Project Summary

Project Summary

Please provide a couple sentence summary of the proposal. This project is part of ODFW's 25 Year Angling Enhancement Plan.

Overall Project Goals

Describe the primary goals or outcomes of the entire project, including elements not requesting funding from R&E.

The goal of this application is to improve neglected fisheries in the John Day Watershed District. Many monitoring obligations have been ignored, neglected, or ineffective over the last several years because equipment is broken or defective making this goal unachievable.

Primary objectives of R&E funding

Please describe the measurable objectives for the R&E portion of the funding request.Purchase a new 300 gallon fish liberation tank. Our current fish liberation tank will no longer reliably hold water or support fish to facilitate salvage requirements or help with stocking to enhance fishing opportunities.

Current Situation/Justification

Please describe the current situation and explain why this funding is needed.Trout and warmwater fisheries provide angling opportunities for our constituents on a consistent year-round basis, even more so when anadromous species are unavailable; consequently these fisheries are a consistent source of revenue for the Department. Unfortunately, intensive management of these fisheries was neglected for several years because equipment was broken or ineffective and anadromous population monitoring interfered. Although the district continues to focus on its anadromous species, it is directing additional focus towards it's lake fisheries. To do this two things are needed: a new fish liberation tank to meet salvage and stocking needs and gill nets to evaluate our current lake stocking schedules. The District has enough funding to purchase the nets and provide some match for the liberation tank.

Recreation and Commercial Benefit

This project will provide benefits to:Recreational fisheries

Explain how this project will contribute to current (and/or potential) fishing opportunities, access, or fisheries management.

This project will contribute to current fishing opportunities by allowing us to better evaluate where stocking changes need to be made to better serve the public by increasing catch rates and quality of experience. Without the sampling equipment (gill nets) decisions will be made as

they have been in the past with little to no evaluation of the biological data considered and stocking based on historic decisions. The need for the liberation tank will further our ability to implement stocking as the District decides when, where, and how many fish is best based on data acquired from sampling.

The liberation tank will allow the district to react to emergency needs for fish salvage, and provides the district with options when trying to mechanically eradicate nuisance species via providing safe and dependable holding of salvaged species until they can be released.

Is this project part of an approved Salmon-Trout Enhancement Program (STEP) activity? No

This project has been identified as a priority for:Not identified

Identify any plan or other document that identifies this priority.

This project is intended to benefit the following species:Smallmouth BassSpring Chinook SalmonSummer SteelheadRainbow Trout

This project will benefit anglers or fishery by providing:Angling OpportunityMonitoring/ResearchHabitat EnhancementsHatcheries/Propagation/Liberation

Angling Opportunity

This project will:Improve the opportunity for anglers to catch fish (better stocked fish, trapping)Provide new opportunity for anglers to catch fish (new pond, more fish to stock more areas, new species)Enhance natural production of fish stocks to levels that allow for recreational fishing opportunitiesRestore a degraded fishery

Monitoring/Research

This project will be used to evaluate:Population composition (i.e age, species, survival, size, or genetics)Fishery contributionFisheries to identify new opportunities

Has this project been reviewed or developed by an individual with appropriate qualifications (i.e ODFW biometrician, research professor)?

NoThe project will provide the District Biologist and Assistant District Biologist with the means to collect certain biological data that is key to fisheries management to later approach the ODFW biometrician with needs and data to support our findings. The requested sampling equipment

are used in all districts currently, however due to prior budget restrictions and different district goals they were never properly maintained or even purchased.

Is this study critical to fishery management decisions?YesThis project will contribute to current fishing opportunities by allowing us to better evaluate where stocking changes need to be made to better serve the public by increasing catch rates and quality of experience. Without this equipment decisions will be made as they have been in the past with little to no evaluation of the biological data considered and stocking based on historic decisions. The liberation tank allows the district to manage timing and numbers of stockings to better exploitation and is needed equipment to help in salvage operations. YesThe findings provided by the sampling gear acquired through this grant will be used to better guide the Districts decisions on stocking needs in the basin to improve fishing success and public experience. The liberation tank provides the District with the ability to adjust stocking schedules and amounts, also provides transport for salvage needs if certain fisheries fail and leave fish stranded.

Is there a plan to repeat this monitoring or research in the future?YesThese sampling efforts will become part of annual to biannual repeat sampling to evaluate trends in species composition, length-weight distributions, and overall exploitation rates of fisheries in the District. The liberation tank will be used as needed with stocking and salvage now and into the future.

Will the data be reported or published?YesThe John Day District has a checkered past of annual reporting, however under my direction as the new District Fish Biologist the district will complete annual reports with data summaries and discussion on management decisions to improve the fisheries.

Habitat Enhancements

The primary purpose of this project is to improve/increase:With the liberation tank the District will be able to salvage species and conduct habitat improvement at lakes and reservoirs, that would be difficult or impossible to do without holding fish offsite temporarily. Fish salvage or screeningRemoval of aquatic non-native species

Project Design and Description

Please describe in detail the methods or approach that will be used to achieve the project objectives. The liberation tank provides the District with the ability to adjust stockingschedules and amounts, also provides transport for salvage needs if certain fisheries fail andleave fish stranded.

Engineering

Does the project involve capital improvement, engineering, site grading or other construction? No

Project Management and Maintenance

What is the life expectancy of R&E funded construction, structures, equipment, supplies, data or fishery?

The liberation tank, with proper maintenance should last 20 or more years.

Who is responsible for long term management, maintenance, and oversight of the project beyond what is funded by R&E.

All long term management and maintenance falls on the district staff present here in John Day. Funding for these needs will come out of the District's fish management budget. Maintenance and repairs can be done annually, the district just can't absorb the purchase costs currently.

Will the project require ongoing maintenance?YesAll sampling equipment will be used as prescribed in the field, however after every use it will be cleaned, repaired, and stored accordingly to extend the life of the equipment.

Is there a plan to collect baseline data and to conduct monitoring efforts to measure the effectiveness of the project?

Not necessaryAll data collected will be used to assess current management desc
