Welcome to the10ENERGYCONFERENCE. Every year, the Ontario Energy Association hosts this forum to bring together the best and brightest from the energy industry, the provincial government, regulators and Ontario’s leading innovators and thinkers.

This year’s conference offers an outstanding array of speakers who I’m confident will inform, engage and challenge us on the many important energy issues facing Ontario. Coming together to share ideas and debate approaches is crucial to ensuring that we develop and enhance Ontario’s energy systems and policies, and help this province remain a competitive and attractive place to do business.

The future of energy is developing and changing at a rapid pace. Energy – where we get it, how we use it, how much we are willing to pay for it and where we site it – are issues that are important to all Ontarians. It is our collective responsibility to ensure that we actively encourage ongoing debate and dia-logue with the public, who are increasingly educated and engaged on these issues. This is a key area of focus for the OEA. This conference offers us a chance to hear different perspectives and expand on our knowledge. It also offers us the opportunity to come together to find ways to make our collective voice stronger.

Welcome to 10ENERGYCONFERENCE – the annual conference of the Ontario Energy Association (OEA). Especially in this, our 10th anniversary year, it’s my pleasure to welcome you on behalf of the Board of Directors and staff of the OEA. In many ways, Niagara Falls is an ideal setting for our conference. Not only does it offer one of the greatest natural wonders of the world during the beautiful fall season, Niagara Falls is also a distinct part of the proud history of energy in this province.

As we gather for our conference this year, we are once again reminded that the work of the OEA been more important. Energy issues are commanding the attention of politicians and regulators like never before. The public has become increasingly engaged in the discourse as energy issues in Ontario have risen to the fore in the past few years.

That’s why the outstanding line-up of speakers and panels set for this conference is particularly timely. The best and brightest of the industry are here. While we can anticipate that a number of differing perspectives will be presented, there’s no doubt that the discussion will provide many insights for you, the thought leaders of the industry. As described in the conference title – 10ENERGYCONFERENCE – this year marks the tenth anniversary of this annual conference as well as of the OEA. I was pleased to see many of you present to help celebrate our organization’s anniversary at the 1OENERGYGALA we held in June at the Art Gallery of Ontario.

For 10 years now the OEA has served as a vital voice for Ontario’s energy sector, ensuring that government policies related to this industry strike the right balance between the state of the economy, the realities of operating an energy business and the changing needs of the consumer. The OEA has done this well and will continue to play an important role in years ahead.

Our industry continues to undergo tremendous changes as we integrate new energy technologies and process improvements into our operations to gain efficiencies and provide more value to our stakeholders in an economic environment which still has many challenges. Given this, the need for us to be informed and to gain insights at conferences such as these is crucial in our efforts to ensure that Ontario has a secure, reliable and sustainable energy system in the future. THEENERGYEQUATIONIn the United States, gas-fired electricity production has soared while coal-fired production has dropped dramatically. This has resulted in a massive decline in carbon output compared to five years ago. In fact, the impact of this change is greater than the total impact of all solar and wind development, yet the change from coal to gas has happened without government subsidies. Is there a lesson there for Ontario or for the rest of the world?

In Ontario, and across much of Canada, we have a history of public ownership of energy and infrastructure assets. Ontario used to own Suncor, and the federal government owned PetroCanada. Many provinces, including ours, still own electricity assets, and municipalities own distributors of electricity, water and sometimes gas. Experience in the rest of the world is mixed, with some public ownership, but lots of investor ownership as well. Is public ownership of these assets still a useful public policy tool, or is it just inertia that keeps things the way they are?

Building new infrastructure – of any kind – has become increasingly challenging. Yet much of Ontario’s infrastructure is ageing, including important transmission lines and nuclear power plants. What can government and industry do together to manage resistance to construction?

Energy is seen as a growth area for jobs and the economy, but homeowners and businesses also want energy to be as cheap as possible. How can we cut costs and become more efficient while at the same time hiring thousands?

Ontario’s energy needs are always evolving, an so is the energy industry. How can Ontario take economic advantage of the new shale gas supplies that are now being explored so close by? What will this mean for Ontario’s relationship with Western Canada, and the pipelines that cross the country?

THEHON.CHRISBENTLEY | Minister of Energy

Government of Ontario

Chris was elected to the Ontario legislature in 2003, 2007 and 2011. On October 20, 2011, Chris was appointed Minister of Energy. He has previously served as Attorney General, Minister of Aboriginal Affairs, Minister of Training, Colleges and Universities, and Minister of Labour.

Chris is a lawyer who practiced criminal and labour law for almost 25 years. For 10 of those years he also taught part-time at the University of Western Ontario Law School, where he helped to establish the Law School Careers Office. Active in the London community, Chris was the first chairperson and an organizing committee member of Neighbour-hood Legal Services London and Middlesex, a legal clinic established in London to assist low-income clients.

Chris attended the University of Western Ontario and received his law degree from the University of Toronto Law School in 1979. He was called to the Ontario bar in 1981 and later obtained a masters-level degree from Cambridge University in England.

TIMHUDAK | Leader of the Official Opposition

PC Party of Ontario

Tim was first elected as an MPP in 1995. He subsequently served as a Cabinet Minister for five years in three economic portfolios from northern development and mines to tourism to consumer and business services.

In opposition, Tim served as Finance Critic for four years before he was elected Leader of the Ontario PC Party in June 2009. In the recent provincial election, Tim led the Ontario PC Party to its biggest election gain in seats since the 1995 election.

Tim lives in Wellandport in his riding of Niagara West-Glanbrook where he makes it a priority to spend as much time as possible with his family – his wife Debbie and, the light of his life, his daughter Miller.

Tim was born and raised in Fort Erie – a small border town on the Niagara Peninsula. Tim earned an Economics degree from the University of Western Ontario and a Master of Arts in Economics from the University of Washington.

International Power Canada

Since 2002, Mike has overseen International Power Canada Inc.’s growth into a leading developer of wind power projects across four provinces in Canada. International Power Canada has financed and constructed projects in conjunction with the Ontario RES, Standard Offer and FIT procurement processes.

Since February 2011, when International Power and GDF SUEZ Energy International combined to form the world’s largest independent power producer, International Power Canada’s portfolio has expanded to include the operation of seven wind farms totaling 363 MW in the Maritimes and Ontario. The company has another 307 MW of wind and solar generation projects under construction in Ontario and British Columbia.

Mike has also served on the Ontario Government’s Electricity Conservation and Supply Task Force and was a co-chair of the Renewable Energy Task Team. He currently serves on the Board of Directors of the Association of Power Producers of Ontario and Clean Energy BC.

DAVIDMCFADDEN | Chair International, Partner

Gowlings

David is a partner in Gowlings’ Toronto office, Chair of the Firm’s International group, a member of the Firm’s Board of Trustees, Chair of Gowlings’ International Management Committee and of the Gowlings International Strategic Advisory Group (GISAG).

David has extensive international experience, from clients investing or operating in Canada, Canadian clients investing or operating internationally or international clients abroad, particularly in the energy, infrastructure, financial services and aerospace industries.

David acts for corporations, municipalities and utilities involved in the generation, distribution, marketing, transmission and financing of energy. He also acts for clients involved in infrastructure development, management and renewal. He has acted as counsel in a variety of infrastructure projects including toll highways and tunnels, light rail systems and health care facilities.

JOHNVAN DER PUT | Vice President, Strategy and Gas Pipeline Projects

TransCanada

John is responsible for strategic planning, new projects development, and governance of external communication for TransCanada’s gas pipelines business unit.

Prior to his current position, John was Vice President, Market Development for Canadian and Eastern U.S. Pipelines and was responsible for planning and developing new services, rate design, and market analysis for the Canadian pipelines.

John joined NOVA Gas Transmission in 1990 as an engineer in the company’s pipeline system design department. He continued on with TransCanada after NOVA and TransCanada merged in 1998, holding several leadership positions in the areas of pipeline design, engineering, operations and strategy.

Prior to joining TransCanada, John was with Exxon Company U.S.A.’s Production Department where he was based first in Thousand Oaks, California and then in Houston, Texas. While with Exxon, he was responsible for managing the company’s oil and gas production interests on the North Slope of Alaska.

SEANCONWAY | Visiting Fellow

Ryerson Centre for Urban Energy

Sean joined the Centre for Urban Energy as a Distinguished Research Fellow in February 2012. As one of the longest serving Members of the Ontario Legislature, Sean has had an active interest in Ontario’s energy debate for over 30 years.

Sean currently serves as the Chair of the Board of Directors of the Ontario Centres of Excellence (OCE) and is a Public Policy Advisor with the national law firm Gowling Lafleur Henderson LLP. He is also a public affairs analyst on various television and radio programs.

A graduate of Wilfrid Laurier University and Queen’s University, Sean entered the Legislature in 1975 and served until his retirement in 2003. During that time, he was a member of several Select Committees on Energy. From 1985-1990, he served as Minister of Education in the Government of Premier David Peterson. Upon leaving the Legislature, Sean received the Churchill Society Award for Excellence in the Cause of Parliamentary Democracy.

PETERWALLACE | Secretary of the Cabinet & Clerk of the Executive Council; Head, Ontario Public Service

Government Of Ontario

Peter became Secretary of the Cabinet, head of the Ontario Public Service and Clerk of the Executive Council on December 17, 2011.

Peter was Deputy Minister of Finance for three years and also served as Deputy Minister of Energy. Earlier, he was Deputy Minister and Associate Secretary of the Cabinet with responsibility for Policy in the Cabinet Office.

Peter’s career in the Ontario Public Service spans 30 years.

After graduating from law school, Ezra went to Ottawa as a parliamentary assistant to Preston Manning. It was to be the first of many romantic but doomed political campaigns.

Ezra joined the editorial board of The National Post newspaper shortly after its founding. He covered national politics, the Supreme Court and the Middle East.

In 2004, Ezra became the founding publisher of the Western Standard magazine, the only Canadian media outlet to publish the Danish cartoons of Mohammed. That led to two charges of “hate speech” before the Alberta government’s human rights commission.

Ezra wrote a book about the experience, called Shakedown, which exposed the illiberal nature of Canadian human rights commissions. His new book, called Ethical Oil: The Case for Canada’s Oilsands, was published in September 2010 and won the National Business Book Award in Spring 2011.

To the relief of his wife, Ezra finally got a real job this spring, when he joined the new Sun TV all-news channel as the host of a daily talk show called The Source.
