OA is an extraordinary benefit for learners locked outside of academic libraries and expensive for-profit journals.

Community learners, professionals working in their practice and no longer in school, secondary students -- a wonderful pairing with OER for personal and community learning.

“OA and OER are also facing different kinds of systemic change problems. OER is about

market transformation -- about changing who makes educational materials, how

they’re made, who pays for them, and how they’re updated”.

Ryan Merkley - 2017

“OA is pushing against an old model of academic publishing where researchers

work for free, we pay for the research, and then publishers sell it back to us. But shifting

OA is also about changing culture around teacher tenure, prestige, and career

advancement. There are moral arguments behind both, but the issues are very

different.” Ryan Merkley - 2017
