    for Electrical Technology lab at World skill center and four Govt. ITI, as per information

    given below:

    2. List of members present in the virtual meeting on behalf of OSDA and bidders is

    enclosed in Annexure I and II respectively.

    3. Mr Sanjay Padhi, GM(Projects) welcomed the participants and introduced the project and

    officials present for the pre-bid meeting.

    4. The prospective bidders were briefed by Dr S.K.Das, Dy. Dir WSC through a power point

    presentation containing the key points about the project, packages/lots, instructions for

    filling of bids etc..

    5. It was explained to the bidders that some equipment have been grouped in to packages

    comprising lots. Bidders are free to participate in any one lot or multiple lots under

    package subject to fulfillment of evaluation and qualification criteria and other bidding

    requirements.

    6. It was clarified that the bid is invited from eligible and qualified bidder under ADB’s single

    stage two- envelope bidding procedure, under which bidders are supposed to submit

    Technical and Financial proposals in two separate envelopes in a specific order, manner

    and only specific formats, as explained in the bid document.

    7. It was further clarified that the bidders should provide Lot-wise Bid Security of required

    amount and validity in the prescribed format, as in ITB ( Instruction to Bidders Sec — 1). The

    bidders technical responsiveness shall be determined on the basis of parameters prescribed

    in Section 3: Evaluation and Qualification Criteria.

    8. The financial proposals of only Technical Responsive bidders shall be opened. The bidders are advised to quote the rates after thorough study of the Bidding Document especially the

    specifications. Any discount offered on the quoted rates should be indicated in the Bid Form

    itself and not elsewhere; otherwise that may not be considered in Bid Evaluation. Negotiations on quoted price will not be held under normal circumstances and therefore bidders should quote reasonable and competitive rates at the first instance.

    9. The successful bidder shall have to deposit performance security in the form of an unconditional Bank Guarantee in the amount of Ten ( 10) percent of the Accepted Contract Price with

    validity to be enough to cover extended warranty period also. 10. It was mentioned that the bidder may take benefit of Excise and Custom duty

    exemptions as per the provision of clause number 14.7 of Section 2; therefore bidders are advised to quote their prices considering the Excise and Custom duty exemption benefit.

    11. It was also explained that conditional offers and late bids will not be accepted.

    12. Brands /make/ models/photographs for any equipment, if specified are indicative only. The bidder is

    free to offer equivalent equipment of other brands/makes/models subject to fulfillment of technical

    specifications provided in tbidding documents.

    13. After the presentation some prospective bidders raised some queries which were taken

    up by the officers of OSDA/ Govt ITI and ADB procurement expert.

    14. Some prospective bidders sought clarification on the specification in more detail manner.

    It was suggested that, the prospective bidders should send their queries in OSDA mail

    by 12 Noon of 20.10.20. These queries shall be compiled and addressed in the form of a

    corrigendum document and shall be uploaded in the website for information of all

    prospective bidders.

    The meeting ended with a vote of thanks to the chair and the members.

    We are into manufacturing of educational trainer equipment’s since 2005.We would like to inform you that and which you are very well aware that high value purchase Orders in Electronics and Electrical departments are very rare and few. In most cases orders are placed on the item wise and not package wise. So even if the Tender value may be of high value order value may be small. Moreover the Purchase

    Order value of a single contract is half the amount of its total turnover that you asked for. We fail to understand how will it be possible for a company with say 34 Lakhs turnover have a purchase orders worth 17 lakhs and that to for three years. If this will be the criteria then a MSME will never get the opportunity to bid for such Reputed Organization’s High Value Bids like this and will never be able to grow. Being a MSME I feel like this criterion has been put to benefit some particular bidder.

    Section 6: Schedule of Supply Item D3 at Sl. No. 171

    For this item in your tender document, you have mentioned point 3 Portable hydraulic pump for transparent hydraulic & point 4 (A) Transparent Hydraulic Component. Transparent hydraulics kit being not an industrially prevalent arrangement and Students cannot have proper knowledge of hydraulics. It has many disadvantages when compare with training kit which is having real industrial hydraulic components. The power pack of transparent hydraulic gives very less pressure 10 bar maximum which is equivalent to pneumatic pressure. Hydraulics means, it should be deal with more pressure at least 50 bar. This is very important as we want to reduce the skill gap by offering training on industry relevant equipment and not some demo equipment which is not appropriate. If a student learns hydraulics technology by using transparent kit, When he enter into his career, he will face lot of difficulties to handle a hydraulic machine and he will not have confidence to apply the acquired knowledge in the workplace. There is no advantage of the transparent hydraulic kit to see how the components are working. (This can be applicable for limited time only as due to OIL, transparency is lost after some time) And anyways this feature is already available in simulation software as animation. The information in software is much more comprehensive. By using

    Hydraulic cut section items, student can understand the construction of major hydraulic components. Considering the above points, kindly remove the transparent kit and change it with real industrial hydraulics trainer. We are requesting to remove Transparent or keep transparent/non-transparent. As in industries only non- transparent Hydraulic Components are being used. Also there is no change in scope of learning using transparent or even non transparent components and accessories.

    Discrepancies in the qty mentioned for the components and quantity for complete set up. For Example in the item, qty mentioned for the Rolling Table is 2 & set up qty is mentioned 3 units so that total qty of Rolling tables that come with 3 sets would be 6 no & likes wise same will be applied to all the components mentioned. Please confirm Each Kit consist with required set of components with Quantity e.g Rolling Table 2 nos Power Supply 3 nos Please clarify if we must multiply quantity for each component with number of set quantity Rolling Table 2 nos multiply by 3 sets is equal to 6 rolling table Power Supply 3 nos multiply by 3 sets is equal to 9 nos Etc. Quantity mentioned under the description column looks more and unclear. Kindly clarify, whether the quantities mentioned in description column is total requirement or qty per set. We request you kindly consider and change this criteria upto 1.3 Crore for MSME Company.
