* THE TIMES OF INDIA, NEW DELHI WEDNESDAY, SEPTEMBER 21, 2016 14 TIMES NATION Sushmi.Dey@timesgroup.com New Delhi: India is set to achieve its millennium de- velopment goal (MDG) for under-five mortality by next year. In what comes as a sig- nificant indicator of im- provement in child health- care, India recorded a four- point decline in under-five mortality rate from 49 deaths per 1000 births in 2013 to 45 in 2014. India’s MDG goal is 42. In 2014, India averted 1.26 lakh more deaths among children under-five years of age, according to data which are part of the sample regis- tration survey for 2014, re- cently released by the Regis- trar General of India. The survey indicates 8.16% decline in under-five mortality during 2013-14, as against 5.76% during 2012-13. “We have initiated vari- ous interventions and ex- panded the coverage of im- munisation. We are confi- dent that by next year, we will achieve the millennium de- velopment goal target by bringing down the under-five mortality rate to 42,” health minister JP Nadda told TOI. While inequity in cover- age of healthcare services has been a major concern in India, the latest data reflects the differential between rural and urban India for un- der-five mortality has also narrowed to 23 points, as compared to 26 points in 2013. In 2012, India’s under- five mortality rate stood at 52. The development as- sumes significance as India has the highest burden of child deaths in the world. In- dia alone accounts for 22% of 6.3 million annual under-five deaths globally. Around 52% of under -five deaths happen at the neonatal stage. Nadda said the dedicated efforts during the neonatal period through establish- ment of special new-born care units, systematic home visits by ASHA workers, im- proved breastfeeding prac- tices and increase in institu- tional deliveries have led to India’s progress. According to the World Health Organisation, 36% of all neonatal deaths in India are on account of complica- tions associated with prema- ture births; 23% were due to asphyxia at birth; and anoth- er 23% due to a range of new- born infections, including neonatal sepsis. While almost all states showed remarkable improve- ment in reducing deaths among under-five year-olds, Kerala was the only state where mortality rate in- creased by one point from 12 in 2013 to 13 in 2014. But still Kerala fared far better as compared to the national average. States like Uttar Pradesh, Rajasthan, Assam and Od- isha where the under-five mortality rate was much higher in 2013 have all record- ed a decline of over five points during 2014. Other states like West Bengal, Del- hi, Chhattisgarh, Haryana, Himachal Pradesh and J&K have also shown progress with a decline of more than four points in under-five mor- tality rate. India’s MDG goal is 42 Sushmi.Dey@timesgroup.com New Delhi: Despite maternal mortality rate coming down to half worldwide since 1990, India accounts for 15% of such casualties during pregnancy and childbirth with 45,000 ma- ternal deaths in 2015, accord- ing to a new global report by Lancet which points out inter- national as well as national disparities in maternal healthcare services. Despite making significant progress in reducing its mater- nal mortality by 69% since 1990, India along with Nigeria ac- counted for one-third of the global maternal deaths in 2015, the report says while attribut- ing it to a yawning gap in mater- nal healthcare between urban and rural areas. The report also highlights global inequalities by point- ing at varying maternal mor- tality across countries. It shows that the gap between the group of countries with the lowest and highest rates of maternal mortality has dou- bled between 1990 and 2013. Globally, the annual num- ber of maternal deaths per 100,000 live births dropped by 44% between 1990 and 2015, from 385 to 216. The sub-Saha- ran African region accounted for an estimated 66% (201,000) of global maternal deaths, fol- lowed by southern Asia at 22% (66,000 deaths). In fact, on- ly 5% of the world’s countries accounted for 59% of the total maternal deaths globally. “However, alongside the increasing gaps between dif- ferent countries, the poten- tial for growing inequities within countries also exists, spatially in terms of rural and urban areas or remote districts, and between pop- ulation subgroups,” the re- port further says. The report – a series of six papers published in the Lancet – analysed different aspects and issues of mater- nal health globally. Despite improvement in coverage of institutional deliveries and skilled birth attendants, India has twice missed its millenni- um development goals to re- duce maternal mortality rate by three quarters. Currently, India’s maternal mortality rate stands at 174 and to achie- veits next target, it needs to re- duce it to 103. Experts say that coverage of life saving interventions and in- equity are two of the biggest hindrances in India for improv- ing maternal healthcare. The health ministry has in- troduced as well as expanded coverage of various schemes to address these challenges, with its main focus on remote areas . It has also started some new schemes to provide care to the pregnant women at differ- ent stages of pregnancy. The nationwide study shows over 60% packs of ciga- rettes and 46% of smokeless to- bacco are complying with the Centre’s mandated 85% pictori- al warning requirements. In Delhi, 54% of the cigarette packs and 55% of smokeless to- bacco packs were fully compli- ant with all the labelling requi- rements mandated under the law, the findings show. This comes in the wake of tobacco companies earlier clai- ming the new warnings are not “feasible”. “Even though some tobacco companies are oppo- sing the new health warnings , the study results show 85 per- cent pictorial warnings is prac- tical and tobacco companies are abiding by the law,” said chief executive of Voluntary Health Association of India Bhavna Mukhopadhyay. ‘Warnings that cover 85% of cigarette pack area okay’ EARN upto 40000 P.M.
