Overview

Octorara Area School District (OASD) is committed to preparing students to be successful citizens in a global economy. Octorara Jr./Sr. High School has implemented an iPad program for one-to-one computing, immersing our students into a technology-rich instructional environment to help ensure that our graduates are prepared for the workplace and life. Students and parents must have an understanding of the procedures and policies for this program to be successful. Please read and sign the attached student and parent/legal guardian agreement. The signed agreements establish a contract for the rules and responsibilities agreed to by the parties involved in the iPad program.

Introduction

The iPad program at Octorara has many benefits. First and foremost, this initiative will promote learning by giving one-to-one iPad access to every student in the district. Some textbooks will be digital, and many classroom teachers will be able to employ various iPad applications for homework, class work, and assessments.

As most students already use hand-held devices for communicating, we feel this initiative will stimulate student engagement as well. Students will now have access to a greater variety of learning resources, which will be especially helpful for visual, tactile, and auditory learners.

In addition, tools that are more efficient will be available to teachers. Digital learning assessments will now provide teachers with the ability to generate immediate feedback on formative and summative assessments. Further, information will be available for access in iPad drop boxes, enabling greater student and parent accessibility to lessons, grades, and assignments.

Finally, the iPad initiative will allow district technology staff to devote less time to repairing outdated equipment and more time for developing and employing instructional applications.  Overall, iPads offer teachers and students the opportunity to expand instructional practices with a device that promotes 21st Century learning.

OASD Learning Goals

Promote student learning beyond the classroom. Prepare students to be safe, responsible, and innovative digital citizens. Engage students in solving real-world problems by collaborating, communicating, and

creating within a global learning community. Enable students to be responsible for their own learning. Support faculty in the development of interdisciplinary, project-based learning environments.

Deployment

Parent/legal guardian(s) will be informed of location, date and time of mandatory orientation/meeting.4 The program and Student/Parent iPad Agreements will be explained. The parent and student must sign the agreements in order for the student to be issued an iPad.

1. Prior to students being issued an iPad: a. Parent/legal guardian and student must attend an orientation session (mandatory) b. Parent/legal guardian and student must sign the applicable attached agreement and

OASD Acceptable Use Policy c. Payment of annual student iPad fee, payable by cash or check made out to the

Octorara Area School District

Bring Your Own Device (BYOD) Restriction

As Octorara Area School District is providing an iPad for each student at Octorara Jr./Sr. High School in order to meet the educational needs of the students, personal iPads, Smart Phones, laptops and other Internet capable devices will not be permitted for use on the school network unless preapproved and setup by a member of the technology department. Listed below are some of the major reasons for this decision.

1. 3g/4g data connections cannot be monitored or restricted by the school district and therefore web filtering cannot occur.

2. This program is based on the use of an Apple iPad 2 with the most current ios. Students may own a Droid or Windows based tablet or an Apple product of a different generation that will not work with certain required applications and/or textbooks.

3. The condition of a student’s personal device may be ill suited for day long use. Battery life varies from device to device. Students may need to use their tablet for an entire school day and therefore must have a device capable of doing that.

4. The student device may have hardware or software issues that keep it from performing properly for the educational requirements of this program.

The Program Package

1. An iPad Mini with power adapter and USB cable.2. A comprehensive package of licensed apps

Terms of iPad Loan

1. Octorara Jr./Sr. High school will issue an iPad to each student upon compliance with the following:

a. Student and Parent/Legal Guardian Orientation session b. A signed Student Acceptable Use Policy c. A signed Student iPad agreementd. A signed Parent/Legal Guardian iPad Agreement e. Payment of annual student iPad fee5

2. Legal title to the property (iPad) is with Octorara Area School District. A student’s right of possession and use is limited to and conditioned upon full and complete compliance with the Board Policy – Acceptable Use of the Internet Policy #815 and other guidelines as outlined in the Student/Parent iPad Handbook.

3. Students may be subject to loss of privilege, disciplinary action and/or legal action in the event of intentional damage and/or violation of policies and guidelines as outlined in the Student/Parent iPad Handbook and the OASD Acceptable Use Policy.

4. A student’s possession of the iPad terminates no later than the last day of the school year of the student’s senior year unless there is a reason for earlier termination by the District (e.g., drop-out, expulsion or transfer to another school).

5. The iPads will be covered by an Accidental Damage Policy as explained under the section titled Damage.

6. If an iPad is damaged, a loaner iPad may be issued. We will make every effort to repair damaged iPads as soon as deductible/damage payment has been made to Octorara Area School District by check or cash. The payment can be made in District Office from 7:30 am to 3:30 pm Monday through Friday.

Loss or Theft Theft is determined by a police report documenting “forcible” entry to a secured place containing the iPad or “forcibly taking” the iPad in any way from a student’s possession. iPads stolen on district property (i.e. High School, Junior High School, locker, cafeteria etc.) should be reported to the building principal or assistant principal immediately, who will determine if the iPad was stolen.

The parent/guardian is responsible for filing a police report if the iPad is stolen regardless of location. Additionally, it is the responsibility of the parent/guardian to report the theft to their homeowner’s insurance provider for possible reimbursement of the iPad replacement fee.

5 See quick start guide for current year fees

Page 8: Octorara iPad Initiative Quick Start Guide€¦  · Web viewIf a student has paid the $30.00 within the past school year, they are only required to pay a $15.00 fee.

Loss is defined as an iPad reported missing by a student while it was left unattended or in an unsecured/unsupervised location. The burden is on the student to truthfully report the iPad loss and articulate the details for the principal.

1. Lost iPad must be reported to a building principal or assistant principal immediately.2. The student or parent/legal guardian will be responsible for the total cost of the iPad in the

event the lost iPad is not found. Loss is not covered by insurance. The purchase price would be the maximum cost a parent/legal guardian would be responsible for.6

Damage

1. OASD will provide an Accidental Damage Policy for student iPads which will cover the iPad. Accidental Damage means damage to an iPad accidental in nature.

2. If a District iPad needs repair or service, students are to report to the building principal or assistant principal. Students should not attempt on their own to repair or service District iPads. Students must present school-issued picture identification when they bring a District iPad in or pickup from repair.

3. The Accidental Damage Policy will provide coverage to repair, rebuild or replace the damaged iPad with another of like kind and quality, whichever is less. There is a deductible in order to process a claim for this protection. (This is in addition to the student fee paid originally.)7

4. If there are multiple instances of damage, occurring at different times during the school year, there will be a deductible due for each insurance claim. When additional claims are made by the same student for damages deemed to be due to careless or reckless possession of the iPad, a higher deductible may be assessed.

5. The student and/or the student’s parent/legal guardian shall be responsible for compensating the school district for any losses, costs or damages which are not covered by the Accidental Damage Policy. The student and/or parent/legal guardian is liable for replacement(s) costs resulting from intentional damage and/or neglect as outlined in this document. The purchase price of the iPad would be the maximum cost a parent/legal guardian would be responsible for.8

Repossession

OASD reserves the right to repossess the iPad at any time if the student does not fully comply with all terms of this agreement. iPads left unattended will be turned in to the I.T. Department and held for 24 hours before a student may reclaim.

Appropriation

Failure to return the property at the designated times and/or the continued use of it for non-related school purposes may be considered unlawful appropriation of Octorara Area School District’s property resulting in appropriate Administrative, civil and/or criminal action.

Modification to the One to One Program Octorara Area School District reserves the right to revoke or modify the program or its terms at any time.

Expectation of Privacy for Student iPads

1. The iPads are considered property of Octorara Area School District and are not subject to the same privacy expectations as private property.

2. The district will not have the right or ability to remotely access the iPad’s web camera at any time.

3. While connected to the OASD network, OASD has the right to monitor the iPads in the following ways:

a. Teachers and administrators may remotely view and control student iPads while in class. This is required for effective classroom management.

b. Administrators may search the iPad for inappropriate material if they have reasonable suspicion of its existence. “Reasonable suspicion” means reasonable grounds exist that the search will uncover evidence that the student violated the law or school rules or District policies. The scope of the search must be reasonably related to the violation that justified the search. Under no circumstances will a District employee access a District iPad remotely for the purpose of this subsection

c. Technology staff will have the ability to monitor all network traffic to troubleshoot network issues.

d. All Internet traffic will pass through the content filter. This filter will log all attempts to access inappropriate material. Repeated attempts will result in disciplinary action.

e. Restrictions on the iPad will block the student from certain functions such as accessing administrative software or installing certain apps. Any attempt to circumvent these restrictions, on or off campus, will be seen as a violation of this contract and appropriate disciplinary action will be taken.

4. While not connected to the OASD network, the following will apply: a. All Internet traffic will pass through a local copy of the OASD content filter. This

filter will log all attempts to access inappropriate material. Repeated attempts may result in disciplinary action.

b. The iPad will receive software updates from district servers. c. The District will not remotely monitor the student iPad while not connected to the

OASD network except for:

Page 10: Octorara iPad Initiative Quick Start Guide€¦  · Web viewIf a student has paid the $30.00 within the past school year, they are only required to pay a $15.00 fee.

- The District may use remote access to perform software maintenance without seeking or obtaining student permission. Software maintenance may involve the correction of altered coding or programming, and in some cases may remove files from the iPad, if the files are deemed to be a threat to the operation or security of OASD network or are stored in unauthorized software maintenance; and- If a student iPad is reported as missing or stolen, the District may activate the use of computer tracking technology, with the written consent of the student and parent/legal guardian after the District has explained to them the technology to be used. However, at no time will the District iPad camera be activated remotely, nor will screen shots, audio, video or on-screen text be remotely monitored.

General Use of the iPad

1. Students are REQUIRED to bring his/her iPad to school each day with a fully charged battery. Students will not be given the use of a loaner iPad if he/ she leaves his/her device at home. Students leaving iPads at home will be required to complete assignments using alternate means (as determined by the teacher).

2. Students will be able to save files directly to the iPad. Personal files should always be backed up to personal storage (i.e. iCloud, Dropbox, Google Drive etc.). If an iPad is experiencing a technical issue, it is likely to be reimaged which will destroy all local data that is not backed up.

3. Do not delete any apps or files that you did not create or that you do not recognize. Deletion of apps or files may interfere with your ability to complete class work. If you are concerned about an app or file that you do not recognize, please bring it to a teacher, building principal or assistant principal’s attention.

4. Students may install apps on their school provided iPad as long as it does not violate this policy or the Acceptable Use Policy.

5. The use of the Internet at school is a privilege, not a right, and inappropriate use may result in suspension/termination of user privileges.

6. Student iPads will be subject to routine monitoring by teachers, administrators, and technology staff. While off campus, parental monitoring is highly recommended.

7. Periodic iPad checks will be conducted during the school year, inspecting for physical damage and/or loss.

8. Students will provide access to any iPad and/or accessories that they have been assigned upon the district’s or school’s request. An individual search of the iPad and other stored student files may be conducted by administrators if there is reasonable suspicion that policies or guidelines have been violated.

Teachers will be responsible for supervising the use of these accounts during instructional time. Parents/legal guardians will be notified of the use of such accounts within the course syllabus at the beginning of each semester.

General Care of the iPad

1. Students are responsible for the iPad they have been issued. iPads in need of repair or damaged must be reported to the building principal or assistant principal. Failure to report damage may result in disciplinary action.

2. Guidelines to follow: a. For prolonged periods of inactivity, you should shut down completely. This will help to

conserve the battery. b. When transporting the iPad in a book bag please store the iPad in a separated section of

the bag. Textbooks, notebooks, binders, etc. should NOT be in the same section as the iPad itself. Never sit or place any object on the iPad.

Page 12: Octorara iPad Initiative Quick Start Guide€¦  · Web viewIf a student has paid the $30.00 within the past school year, they are only required to pay a $15.00 fee.

c. Liquids, food and other debris can damage the iPad. You should avoid eating or drinking while using the iPad.

Routine maintenance on iPads will be done by the high school technology support team. However, students are encouraged to perform simple cleaning procedures as outlined below:

1. Always disconnect the iPad from the power outlet before cleaning. 2. Never use liquids on the iPad screen or keyboard. 3. Clean the screen with soft, microfiber lint free cloth.4. Wash hands frequently when using the iPad.

Internet Access/Filtering

1. As required by the Children’s Internet Protection Act, a current content filtering solution is maintained by the district for school use on this iPad. This is a “good faith” effort to block all inappropriate content; but, the district cannot guarantee that access to all inappropriate sites will be blocked. It is the responsibility of the user and parent/legal guardian to follow guidelines for appropriate use of the network and the Internet. OASD will not be responsible for any problems suffered while on the network or the Internet. Use of any information obtained through the Internet is at the user’s own risk.

2. A local copy of the district content Internet filter will continue to filter content outside the OASD network. It is the responsibility of the user and parent/legal guardian to follow guidelines for appropriate use of the Internet. OASD will not be responsible for any problems suffered while on the Internet.

3. Attempting to disable or circumvent Octorara Area School District’ Internet content filter and firewall, including using or attempting to use proxies to access sites that would otherwise be restricted is not permitted.

Page 13: Octorara iPad Initiative Quick Start Guide€¦  · Web viewIf a student has paid the $30.00 within the past school year, they are only required to pay a $15.00 fee.

Copyright

Compliance with federal copyright law is expected of all. "Copyright" is legal protection for creative intellectual works, which is broadly interpreted to cover just about any expression of an idea. Text (including email and Web information), graphics, art, photographs, music, and software are examples of types of works protected by copyright. Copying, distributing, downloading, and uploading information on the Internet may infringe the copyright for that information. Even an innocent, unintentional infringement violates the law. Utilizing sites selling written papers, book reports, and other student work or any act of plagiarism is not permitted.

Consequences of Non-compliance with Policy

1st Offense – The iPad will be taken from the student. The parent or legal guardian will be contacted to meet with a school administrator and a discipline referral will be recorded, signed by the parent/legal guardian.

2nd Offense – The iPad will be taken from the student’s possession for the remainder of the semester.

3rd Offense – The iPad will be taken from the student’s possession for the remainder of the school year.

NOTE: The building principal or assistant principal has the discretion to permanently confiscate the iPad from the student at any time.

Parent/Guardian Expectations

1. This is an exciting learning opportunity for your student(s). Participate with them as they learn to use this instructional tool to enhance their educational experience.

2. While the school district will provide Internet content filtering for the security of your student, there is no substitute for parental supervision when using the iPad. Parents are ultimately responsible for monitoring student use of the iPad and Internet at home.

3. Parents should ensure that their child is familiar with and adheres to the Internet policies and guidelines set forth in this handbook.

4. Parents should ensure that needed repairs, loss, theft and/or damages are reported to an OASD building administrator no later than the next school day.

5. Parents should review the OASD Acceptable Use Policy and the iPad Handbook with their child.

6. Use of the iPad by other family members is not allowed. Parents/legal guardians may use the iPads to assist their child who is assigned the iPad with homework and school assignments or to learn what their student is doing with this instructional tool. The iPad may not be used by other family members for personal or business use.

7. Parents are responsible for ensuring the return of the iPad and all accessories at the end of the school year of the student’s senior year or before the student withdraws from school.
