A. At the outset, the Chairman SC observed that for just one day of the SC meeting, 25
Agenda Items (including 2 Table Agenda items) have been put up by the Mission Secretariat, which is rather quite overwhelming. He commented that it will not be possible to do justice to the intensive discussions needed for most of the new Agenda proposals put up before SC. Hence it was decided to discuss as much items as possible and reasonable during the meeting on 25th August 2014, and defer the discussions to next SC meeting on 8th September 2014. While doing so, preference was given to all outstation Institutions/PIs and the local Institutions were deferred to the next meeting.

B. Subsequently, detailed discussions were held on each of the Agenda Items included for the day, after respective PIs’ briefing/ presentations. The recommendations/ decisions of the Standing Committee in respect of each Agenda item are given below:

Project: Developing Suitable Pedagogical Methods for various Classes, Intellectual Calibers and Research in E‐learning (Main Phase).

Brief of the project: Developing Suitable Pedagogical Methods for various Classes, Intellectual Calibers and Research in E‐learning, by IIT Kharagpur is a programme drawing reference of India a member of Washington Accord, wherein it is envisaged to systematically design and develop learner‐centric curricula, suitable for outcome‐based learning for 4 year degree programmes in six major engineering disciplines. It attempts to tell students what knowledge, skills and attitudes they should be able to demonstrate on completion of each course, where to find the necessary learning resources (in addition to approximately 80 pages of in‐built course notes) and also providing self assessment (around 120 – 125 practice problems / assignments with solutions). If used innovatively, the content developed under the programme can promote self and group learning. Also the faculty members, can find these documents extremely useful. The Main phase of the project approved by the PAB comprises Phase‐I & Phase‐II.
The SC noted that this project is an experiment to systematically design and develop learner‐centric curricula, suitable for outcome‐based learning for 4‐year degree programmes in six major engineering disciplines. The deliverables on each curriculum document are expected to include around 80 pages of course notes and 120‐125 self‐assessment problems and solutions. All development and review activities will be carried out collaboratively, using a specially designed web tool. A large number of motivated and experienced faculty members trained in pedagogy of teaching learning, drawn from a diverse range of institutions across the nation are expected to participate in the development and the review process. The decision to involve such a wide section of faculty experts across India is deliberate, mainly to enhance acceptance and ownership.

The PI briefed that the Pedagogy project in Pilot form started in the year 2009 and Phase‐I development of the project started from 1st April 2013. The PI informed that the PAB approved this project with the budget of Rs. 16.00 Crores, out of which Rs.4.638 Crores have been released till date.
The Members were informed that implementation of teaching pedagogy in Universities in the new form are more important while following the NBA requirements and India since has signed the Washington Accord.
The members deliberated and recommended release of funds for the project i.e., the 2nd installment of 30% of Rs.1600/‐ Lakhs budget of Main Phase of the project already approved by the PAB. The SC recommends the remaining part of the project be completed by 31st March 2016.
The Committee also recommended that name of one senior officer each be sought by the PI from Heads of AICTE and NITTTR Kolkata as PRSG member of the project The PRSG meeting of the existing members should review completion of Phase‐I of the project & the meeting held at the earliest and completion report of Phase‐I in the prescribed proforma be submitted to the NMEICT Contact person. Further the accounts and UC of Pilot and Phase‐I, be submitted to NMEICT and unspent balance with the PI of the project be taken as opening balance for Phase‐II project. The SC felt since the pedagogy project is an impact based project, hence, assessing the impact factor of the project by the PI is recommended. India being signatory of the Washington accord, SC advised the PI to inform the University / colleges, who are in the process of changing their syllabus to use the pedagogy tool as it is an outcome based project.
The members deliberated and recommend release of next installment of 30% of Rs.1600/‐ Lakhs budget for the remaining part of the project ‐‐ already approved by the PAB. Agenda Item No: 5
Project: Design and Development of Neuro‐Endo Trainer for Neurosurgery Psychomotor Skills Training. Anchor Institution: AIIMS New Delhi. PI : Prof. Ashish Suri AIIMS. Partner Institution: IIT Delhi. NMEICT contact: Mr. Pradeep Kaul

The PI made a presentation and proposed development of training tools in neurosurgery for learning new and added techniques in the field of neurosurgery like neuro‐endoscopy that can be scaled up quickly for serving large populations of students and Doctors. He informed no skilled trainers exist in the country, and so this Project will help the trainees improve their psychomotor skills outside the Operation Room. The project focuses to find a reliable and cost effective solution for the limitations of the current scenario of traditional training by providing low fidelity simulators or box‐trainers to specifically improve psychomotor skills (eye‐hand coordination and depth perception). The PI explained the project aims at the development of a Neuro‐Endo‐Trainer that is a physical trainer and allows training and evaluation of basic tasks in Neuro‐endoscopy as a part of the resident‐year program of MCh / DNB Neurosurgery. The trainer developed should be validated for the efficiency in neuro‐endoscopic training. The training imparted can be validated using the evaluation criteria available in the literature and also by an Inertial Measurement Unit (IMU) and can assess the level of expertise gained by the trainees. After this basic training with the trainer, the advanced training can then be undertaken on cadavers and later on live animals. The project intends to show that this kind of task‐based training will reduce the use of cadavers and animal study and definitely prepare the trainee better before entering the Operation Room. The deliverables proposed by the PI are:
1) Design and Development of Neuro‐Endo‐Trainer for Neurosurgery Psychomotor Skills Training.
2) Data collection and Validation of the Neuro‐endoscopic Training.
The members sought to know from the PI the role of IIT Delhi in the project, how hand to skill experience shall be achieved, the methodology to achieve validation of product developed, how to register score on eye to hand co‐ordination, how the product developed shall be reviewed, role of hi‐frame camera, copyright, patents arising out of the development etc. The members expressed their concern and difficulties one normally faces regarding on‐line image processing in such field and hoped that the team shall achieve their goals.
The SC deliberated and recommended the project with the budget of Rs.77.68 Lakhs in accordance with the DPR required for completing the pilot project in one year after financial due diligence for which, PI was advised to quantify the cost break‐up for two deliverables. He was also advised to propose the names of 10 reviewers. PI was advised that pilot project be completed in a year. However the developed prototype should not be a lab model but of production prototype.

Project : Training Environment for Training Technical (Polytechnic) Teachers & Students. PI : Dr. S. Mohan, Director NITTTR Chennai. Anchor Institution : NITTTR Chennai. NMEICT Contacts : Dr. C S Arora / Mr Bharat Bhushan
The thrust area of the proposal earlier presented to SC on 3rd March 2014, is to develop 80 courses for polytechnics by 4 NITTTRs with NITTTR Chennai as the Anchor Institution. For this, the course structure was to be finalized after mapping with NPTEL courses with help of Prof. Mangla Sunder. After that discussion with Prof. Mangala Sunder, the proposal has been put again for SC’s consideration. PI presented the project and highlighted the salient points. The following points were brought out:
1) Each NITTTR has identified 2 diploma programmes to develop e‐content and in each programme, 10 programmes have been identified for the e‐content development.
2) NITTTR, Chandigarh and NITTTR, Bhopal will develop e‐content in Hindi with the subtitle in English whereas NITTTR, Chennai and NITTTR, Kolkata will develop e‐content in English with subtitle in Hindi.
3) The total budget requested for the development of e‐content for each NITTTR are as follows:

The following suggestions were made by the Committee:
1) It is necessary to do the mapping of existing courses under NPTEL for the courses proposed and it should be the first activity in the project proposed and it was agreed by the Principal Investigator to carry out the same.

2) It is also suggested to include the available spoken tutorial wherever it is needed for all the courses or wherever it is appropriate. This is also agreed upon by the Principal Investigator.
3) It was clarified that NITTTR Chennai has already developed four courses under the NME ICT Project and was well appreciated by the Programme Review and Supervisory Group (PRSG).
4) The second and further installments may be released only after the review and recommendations of the PRSG to be reconstituted.
SC recommended releasing the 30% of total budget of Rs. 13.40 Crores, as first installment to initiate the program. PRSG for this program is to be constituted. Agenda Item No. 7
Project: National Program Enhancing the Quality of Undergraduate Education in Life Sciences through ICT (Phase‐I: Creating the Community and Running the Proof of the Concept in Select Colleges). PI : Prof. L. S. Shashidhara. Institution : IISER, Pune. NMEICT Contacts : Dr. C. S. Arora/ Mr Bharat Bhushan This proposal was developed after a meeting for creating a Community for Effective Learning of Life Sciences (CELLS) through Technology consisting of 5‐6 celebrated undergraduate teachers and other leaders of Bioscience education with the officials from the MHRD (NMEICT) / DBT, Planning commission and UGC / INFLIBNET and to work out the details of the action plan with clear timeline for deliverables.
PI has proposed the following to be delivered under this project.
• Creating a community of about 50 teachers from across the country to develop and share best teaching practice to promote active learning.
• Compilation and development of curated content and e‐resources on a single portal for undergraduate education in selected core topics in Life Sciences with linkage to Sakshat.
• Organisation of 2‐3 training workshops across the country on portal usage and content between selected teachers managing online content and those acting as facilitators/intermediaries in selected colleges.
• e‐ and live‐classes and tutorials to students in a few selected colleges
• Interaction between students and teachers as well as amongst students and amongst teachers through the online portal.

The proposal is a pilot study aimed to create a community of college teachers, who would come together to improve quality of Life Science education in the country by using ICT and provide Proof of the Concept. This work may lead to a larger proposal for further scale up to cover the entire country; if successful.
The requested budget is therefore mostly to organize workshops and meetings to communicate best teaching practices using available e‐content, with only a limited creation of new content.
SC appreciated the presentation and recommended the project as there is a genuine need to promote undergraduate education in Bio‐ and life‐sciences. Some members suggested to invite distinguished Scientists from within India and from international Universities like Prof. Venkatraman from Cambridge for organizing his talk, by videoconference facility. Another member apprised about a couple of programmes (Agastya in Andhra Pradesh and a training program in Chitradurg in Andhra and now in three districts of Karnataka),which are already in place where a large number of passionate teachers have formed a community and suggested the presenters to gather more information on it for execution of the project. Keeping in view the overall positive feedback, SC recommended the Project as proposed, with release of Rs. 70 lakh for one year after due diligence of the deliverables. Agenda Item No. 8 Project Name : Development of Open Source Management Education Platform. PI : Prof. Ashok Banerjee, Dean. Institution : IIM, Kolkata. NMEICT Contact : Dr. C S Arora/ Mr Bharat Bhushan PI from IIM Calcutta made a presentation on the proposal highlighting the need to spread quality management education to all the management schools.
The first phase will develop a prototype of testable software architecture in order to have a working platform connecting through the experience API to third party components (largely open source) like Course Creating Tools, Content Brokering Tools etc. Two courses will be developed on the prototype for feedback from all stakeholders.
The second phase (Product Development Stage) will involve finalizing the platform architecture on the basis of feedback received on first phase. Learning management system with all analytical tools (e.g., Machine Grading Tools, Performance Analytics Tools) will be built. At this phase, e‐content will be created for all the compulsory courses of MBA programme (about 20 courses). The third phase (National Launch) will be considered only when the MHRD is satisfied with the outcome of the first two phases. This phase will make the entire platform available to all educational institutions in India and even abroad, which impart management education.

The Committee welcomed the proposal stating that so far all such initiatives and developments in India have happened in technological institutes/ universities in engineering and science disciplines. This is perhaps the first comprehensive proposal to develop a platform for management education.
The committee discussed on whether it is prudent to have government‐sponsored multiple open source MOOCs Learning Platforms. After a detailed deliberations, majority believed that at this point of time it is better to have multiple and simultaneous experimentations on different platforms to cover wide variety of courses and experiences. It is too early to suggest and conclude the superiority of any single platform. The Committee noted that globally several MOOC platforms are coexisting with each having its own strength and weakness.
The committee evaluated the proposal of IIM Calcutta in detail and observed the following:
This initiative needs to be encouraged. The committee appreciated the fact that IIMC will try to use open source software as much as possible. The committee suggested that the IIMC team will interact with IIT‐ Bombay to exchange their experiences while developing the proposed platform. MHRD/ NMEICT will facilitate a mechanism for such regular meets. The committee also noted that IIM C will use the services of external experts (organizations and individuals) in developing the architecture. The committee recommended that faculty from other IIMs should be involved in a consortium approach for appropriate development of course modules. SC also recommended that at the stage of certification, a commercial aspect has to be built‐in by IIMC in the proposal, with MHRD’s approval.
SC recommended to release the amount for Ist Phase of the Project after financial due diligence. PRSG to be constituted.

• To have a central verifiable repository of degree/diploma information of qualified
professionals from various universities and institutions. • To enable the authorized agencies to verify a candidate’s educational credentials. • To enable the professionals to have all their registered qualifications mapped a
single indexable identity (such as Aadhar number). • To facilitate the Universities in uploading the details of the awarded degrees/
diplomas. • To allow the correction system to update the information through proper
authentication mechanism. • To enable non‐repudiation of information.

SC members observed that:
• The project costing should take care of unexpected massification of the project • The name of the Project should be changed to Academic Degree project rather
than Academic Records Depository • The project design should take into account the entire life‐cycle starting from
school. • The PI should see the POC for the CBSE project which had been proposed to see
the responsibility borders and the processes defined.

Chairman wanted to know if the system architecture would be similar to the National Patients Records system that is proposed. PI clarified that in a PR System, entry points are many and exit points are few. In this system, it is the reverse. Entry points will be limited and exit points are many.
Chairman also wanted PI’s comments on Cyber Security. PI clarified that record entry will only be by authorized agencies. Similarly, access to records will be to registered agencies only.
SC recommended the project after financial due diligence.

Project : Development of Content for Computerised Vocational Education and Training (cVET)

PI Mr. Ejaz Ahmed, Director of BOPT (ER) made a presentation. He mentioned that pursuant to the SC meeting held on March 3 2014, a national workshop had been held in New Delhi. Post this workshop, they were advised to create a consortium to take the project forward. Director BOPT (ER) was nominated as the PI for this project.
PI began by describing the structure of the proposed Consortium and the management structure. However, he was advised to move directly to the proposal itself. Thereafter, the budget was discussed. Chairman wanted to know why the Sector Skill Councils were not funding the creation of e‐content. Mr. Jaswani, Director of the Telecom Sector Skill Council clarified that NSDC did not fund e‐content creation. Prof. Mangala Sundar who has been interacting with NASSCOM (IT Sector Skill council) verified that this was the situation.
Mr. Pradeep Kaul Sr. Consultant, NMEICT said that NMEICT norms for e‐content development are about Rs.13 Lakhs for 40 Hours. The rate in this proposal was higher. PI clarified that the norm followed was the NSDC rate not the NMEICT rate. PI also clarified that content development costs are variable and will depend on QP. Since SC members were not familiar with CVET terminology PI and co‐PIs explained what a QP was and what was the intent of basing e‐content development on QPs.

On the budget, Chairman wanted the Mission to study the NSDC cost and provide comments to the SC. He also said that the Administration cost of Rs. 1.62 Crores is not justifiable. SC Recommendations:
1. Chairman wanted the PI and team to create a more Detailed Project Report giving the entire plan and not just the Pilot. It should describe the role played by different agencies working the Skill Development Area so as to ensure that the NMEICT project makes the required interventions.
2. Chairman suggested that once the detailed report has been submitted, the SC could hold a half‐day meeting just to discuss this proposal.
Agenda Item No. 12 Project: Establishment of Indian Association of Educational Technology (IAET) to promote Educational Technology initiatives in India. PI : Dr. Jayashree Shinde. Institution : SNDT Women's University, Mumbai. NMEICT Contact : Dr. C S Arora / Mr Bharat Bhushan The Proposal was earlier presented to the Standing Committee on 3rd March 2014. In that proposal, PI had proposed to establish “Indian Association of Educational Technology (IAET)” as a common platform for pooling together of expertise in the field of Educational Technology. Educational Technology is an integral part of any Education system by way of application of principles derived from sciences, aimed at making teaching‐learning process effective and efficient. Collaborative efforts of these experts to deliberate on several issues in the Higher Education system of India and OER can be possible through the proposed IAET.
As decided by SC then, PI has now proposed for organising a 2‐days Conference with financial support from NMEICT, with the following goals: <

To suggest activities and programmes for developing global citizenship to Indian Education institutions of Higher Learning

Agenda Item No. 13 Project Name : Creating Digital ‐ Learning Environment for design in India (e‐Kalpa) ‐ Phase‐II. PI : Prof. Ravi Poovaiah. Institution : IIT Bombay. NMEICT Contact : Dr. C S Arora / Mr Bharat Bhushan PI presented the latest status about project including initial funds allocated for Phase‐I, UC submission, highly satisfactory observations of PRSG on Phase I of the Project and the Partners institution details. PI has reported the impact assessment of Phase I of the project and requested for the starting of Phase II with the budget grant of Rs. 8.4 Crores. PI has also mentioned that an amount of Rs. 1.6 crores is available as unspent balance from Phase I.

• Dissemination should be emphasized in Phase II while co‐creating additional content on different arts/crafts under this project.
• Crafts and entrepreneurship should be amalgamated in phase II to benefit the Craftsmen in terms of business and increasing their opportunities.
• Other NIDs and IITK Design Centres should also be involved in phase II. Finally SC recommended for continuation of the Project to Phase II with the unspent balance of Phase I to be transferred for Phase II work. PI has however to submit the Phase I completion report and UC of phase I as on 30th September 2014.

Agenda Item No. 15 Project : Conversion of e‐contents in various Regional Languages. PI : Dr. R. Jayaraman, Director, CED, Madurai. Anchor Institution: Centre for Entrepreneurship Development (TN) NMEICT contact: Mr. Pradeep Kaul, Senior Consultant. The PI made a presentation and expressed that in order to make NPTEL video lessons developed by IITs more benef ic ia l to students from rural areas of Higher Education, he intends to convert the E‐content, which is available in English into regional languages, such as, Tamil, Malayalam, Telugu, Kannada as well as Hindi. He expressed the objectives of the proposed programmes as:
a) Generation of e‐content in all selected Courses. b) Develop teachers’ and experts’ resources in e‐content Creation. c) Make available the e‐content to teachers and students through the NMEICT
portal for formal and non‐formal education, for supplementing and complementing the process of teaching and learning in higher education.
d) Translate from English into two regional languages (Kannada and Hindi) for a broader impact/ understanding in higher education beyond English medium.
The PI also demonstrated on this a Hindi and Tamil dubbed NPTEL sample programme prepared by the CED. The members proposed that the PI need not transcribe the lectures of NPTEL to english text and should save on this process and funds, since the NPTEL group has already transcribed more than 8000 Lectures and the same can be made available to the PI on approval of the project. The members raised an issue that the PI intends to dub 5000 programme in 5 Indian languages, while till date NPTEL has produced more than 16,000 video’s and many more are in the pipeline of their completion, so what should be the strategy of NMEICT on language dubbing and text translation of all these programmes. It was also deliberated that till March 2014 the Mission used to sanction Rs.17,500/‐ per module and now the PAB has raised to Rs.29,000/‐ per module for fresh content generation in four quadrants, while the PI in this case is proposing a cost of Rs.15,600/‐ alone for dubbing to a single language; hence what should be the reasonability of cost per language dubbing and text translation of such programmes in NMEICT. It was also brought to the notice of the members that a similar project on translation and dubbing work from C‐DIT Trivandrum is under active consideration of the SC, and the PI of C‐DIT is, through tendering process, determining the best rate on such dubbing and translation process and is likely to report on this to the SC.

Based on the deliberations as above the members deferred the decision on this project, till more information on above issues raised is received and that the issue of reasonability of budget on language dubbing and translation of NMEICT programmes by C‐DIT and that of present PI has to be taken together.

Project : Production of e‐content courseware development in Bachelor of Commerce, Bachelor of Business Management & Translation PI: Prof. H. Rajashekar, University of Mysore Co‐PIs: Dr. S. J. Manjunath, University of Mysore, Ms. Poornima Shenoy, Latitude Edutech Consulting Anchor Institution: University of Mysore. NMEICT contact: Mr. Pradeep Kaul The PI made a presentation that the Mysore University is interested in development of e‐content in a number of Subjects, develop Teachers’ and Experts’ Resources in e‐content Creation, make available the e‐content to Teachers and Students through the NMEICT portal for Formal and Non‐formal Education, for supplementing and complementing the process of Teaching and Learning in Higher Education and translate from English into seven Regional Languages (Kannada, Hindi plus others as recommended by the SC) for a broader impact/ understanding in Higher Education beyond English Medium.
Presently it intends to develop the content in two Phases. In Phase I, production of e‐content Courseware for 26 subjects shall be produced and under Phase II, production of e‐content Courseware for additional 22 subjects shall be undertaken. Each subject consists of two Courses of 40 hours each. The PI described the Methodology that he intends to create Content in English using UGC permitted reference material and classroom teaching notes, Conversion to e‐Learning using Instructional Design, Enhancement using Graphic Design, Videos, Sub‐titles as relevant, Translation into seven shortlisted regional languages with subtext, Hosting on NMEICT portal with tags, etc. The PI shall maintain highest audio/video quality as relevant, Create transcription (text) out of the audio/video content and making the text available to the students in e‐content modules as relevant E‐book of each e‐content module that will be created/ developed & incorporated in template under downloads & academic script, besides introducing glossary, Frequently Asked Questions and their replies, quiz, assignment, case studies, tutorials, etc. (as applicable), Translate content developed into regional languages by practicing subject matter experts (SMEs) with reference to context and ensure Meta tagging of content developed.

The members instructed the PI that since the content developed is to cater students of all Indian universities therefore the syllabus should not be framed on syllabus of a university but should be based on it having derived from major universities. The members hoped that the PI has followed due diligence in selecting the project implementation partner that it intends to engage in managing the entire schedule, content development and coordinating etc. The PI should formulate the process of content development etc in consultation of Prof. Mangal Sunder, IIT Madras and NMEICT contact person. The Members recommended the university should ensure that the e‐content developed under it and under NMEICT is implemented and utilized first by running on‐line courses by the university and for constituent colleges of the university. The SC deliberated that the duration of a course developed under e‐content be restricted to 40 hour content and not 80 hours as proposed by the PI and the e‐content rates sanctioned for e‐content development and transcription per module be restricted to Rs.31,000/‐ as approved recently by the PAB. The PI may develop 48 Courses in two UG disciplines of Commerce and Management, each course of about 40 hours resulting in a budget of Rs.595.2 Lakhs in the long run. However SC recommends the development of just 4 Courses by the PI as a Pilot at the rates approved recently by the PAB. SC will take up the issue of sanctioning part of the project on translation and language dubbing of the content developed as and when it finalizes the rates on this. Agenda Item No. 23 Project: One Agriculture‐One Science A National Virtual Academy for Indian Agriculture

Institution: International Crops Research Institute for the Semi‐ Arid Tropics (ICRISAT) The PI presented that, ICRISAT in collaboration with National partners (Acharya N G Ranga Agricultural University, National Academy of Agricultural Research Management) and International partners (Michigan State University and University of Florida) and technology partners (EdCast Inc) proposes to establish “One Agriculture‐One Science: A National Virtual Academy (NVA) for Indian Agriculture” with the following components:

1) Classroom without walls: A technology mediated platform that provides an enabling virtual education and learning environment with synchronous and asynchronous ICT platforms. Technology enabled MOOCs platform to be used by integrating customized open source edX with EdCast to pilot test results with 100 students, 25 faculty and 50 extension agents.
2) ICT literacy (especially on MOOCs approaches): A generic course to educate Faculty, Scientists, Students, Extension agents etc. on innovative ICT mediated educational approaches especially on MOOCs. It is proposed to offer 8‐week certificate course, twice per year for three years and expected to have 100,000 MOOCs certified professionals in 3 Years.
3) Knowledge Repository: host courses from various national and international state agricultural universities and research institutes. It is proposed to develop e‐content for 30 subject matter courses with Extension Tool Kit (learning modules to enhance capacities of extension agents). Each course targets to reach 10,000‐30,000 learners.
4) A Virtual Knowledge Series Platform: to enable knowledge transfers among and across various sectors in Agriculture. Organize and deliver 180 high quality expert talks over a period of 3 years through “OA‐OS‐NVA for IA Knowledge Series Platform”. It is proposed to bring 12 international experts and 48 national experts to deliver these expert talks per year through this “OA‐OS‐NVA for IA Knowledge Series Platform”.

There was detailed deliberation on the issue of usage of open source edX and proprietary EdCast platform and concern was raised on the possibility of control of data by the third party. After detailed discussions the SC recommended the following:
1. ICRISAT was advised to use the MOOCs platform developed by IIT Bombay for the delivery after necessary customisation as required. However, the platform is to be hosted and maintained by ICRISAT for its courses.
2. The existing digitized courses in NAIP are also to be upgraded and included in the e‐content repository.
3. To run the pilot it was proposed that PI may first take one course on IITB platform and demonstrate. Then based on the success of that, further decision can be taken by SC. PI may send the revised proposal only for this.
Table Agenda : 1 Project : Development of Machine Assisted Translation (MAT) PI : Dr. Hemant Darbari C‐DAC PuneCo‐PI : Dr. Soman KP, Amrita UniversityInstitute : CDAC Pune This project aims to develop a MAT Software for translation of Open‐source Video Courseware (100 hrs) on Botany and Computer Science Lectures in eight language‐pairs i.e., English to Hindi, Punjabi, Gujarati, Urdu, Tamil, Telugu, Malayalam and Kannada in a consortium mode with Amrita University. The bi‐lingual tools and linguistic analysis under the project "Creation of Bi‐lingual Corpora and Development of Machine Aided Translation Engines (English to Tamil, English to Hindi and Tamil to Hindi)" will be exploited for further enhancement and utilization under this proposed project.
The Project will be implemented in 24 Months in phase‐wise manner. The start date of the project will be the date of award of the contract and after the receipt of funds.
As the proposal was a Table Agenda item, Chairman suggested that the proposal should be circulated to all SC Members and PI was informed that the proposal would be taken up for detailed discussions at the next meeting of the Standing Committee

Project : Massive Indian Deployment of MOOCs PI : Prof. Deepak Phatak Institute : IIT Bombay MOOCs (Massive Open Online Courses) are to be offered to Indian students on a very large scale. It is proposed to launch a massive Indian deployment using the open source platform, being developed by IIT Bombay. Over 200 online courses will be designed by 50 Universities/Institutes. In the 3 years of the proposed duration of the project, 150 of these courses will be offered, some of these multiple times. A Special Purpose Vehicle (SPV) will continue such offerings in later years, on a self‐sustaining basis.
It is proposed to establish one or more consortia of Indian educational Institutes, to design at least 200 courses in various disciplines of higher education, and offer these as MOOCs. The project envisages continued operations in subsequent years through the SPV being set up as a part of another project. After detailed deliberations, the Chairman opined that this is the first big MOOCs activity that we are doing. The success or failure of this project will impact the national program if it is not successful. PI informed the members about the meeting held with ES and 10 VCs where the same point was made and Prof. Bhaskar, Director of IIT Madras had said there was a necessity to balance the desire to rush and the desire to provide quality courses. PI also said that at the meeting to be held on 1st Sept. he would examine the readiness status of various universities present there. PI mentioned that a large chunk of the funds in this project will be disbursed to participating institutions. Total of 50 Academic entities are expected to join a consortium of MOOC providing nodes. Chairman suggested that a group of experts be formed to study the project and its outcomes.
Mission Director wanted to know why NPTEL or similar lectures could not be re‐purposed for MOOCs courses. PI said that the pedagogy of 10‐minute lectures has emerged from very large studies over many students. Also, it is not possible to cut an NPTEL lecture arbitrarily. On this issue, Prof. Mangala Sundar voiced his belief that the origin of the 10‐minute video lay in the fact that in 2007 YouTube only allowed upload of videos of 10 minutes duration. He said that there is no pedagogical limit on educational videos. PI offered to prepare a write‐up on this issue and mail it to Mission Director.
As the proposal was a Table Agenda Item SC suggested the circulation of the proposal to all the members and also to create the expert group to study the proposal and its impact measurement and other details. The proposal will be discussed after this in the next meeting.

All NMEICT projects are recommended to be extended till 31st March 2015, without any additional financial obligation to NMEICT.
