsoft Retail Store network is focused currently on the larger metropolitan area. They are not aware of any plans. However, they are always evaluating new market opportunities. There is a special opportunity to prove to this school district and cities inside the school district are going to mean more to Microsoft than maybe some folks thought. President Scholl inquired regarding not having a store presence if there is a possibility to schedule for a representative to be available for the parents and students. Microsoft gives the team a lot of credit for challenging them on this very subject. They may have opportunities to be here more than they expect. As far as scheduling help desk hours they are open to looking at that, but they want to use the technology and have the students and teachers use the technology wherever there is a store. They are open and excited in looking at a lot more in the future. Trustee Medeiros inquired about the number of folks living in our communities. Microsoft responded that there is a possibility in the long term. They believe in this market and are excited in moving forward.

Trustee Romero is very excited about the product. She asked regarding the lifespan of the device both physical and technology. Mr. Messer responded that the District’s perspective is that we have budgeted for a four year refresh. Ideally, the Board may change the direction to a three year and the devices will be able to be upgraded. The devices need to meet the District’s needs for at least three years; four will be ideal. From a technology perspective, it has the horsepower to run the application they need. They anticipate a three year plus type of life. There was a reference to the similar deployments in other districts that are consumer devices and not purpose built for children. Trustee Seelye inquired about the battery life in particular for the homeless students in our community if the battery life would last them from home to school. The tablet has one battery which supports eight hours and the docking stage has a second battery which supports an additional four hours. The devices will be going home to students in grades 4-12; K-3 will remain in carts in class. Trustee Medeiros said that the life span of the device should be five years and not three. Mr. Messer said that the sustainability is very important. The District has budgeted so that these devices can be replaced in four years. The three year budget has enough funds. He added that we are partnering with a company that has a history of delivering products and with the advice of the Superintendent’s Technology Advisory Committee have found a sustainable solution. Mr. Medeiros reiterated that three years is not enough and asked that they develop a system for a life cycle of five years. Mr. Messer responded to Trustee Scholl’s questions regarding the pH meter in that that there is software (SPARKvue) PASCO. We have begun ordering those devices that will go on the tech carts. Panasonic added that it is integrated so that the temperature probe connects to the audio jack. They are talking with PASCO about other tools they can develop from a scientific inquiry perspective. It is combination of what the districts needs are versus cost. President Scholl asked what we learned from the Surface Pro deployment that can be implemented in the deployment of the student devices. The program team has created and encompasses not only feedback from the initial wave of Surface devices but also from some of the learnings across other districts to get specifics and the emphasis on training the trainer will be very important. Microsoft is committed to stand behind the training not only during, but also after. Train the trainer sessions as well as student events is really important. They continually improve those programs based on the feedback. The mobile cloud they will use examples that they will bring to life. Demonstrations will bring the technology to life and they continue to improve their curriculum. Mr. Scholl inquired about the security of the cloud. Microsoft is still first by a long way when it comes to data protection. They have an organization called Trustworthy Computing (TwC) that is responsible for training and verifying that the products meet certain standards. He feels confident that Microsoft does everything it can 24 hours a day, seven days a week, around the world to make sure the software is enterprise grade. President Scholl thanked Mr. Messer, Colby and Victoria and all those who participated in the efforts in this project. Mr. Scholl also thanked the partners for stepping forward and thinking outside of the box. Mr. Messer explained what PEPPM means, National Cooperative Contracts Technology Video and Purchasing program. The bid is a result of a national affiliated group of agencies coordinated by the CSIU which seeks and awards bids on technology equipment software and supplies on behalf of the schools and agencies and libraries. The program called PEPPM is a national technology bidding and purchasing program for schools agencies and libraries. The state agencies come together nationally for the purpose of aggregating their demand for products and buying power. Trustee Teicheira stated that she is not against the program, but she will vote in the negative because they were given the document and not being able to read it in its entirety. Roll-call vote. Board Comments Trustee Medeiros commented that the he hopes the Board will not regret the decision in approving the devices and deployment. He is concerned that because three to four years from now is a long time and he is not sure if we will be in a position to renew it. He voted in the positive and hopes he will not regret his decision. Trustee Teicheira expressed her sincere gratitude to the many servicemen and servicewomen and that God bless them during their service. Trustee Seelye thanked all those involved in the efforts with the student devices and deployment. Mr. Seelye said is glad to be part of an organization that actually took the lead in the country in doing something such as this. He feels good about it. Trustee Romero thanked Panasonic and Microsoft Retail Store for attending tonight’s meeting and sharing their support and how important it is to them to make sure the deployment goes smoothly. She thanked them for their commitment and that it helps the Board in moving forward with such a daunting task. Mrs. Romero made a comment to Patty Page to rethink the drink that the 3rd and 6th graders see affects students. Her fifteen year old son will not drink a Capri sun that is full of sugar. She wanted Mrs. Page to know that it does make an impact. Trustee Romero thanked Karissa, the student who spoke earlier in the meeting regarding the dress code, that it took a lot of courage to approach the Board and voice her opinions. Whether something will change or not, because parents and adults have different opinions on how students should dress. Mrs. Romero gave kudos to Karissa. She said that our District has students who feel comfortable enough to attend a Board meeting and voice their concerns. Trustee Romero is looking forward to the challenges that are ahead with the Going Digital. She is very excited to be on the cutting edge and in this District she believes that in four years we will be excited with the choice. We have budgeted for the replacements of the devices. We are definitely in the right place. Trustee Fant referenced to the comments made earlier in the evening. He said that Dale Fritchen (former Board member) has done an awesome job as a leader in the community in Weston Ranch. He wants to make sure that folks know that he recognizes that and it should not go overlooked. He is very excited about working with Panasonic and Microsoft and is excited about the devices. Mr. Fant had a chance to enjoy a football game at Weston Ranch High school on Friday, but unfortunately came short to Edison High School. He said that he cheers for the high school football team. He coaches freshman football at Bear Creek High School and cheers for both teams. Trustee Fant encouraged everyone to support the sports programs. Trustee Seelye added to his comments that he would like a letter to be sent to the student (Karissa) on behalf of the Board for her courage to come and approach the Board. Mr. Messer said that a letter will be sent on behalf of the Board. President Scholl thanked those involved and who contributed to the Going Digital project. He asked that the message be carried to them as well. On the same note, Mr. Scholl said that by this project we are opening new opportunities for student learning and it translates into careers and jobs, and a bright future for our students. He believes the Board has done more than just open the door; we kicked it down.

Mr. Scholl is looking forward to pushing very strongly with the support of all the staff. President Scholl commented that back-to-school nights are taking place. He attended McParland’s back-to-school night and it was a great night. There was discussions on Common Core. It was interesting to see the parents’ reaction and they understand what is going on more and more every day. Lastly, Mr. Scholl got a chance to visit East Union High School and he could feel the pulse of the school. Things are looking up and it is a very positive environment. We will continue to see good things from East Union High School. Lastly, he wished all the new teams the best of success in their leagues. Trustee Moore thanked those who made it possible for her to take part in the Board meeting tonight. This was an exciting experiment. She was nervous about it, but it worked. Mrs. Moore also feels that they took an exciting vote tonight to move forward with the student devices and deployment. She is glad that she was able to be a part of such an important decision. Trustee Moore is looking forward to what it all means and believes it will be all good. We are the best school district in the county and we may even be the best one in the valley; perhaps even the state. She is very glad to be part of it. CLOSED SESSION President Scholl adjourned the meeting at 9:17 p.m. to complete discussion on closed session items.
