EAST REGIONAL CONVENTION!!!

Filipino Mechanical Engineers : Gearing for

Excellence amidst Global Challenges is the

theme for the First Middle East Regional Con-

vention of the Philippine Society of Mechanical

Engineers.

A week before EID AL ADHA, the FMERC Orga-

nizing Team headed by Engr. Rey Castillo, Con-

vention Chairman declared an all systems GO

to all five (5) PSME Middle East Chapters

(PSME-Qatar, PSME-CRSA, PSME-SA, PSME

UAE and PSME Abu Dhabi) as well as to the

PSME National Board.

The Convention having its scheduled dates

from November 18 – 20, 2010 was held in one of

the most prestigious hotel landmarks in Doha,

Qatar, The Ramada Hotel – Doha and being

successfully hosted by no less than the PSME-

Qatar Chapter Officers, Board of Directors and

Council of Past Presidents.

It was with great honor and pride for PSME-

Qatar 2010 President Engr. Virtud “Bimboy”

Barraza and his BOD to welcome all the arriving

delegates as early as November 16, 2010 in

Doha, Qatar. Aside from heading the Chapter,

being the sub-committee chairman on Admini-

stration, includes arrangements for the accom-

modation, tour and transportation as well reg-

istration for all the delegates, sponsors and

guests.

The flow of events starting from day 1 was ably

chaired by Engr. Noel Bathan who made all the

necessary arrangements with the hotels, food,

physical arrangements,, technical presentations

and program to ensure that everything has

been properly executed as planned. Of course,

the ultimate success of the Convention will not

be possible without the perseverance and pa-

tience of Finance Sub-Committee Chairman

Engr. Eugene Bautista who together with the

other Middle East chapter Presidents well man-

aged to get good sponsors for the event. And

to ensure that every Rial counts,

Budget Officer Engr. Edwin Marcos did a splendid job of handling the finances and that the

allocation for each expenses have been accounted for No less than the PSME Philippine Na-

tional President Engr. Renato Florencio, VP Engr. Antonio Tompar, Past National President

Engr. Ernie Casis attended this prestigious and historical event unfolding in the books of

PSME. The PRC Board of Mechanical Engineering headed by Engr. Leandro Conti and Engr.

Vic Vosostros where also present during the whole 3 day affair. Newly appointed PRC Com-

missioner and former BME Chairman Engr. Freddie Po was very visible and has interacted

aptly with almost all the delegates from picture taking sessions and side technical discussion.

He also gave a very inspirational message during the BME night being the guest of honor. A

total of 135 registered delegates coming from the 5 - PSME Chapters all over the Middle East

and quite a number of guests from the National Office.

The usual Filipino hospitality was accorded to all those who attended the convention. At the

formal closing of the convention, the FMERC Chairman Rey Castillo handed over the Chair-

manship to the upcoming Second MERC Chairman Engr. Arthur Esmade SA-PP And the

PSME-SA Chapter who will be the host for next years convention.

The Organizing Committee would like to express their heartfelt thanks and congratulations to

all the PSME-Q Chapter Officers and Membership, Sponsors and Guests who have joined to

make another milestone in the history of PSME by successfully hosting the First Middle East

Regional Convention.

1st PSME Technical Seminar on

Fire Fighting System

The PSME Qatar Chapter held its Technical Seminar on

February 18, 2011 at the Caravan Banquet Hall. It was well attended by the active and new members of the PSME

Qatar Chapter.

Sponsors for the event were Chubbfire and Takyeef Elec-tro-Mechanical represented by their Managers Mr. Rami

Batrawi and Mr. Ossama Bashennaty respectively.

The programme which took place in the morning was di-vided into two (2) sessions. The first session was handled by the Chubbfire wherein they presented technical infor-

mation on their various types of Fire Fighting products such as Kiddie Fire Protection GX FM200, Fire Pumps, Fire Alarm Sytem, & Sprinkler Fire Fighting System. An open discussion and interaction between members and presenters ensued further enhancing the knowledge of

the attendees.

The succeeding session was a seminar and hands-on practice on Manual Hydraulic Calculation per the Qatar Civil Defense requirements by Engr. David Oida, the in-cumbent Internal - Vice President. The same as with the previous session, the attendees were so enthusiastic to learn and develop a simple Hydraulic Calculation and

selection of a Pump equipment given a sample plan.

The PSME Qatar Chapter has indeed appreciated and is thankful to both sponsors Chubbfire and Takyeef Electro-Mechanical for their continued support to the society. Also, to those members who at-tended the seminar, thank you and may you continue to support the society.

It was a cloudy morning on March 25,2011 when members of the PSME Qatar starting to arrive at the venue, Caravan Restaurant for the 1st PSME

Qatar General Membership Meeting

The programme started with an Invocation after which no less than President, Engr. Tom Aguirre welcomed the membership in attendance as well as the guests. One of the highlights of this GMM,

was the Induction Ceremony where the new mem-

bers of PSME Qatar where being inducted as full pledge active members of the society for the year

2011. 2010 PSME Fellow Awardee Engr. Rey Castillo administered the Induction

of the new members.

Moving further into the morning session, a Seminar on Plumbing, Engineered approach was given by no less than the incumbent Vice President ,Engr. Elpidio Catamio who unselfishly shared his technical expertise on the topic and put em-phasis on the design basis for the selection of equipment and the pipe sizing using Fixture Unit Method. In order to further satisfy the attendees as their further queries on the just concluded topic, a Question and Answer portion took place

where the members actively participated in asking the speaker.

The afternoon session was opened by the Guest of Honor and no less than the Philippines Consul Hon. Jabbar Adiong who gave a speech on how to make the PSME membership grow. The main highlight of the affair was the Oath-taking of 8 Professional Mechanical Engineers who recently passed the PME Board Exam given in November of last year Hon. Jabbar Adiong administered the Oathtaking

Ceremony. Our Congratulations to the 3rd batch of PME Passers.

To conclude the affair, the formal plenary session started at 2:30 in the afternoon Chaired by Pres. Engr. Tom D.Aguirre. A quorum was declared to start the ple-nary session. Further presented and discussed were the organizations Financial Status , PSME Website, PME & ME examination etc. Past Presidents Engr. Rey

Castillo & Engr. Eugene Bautista were among those made the plenary session

alive. And lastly, closing remarks was delivered by Engr. John Fabella , External

Vice President.

Verify proper sequence of operation.

The sequence of operations for individual smoke control cycles will vary depending on the application.

In most of air systems, all air handling units will shut down and smoke dampers will close upon an alarm

condition.

Operation of individual fans and dampers is then initiated manually by fire personnel or the "authorized op-

erator" of the smoke control management system

Most engineered smoke control cycles, individual fire-smoke dampers may be required to operate when air is

still flowing across the damper assembly.

This operating condition generates many issues that should be addressed as early as possible in the design

process, including:

Specifying dynamic closure rating of all fire-smoke dampers (if applicable).

Reviewing all aspects of the desired smoke control cycle to determine if any combination of operating condi-

tions would result in duct velocities rising higher than the dynamic closure rating of any damper. System

design or sequence of operations may need to be altered to alleviate potential operational problems.

Considering use of the dynamic braking feature of the supply fan VFD in order to slow the speed of the fan down quickly during initial system shut-down so that fire-smoke dampers that are not designed to operate

against an air flow will not have operational problems.

Verify proper operation of the smoke control cycle.

Initiate an event signal and verify the following:

All HVAC fans shut OFF and all smoke dampers close.

All individual fans (HVAC and/or dedicated systems) and dampers respond appropriately to the desired po-

sitions when commanded.

Pressure differentials are maintained (measure pressure differential between event zone and adjacent zones to ensure this). The control strategy may stipulate fan VFD speed and individual VAV box damper positions

for the pressurized zones, each of which may need to be adjusted and balanced during commissioning in

order to maintain proper pressure differentials under all operating conditions.

Note - that stack effect; wind speed and direction and outdoor temperature may all influence measured pres-

sures and system balance.

Virtually every engineered smoke control cycle requires that air handling units bring in 100% outside air in order to pressurize zones surrounding the event zone. The following precautions will help minimize poten-

tial problems or catastrophic failures during testing:

In cold countries code require that the freezestat safety be by-passed when an air handling unit is in smoke control mode. Hence the pre-heat and/or heating coil(s), as well as the heating system, must be functioning in order to prevent the cooling coil from freezing if the smoke control cycle is tested during sub-freezing conditions. Note that most pre-heat or heating coils are typically not sized to handle 100% sub-freezing out-side air, hence coil size should be checked during design review to ensure the coils will be big enough to at

least prevent the unit from freezing during an actual smoke control management event.

Along the same lines, if the smoke control cycle is tested during extremely hot conditions, the cooling coil(s) as well as the entire cooling system must be functioning in order to prevent the space temperature from get-

ting out of control. Elevated building temperatures during testing could have adverse impact on workers,

equipment, or building materials.

Test Procedures

Preparation

1.1 Create a test form. The test procedure must thought through and documented before conducting the test. Test form must be designed in such a way that it will assist in data collection and subsequent evaluation, also that a

less experienced staff may be able to execute the test.

1.2 Determine acceptance criteria. Acceptance criteria shall be based on physical characteristics of the fire and smoke dampers, and also as per proper sequence of operations for engineered smoke control cycles and zone pressuriza-

tion control strategies.

1.3 Provide instructions/precautions. Consider atmospheric conditions. Ensure proper care is taken when verifying system operation. Be sure to have an emergency “exit” strategy in place should the test need to be aborted prior to completion. If a test fails, the source of the failure should be identified and conveyed to the proper authority.

The system should be re-tested once the repairs are done.

1.4 Specify participants and roles/responsibilities.

The following shall be the participants in the testing process. The general role and responsibility of the respective

participant throughout the testing process defined and customized based on actual project requirements.

Smoke Control Cycle Test Procedure:

Verify all component pre-functional checklists are complete.

An engineered smoke control cycle is designed to prevent the migration of smoke. This can be accomplished by:

Maintaining air pressure differentials between the event zone and rest of the building.

Typically the pressure differentials are created by actively controlling various smoke dampers and the building's

HVAC system and/or dedicated fans.

Prior to performing any functional tests, the commissioning pre-start, start-up, and verification checklists on all fan systems and dampers should be completed, as well as applicable manufacturer's pre-start and start-up recommen-

dations.

Pre-functional checklist items include, but are not limited to, the following:

HVAC systems and/or dedicated fan systems are installed per contract documents and manufacturer's installation

instructions.

Control system point-to-point checkout is complete to ensure all fan and damper input/output points are wired cor-

rectly.

Normal power, and emergency if applicable, is provided to each fan and damper assembly at proper voltage.

All fan systems have been balanced per the contract documents.

All central air handling units and zone-level terminal units are functional and programmed correctly to ensure

proper execution of the smoke control cycle.

All safeties and interlocks, especially duct pressure relief door/dampers, are installed and function per contract

documents.
