Donation paperwork in final stage with Allegany County IDA lawyer with goal to finalize in October.

Construction on target to complete by Oct 31st
Bioenergy Development and Commercialization Center (BDCC)
Final application has been accepted for the Economic Development Authority (EDA) the Bioenergy
Development and Commercialization Center (BDCC) $3.25 million grant and funds are allocated to the
project pending final grant approval.
SIEMENS business units including energy, building systems and Project Lifecycle Management (PLM)
software continue to develop partnership on the BDCC project and University partnerships.
Travel
International Economic Development Council meeting in Toronto, Canada September 17th- 20th, 2018.
Site Selectors Guild meeting in Seattle, Washington from September 25th- 29th, 2017. – met with Site
selectors to prepare for Oct 16 site visit to Allegany county

Digital Advertising
Programmatic Solutions continues with having 500,000 Impressions over a 4 month run with custom
audience targeting optimization. The goal is to develop leads through targeted banners linked to site
searches driving to the Allegany Website pages. Website landing pages have been developed for the
audience that sees the new targeted banners with a new Allegany County brochure.
Marketing
Finalizing sketches for potential industrial sites in the county to be used in the marketing effort.
Continuing to work with site selectors visiting Oct 16 related to potential sites for targeting advanced
manufacturing, food production, distribution, and ceramic & glass industry companies.
We continue responding to notices from Invest Buffalo Niagara when they are looking for property and leads
for companies that want to reside in Western NY.
Continuing to develop the list of potential buildings and land for development in the county.
Planning for a downtown Revitalization Initiative grant for Alfred
Subgroup of the Allegany County Economic Development Committee to develop a program to engage
students and alumni at the three colleges regarding employment and economic development in Allegany
County.

October 2017 Report
Office of Planning Projects:
A. Allegany County Planning Board: • A training session is scheduled for October 18th at 6:00 pm with representatives from
General Code. B. Broadband Project:
• The project is financially completed. • New York State has verbally approved our final request for financial reimbursement. • The Construction is considered complete.
C. Comprehensive Plan Update: • Reviewed updates including updating photos, data, maps, and organization of the
document. • Compiled results from surveys but the responses were limited. We are looking at methods
to get additional input. D. Genesee River Wilds:
• A map is being developed in coordination with the Tourism Office to cover the entire length of the river with access sites.
• This map will be distributed by all Counties along the River. • Genesee PA is opening a new site in their Town Park.
E. GIS: • Staff continues to provide maps on request to various departments and individuals as
requested. • We are in discussions on how to move forward with the addressing project with the
Sheriff’s office. • We have also updated much of the Open Space inventory data points.
F. Hazard Mitigation Plan: • The plan has been sent to NYS for their review. If NYS and FEMA review moves along we
intend to complete the approval of the plan before the end of December. No news back from NYS as of now.
G. Open Space Inventory: • Started to review parks, recreation and playing fields that we have in the County.
Completed the Towns of Genesee, Alma, Bolivar, Clarksville and Cuba. H. Park & Ride:
• Contractor indicates that completion is still scheduled for October 31st, 2017. • Binder Coat has been installed on the new driveway and new lot. Existing lot and Driveway
are scheduled for asphalt this week. Curbs have been installed. I. Shared-Services:
• Attended the fifth countywide session on the Governor’s Shared Services program operated by the County Administrator with the Towns and Villages. The next work session is scheduled for next week October 24th.
Administrative
• Reviewed audits for Planning, Development and Tourism as well as Payroll. • Reviewed budgets for Planning and Development for remainder of 2017 spending.
Planning Travel • Attended the NYSAC Conference in Syracuse in September 2017. Updated on lighting
replacement, shared services, Census 2020. Planning Meetings
• Presented at the Planning & Economic Development Committee and the Ways and Means Committee.
• Presented and attended the Allegany County Planning Board meeting • Participated in Southern Tier West Board meeting • Chaired the Allegany County Land Bank Board • Participated in Website Update Conference Calls • Participated in Park and Ride Construction meetings • Participated in Broadband meetings • Attended the Legislative Breakfast in Houghton • Attended the Administrator’s Department Head Meeting • Attended the Shared Services meeting • Staff attended the Southern Tier West Stormwater Committee meeting
Development Projects:
A. Advertising & Marketing: • Core issue of Business First. Allegany County Development projects are to be included in
the latest issue of Business First. Copies will be available • We are now participants in Houghton College, Alfred State College and Alfred University
Supporters for their Athletic events and have our Logo on their fence banners, gym banners, programs and radio spots as a “Allegany County New York - Great Place to Live” to encourage the students and their parents to consider long term living and working here as well as showing our integrated support of the three colleges.
B. County Website: • Continue to make updates as requested by other departments as well as updating the

• Staff is taking a webinar class series on making website better for marketing the County for Development;

The Watchable Wildlife Tourist on the river and more…The growing tourism market! The Watchful wild life program continues to move forward with developing a
committee to include DEC, AU GRW and more to work with a framework to bring tourist to enjoy Allegany county’s natural beauty and outdoor recreation. Ongoing. This project is on hold until summer and fall events end.
Tourism packages; Starting to work with businesses to put together packages to making
visiting Allegany County easier for our visitors. Packages will be added to the tourism website. Contacted

BE RESOLVED: 1. That the Planning and Economic Development Committee of the County Board of Legislators
is authorized to act as a tourist promotion agency and to apply for state funds up to $237,320 for tourism promotion purposes.
2. That if the application for such funding is approved, such Committee, or its designee, shall
submit the grant agreement to this Board for approval and appropriation of such funds prior to commencing any work pursuant to the terms of the grant agreement or expending any of such funds.
3. That the Clerk of this Board is directed to send a certified copy of this resolution to the New
York State Commissioner of Economic Development. FISCAL IMPACT: Allegany County matches the state funds approved for grant year.
