December 1, 2019 Dear Friends in Christ, Soon our parishes will be conducting the collection for the Retirement Fund for Religious. This annual appeal benefits 31,000 elderly Catholic sisters, brothers, and religious order priests—women and men who have consecrated their lives to serving God and the Church. We are blessed to have 74 religious congregations present and serving within the Archdiocese of Philadelphia. These 74 religious congregations represent approximately 2400 men and women religious. Of this number, over 800 are retired.

With this in mind, many religious communities struggle to provide for their aging members. During the early and mid-twentieth centuries, the Catholic Church in the United States experienced a surge in vocations to religious life, with numbers peaking in the mid-1960s. Care for elderly members was provided largely by younger ones. Over time, however, the number of vocations decreased while lifespans increased. The result is far fewer younger members available to support the retirement and eldercare needs of senior members. In 2018, 68 percent of the religious communities providing data to the National Religious Retirement Office (NRRO) had a median age of 70 or older. I recognize this is but one of numerous worthy causes in need of assistance; I ask simply that you give what you can. In thanksgiving for their faithful service, please join me in supporting the Retirement Fund for Religious and in praying for God’s blessing on our nation’s elderly religious. The annual Retirement Fund for Religious collection will be held December7-8, 2019 in the Archdiocese of Philadelphia. The appeal is coordinated by the NRRO.

In addition to sponsoring the annual appeal, the NRRO offers assessment tools, educational programming, services, and resources that promote quality eldercare and help religious communities plan for long-term retirement needs.

I ask prayers for our consecrated religious and encourage support for this national collection scheduled for December 7-8, 2019 in our local parishes. Thank you.

In the peace of Christ, +Most Reverend Charles J. Chaput, O.F.M. Cap.

Most Reverend Charles J. Chaput, O.F.M. Cap Archbishop of Philadelphia (Please communicate the contents of this letter to your parishioners in the most appropriate manner on the weekend of November 30-December 1, 2019; the collection is taken up the following weekend of December 7-8, 2019. Collection remittal should be made payable to ARCHDIOCESE OF PHILADELPHIA and sent to the Office for Financial Services, 222 North 17th Street, Philadelphia, PA 19103-1299.)

OCTOBER 2019 NOTICES________________________________________

💉💉 TIME FOR YOUR ANNUAL FLU VACCINATION The cold and flu season will soon be upon us and now is the time to consider protecting yourself by getting a flu vaccine. You should be considering those things which could increase your risk of catching the flu. One thing to remember is that if you don’t get immunized, you have a higher chance of catching the flu. If you have poor lifestyle habits, your body’s immunity may be compromised, thus resulting in a greater chance of getting the flu. Taking better care of your health by eating a balanced diet, getting regular exercise and plenty of sleep, and managing your stress, may help to boost your immune function, and reduce the chance of flu. According to the CDC, the number one way to prevent flu is to get an annual flu vaccine. • It is recommended that quadrivalent vaccines contain the following: - an A/Brisbane/02/2018 (H1N1)pdm09-like virus; - an

A(H3N2) virus to be announced on 21 March 2019*; - a B/Colorado/06/2017-like virus (B/Victoria/2/87 lineage); and - a B/Phuket/3073/2013-like virus (B/Yamagata/16/88 lineage).

• It is recommended that the influenza B virus component of trivalent vaccines be a B/Colorado/06/2017-like virus of the B/Victoria/2/87-lineage.

• In light of recent changes in the proportions of genetically and antigenically diverse A(H3N2) viruses, the recommendation for the A(H3N2) component has been postponed.

As people are also at risk of being infected by viruses other than the flu that circulates during the flu season, it is important to practice good hygiene by not getting close to people who are coughing and sneezing and to wash your hands often to minimize the spread of viruses. THE OFFICE FOR CLERGY IS COLLABORATING WITH RITE AID PHARMACY TO PROVIDE FLU VACCINATIONS TO THE PRIESTS OF THE ARCHDIOCESE OF PHILADELPHIA. FOR YOUR CONVENIENCE, REPRESENTATIVES FROM RITE AID WILL BE ON SITE AT ST. HELENA’S DURING THE WORKSHOPS ON OCTOBER 17TH AND 18TH TO ADMINISTER FLU SHOTS.

PERMANENT DEACONS DEACON MICHAEL PASCARELLA, JR. _ ASSOCIATE TO THE VICAR FOR CLERGY FOR PERMANENT DEACONS Reflecting on the Permanent Diaconate under the Leadership of

Archbishop Charles J. Chaput, O.F.M., Cap. By Deacon Michael Pascarella, Jr.

Last month, Archbishop Charles J. Chaput, O.F.M., Cap., turned 75 years of age, and per Canon Law, submitted his resignation as Archbishop of Philadelphia to Pope Francis. As of this writing, Pope Francis has yet to act on the Archbishop’s letter. Nonetheless, now seems like an appropriate time to look at the growth of the Permanent Diaconate under the leadership of the 13th Bishop and ninth Archbishop of Philadelphia. Archbishop Chaput was installed as the Archbishop of Philadelphia on September 8, 2011. His installation began a period of renewal and transformation for the Permanent Diaconate in the City of Brotherly Love. In addition to establishing a regular and open dialogue with the leadership of the Permanent Diaconate regarding a wide variety of issues, such as: vocations, formation, and an increased focus on the charism of charity, several specific changes were also instituted. Among these changes was a restructuring in 2013, of the Permanent Diaconate Division, which was split into two separate entities. The Permanent Diaconate Office was incorporated into the Office for Clergy, and became responsible for admission into the formation program, and all matters post-ordination. All issues pertaining to the Permanent Diaconate with regard to the Office for Clergy are managed by the Associate to the Vicar for Clergy for Permanent Deacons, who reports directly to the Vicar for Clergy. Included is the management of what is known as the Inquiry Year. During this time period, applicants to the Permanent Diaconate formation program attend an orientation, undergo psychological testing, and meet with discernment/prayer groups while undertaking the application process. Also, the formation program is now known as the School of Diaconal Formation, a division of Saint Charles Borromeo Seminary. The program is still six years long, but now, aspirants and candidates while in formation for the Permanent Diaconate, who meet academic qualifications, have the option of earning a Master of Arts in Sacred Theology. The School of Diaconal Formation comes under the direction of the Dean of the School of Diaconal Formation, who reports to the Rector of the Seminary. Several other changes/actions have taken place since 2013, including: • Granting of permission to establish a Permanent Diaconate Program Fund, through the Catholic Foundation; • A Decree permitting deacons to witness marriages outside of the Mass; • A Decree permitting deacons to wear clerical attire (designed by the gray clerical shirt), whenever they are actively

serving in diaconal ministry, as a visible sign of their sacramental life regarding their charism of charity; • The revision of the Deacon Handbook; • A revised and codified Admissions Policy; • The establishment of the Permanent Diaconate Advisory Council; • The establishment of the Bioethics Team – a group of approximately 25 deacons who are certified in Catholic

bioethics, and who assist chaplains and pastors in providing the faithful with answers grounded in Catholic doctrine; to moral questions regarding the beginning of life and end of life;

• An increase in the number of deacons who serve as members of the Ceremonies Crew, assisting auxiliary bishops at Confirmation, funerals, and other liturgical functions as needed;

• The granting of permission allowing deacons assigned to the Ceremonies Crew to wear a cassock and surplice when functioning as an MC, if they so choose;

• Establishing that the Permanent Diaconate Office coordinates with the Office of Divine Worship regarding the funerals of deacons and ensuring that the liturgy conforms to specific rubrics regarding the funeral of a member of the clergy; and,

• The establishment of a Deacons’ Wives Committee, which addresses the spiritual and social needs of the wives of the deacons.

The deacons of the Archdiocese of Philadelphia are most grateful to their shepherd and spiritual father, for his support and vision over the last eight years, especially as it pertains to diaconal ministry. This includes the Archbishop’s continuing

Page 6: OCTOBER PRIESTS’ MAILING FROM THE …...chance of getting the flu. Taking better care of your health by eating a balanced diet, getting regular exercise and plenty of sleep, and

encouragement that priests and deacons, as brother clerics, continue to collaborate as a team in service to the faithful of the Archdiocese of Philadelphia. ANNOUNCEMENTS

The Holy Spirit Adoration Sisters ("Pink Sisters") located at 2212 Green St., Philadelphia, are still in need of assistance of deacons to serve as the presider/celebrant for Evening Vespers and benediction. Vespers and Benediction are held every day at 5PM in the chapel. If any deacon would be interested in helping on a fixed

schedule (1 or 2 days per week, or even once per month), please contact Deacon Michael Pascarella by e-mail ([email protected]). FBI AND PA CHILD ABUSE CLEARANCE RENEWALS - All members of the clergy are required to have a new FBI fingerprint records check and a PA Child Abuse Clearance every five years. Three months prior to the expiration of your current clearances, you will be notified by the Office for Clergy with instructions as to how to go about obtaining these documents. Once received, copies should be sent to the Office for Clergy. ANNUAL ONGOING FORMATION AND RETREAT RECORD FORM - The Annual Ongoing Formation and Retreat Record Form for 2019 has been revised and was distributed via email with the last issue of the Clergy Notes. A section has been added to capture work done annually in specific ministries, both paid and unpaid. This information is being requested by the USCCB’s research division for statistical purposes. This completed form is due to the Clergy Office by December 31, 2019. FOCCUS FACILITATORS - Any deacon interested in becoming a FOCCUS facilitator and assisting the Office of Life and Family with their marriage preparation program, please contact Deacon Patrick Kennedy at [email protected]. REMINDER ABOUT THE DEATH OF A DEACON OR A DEACON’S WIFE - In the event of the death of a deacon or spouse, families should notify the Office for Clergy as soon as possible, and before final funeral arrangements are made. As the funeral of a deacon is an Archdiocesan event, the music selection needs to be reviewed by the Office for Divine Worship. This should be done by having the parish music director contact the Office for Divine Worship directly. Also, when possible, the Archbishop would prefer to be the principal celebrant at the funeral of a deacon or spouse of a deacon. In his absence, an auxiliary bishop may be the principal celebrant, based on availability. Any questions should be directed to Deacon Michael Pascarella at [email protected]. SPIRITUAL DIRECTION - Please contact the Office for Clergy for more information about finding an approved spiritual director. DEACON RELATED FORMS - For those in need of Deacon related forms, please email Laura Nimmons at [email protected].

for the Extraordinary Year & Month of Mission

OCTOBER is the Extraordinary MONTH of MISSION, which for all here in the Archdiocese of Philadelphia is the crescendo of the Extraordinary Year of Mission.

Promote the Why • From the Beginning OCTOBER is the crescendo of our Archdiocesan Celebration of the Extraordinary Year of Mission. “Baptized and Sent: Called to be Missionary.” has been the message for the Year and is integrated into the celebration of the international Extraordinary Month of Mission, called for by Pope Francis. To awaken awareness of the missio ad gentes and reinvigorate the sense of responsibility for proclaiming the Gospel with new enthusiasm, are the reminders for each and every Catholic. The reminders combine the pastoral concern of Pope Benedict XV in his Apostolic Letter Maximum Illud, published 100 years ago, with the Missionary vitality expressed by Pope Francis throughout his papacy and in his Apostolic Exhortation Evangelii Gaudium: “Missionary action is the paradigm of every work of the Church.” EG 15

This Mission Month will help us rediscover the Missionary dimension of our faith in Jesus Christ, bestowed on us in baptism. This Mission mandate touches us personally:

Each of us is a Mission to the world, for each of us is the fruit of God’s love. From eternity (God) has destined each of His children to share in His divine and eternal life. Eph 1:3-6

~Pope Francis on the Extraordinary Month of Mission

Extraordinary Year & Month of Mission

HOMILY HELPS

Archdiocese of Philadelphia WORLD MISSION SUNDAY Twenty-ninth Sunday in Ordinary Time October 19 & 20, 2019

Readings: Exodus 17: 8-13, Psalm 121: 1-8, 2 Timothy 3: 14-4 :2, Luke 18:1-8

This World Mission Sunday takes place during the international Extraordinary Month of Mission, called so by Pope Francis to commemorate a centenary of Church’s outstanding efforts to spread the word of God throughout the world. Baptized and Sent: Called to be a Mission is the theme for the Archdiocese, for this whole month and this special World Mission Sunday Eucharistic Celebration. As always, the Sacred Scriptures direct our response to this theme this Sunday.

Saint Paul in a straightforward manner charges his disciple, Saint Timothy, “in the presence of God and of Christ Jesus” to “proclaim the word.” Each one of us in the Church, the ordained and the baptized, are charged in a similar way by Christ himself. In the waters of Baptism and with every reception of Holy Communion, the power and grace of Christ, the Divine Word, compels us to proclaim the word. This task falls to us wherever we find ourselves. This word first changes us according to Christ’s commandments and then, in turn, motivates us to pass on this same word. On World Mission Sunday, we are especially mindful of those have a Missionary voca-tion and proclaim the word on behalf of the Church in every part of the world.

The Christian duty to proclaim the word comes with its own obstacles—personal, social and cultural. The Psalm reminds us that we are not alone in this duty. The Lord is our help, at our side, guarding us in all we do. This was the example of Moses. As long as Moses’ hands were raised up with the help of others, then Israel had the necessary strength for the battle. The persistent widow in the Gospel speaks to the need of every member of the Church to persist as well despite the challenges in proclaiming the word of God. Our age, like every age, desperately needs the response of Christians, baptized and sent, to make Jesus known and his promise of salvation.

Let us pray for one another, for Missionaries and for this work of the Church this World Mission Sunday.

Gratitude to Father Dennis Gill of the Office for Divine Worship for his help with the World Mission Sunday Homily and intercessions for the Universal Prayer of the Faithful.

THOUGHTS FROM THE POPE ON MISSIONARY DISCIPLESHIP

“The Church is on mission in the world . . . A Church that presses forward to the farthest frontiers requires a constant and ongoing Missionary conversion . . . Our Mission, then, is rooted in the fatherhood of God and the motherhood of the Church. The mandate given by the Risen Jesus at Easter is inherent in Baptism: as the Father has sent me, so I send you, filled with the Holy Spirit, for the reconciliation of the world. cf. Jn 20:19-23;

Mt 28:16-20 This Mission is part of our identity as Christians . . . The missio ad gentes, which is always necessary for the Church, thus contributes in a fundamental way to the process of ongoing conversion in all Christians.” -Pope Francis, Homily for World Mission Sunday

LITURGICAL and CIVIC CALENDAR ITEMS

THE PRAYER TO SAINT MICHAEL, THE ARCHANGEL

Many parishes and institutions within the Archdiocese have responded positively to

pray the prayer to Saint Michael in conjunction with the celebration of Mass. You are

reminded that this devotional prayer is to take place outside of Mass. It is not to be

prayed as the concluding prayer of the Universal Prayer nor as part of the Communion

Rite.

THE TIME FOR VIGIL MASSES AND ANTICIPATED MASSES

The time for Vigil Masses and Anticipated Masses in the Archdiocese of Philadelphia is

no earlier than 4:00 PM. This applies to Holy Days of Obligation as well, including

Christmas.

THE MASS SCHEDULE FOR HOLY DAYS WHEN THE OBLIGATION IS

SUSPENDED

In the United States, there are three Holy Days, Solemnities, when the obligation to

participate in Mass is suspended when the observance falls on a Monday or a

Saturday—the Solemnity of Mary, the Holy Mother of God (January 1), the Solemnity of

the Assumption of the Blessed Virgin Mary (August 15), and the Solemnity of All Saints

(November 1). In these instances, the Mass schedule certainly can be modified.

However, there should at least be the celebration of one Mass for the benefit of the

faithful who desire to attend Mass.

RESPECT LIFE SUNDAY

TWENTY-SEVENTH SUNDAY IN ORDINARY TIME

Sunday, October 6, 2019

The USCCB Respect Life Program begins anew each year on Respect Life Sunday, the first Sunday in

October. The program is highlighted in liturgies and marked by special events. The USCCB

Secretariat of Pro-Life Activities publishes a program packet each year to call attention to numerous

human life issues. These materials are especially helpful for priests, parish groups, schools, and other

organizations. For more information or to request packets, visit:

http://www.usccb.org/about/pro-life-activities/respect-life-program/

Intentions for the Universal Prayer for Respect Life can found on the website for the Office for

Divine Worship.

Priests and deacons may consider, in conjunction with Respect Life Sunday, using the Rite for

the Blessing of a Child in the Womb, published by the United States Conferences of Catholic

Bishops in 2012. For more information on this Rite and to order in English or Spanish, see:

http://www.usccb.org/about/pro-life-activities/prayers/pro-life-blessings.cfm.

Readings can be those of the Sunday or those for the Evangelization of Peoples in Volume IV of

the Lectionary for Mass.

Additional information on the observance of World Missions can be found at the following

website:

SOLEMNITY OF THE IMMACULATE CONCEPTION

OF THE BLESSED VIRGIN MARY

Observed on Monday, December 9, 2019

The Solemnity of the Immaculate Conception, the patronal feast of the United States of America, is

always a Holy Day of Obligation, even if it falls on a Monday or Saturday.

This year December 8th falls on a Sunday. The Second Sunday of Advent displaces the

Solemnity of the Immaculate Conception of the Blessed Virgin Mary. However, it is observed

the next day, December 9th, but it is not a Holy Day of Obligation when it is transferred.

SOLEMNITY OF THE NATIVITY OF THE LORD (CHRISTMAS)

Wednesday, December 25, 2019

The Solemnity of the Nativity of the Lord is always a Holy Day of Obligation, even if it falls on

a Monday or Saturday. The earliest time in the Archdiocese of Philadelphia for a Vigil Mass

for the Solemnity of the Nativity of the Lord is 4:00 PM.

CHRISTIAN INITIATION OF ADULTS

The Office for Divine Worship has the responsibility for direction, guidance and support of

pastors and those who collaborate with them in the formation of adults for Christian Initiation.

Additional information on Christian Initiation for adults can be found on the website for the

Office for Divine Worship, under the heading Christian Initiation.

Full Initiation—Baptism, Confirmation and the first reception of Communion—apart from

the Easter Vigil, outside the immediate danger of death, requires the permission of the

Archbishop (see RCIA, no. 331). Archbishop Chaput delegates the Office for Divine Worship

to give this permission. Please contact the Office for Divine Worship for such circumstances.

All are Welcome!

If any parish or institution would like a workshop for liturgical ministers, especially Extraordinary

Ministers of Holy Communion, please contact the Office for Divine Worship.

EXTRAORDINARY MINISTERS OF HOLY COMMUNION

All Extraordinary Ministers of Holy Communion are to have an appointment letter

from the Archbishop.

Candidates are to be fully initiated practicing Catholics, high school graduates, validly

married (if married), recognized for faith and devotion to the Holy Eucharist as well as

for service in the parish/institution.

Pastors and chaplains are encouraged to send new Extraordinary Ministers of Holy

Communion to the archdiocesan formation sessions. Current Extraordinary Ministers

of Holy Communion are also welcome to attend.

Page 17: OCTOBER PRIESTS’ MAILING FROM THE …...chance of getting the flu. Taking better care of your health by eating a balanced diet, getting regular exercise and plenty of sleep, and

8

Extraordinary Ministers of Holy Communion typically serve for three years.

Pastors/chaplains may renew terms, if agreeable and in consultation with the minister.

Pastors and chaplains are reminded to inform the Office for Divine Worship if they

conduct their own formation and to send to this office their request for new

Extraordinary Ministers of Holy Communion.

Request forms can be found on the Office for Divine Worship website. Letters of

Appointment from the Archbishop will then follow.

Extraordinary Ministers of Holy Communion are appointed for a three-year term and

for the place where they are commissioned. Terms may be renewed if agreeable to both

the pastor/chaplain and the minister.

All records of active Extraordinary Ministers of Holy Communion are maintained by

the parish/institution.

Extraordinary Ministers of Holy Communion are commissioned after participation in

a training session, according to the form found in the Book of Blessings, Chapter 63,

“Order for the Commissioning of Extraordinary Ministers of Holy Communion.”

• Extraordinary Ministers of Holy Communion only serve in the parishes/institutions for

which they are commissioned.

COLDS AND FLU SEASON

AND THE CELEBRATION OF THE SACRED LITURGY

Ministers of Holy Communion should wash their hands before Mass begins, or

even use an alcohol based anti-bacterial solution in the pew before distributing, and

after purifying their fingers after the distributing Holy Communion;

People feeling ill should avoid receiving Communion from the chalice. Priests are encouraged to use good pastoral common sense to allay the fears of the faithful during cold

and flu season. An example of this might include refraining from the use of the Sign of Peace during

the celebration of Mass and reminding the faithful not to receive the Precious Blood if they are ill.

TO OBTAIN A COPY OF THE ORDER OF CONFIRMATION

As of Pentecost 2016, the revised Order of Confirmation is the only ritual book to be used by

priests when delegated by the Archbishop to celebrate the Sacrament of Confirmation. This

new ritual book is only published in a bi-lingual (Spanish-English) format by the United States

Conference of Catholic Bishops. To purchase a copy of The Order for Confirmation, see:

http://store.usccb.org/.

Back to School and First Friday Mass Preparations

It is hard to believe that we are back in the swing of yet another academic school year. You may

have already had an opening school liturgy, an assembly, or even your first of many First Friday

Masses. We have to ask ourselves, in certain cases, what liturgical background do some of our music

teachers in the parish schools have, in order to properly select appropriate music for these Masses? Are

they provided with any resources besides the OCP hymnal in the pew? Do they know that each liturgy

has prescribed texts which should help guide the musical choices for that Mass? Having been out in the

Archdiocesan parishes for many years, serving as accompanist for school Masses, I can tell you that

some schools use a handful of songs that are on a steady rotation, despite any adherence to the

readings of the day, observances of feast days and solemnities, or liturgical season. It’s the same

program, on repeat, from year to year. I would like to stress the importance of the liturgical music that

we select, with Article 112 from Sacrosanctum Concilium:

112. The musical tradition of the universal Church is a treasure of inestimable value, greater even than

that of any other art. The main reason for this pre-eminence is that, as sacred song united to the words, it forms a

necessary or integral part of the solemn liturgy.

Page 19: OCTOBER PRIESTS’ MAILING FROM THE …...chance of getting the flu. Taking better care of your health by eating a balanced diet, getting regular exercise and plenty of sleep, and

10

To reiterate – “the musical tradition is a treasure of inestimable value.” We have an

opportunity with the next generation of Catholics, to foster in them an appreciation for our heritage,

our traditional hymn tunes, and the various texts which we have the power to place on their lips.

Thinking back to my time in grade school and high school, I get a nostalgic feeling when thinking

about songs like “This is the Day”, “Sing out his goodness”, and “Shine, Jesus Shine,” but now realize

that I was robbed of the truest experience of authentic liturgical repertoire. I encourage pastors and

music directors alike, to inspire those selecting music for our children to broaden the scope of what we

are asking them to sing. If 2 of the 4 pieces selected used hymn tunes like Duke Street, Lasst Uns

Erfreuen, Hyfrydol, Hymn to Joy, St. Anne, or Ellabombe, we could more readily expose our youth to the

“treasure” that they will come to hear on a regular basis at Sunday Masses for years to come.

Don’t discount chanting for our youth either! In our summer choir camp, Cantate Domino, our

choristers chant the psalmody of evening prayer and tackle traditional Latin chants such as the Ubi

Caritas and Magnificat, and they love it!

As preparations for the school year continue, let’s be sure to feed our children spiritually, liturgically

and musically with the best that our faith has to offer.

Please know that I would be happy to offer any assistance for those with questions, looking for resources or need help planning these special Masses. Feel free to have your music teachers contact me at [email protected].

Archdiocesan Children’s Choir Auditions

Please spread the word about upcoming auditions for our Archdiocesan Children’s Choir!

each other, “Were not our hearts burning within us while he spoke to us on the way and opened the scriptures to us?” Luke
