Low youth unemployment rate
Economic situation, low unemployment rate in general (under 5%) Change in law: <18 not allowed to leave school without qualification Change in law: < 27 do not get social benefit unless they cooperate
to re-integrate. Law enforcement: people are informed on the consequences if they
do not keep their part. Sticks and carrots. Temporary jobs/ jobagencies are accepted as a chance in one’s
carreer. Many young people start in student jobs, apprenticeships or
learning/working-jobs. Cooperation is the key word in our services to young unemployed
people. The governmental subsidie was only given if municipalities, PES and schools work together.
Focus on job opportunities in close contact with employers and with onorthodox and creative approach.

Action Plan Youth Unemployment:Cooperative approach to youth
unemployment 2009-2011
Young people serviced in “youth desks”: Municipality, UWV WERKbedrijf, field of education, early school
leavers agent, youth care institutes etc. work together in the youth desk
Staff of dedicated youth ‘workcoaches’ and trainees If not qualified:back to school is the adage; or in apprenticeship
Together is a key word Employers, employers organisations like SME, and youth desk
work together locally to find opportunities for young people in work and education.
Act, Do! Words are not enough. Focus on Work (short and long term); youth covenants
with employers organisations Labourmarketinformation on regional level as a tool for
local labourpolicy.

School Ex Exit: guidance to the labourmarket Extention: stay in school for another year to get a better

Ambition: All school leavers have work within 3 months or are actively seeking work: reintegration, training on the job
Traineeprogram: for 2x 200 young highly educated people. They were hired bij PES as youthcounselars.

Vouchers youngsters can give to employers they want to work for
All kinds of activities: job fairs, speed-dating with employers, a working-learning bus to take young people to events, e-community (under construction), mentoring, orientationweeks for promising sectors, yearly actionweek etc.

Reduction of early school leaving
Change in law: <18 not allowed to leave school without qualification
Zero tolerance: young people’s attendance in school is controlled very strictly
39 central municipalities responsible for decreasing the number of school leavers without qualification
A special unit (early school leavers agent) in the youth desks Peer group of young people who left school with qualification:
visiting the schools and spread the message why it is so important to get a diploma
Different project in the regions to keep young people longer in school: classes with extra care and structure, parent participation, taylor-made training etc.
