Please provide a couple sentence summary of the proposal.This project is part of ODFW's 25 Year Angling Enhancement Plan.
Overall Project Goals
Describe the primary goals or outcomes of the entire project, including elements not requesting funding from R&E.
The goal of this application is to improve neglected fisheries in the John Day Watershed District. Many monitoring obligations have been ignored, neglected, or ineffective over the last several years because equipment is broken or defective making this goal unachievable.
Primary objectives of R&E funding
Please describe the measurable objectives for the R&E portion of the funding request.Purchase a new 300 gallon fish liberation tank. Our current fish liberation tank will no longer reliably hold water or support fish to facilitate salvage requirements or help with stocking to enhance fishing opportunities.
Current Situation/Justification
Please describe the current situation and explain why this funding is needed.Trout and warmwater fisheries provide angling opportunities for our constituents on a consistent year-round basis, even more so when anadromous species are unavailable; consequently these fisheries are a consistent source of revenue for the Department. Unfortunately, intensive management of these fisheries was neglected for several years because equipment was broken or ineffective and anadromous population monitoring interfered. Although the district continues to focus on its anadromous species, it is directing additional focus towards it's lake fisheries. To do this two things are needed: a new fish liberation tank to meet salvage and stocking needs and gill nets to evaluate our current lake stocking schedules. The District has enough funding to purchase the nets and provide some match for the liberation tank.

This project will contribute to current fishing opportunities by allowing us to better evaluate where stocking changes need to be made to better serve the public by increasing catch rates and quality of experience. Without the sampling equipment (gill nets) decisions will be made as

they have been in the past with little to no evaluation of the biological data considered and stocking based on historic decisions. The need for the liberation tank will further our ability to implement stocking as the District decides when, where, and how many fish is best based on data acquired from sampling.
The liberation tank will allow the district to react to emergency needs for fish salvage, and provides the district with options when trying to mechanically eradicate nuisance species via providing safe and dependable holding of salvaged species until they can be released.

are used in all districts currently, however due to prior budget restrictions and different district goals they were never properly maintained or even purchased.
Is this study critical to fishery management decisions?YesThis project will contribute to current fishing opportunities by allowing us to better evaluate where stocking changes need to be made to better serve the public by increasing catch rates and quality of experience. The liberation tank allows the district to manage timing and numbers of stockings to better exploitation and is needed equipment to help in salvage operations. The liberation tank provides the District with the ability to adjust stocking schedules and amounts, also provides transport for salvage needs if certain fisheries fail and leave fish stranded.
Is there a plan to repeat this monitoring or research in the future?YesThese sampling efforts will become part of annual to biannual repeat sampling to evaluate trends in species composition, length-weight distributions, and overall exploitation rates of fisheries in the District. The liberation tank will be used as needed with stocking and salvage now and into the future.
Will the data be reported or published?YesThe John Day District has a checkered past of annual reporting, however under my direction as the new District Fish Biologist the district will complete annual reports with data summaries and discussion on management decisions to improve the fisheries.
