    Minister Kenney calls for action to strengthen

    Canadas labour marketThe Honourable Jason Kenney, Minis-ter of Employment and Social Develop-ment and Minister for Multiculturalism, spoke to business leaders at the Eco-nomic Club of Canada in Toronto about the Governments strategy to tackle skills shortages in Canada.Our governments number one prior-ity remains jobs, economic growth and long-term prosperity. The federal government plays a key role in creating the conditions for strong private sector job creation and positioning the coun-try for success in the global economy, said Minister Kenney. The Canada Job Grant is the cornerstone of our plan to make federal funding for job creation and training more demand-driven and ensure that employers are part of the solution.Minister Kenney stressed the need for greater coordination and action by the private sector, provinces and territories and post-secondary institutions to con-nect Canadians to jobs.Speaking to an audience of approxi-mately 100 business leaders, Minister

    Kenney acknowledged that the current imbalances in the labour market hamper productivity and affect growth.Nearly 1.4 million Canadians are un-employed while 216 100 jobs remain vacant. Recent initiatives by govern-ment focus on more directly involving employers in decisions regarding job creation and skills training. We have too many jobs without people and too many people without jobs. This is the challenge we must address, added Minister Kenney. Never before have provinces and employers had such a willing and engaged partner on this file. We will be pushing all of our partners to act in their areas of jurisdiction to improve Canadas labour market and ensure continued economic growth.A strong economy that delivers pros-perity relies on a labour market that is skilled, adaptable and innovative.     Highlights of the day included an onsite visit and gift of $10,858 from the Canuck Alumni, represented by Kirk McLean. Other gifts included a $5,000 cheque from Rite Construc-tion in Abbotsford. Why did I give? Because RCH saved my life when I had a tumor removed. Of the all hospitals my choice is RCH because it provides the best care and the best staff.     Canadas August merchandise trade deficit deteriorated to

    $1.3B from $1.2B in July a.. The August merchandise trade deficit unexpectedly deteriorated to $1.3B from an upwardly revised deficit in July of $1.2B (originally $0.9B).

    b.. The deterioration occurred despite exports rising $0.7B (1.8%) as it was more than offset by imports rising $0.8B (2.1%).

    c.. On a volumes basis (using 2007 chained dollars), the trade picture was very similar with a 1.5% gain in exports being outpaced by a 1.7% rise in imports sending the real net exports deficit up to $1.6B from an upwardly revised deficit in July of $1.5B.

    d.. Both the larger than expected August deficit and the revised, and larger, shortfall in July, suggest that net exports will weigh on growth in the third quarter possibly subtracting a percentage point from annualized growth rather than providing a modest add. Such would suggest some downside risk to our current Q3 growth rate of 2.8%. However, it is often the case that rising imports will be reflected in greater strength elsewhere in the economy such as business investment in M&E and/or inventories that can provide an offset.

    Implications.

    The August merchandise trade report showed an unexpected deterioration in the deficit to $1.3B from $1.2B in July, which was revised higher from a previously estimated deficit of $0.9B. Market expectations going into the report were for an August deficit of $0.7B.

    The deterioration resulted from imports rising a greater than expected $0.8B (2.1%). This increase was led by higher imports of energy products ($0.4B or 12.5%), aircraft ($0.3B or 27.1%), motor vehicles ($0.1B or 1.9%) and machinery and equipment ($0.1B or 2.5%). The increase in M&E imports augurs well for greater strength in business investment in the third quarter.

    The gain in imports was almost fully offset by exports rising $0.7B (1.8%). The increase in this component was led by higher exports of energy products ($0.4B or 4.7%) and metal and non-metallic mineral products ($0.3B or 8.2%).

    On a volumes basis (using 2007 chained dollars), the trade picture was very similar with a 1.5% gain in exports being outpaced by a 1.7% rise in imports sending the real net exports deficit up to $1.6B from $1.5B in July. However, the deficit in July was revised higher from a previously estimated $1.0B as a result of both import growth being revised up to 1.4% from 1.0% previously and the decline in exports being deepened to 2.9% from 1.2% previously.

    Both the larger than expected August deficit and the revised, and larger, shortfall in July, suggest that net exports will weigh on growth in the third quarter possibly subtracting a percentage point from annualized growth rather than providing a modest add. Such would suggest some downside risk to our current Q3 growth rate of 2.8%. However, it is often the case that rising imports will be reflected in greater strength elsewhere in the economy such as business investment in M&E and/or inventories that can provide an offset. Confirmation of this strength awaits the release of the monthly GDP data. Our current forecast assumes a 0.3% rise in August GDP following the 0.6% gain in July.

    The Honourable Lisa Raitt, Minister of Trans-port and the Honourable Ed Fast, Minister of International Trade, are pleased to announce that Canada has successfully concluded new and expanded air transport agreements with seven countries spanning several regions of the world.

    The amended agreements with Algeria, Ethio-pia, South Africa and Turkey expand Canadas existing air transport relationships by allow-ing airlines to introduce more flight options and routings, which benefit passengers and businesses by providing greater choice and convenience.

    First-time bilateral air transport agreements have also been reached with Burkina Faso, Ec-uador and Macedonia. These new agreements will help develop air travel markets between Canada and these countries by providing full flexibility for airlines to offer air services using the flights of other airlines, commonly referred to as code-sharing, and to adjust prices accord-ing to market conditions.

    The announcements came as the 38th session of the International Civil Aviation Organiza-tions (ICAO) Assembly wrapped up last week at its headquarters in Montreal.

    This has been a great two weeks for Canadas aviation industry and those who benefit from it, said Minister Raitt. We have solidified our position as a leader in international aviation. Canada is the natural home of ICAO and an innovative model for the development of safe, secure and sustainable aviation. We are also continuing to build and expand air transport relationships as demonstrated by todays an-nouncement. These relationships will provide more commercial opportunities to the Cana-dian air industry and are important for the competitiveness of our business and tourism sectors. They also give travellers and shippers more choice and convenience.

    The announcement is yet another example of how our governments broad and ambitious pro-trade plan will benefit Canadian workers, exporters and businesses, said Minister Fast. The expansion of air transport relationships goes hand in hand with opening new markets around the world, which we know creates jobs, growth and long-term prosperity here at home.

    The rights under most of these agreements are being applied administratively, which allows new air services to be introduced immediately.

    The Government of Canadas approach to expanding its air transport relationships is con-sistent with Canadas Blue Sky policy, which encourages long-term, sustainable competition

    and the development of new or expanded in-ternational air services. Under this policy, the Government of Canada has concluded new or expanded air transport agreements covering almost 80 countries, including:

    Open Skies-type agreements with 16 countries: Barbados, Brazil, Costa Rica, Curaao, the Dominican Republic, El Sal-vador, Honduras, Iceland, Ireland, Jamaica, New Zealand, Nicaragua, Sint Maarten, South Korea, Switzerland, and Trinidad and Tobago.

    Expanded agreements with 18 coun-tries: Algeria, China, Cuba, Egypt, Ethiopia,

    India, Japan, Jordan, Malaysia, Mexico, Mo-rocco, Pakistan, Peru, the Philippines, Saudi Arabia, Singapore, South Africa, and Turkey.

    Parents can ensure their children are protected from harmful diseases by taking advantage of regular school-based immunization clinics getting underway this fall.

    The BC Centre for Disease Control and Immunize BC are urging parents to review their childs immunization record and keep vaccination schedules up to date. Many students are now receiving vaccination information and school-based schedules from their schools public health nurses.

    Recent reports in British Columbia of measles and pertussis (whooping cough) outbreaks point to the need to focus attention on the importance of vaccinations for all age groups.

    Most kids in kindergarten or those starting high school need a booster shot for illnesses such as tetanus, chicken pox and meningitis group C.

    The current B.C. immunization schedule is comprised of vaccines that protect against 13 infectious diseases, including diphtheria, whooping cough, tetanus, polio, Haemophilus influenzae b, hepatitis B, meningococcal group C disease, measles, mumps, rubella, and chickenpox.

    These vaccines are offered to a variety of age groups in schools but can also be requested at public health units, child health clinics, and physicians offices. Children aged 5 and older may also be immunized by certified pharmacists.

    Premier officially opens Surrey Memorial Hospital Emergency Department

    Premier Christy Clark, along with Health Minister Terry Lake and Fraser Health repre-sentatives officially opened the new Surrey Memorial Hospital emergency department, Canadas second-largest.

    The impressive new emergency depart-ment at Surrey Memorial Hospital is more than just bricks and mortar, it represents our governments commitment to investing in the future, and ensuring vital services grow along with the community, said Premier Clark.

    The new facility is organized into specific zones to provide efficient, patient-centred care. This includes separate areas for walk-in and triage, patients in critical condition, less-critical patients and a mental health and substance use zone.

    The new emergency department is an investment in the future of the community and one that will support families across the Fraser Health region, said Lake. Our government is proud to be contributing to improving health care across British Co-lumbia and building infrastructure in the communities we serve.

    The centre also includes a separate pediatric emergency department for children, one of only two in B.C. The pediatric emergency has its own entrance, private treatment rooms, a family area and a special area for pediatric mental-health patients along with a care team that will be on site 24/7.

    Today is a milestone for not only the resi-dents of Surrey, but for all people who live in the Fraser Health region who now have this state-of-the-art emergency department in their community, said Dr. Nigel Murray, president and CEO of Fraser Health. Every person who uses this facility will be im-pressed by not only the space our staff now has to provide care, but also the organization of the space which will facilitate efficient, patient-centred care.

    The new emergency department will be able to hold six ambulances in a secure garage, have over 100 single patient rooms and be able to provide approximately 70,000 medi-cal imaging procedures a year.

    The new emergency department is located on the first floor of the eight-floor Critical Care Tower. The remaining floors of the tower are expected to open in June 2014.

    Power Smart Month deals save Abbotsford residents money and energy

    BC Hydros residential customers can save some money this Power Smart Month through rebates on energy efficient prod-ucts available at local stores.

    Each October, for Power Smart Month, BC Hydro provides special offers and in-centives for British Columbians to switch to energy efficient products to save energy and save money.

    Customers can now save up to $150 on select ENERGY STAR appliances such as refrigerators and clothes washers through a mail-in rebate. Customers can also save up to $10 on select ENERGY STAR light-ing fixtures and bulbs.

    Abbotsford Participating in Province Wide Earthquake Drill

    Its that time again for all citizens of British Columbia to get ready to participate in earthquake prepared-ness by participating in the ShakeOut BC Drill scheduled for 10:17 a.m. on October 17, 2013.

    This means that on October 17th wher-ever you are at that momentat home, at work, at school, anywhereyou should Drop, Cover, and Hold On as if there were a major earthquake oc-curring at that very moment, and stay in this position for at least 60 seconds or until the shaking stops.

    The main goal of ShakeOutBC is to get British Columbians prepared for major earthquakes since we live in a seismically active region, said Mayor Bruce Banman. Everyone should use the ShakeOutBC drill as an opportu-nity to learn what to do before, during, and after an earthquake.

    Earthquake preparedness is extremely important for British Columbia resi-

    dents. BC is part of the Ring of Fire which is a 40,000 kilometer horseshoe area where a large number of earth-quakes and volcanic eruptions occur in the basin of the Pacific Ocean. The ring of fire starts at the southern tip of New Zealand, up the east coast of Asia then crosses over to Alaska and runs down the west coast of North and South America.

    Off the west coast of British Columbia, the Cascadia Zone includes a portion of the Pacific Plate with the small Juan de Fuca Plate which is sliding beneath the North American Plate creating a volatile fault line. In Abbotsford, the Boulder Creek fault line starts just east of Bellingham, Washington running 11 kilometres long and 17 kilometres wide and runs under 1 kilometer be-neath the surface.

    Thank B.C.s agriculture industry this Thanksgiving weekend

    As British Colum-bians peel the po-tatoes and prepare the side dishes to go with their Thanksgiving turkey this weekend, Agriculture Minister Pat Pimm is taking a moment to highlight the benefits of buying local and celebrating the contribution of B.Cs agriculture sector.

    More than 61,000 people work in the B.C. agrifoods industry and together the farmers, ranchers and food processors produce more than 200 commodities on the land and harvest about 100 species of fish, shellfish and plants from the sea. Many of these local products will be served on Thanksgiving dinner tables this weekend.

    In 2012, total farm cash receipts from B.C.s agricul-ture sector increased eight per cent to $2.8 billion. The crop and livestock/poultry sectors generated almost equal shares of the provin-cial farm cash receipts. B.C.

    raised more than 2.7 million turkeys and the total turkey production rose five per cent from the previous year to 21,400 tonnes.

    The just released British Columbia Agrifood Industry Year in Review notes the province produced almost 72,000 tonnes of potatoes in 2012 thats enough for 480 million servings. Mushrooms and potatoes were B.C.s highest-value, non-greenhouse vegetable crops, followed by corn, let-tuce, carrots, beans, cabbage and brussels sprouts. Fresh B.C. vegetables and other local products are available at farmers markets and gro-cery stores year round.

    In 2012, the B.C. govern-ment invested $2 million to help B.C. farmers and food processors promote local foods through the Buy Local Program. The program offers successful applicants match-ing funds up to $100,000 to

    launch or expand local food marketing campaigns.

    The overall agriculture, seafood and food process-ing sectors revenue grew to $11.7 billion in 2012. Build-ing the local market for B.C. foods is a key commitment of governments Agrifoods Strategy, a component of the BC Jobs Plan, to lead the agrifoods sector growth into a $14-billion-a-year industry by 2017.

    Kitchen safety a priority for Fire Prevention Week

    Fire officials and govern-ment are encouraging British Columbians to make sure every member of their family knows the recipe for prevent-ing kitchen fires during Na-tional Fire Prevention Week (Oct. 6-12).

    Each year, Fire Prevention Week highlights a key aspect of fire education. This years theme, Prevent Kitchen Fires, focuses on ensuring every member of the family from parents and university/college students to the youngest tod-dler knows about safety in the kitchen.

    Cooking is the leading cause of determined home fires and fire related injuries in British Columbia, with 33 per cent of fire injuries caused by cooking and equipment and 34 per cent of residential fires starting in the kitchen. There were 811 fires related to cooking equip-ment in 2012.

    Emergency Management BC and the Office of the Fire Commissioner are supporting local fire officials during this years Fire Prevention Week with a fire safety activity

    booklet for children ages 5 to 8. It highlights fire and burn hazards, knowing what to do in case of a fire and home escape planning.

    In addition to making sure everyone knows about kitchen safety, every household in B.C. should have working smoke alarms particularly in sleeping areas and an extinguisher. Families are encouraged to check smoke alarm batteries monthly and mark their calendars to ensure they clean the devices twice a year.

    Quick Facts:

    In British Columbia during 2012, 6,780 reported fires caused 266 injuries (231 for civilians and 35 for firefight-ers) and 35 deaths.

    On average, a British Colum-bian is injured by residential fire every 32 hours in BC.

    During Fire Prevention Week 2013, the Office of the Fire Commissioner is also support-ing participating fire depart-ments with an iPad contest for children ages 5 to 8 (kinder-garten to Grade 3).

    B.C. sets out new regulAtions for

    pestiCide useThe Province is propos-ing revisions to the Inte-grated Pest Management Regulation (IMPR) to ensure cosmetic pes-ticides are being used safely and responsibly.

    These revisions will re-quire stricter control on the sale and use of pes-ticides in private land-scaped areas, while at the same time simplify requirements for the sale and use of pesticides commonly considered safe.

    The proposed changes include the following requirements:

    A licence is required in order to apply most pes-ticides in private land-scaped areas.

    Licence holders are re-quired to employ trained pesticide applicators and practice Integrated Pest Management (IPM).

    Residents are to be notified when pesticides are used on private land-scaped areas.

    A list of pesticides con-sidered safe for use by untrained people will be developed. These pesticides may be sold and applied in a private landscaped area without a licence.

    Here, interested British Columbians will have 60 days to fill out a re-sponse form, providing comments on specific aspects of this regulation to government.

    These changes were de-veloped with input from the public, as well as the bi-partisan Special Committee on Cosmetic Pesticides.

    The committee released its report on May 17, 2012, and concluded regulations restricting the use of cosmetic pes-ticides should be tight-ened, but there was not enough evidence to sup-port an outright ban on the sale of pesticides.

    These proposed amend-ments go one step fur-ther to ensure pesticides are used responsibly by trained individuals by expanding existing re-quirements for licensing to include those apply-ing pesticides to private landscaped areas.

    Municipalities and First Nations with law-mak-ing authority will be able to opt out of the require-ment for a licence to ap-ply pesticides to private residential properties, not including multi-res-idence properties, if they so choose.

    In March 2013, the Legislature passed the Miscellaneous Statutes Amendment Act that included a change to the Integrated Pest Manage-ment Act enabling the minister of environment to develop regulations establishing lists of pes-ticides that may be regu-lated differently than other pesticides.

    The Province intends to implement the proposed revisions to the IMPR in two stages between 2014 and 2015.

    B.C. celebrates Library Month

    Education Minister Pe-ter Fassbender is pro-claiming October 2013 as Library Month in British Columbia, reinforcing the importance role local libraries play in education and literacy in communities throughout the province.

    The proclamation coincides with the Canadian Library Association naming October as Canadian Library Month. This years theme across the country is Libraries Con-nect.

    Libraries foster lifelong learn-ing and help British Columbi-ans of all ages connect with the information, programs and resources they need to learn, work and live fuller lives. Since 1999, B.C. has joined other provinces in celebrating Library Week and Library Month as a means of promoting the many valuable services provided by libraries of all types.
