President’s Message — BG William (Bill) Marshall, USA,
Let me begin by saying thank you to the
leadership and especially Mike Renahan who is
always there when needed. The September
meeting was one of those times when he took
the reigns to officiate in my absence. I got noti-
fied two days before our luncheon that our new-
ly purchased camper would need to be inspect-
ed to maintain our service contract and warran-
ty and it required me to be present.
Summer has ended and we are back in the
normal swing of things. Hopefully we will be
able to maintain the rhythm and cycle of our
meetings and special events. I recently spent
time at the old Fort Monmouth property and
was very saddened that a vibrant community
and post had fallen in to such disrepair as a
result of the Base Realignment and Closure
process. We need to keep a watch on this pro-
cess and make sure we protect the installations
that are part of the fabric of New Jersey. I will
keep you informed about BRAC as it rears its
ugly head again.
I met with Major General Troy Kok, Com-
mander 99th Regional Support Command
(RSC), US Army Reserve who is a former New
Jersey resident who now resides in Kentucky.
MG Kok’s command spans 13 states in the
North East and accounts for about 20% of the
Combat Service Support in the Army. He talked
about the vitality and resilience of the Reserve
component and the ongoing commitment to
maintain operational readiness. The 99th RSC
is headquartered at Joint Base McGuire-Dix-
Lakehurst and supports the joint service activi-
ties of all of the tenant organizations. I asked
him if he would consider having lunch with us

Admiral James Caldwell received his commission graduating with
distinction from the United States Naval Academy in 1981 with a Bache-
lor of Science in Marine Engineering. He also holds a Master of Science
in Operations Research from the Naval Postgraduate School.
Caldwell commanded USS Jacksonville (SSN 699) homeported in Nor-
folk, Virginia; Submarine Development Squadron (DEVRON) 12 in New
London, Connecticut; Submarine Group 9 in Bangor, Washington; and
the Submarine Force, U.S. Pacific Fleet, Hawaii. His sea tours include
service in both the Atlantic and Pacific Fleets. His Operational assign-
ments include duty as a division officer on USS Boston (SSN 703), engi-
neering officer on USS Alabama (SSBN 731) (GOLD), and executive of-
ficer on USS Buffalo (SSN 715).
Ashore, Caldwell served on the Pacific Fleet Nuclear Propulsion Ex-
amining Board and later as Undersea Warfare (USW) Requirements of-
ficer on the staff of Commander in Chief, U.S. Pacific Fleet. He also served as senior member of
the Naval Submarine Force’s Tactical Readiness Evaluation Team; on the Joint Staff as deputy di-
rector for Politico-Military Affairs for Europe, the North Atlantic Treaty Organization, Russia and Afri-
ca; and deputy commander for U.S. Strategic Command’s Joint Functional Component Command
for Global Strike in Omaha, Nebraska and as Naval Inspector General, Washington Navy Yard, D. C.
His most recent tour was on the (Office of Naval Operations) OPNAV Staff as the Director, Navy
Staff.
He assumed his duties as the Director, Naval Nuclear Propulsion Program in August 2015.
Caldwell’s awards include the Distinguished Service Medal, Defense Superior Service Medal,
Legion of Merit, Meritorious Service Medal, Navy Commendation Medal, Navy and Marine Corps
Achievement Medal, and the Naval Submarine League’s Charles A. Lockwood Award for Submarine
Professional Excellence.

and provide some insight in to the units’
mission. I will be working with Mike Re-
nahan to get this scheduled.
I’m reaching out again to anyone who
would like to more actively participate in
the Chapter as we grow and take on new
challenges and new members. We need to
start to develop some depth and get some
new blood and new ideas.
In closing please keep our troops in
your prayers and pray for our leadership
we are in difficult times at home and
abroad and it’s during these times that we
rely and draw strength from our faith in
God and our County.

Vice President Mike Renahan pre-
sents Supervising Assistant Prosecu-
tor, Catherine Broderick, from the
Morris County Prosecutor's Office.
With our Chapter challenge coin. She
spoke about .C.A.R.E. (Crimes Against
the Retired/Elderly) and delineated
tips for awareness and prevention. It
is the responsibility of her office to
place an emphasis on “senior target-
ed crimes” such as telemarketing
frauds, deceptive contractors, utility
impersonators/diversion burglaries,
transient crime groups (i.e., gypsies,
travelers), investment scams, sweet-
heart swindles, pigeon drops, bank
examiner schemes, auto repair
scams, home care aides/givers and
identity thefts.
