Context – legal mark

2000 - Brazil improves accountability and transparency with Fiscal Responsibility Law

complemented in 2009 by the (Fiscal) Transparency Law .

This law forces all public entities to web publish detailed budget data in real time

Context – legal mark Fiscal Transparency Law defines the following

deadlines for its compliance:

2010 Federal Government, states and municipalities with more than 100,000 inhabitants

2011 Municipalities that have between 50,000 and 100,000 inhabitants

2013 Municipalities with up to 50,000 inhabitants

Context – how many cities

283 Brazilian municipalities with more than 100,000 inhabitants – deadline expired in 2010

324 Municipalities that have between 50,000 and 100,000 inhabitants – deadline expired in 2011

4958 Municipalities with up to 50,000 inhabitants – deadline will expire in 28th May!

What is the idea ?

• We have chosen the biggest city in Brazil, São Paulo, which has around 10.8 million people.

• It has 38 bi Brazilian Reais (around 19 bi USD) public budget

• The idea is to put individual expenses on the city map

• Give the people the opportunity to know a little more about budget theme linking it to their everyday life

What do data has told us ?

• R$35 billions 2011 budget has 3,029 individual expenditures

• 56% of them has elements for geolocation

Second step – the people

We have chosen acting in a bottom-up way.• We are running a pilot project in some São

Paulo East side communities• There are many districts which sum up to 3

million people• Poverty concentration and lack of urban

facilities

How ?

• Around 100 local leaders and citizens will use the tool in a sistematic way

• We have a very important partner, Our São Paulo Network, which is almost 600 social movements network in São Paulo City.

• We expect to contribute with them by giving elements in order to ask for better information
