I recently attended a professional development session with chamber of commerce peers from across the state and heard Minnesota State Demographer Tom Gillaspy talk about our economy within the context of Minnesotarsquos population changes Gillaspy is no stranger to Minnesota demographic trends having served in his demographer role since 1997 Here are a few of the take-aways from Gillaspyrsquos ―New Normal presentation that might interest you

Minnesota added nearly 350000 people from 2000 to 2010 with a current population of 53 million For context Texas added 43 million people during that time period

US employment is not expected to reach pre-recession levels until at least 2013 No single area or region of Minnesota leads in population growth today By 2020 more Minnesotans will be over age 65 than school age further changing the nature

of the public budgets For many occupations replacement of positions will out number new job growth between

2009mdash2019 Those occupations include business engineering science law and production

Gillaspy who admittedly has been right on with his digest of demographic changes and the related impacts on society drew these conclusions about Minnesotarsquos new workforce norm We should expect slower economic growth than we have experienced the past few decades Labor and talent will be tomorrowrsquos scare resources The new norm could bring chronic government deficits and related cuts in services Society will worry more about how to pay for past promises Disruptive events and innovations may become more frequent With the new norm comes a new set of opportunities

Shingle Creek Crossing Shingle Creek Crossing The Way Forward at Brookdale

Ask many of the residents of Brooklyn Center or commuters along the Highway 100 corridor and they will tell you about the precipitous decline of the of the Brookdale Mall site Originally one of the four ―Dale centers developed by The Dayton Company in the post-war years from the early 60s Brookdale was a bustling retail hub serving the north and west metro area Fast-forward 40 years and the aging facility stood ill-equipped to suit the shifting demographics and needs of area consumers By the late 90s anchors like Daytonrsquos had abandoned the complex while newer retailers like Barnes and Noble struggled to sustain their businesses

Pervasive vacancy and crime coupled with competition from newer shopping centers doomed Brookdale Ultimately in early 2010 the mall was permanently closed and the site was sold at a sheriffrsquos foreclosure auction

Enter Gatlin Development Co Inc In the fall of 2010 the Tennessee developer announced plans to buy Brookdale and redevelop the site into a modern ―town center retail location anchored by an 185000-square-foot Walmart Supercenter

The developer expects dozens of other national retail brands to invest in the project

and fill an additional 500000 square-feet of space although none have been officially announced

Despite last monthrsquos groundbreaking ceremony the project has been plagued with obstacles from day-one One of the greatest issues impeding the development centered on the Sears location Unlike most other retailers at this site Sears owned the land underneath its store and was unwilling to sell it Sears also had serious misgivings about the possible Walmart expansion at their doorstep Gatlin was able to change the initial redevelopment plan and ultimately both Sears and Walmart signed off

The new redevelopment will mark a startling transformation of the site Only Sears Kohls and a neighboring Applebeersquos will remain from the original Brookdale Mall The new center will include a total of 19 freestanding buildings surrounding a parking area There are also plans to ―daylight or unearth Shingle Creek the projectrsquos namesake Previously the creek had been buried in a culvert underneath the old mall Gatlin

hopes that this new added feature coupled with more green space will make the property more attractive to perspective tenants

In his groundbreaking ceremony remarks Gatlin Development owner Frank Gatlin

emphasized his companyrsquos commitment to the project noting that he has owned other similar developments around the country for over 17 years Those remarks came as welcome news to many of the community stakeholders in attendance who agreed the Brookdale site is in dire need of a continuity of vision and ownership for the long term

Gatlin told city leaders his company will invest ―well over $100 million over the course of the next three to five years The project will be completed in two phases first construction of the Walmart SuperCenter and second the build-out of the additional retail space The Walmart SuperCenter is scheduled to open around Thanksgiving of 2012

The project includes planned development of 544185 square feet more than 800000 square feet including Sears Demolition involves approximately 750000 square feet of the mall including the former JC Penneyrsquos Mervynrsquos and Macyrsquos stores There will be new development of interior streets connecting the three entries Pedestrian and trail connections will be constructed New Shingle Creek Crossing signage will be put in place The project will see the renovation of approximately 122000 square feet of the mall located north of Sears with architectural changes to

provide exterior identity and access while maintaining an indoor mall component A 181943 square foot Wal-Mart featuring grocery pharmacy retail garden center is planned - an $18000000 project in itself An existing Applebees restaurant will remain marked for 4869 square feet The existing 75000 square foot Kohls store will be part of the development Added will be 3 junior box retail pad sites illustrated as 45000 35680 and 29150 square feet for a total of 110190 square feet Developed will be nine retail pad sites illustrated as 104945 square feet Three restaurant pad sites will be included for a total of 23865 square feet The project calls for the partial day-lighting of Shingle Creek and enhancements to on-site storm water

management interior streetscaping landscaping and street lighting

What initially sparked your interest in running for public office It was a way for me to get further involved in my community and to make a difference Being involved in my community provides balance in my life between family work and volunteering

What are the biggest issues facing your city Lack of confidence in ourselves as a community foreclosure crisis and continued economic downturnrecession

What is your favorite part of being mayor Being able to make a difference and getting to participate in some extremely inspiring events I love the challenge of making our community better for everyone and I get a chance to work with a never ending group of people who believe in moving forward What initiative are you most proud of during your time on the city council or as mayor We just started a Business Forward Initiative whereby the city is launching a series effort to understand how we can work better with our business community Formally launched a few weeks ago the next steps will be a series of Community Cafes where we will let the business community lead a discussion in how the city works and doesnrsquot work so well with them

Also we are asking for discussion on what changes should the city make and what areas should not be changed as they are working well From these discussions we will be forming a task force in January composed primarily of business people to take these discussions and prepare a proposal with specific action the City Council should take including changes to how we operate changes to our codes amp ordinances and what programs should be looked at

What advice do you have for members to make an impact in city government Get involved with our Business Forward Initiative as the success of the program is directly affected by involvement of our business community Rather than the City proposing changes we are handing a clean piece of paper to the community and asking for their direct input in what needs to change and what does not need to change These recommendations are going to be part of an action plan for the City Council

What is your favorite city landmark Mississippi River

What is something from your past or present that people would be surprised to know about you I have done business with over 80 countries around the world including in-country business travel throughout Asia and Europe I have spent time abroad in Russia Germany and Japan as well I was disqualified for USMC OCS twice guess I need to be told ―no twice before I get the hint
